zhu recalled the succesful visit by a delegation of peking to belgrade last december and conveyed the readiness of the peking authorities to resume this cooperatin.

zhu repeated his invitation to covic to visit peking.

it was agreed that the belgrade delegation's visit to china sould coincide with a tour to peking and another city of belgrade of the cultural society ivo lola ribar.

[02] ALEKSANDAR GAJIC NEW PRESIDENT OF SERBIAN-JAPANESE SOCIETY

former president dragan jovancevic was elected vice-president of the society, at an assembly session tuesday.

the assembly was greeted by the charge d'affaires of the embassy of japan in belgrade, keisuke oba, who lauded the four years of work of the society and announced the intensification of cooperation between japan and yugoslavia.

[03] GRMEC OF BELGRADE TO SPONSOR TANJUG'S OFFICE IN WARSAW

grmec belongs to the companies that have increased their orientation towards exports after stabilizing production, while paying special attention to economic and business information. the fact that the newspaper privredni pregled is part of grmec proves this.

by reopening its office in warsaw, tanjug continues to spread its network of offices throughout the world, which is one of its priorities.

tanjug has recently signed a cooperation agreement with the polish pap news agency.

the reopening of tanjug's warsaw office should help get a better insight in the situation in poland, which was one of the most important foreign trade partners of the former yugoslavia and especially the yugoslav republics of serbia and montenegro.

[04] SERBIAN RELIGION MINISTER RECEIVES RUSSIAN ARCHBISHOP TEOFAN

dragojlovic informed his guest of the causes of the conflict in the former yugoslavia and efforts undertaken by the serbian and yugoslav lederships to reach lasting and just pece, the ministry said in a statement.

the talks stressed the importance of the support of the russian church to the serb people during the hard times and in this context the contribution of the recently-deceased head of the moscow patriarchy representation in belgrade vasiliy tarasyev.

the two sides discussed the cooperation and responsibility of the church in understanding historic and civilisational processes of the modern world and the need to establish cooperation and confidence between catholics and orthodox-christians and inter-church cooperation at a wider level.

archbishop teofan emphasised the traditional friendship of the russian and the serbian people, to which contributed the centuries of harmonious relations between the russian and the serb church.

he stressed especially that 'solidarity of orthodox churches was needed to respond to a nubmer of challenges that the present time poses before them'.

at the end of the talks dragojlovic said that serbia and yugoslavia would continue to extend support to the representation of the moscow patriarchy in belgrade, the statement said and added that the talks were also attended by the acting head of the moscow patriarchy representation in belgrade vitaly tarasyev.

[05] IPTF SPOKEEMAN SAYS SERBS IN SARAJEGO TARASSED, ROBBED DAILY

speaking at a news conference, ivanko accused authorities of the moslem-croat federation of having done nothing to protect the rights of the serb minority.

[07] SWEDISH DIPLOMAT: PEACE IN BALKANS VITAL FOR PEACE IN EUROPE

after meeting with yugoslav prime minister radoje kontic and foreign minister milan milutinovic, bjurner told a news coference that his visit to belgrade opened a new chapter in the normalisation of relations between sweden and the federal republic of yugoslavia.

bjurner, who is paying a three-day official visit to yugoslavia, said yugoslavia was part of europe not only in the geographical sense but also in the political.

he said the meeting had dealt also with the peace process for bosnia-herzegovina and elections to be held there.

sweden, which has not had war in its territory for 180 years, fully backs the dayton peace accords for bosnia-herzegovina through its participation in the nato-led peace implementation force as well as its humanitarian assistance, he said.

commenting on the resumption of economic and political ties with yugoslavia, bjurner said there was hardly a swede who did not have a yugoslav for a friend.

[09] PRESENTATION OF CANADIAN CULTURAL CENTRE IN BELGRADE

canadian embassy first secretary ted mackay said that the centre is contributing to the promotion of relations between the federal republic of yugoslavia and canada through literature, music, films, ballet and other spheres of culture.

the centre offers videos about canada, a number of canadian papers and magazines, documentaries and animated films, a library, encyclopedias, lexicons, etc, mackay said.

the zemun polje institute was entrusted with this task at a meeting on maize genetic resources held in rome in late may, with the representatives of 16 countries and the participation of the united nations' food and agriculture association (fao).

the meeting was organized by the international plant genetic resources institute, operating within the european cooperative program for plant genetic resources.

[14] UNCERTAINTY IN THE OUTCOME OF BALKANS ARMS CONTROL TALKS

vienna, june 5 (tanjug) - a day ahead of the scheduled end of the conference on arms control in the balkans under the provisions of the dayton agreement it is still uncertain whether the talks will be successful and will end on time.

negotiations are being conducted round the clock in the vienna seat of the organisation for security and cooperation in europe (osce) and the organisers limit themselves to expressing the hope they will be completed on time.

sources close to delegations participating in the conference are also reluctant to give any more specific information on the outcome of the conference.

head of the yugoslav delegation at the talks ambassador dragomir djokic said that very intense talks were under way but that for now significant progress had not been made.

despite all the difficulties a solution could be reached if all the sides are ready for compromise, the head of the yugoslav delegation said.

conference chairman norwegian ambassador to the osce eide vigleik said cautiosly before the beginning of the last and decisive round of the talks that the talks would end on time if the participants so wished.

the failure of arms control talks, important for the bosnia peace process and the military-political stability in the balkans, would be a blow to the implementation of the dayton accords.

the arms control agreement is scheduled to be initialed on june 6 and signed at ministerial level on june 11 in oslo.

it would be followed by a stage of counting of military holdings of the participants of the conference, further talks and real disarmament, organisers of the talks said.

the conference, which started on january 5 this year behind closed doors in vienna's hofburg palace, groups representatives of the federal republic of yugoslavia, republika srpska, croatia, bosnia-herzegovina and the muslim-croat federation.

[15] AIRBUS MAKES FIRST PROMOTION FLIGHT IN YUGOSLAVIA

he made this statement during the first promotion flight of airbus a-319 in yugoslavia.

'jat is already negotiating with leading world commercial plane manufacturers, and today's promotion is the first in a series of offers from airbus,' slavuj said and added that jat reprsentatives will be talking with representatives of the u.s. companies douglas and boeing in the coming days.

according to slavuj the yugoslav national carrier will decide by the end of the year what type of plane it will use to renew its fleet and expects to have the first modern planes with the most advanced technology already next year.

airbus representative pierre carpent said that the european consortium has an annual turnover of 9.6 billion dollars. he said that airbus was ready for long-term cooperation with jat but did not give any details.

[16] GERMANY URGES ACCESSION TO INTERNATIONAL FINANCIAL INSTITUTIONS

ambassador schroembgens said during a visit to sabac, town in western serbia, that all prerequisites existed for german-yugoslav economic relations to reach the level at which they were prior to the imposition of international sanctions against yugoslavia.

the german ambassador was accompanied by representatives of the german ferrostahl and sauresieg companies and president of the yugoslav business association in germany bogoljub bozic.

the guests discussed possibilities for cooperation with representatives of leading companies in the region -- zorka of sabac, krusik of valjevo and viskoza of loznica.

[17] EUROPEAN AIRBUS.. INTERESTED IN COOPERATION WITH FRY (REOPENS) (TWO)

babic reaffirmed serbia's interest in renewing the yugoslav air fleet and in all financial arrangements which would make use of yugoslavia's production capacities.

the serbian government will try to create a good atmosphere for foreign investments, the serbian information ministry said.

[18] SYMPOSIUM ON YUGOSLAV-WTO COOPERATION

the meeting, organized by the montenegrin foreign ministry and the ministry of trade, was opened by republican foreign minister janko jeknic.

the meeting aimed to inform more thoroughly montenegro's competent bodies, institutions and economic organizations about activities leading to yugoslavia's admittance to the wto, the montenegrin foreign ministry said in a statement.

yugoslav assistant minister of trade borisa vukovic and other ministry officials also participated in the symposium as lecturors.

[19] YUGOSLAVIA WILL BACK E.U. STUDY ON DANUBE

the secretary of the chamber's division for transportation and communications said the chamber would back the work on the study and the yugoslav economy would expect to be able to use the results of the research.

the study is to cover navigation, the potentials of danubian countries' fleets, market conditions and prospects for transport development through the year 2010.

the study is being prepared by the national institute for space planning in vienna, the greek impetus company, which specilizes in communications systems, and the european centre for navigational development based in duisburg.

according to branislav zigic of the duisburg-based centre, the study is also to help determine the danube's compatibility with navigational channels in western europe and large river basins, including the dnieper and the volga.

it is to help identify infrastructure bottlenecks on the danube and ways to eliminate them.

the study is mainly financed by the e.u. and is to be completed by early 1998.

yugoslavia's consultant on the project is university of belgrade professor dr. dejan radojcic. professor radojcic teaches at the university's mechanical engineering faculty.

[20] TRIESTE CHAMBER OF COMMERCE PARTICIPATES AT BELGRADE EXPOSITION

the trieste chamber represents 20 italian firms at an international exhibition of enterpreneurship, business and ideas which opened in belgrade on tuesday. the italian firms seek to restore ties with their earlier yugoslav partners.

the chamber has distributed to its members translations of the latest yugoslav laws as business propositions come daily from both sides, pison said.

[21] YUGOSLAVIA HAS TALKS WITH PARIS CLUB OF CREDITORS

the officials exchanged views on all open questions, describing the discussion as very useful to both sides, yugoslav delegation sources said.

the two sides decided that contacts should continue, parallel with talks with the international monetary fund, to create conditions for yugoslavia's full integration in world financial bodies and normalisation of relations and cooperation with the paris club.

[22] YUGOSLAV VEGETABLE PROCESSORS RETURN TO WORLD MARKET

soti said the 400,000-deutche-mark-contract was for the export of 600 tons of frozen vegetables and that the italian partner had already paid one-third of the contract value in advance.

before the sanctions, which were imposed in may 1992 and suspended in late 1995, iglo delivered 70 percent of its output to the italian, austrian and dutch markets and the remainder to slovenia and croatia.

iglo launches this year's processing campaign of 3,000 tons of vegetables on wednesday with the processing of 600 tons of peas in the coming few days, soti said.

[23] YUGOSLAV CUTTING TOOLS FACTORY EXPORTS TO GERMANY

zukovic said that the entire may output of 50,000 pieces was intended for german buyers and buyers from other european countries.

he said that the international sanctions against yugoslavia had severed all links with foreign partners for years.

other manufacturers have taken our place, but we are ready to cope with strong competition on the world market, zukovic said.

he said that in the first five months of 1996, the factory had increased its output by 50 percent on the same period in 1995.

[24] CABLE EXPORTS WORTH EIGHT MILLION DOLLARS

the factory, located in central serbia, exported to france, germany, russia, ukraine, holland, sweden and the united arab emirates.

the head of sales milorad mladenovic said on wednesday that the factory's exports in may alone stood at 1.95 million dollars, and added that in the past three months exports stabilised at around two million dollars a month.

[27] MONTENEGRIN ECOLOGY PROJECT TO BE REALIZED IN COOPERATION WITH ITALY

the realization of this project, worth about 173 million german marks, will be carried out via a mixed joint stock company, located in podgorica, capital of montenegro.

the company's shares will be divided along the principle 49-51 between the founders the montenegrin government and the italian company jacorossi from milano.

jacarossi's experts are the authors of the communal waste program, adopted by the montenegrin government as a general concept.

the realization of the program will be carried out in two stages, and the first is planned to begin this year.

[28] SERBIA: PRIVATE ENTREPRENEURSHIP ACCORDING TO ITALIAN CHAMBERS

following talks with the italians, the italian government is expected to extend financial and personnel aid to the realisation of this ambitious project, said djukic at a meeting of private sector representatives tuesday in novi sad, capital of the north serbian province of vojvodina.

djukic explained that the objective of the formation of these associations was to gather in one place all data about the offer of the private sector, and to open up possibilities for their access to the domestic and foreign markets.

according to data of the republican society for statistics, at the end of the first quarter of this year there were over 180,000 private firms in serbia, of which 34,500 in vojvodina.

about 80 percent of private firms in serbia are specialized in trade, traffic, catering, handicrafts, finances and other services, and 17 percent are in production.

[29] JOINT STOCK COMPANY FOR CONSTRUCTION OF GAS PIPELINE IN SERBIA

the agreement was signed by the russian gazprom company for the production and distribution of natural gas and the yugoslav enterprises progres and progres trading, the oil industry of serbia and the belgrade beobanka bank.

the mixed joint stock company jugorosgaz a.d. will be based in belgrade and will be registered as a company for the construction of gas pipelines, transportation and sale of natural gas.

according to rough estimates, the construction of the southern section of the gas pipeline in serbia will cost about 240 million dollars.

the project will be realized in stages.

the first stage will cover the construction of the 172-km section dimitrovgrad-nis-pojate, worth 105 million dollars.

[30] RESTORATION OF DIALOGUE WITH PARIS CLUB IS GOOD SIGN

paris, june 5 (tanjug) - the restoration of dialogue with the paris club is a good sign for the normalization of relations between yugoslavia and leading international financial organizations.

yugoslav representatives and paris club high-ranking officials on tuesday discussed the regulation of the yugoslav debt to the paris club members and creation of preconditions for restoring cooperation.

under a yugoslav government decision, the yugoslav delegation to the talks was headed by yugoslav deputy finance minister dragutin vucinic.

paris club vice president bernard maziere said he was satisfied with the results of the talks which ended late on tuesday.

the fact that both sides showed readiness for continuing talks with the paris club and the international monetary fund is important.

the wish is to create conditions as soon as possible for yugoslavia's full reintegration into all international financial and economic organizations.

the dynamizing of basic processes of the yugoslav economy, stabilization of its monetary situation and overcoming of effects of the three-and-a-half-year economic sanctions require international support and imf representatives had already indicated they were ready to help.

this is why the restoration of the dialogue with the paris club and the announced new round of talks with the imf are very important. other international financial institutions will also join the talks about complex problems, such as yugoslavia's debt and a series of financial, economic and systemic issues.

paris has pointed at the necessity of belgrade's role in the settlement of the crisis in the former yugoslavia, which dictates yugoslavia's equal participation in international organizations.

[31] PENTAGON: IFOR'S DUTY IS NOT TO HUNT DOWN WAR CRIMINALS

there has been no change whatsoever in the mission of the peace troops in bosnia, pentagon spokesman lt.-col. rick scott said in an interview with the daily new york times on teesday.

he said that the growing number of ifor patrols throughout bosnia was not the result of any kind of a turnabout but a planned move that had been in practice since mid-april.

some u.s. reporters in bosnia said tuesday that ifor commanders were still categorical in their stand that ifor's tasks had been clearly defined and that the force would be only keeping peace in bosnia, and not hunt down war crime suspects.

a u.s. commander in tuzla had recently said that his troops would not expose themselves to such unnecessary risk.

the pentagon and ifor reactions come in response to a statement that u.s. secretary of states warren christopher made just after sunday's meeting in geneva.

christopher said that ifor patrols in bosnia would now become more perceptible and active, with the aim of enabling free movement of civilians ahead of the planned elections, which would expose suspected war criminals to a greater risk of being arrested.

u.s. political and media sources saw the statement as signaling a turnabout in ifor's mission in bosnia, especially as they had already advocated an expansion of ifor's mission to include the pursuit of war crime suspects.

[32] ICRC REPRESENTATIVES VISIT AMENSTIED SERBS

the belgrade icrc office said 64 of the 76 amnestied serbs were at the centre, since 12 had decided to remain in croatia.

the amnestied serbs were imprisoned after croatia's aggressions on west slavonija and krajina in may and august last year, when 4,000 serbs were killed and more than 250,000 compelled to flee to yugoslavia and the bosnian serb republika srpska.

the icrc representatives spoke with the released serbs, who were permitted to send messages to their families.

the remaining 200 serbs in croatia's prisons continue to be visited by icrc representatives, who are checking the prison conditions and treatment of the prisoners.

[33] YUGOSLAV PRIME MINISTER, SWEDISH ENVOY DISCUSS PROMOTION OF RELATIONS

kontic and bjorner agreed that a series of measures at the inter-state level should follow the return of numerous swedish companies to the yugoslav market and create atmosphere for a speedier and comprehensive bilateral cooperation.

it was agreed to analyse and extend numerous inter-state agreements, primarily those on economic and cultural cooperation, to spur on and protect investments and avoid double taxation.

the yugoslav prime minister praised sweden for its unbiased and pricipled attitude in the crisis in the former yugoslavia, which was a substantial contribution to its settlement.

speaking about the implementation of the dayton agreement, bjorner said that the swedish government appreciated yugoslavia's peace policy since the beginning of the crisis and hoped that yugoslavia would continue making crucial contributions to the stabilization of peace in the balkans.

kontic stressed yugoslavia's readiness to continue investing efforts for a consistent implementation of the dayton agreement, in which yugoslavia rightly expected comprehensive support by other countries and international institutions.

kontic said that yugoslavia could realize the crucial role of a stabilizing factor in the region only if it was stable and prosperous itself, which is why it must become an equal member of the international community, the statement quoted kontic as saying.

[34] BOSNIAN SERB PARTY OFFICIAL URGES PRESERVATION OF DAYTON SPIRIT

radisic said in an interview with obrenovac radio in serbia that sunday's meeting in geneva of the signatories of the dayton agreement had marked an important step forward in its implementation.

radisic said the meeting had shown that all disputed issues, and there were many of them, should be settled through dialogue and contacts between the interested parties.

he said the stand of serbian president slobodan milosevic was a guarantee that peace would be preserved and that the ghosts of war, still invoked by some factors, would definitively be defeated.

[35] UNHCR TO OPEN BANJA LUKA-ZENICA BUS LINE ON WEDNESDAY

unhcr spokesman ron redmond told a press conference in geneva on tuesday that the establishing of traffic between the two bosnian entities should help restore trust and freedom of movement.

the line will not be commercial and buses and drivers will be taken from foreign countries, redmond said and added that the unhcr would soon open a few other similar lines.

remond said that unhcr special envoy jensen petersen had requested from republika srpska prime minister gojko klickovic that republika srpska authorities enable the opening of such lines and ensure safety to those who travel by unhcr buses and complete freedom of movement in their territory.

remond also said that the unhcr would call for help from the bosnia peace implementation force if services were obstructed.

asked it this clashed with a recent statement by high commissioner sadako ogata to the effect that confidence could not be built by force, redmond said that freedom of movement was laid down in the dayton agreement and that it was everybody's obligation.

[36] GERMANS COUNTING ON LONGER IFOR PRESENCE IN BOSNIA

schaefer told reporters that it was too early to discuss the time of the withdrawal of the peace troops before the holding of the september elections in bosnia.

foreign troops will have to protect international civilian humanitarian organisations which will continue to work in bosnia, schaefer said and added they should not have to stay at all costs.

last week schaefer visited bosnia and croatia with a group of politicians, officers and representatives of humanitarian organisations and was the first official representative of the german government who visited republika srpska, the bosnian serb entity.

positvely assessing the present developments in republika srpska, especiall regarding the freedom of movement, schaefer asked for part of the development projects to be directded to the serb entity because this would weaken extremist forces while isolation would only strengthen them.

speaking about the return of refugees to bosnia schaefer said that nothing stood in the way of their return and stressed the need of closer cooperation between bonn and sarajevo on the return of bosnia refugees from germany, who number 320,000 there.

[37] YUGOSLAV, GERMAN PARLIAMENTARIANS HOLD TALKS (TWO)

milosavljevic spoke about the government's activities for promoting local self-rule, economy, education, health service and employment in kosovo and metohija, the serbian information ministry said in a statement.

milosavljevic said that an increasing number of ethnic albanians had lately been joining social processes in serbia.

the statement said that the guests had reiterated germany's stand that problems in kosovo and metohija had to be solved peacefully and through dialogue, which was confirmed during a recent visit to yugoslavia of german foreign minister klaus kinkel.

[38] GREEK MEDIA: PREPARATIONS FOR ELECTIONS IN BOSNIA OF VITAL IMPORTANCE

greek media reported that, despite some earlier negative signs from the muslim side, agreement had been reached in geneva to hold elections in bosnia-herzegovina as scheduled by mid-september.

norwegian ambassador for coordination of activities in the former yugoslavia kai aide informed about this president of the serb region goran hadzic here tuesday, a press release said.

the norwegian government will soon open its office in vukovar, a town in the serb region.

aide was a co-author of the agreement signed in erdut last year by the local serbs and croatia on a peaceful solution to the dispute.

it is under the erdut agreement that the u.n. transitional authority (untaes) has been set up for a period of one year and possibly two at the most.

[40] MUSLIM ROMANY ADMITS KILLING CATHOLIC BISHOP IN KOTOR

rizvani, who was born in pec, a town in serbia's southern province of kosovo and metohija, worked as a street sweeper in the montenegrin adriatic resort of kotor, the montenegrin interior ministry said in a statement.

rizvani told police investigators that he had killed the bishop for gain, the statement said.

the retired bishop was found dead in the local bishopric on monday evening.

montenegrin president momir bulatovic and minister of religions slobodan tomovic expressed their condolences to kotor bishop ilija janjic, the clergy and all catholics in montenegro.

'bishop gugic was a man who sincerely believed in understanding, tolerance and love among people not only as a way of life but also as a way of surmounting all possible conflicts,' bulatovic said in a telegram of condolences.

'i feel confident that relations of tolerance and mutual understanding will continue to be a prominent characteristic of montenegro as a community of people of different religions, nationalities and cultures,' he said.

tomovic said the news about gugic's death had grieved him as their official contacts had been very correct, and personal relations very close.

'the catholic church has lost an exalted missionary of virtue and the people of (the adriatic bay of) boka kotorska (have lost) a man who contributed to harmonious relations among people of different religious affiliations,' tomovic said in a telegram.

[41] REPUBLIKA SRPSKA PARLIAMENT SPEAKER FOR ELECTIONS AT SET TIME

he said this after meeting special u.n. envoy igbal riza in pale, the republika srpska administrative seat.

krajisnik's talks with riza centered on the holding of elections in republika srpska, the bosnian serb entity, and prepartions for the meeting on bosnia-herzegovina scheduled for june 13 and 14 in florence.

krajisnik added that the international community had to have a better feeling for cooperation and should not make hasty moves without agreement with the serbs, because this could lead to incidents.

[42] YUGOSLAVIA SAYS IT CANNOT PROVIDE FOR 600,000 REFUGEES

the association adopted a declaration calling on all signatories to the dayton accords and international factors to help give equal repatriation rights to the serb refugees from croatia and those from bosnia-herzegovina.

the association forwarded the declaration to international relief agencies and other institutions and held a news conference in connection with its publication.

association president milorad muratovic reproached the world community for going against international humanitarian norms and leaving the question of serbs' return to croatia to be dealt with bilaterally between croatia and the federal republic of yugoslavia.

the declaration said that the muslim authorities in sarajevo had passed legislation requiring refugees to apply by june 15 to be given their homes back and to obtain identity papers from the local authorities and the house owners' permission to return.

the association has processed 2,000 family requests, mostly from serbs, to be allowed to return to the south bosnian city of mostar which has been under the european union's administration for two years, but nothing has been done about them, the document said.

the association asked international bodies to make it possible for the refugees in yugoslavia to visit their homes in croatia and bosnia-herzegovina, especially in the big cities, and to obtain guarantees of respect for their rights and personal property.

[43] SOLANA SAYS NATO SHOULD BE GUARANTOR OF REGIONAL STABILITY

solana was speaking at a news conference in berlin after a two-day meeting of the nato council comprising the foreign ministers of the 16 member states as well as the 24 states that are members of the nato cooperation council.

solana said the nato-led multinational force for the implementation of the dayton peace accords for bosnia-herzegovina (ifor) would also help implement the civilian aspects of the accords.

in this connection, he said nato would help repatriate refugees, restore law to bosnia-herzegovina and investigate war crimes.

[44] THE LAST SERBS ARE LEAVING SARAJEVO

sarajevo, june 5 (tanjug) - the serbs who remained in sarajevo after the serb sarajevo suburbs passed under the control of the muslim-croat federation, despite all the pressures and the fear, are now leaving their native town.

they stayed hoping they would be able to live together with their former neighbours but are leaving today because they seem to have realised joint life is something from the distant past and because they are forced to the desperate move by the authorities and others.

sarajevo media report that the most difficult situation is in the village of osijek, near ilidza. almost all the inhabitants of the village remained after the transfer of power but are now announcing their departure.

the democratic initiative of sarajevo serbs, an organisation formed after the transfer of power to prevent the exodus, sent a dramatic appeal to the international community in relation to this.

it said in the appeal that since the federation took over there had been more than 200 cases of looting, expropriation of property and abuse of citizens of serb nationality.

'serbs have in the past days been forced to leave their houses and those who have returned are not allowed to enter their homes, serb graves are being desecrated, churches looted and mined and freedom of movement prevented,' the appeal said.

the srajevo weekly slobodna bosna said that 'what has in the past weeks been happening in the sarajevo suburbs could more specifically be called organised chaos'.

it said that behind this was an organised action managed from the top of the state pyramid, and which has resulted in the settlement in the area of at least 10,000 muslims from srebrenica, eastern bosnia.

the fact that the authorities are planning to settle another jqtnppp nnnn muslims from podrinje, eastern bosnia, in the area best shows that this is an organised action,

the sarajevo media said that immediately after the signing of the dayton agreement the leadership of the ruling muslim party sda had at its closed-door sessions started selling off municipalities which it knew would be abandoned by the serbs.

it seems that those returning to sarajevo, mostly serbs, are encountering the same fate. many arrived here to see their flats, which are occupied, and to see how they can get them back, because the deadline for registering to return expires on june 30.

the returnees register with the city authorities and remain in sarajevo if they can with friends and relatives. when speaking about their flats they shake their heads in doubt about the possibility of getting them back.

[45] BELGRADE DAILY: 500,000 DISPLACED SERBS IN REPUBLIKA SRPSKA

the daily said that the number of displaced serbs from areas controlled by the other entity in bosnia-herzegovina - the muslim-croat federation - was not final because the figure referred only to those registered from march 1-8.

the exact number of displaced serbs will be determined only after additional registration which is under way and should be completed by june 15.

the daily said that at the time of the first registration, about 5,500 families had been accomodated in collective centres throughout republika srpska, while almost 90,000 families had no appropriate accommodation.

fleeing before the war, the bosnian serbs left huge property behind. the area of the bosnian serb houses currently located in the muslim-croat federation totals almost 15 million square metres, said the daily.

barely 0.8 percent of the displaced families in republika srpska want to return to their homes in the muslim-croat federation, and 0.7 percent want to go back to croatia, the daily said.

[46] REPAIR OF WATERWORKS IN EASTERN SLAVONIJA, BARANJA AND WESTERN SREM

this will provide regular water supply for the 116,000 inhabitants of vukovar, tenj, ilok, dalj, mirkovci, beli manastir, darda and knezevi vinogradi, where the waterworks were much damaged during the 1991 war, icrc said.

icrc is also carrying out this program in the territories inhabited by the two entities in bosnia-herzegovina: bosnian serb state republika srpska and muslim-croat federation.

[47] AUSTRIAN FOREIGN MINISTER- BELGRADE KEY FACTOR IN THE BALKANS

shhuessel said that vienna had a long-term interest in yugoslavia taking its rightful place in the international community and in the promotion of austrian-yugoslav relations in all fields.

he said that because of decisions of the u.n. security council and the european council it was long not possible to normalise diplomatic relations between austria and yugoslavia.

he emphasised that even though the relations between the two countries were not official they had never really been cut off.

the signing of the dayton agreement had led to a positive change in yugoslavia's international position following which the austrian government decided to normalise diplomatic relations with belgrade, schuessel said.

he said austria had proposed the establishment of diplomatic relations at ambassadorial level and expressed the hope that this would soon be realized.

speaking about the main objectives of austria's current foreign policy he said that for austria, membership in the european union was of central importance.

he added that austria's participation in eu institutions also affected the creation of its foreign policy and its relationship with other countries.

[48] NO ONE MENTIONS CRIMES AGAINST SERBS

a belgian couple, the gilsons, and reporter jacques delatres brought reports, phtographs and documents to brussels after their humanitarian visit to the area of srebrenica which testify to the despair of the population and their struggle for bare life.

one photograph shows a serb priest who buried 1,300 serbs in bratunac. there is detailed information and a document presented to the united nations about the massacres in 1992 and 1993, which arenot mentioned by anyone, including the war crimes tribunal in the hague, delatres said.

the gilsons also spoke about their disturbing visit to srebrenica.

they said they had brought aid in a pickup truck from belgium, but its entire contents was distributed in bratunac and they had nothing to give to the people of srebrenica.

people live there in abject conditions but are trying to organise their lives, they said.

people live almost anywhere, there are up to 40 persons living in one classroom. there is no running water, no electricity. there are five telephones in the whole of srebrenica. children go to school in three shifts so that classes run from early morning to late at night. the sick have to be taken to neighbouring villages and new problems are expected with the summer heat.

international humanitarian organisations have forgotten these people, the gillesons said.

srebrenica was declared a protected area by the united nations in 1993, together with five other areas in bosnia. the area was not demilitarised and the muslims used srebrenica as a launchpad for armed actions against neighbouring serb settlements and for the killing of serb civilians.

the army of republika srpska, the bosnian serb entity, took control of srebrenica in the summer of 1995 to prevent it from further being used by bosnian muslims.

[49] PROTEST TO CROATIA OVER LIMITED AMNESTY

the federal information secretariat announced on wednesday that the federal committee for humanitarian issues and missing persons will use the opportunity to lodge a protest with croatia because president frajno tudjman had amnestied only 76 of the several hundred prisoners it is holding.

the international committee of the red cross said its representatives have visited 302 persons in croat prisons.

according to the provisions of the dayton peace agreement, croatia should release simultaneously all persons it is holding in prison, as it was earlier already done by yugoslavia. end rt/jpe/mb

[50] MUSLIMS, CROATS DIFFER IN THEIR VISIONS OF FUTURE OF MOSTAR

this is what orucevic told local muslim radio mostar on the occasion of elections scheduled to be held on june 30.

at the same time, the president of the croatian democratic union (hdz) for mostar, jadranko topic, told croatian radio that the elections will be an opportunity for 'people to have fun, because everything is known in advance.'

after the elections, mostar will be divided into three muslim and three croatian municipalities, and at the end the muslim-croat federation will also be divided, topic said.

muslim radio sarajevo said that the freedom of organized and political action was impossible for muslim parties in the western - croatian part of mostar.

the same source also said that freedom of movement from the muslim into the croatian part of mostar was still not possible.

after the formation of the muslim-croat federation in march 1994, mostar was placed under eu administration and remained a divided city.

the european administrator, spaniard ricardo perez casado, said that an agreement was reached recently to hold elections on june 30. under the dayton peace agreement elections were supposed to be held on may 31, but they were postponed due to constant disagreements between muslims and croats over election rules.

the muslim-croat federation was formed following one-year fierce clashes between croats and muslims for supremacy in territories with a mixed population in southern and central bosnia.

muslims and croats expelled before that about 45,000 serbs who lived in the surroundings of mostar.

[51] BOSNIAN ELECTIONS IN FOCUS OF ATTENTION

geneva, june 5 (tanjug) - it will be very hard to create necessary conditions for holding elections in bosnia, but even harder if the elections are not held as planned, diplomatic sources in geneva and swiss media agreed after the meeting of the contact group for bosnia in berlin on tuesday.

swiss foreign minister flavio cotti, the current president of the organization for security and cooperation in europe (osce), is expected to officially announce the date of the elections by july 14 at the latest, so that the the participants could have two months for the election campaign, swiss dailies said.

there are opinions, however, that the date could be announced as early as on june 13, when ministers will meet in florence to discuss the implementation of the dayton agremeent over the past six months.

cotti said four fundamental conditions for holding elections were still unfulfilled: the freedom of movement on the entire bosnian territory, free access to the media, the refugees' right to vote and the extradition of war crime suspects to the hague tribunal.

sources in geneva said osce representative in bosnia robert frowick had already changed the method of composing weekly reports to the organization. he chose to put positive examples in the bosnian peace process in the forefront and to leave the negative ones in their shade.

the reports will be the crucial element upon which the osce will reach a decision whether or not to hold the elections.

frowick is probably aware of the obstacles in the way, but he advocates that it is not possible to build election strategies based on negative reports.

at the same time, he also categorically denies that he wants to minimize problems in bosnia.

frowick has told both washington and the osce that a balanced picture of the bosnian reality is now needed.

diplomatic sources in geneva said the united states would now do everything to organize the elections according to plan.

serbian president slobodan milosevic was quoted in geneva as saying on sunday that legitimate an democratic institutions would be elected in bosnia, which would bring about a normalization of the situation, tolerance and renewed trust in that former yugoslav republic.

diplomats in geneva said they expected bosnia's image and its reality to change greatly after the elections.

[52] DATE OF BOSNIAN ELECTIONS STILL UNCERTAIN

although support to the idea of holding elections, as an important democratic act in the process of civilian restoration of bosnia, is undivided, a decision on the exact date is being postponed.

serbian and croatian presidents slobodan milosevic and franjo tudjman, and bosnian muslim leader alija izetbegovic spoke in favour of the elections at their meeting in geneva on sunday, and their declaration to that effect was welcomed later by the members of the contact group.

the stand taken in geneva that elections are now the most important step in the peace process has met unreserved support.

however, current president of organization for security and cooperation in europe (esce) flavio cotti of switzerland is not yet prepared to set a date for the elections, planned to be held by mid-september.

he put off the final decision in the matter until the second half of june, which, in effect, left the question open.

german foreign minister klaus kinkel advocated that the final decision be adopted at the second conference on the implementation of the dayton agreement in florence next thursday r friday.

cotti reacted by demanding that favourable political conditions be created to allow the populations of t e two entities in bosnia to decide adout their future.

[53] YUGOSLAVIA REITERATES READINESS TO COOPERATE WITH THE HAGUE TRIBUNAL

cassesse said the tribunal insisted on independence and impartiality in its work and on respect for international law, the yugoslav parliament reported.

bozovic reiterated yugoslavia's readiness to cooperate with the tribunal on the basis of national and international legal norms.

he said the gaining of full confidence in the tribunal's institutions and the application of the principle of personal responsibility were the basis for yugoslavia's further steps in the legal and institutional regulation of the mutual cooperation.

bozovic said the tribunal's independent role, dissociation from politics, work based on respect for facts and individual reponsibility were also prerequisites for the implementation of the dayton peace accords.

bozovic and cassese agreed that any other approach would bring into question the tribunal's authority, give rise to mistrust and spark further disagreements between the national entities in bosnia-herzegovina, the yugoslav parliament reported.

bozovic informed cassese that proceedings for the legal regulation of cooperation with the hague tribunal had not been instituted in the yugoslav parliament but that the cooperation no doubt had the support of legislators.

bozovic also informed cassese that criminal proceedings had been instituted by yugoslav judicial authorities in cases of criminal responsibility for war crimes, including of persons indicted by the hague tribunal.

[54] WAR CRIMES TRIBUNAL PRESIDENT SAYS INDIVIDUALS COMMIT CRIMES

speaking to reporters after talks with speaker of the yugoslav parliament's lower house radoman bozovic, cassese said that they had fully agreed that there could be no collective, but only personal and individual responsibility.

in the four-year civil war in bosnia-herzegovina, atrocities were committed by individuals, not by groups or states, cassese said and added that the tribunal was charging individuals, regardless of their nationality.

according to cassese, the tribunal does not aim at accusing entire peoples.

the hague-based criminal tribunal for the former yugoslavia was set up under a u.n. security council resolution in may 1993.

according to official information released by the tribunal in early may 1996, the tribunal has brought a total of 57 charges for war crimes in the former yugoslavia -- 46 against serbs, eight against croats and three against muslims.
