[01] CROATIAN WRITER GOTOVAC: TUDJMAN HAS INTRODUCED AUTHORITARIAN REGIME
prague, may 23 (tanjug) - famous croatian writer and head of the
opposition croatian social liberal party (hsls) vlado gotovac has
said in an interview with the czech paper pravo that president franjo
tudjman has introduced an authoritarian regime in croatia.
after a meeting with czech president vaclav havel on wednesday,
gotovac sharply criticized tudjman's croatian democratic union (hdz)
for its effort to remain in power at all costs, the paper said on
thursday.
they have demonstrated such intention even in the case of zagreb
where tudjman has rejected mayor candidates proposed by the
opposition which won local elections.
gotovac accused the ruling hdz of suppressing the freedom of
press, encroaching on the independence of the judicial system and
imposing political control on the army and police.
[02] PRIMAKOV WILL VISIT YUGOSLAVIA MAY 29-30
belgrade, may 23 (tanjug)- the yugoslav government adopted
thursday a platform for foreign minister milan milutinovic's talks
with his russian counterpart, yevgeni primakov, during the latter's
visit to yugoslavia on may 29-30.
the federal government said the visit, which would take place at
russia's initiative, would be an opportunity for exchanges of views
on issues of mutual interest, a government statement said.
the government also adopted a report on milutinovic's talks with
romanian foreign minister teodor malescanu in budapest on april 22.
it instructed the ministry of transportation and communications
to complete its activities aimed at regulating through agreements all
forms of transportation with neighbouring romania.
the government decided that the interior ministry initiate in
cooperation with the foreign ministry talks with romania with a view
to defining possibilities for the opening of new border crossings
between the two countries and the modernizing of the existing ones.
[03] COMMEMORATIVE CEREMONY ON CORFU FOR SERBIAN ARMY VICTIMS IN WWI
corfu, may 23 (tanjug) - over 1,000 visitors from the federal
republic of yugoslavia and greece paid tribute to the memory of
15,000 serbian soldiers who died on the greek ionian islands of vidho
and corfu during world war one (1914-1918).
serbian prime minister mirko marjanovic and other senior yugoslav
and serbian officials arrived in corfu on thursday on the occasion of
the 80th anniversary of the losses suffered by the serbian army,
which was forced in late 1915 and early 1916 to retreat via albania
before far more powerful german-austrian troops.
the serbian army recovered and rearmed itself and decisively
contributed to the allies' success on the salonika front at the end
of the war and their final victory.
before his arrival in corfu, marjanovic met greek premier costas
simitis in athens. their talk confirmed the close friendship between
our two countries, marjanovic told a large number of reporters on
corfu.
serbian and greek orthodox priests held a service on vidho
outside a mausoleum which is the entombent of 5,000 serbian soldiers.
the commemorative ceremony was also attended by two serbian wwi
veterans -- naum djordjevic, 98, and jevrem ivanovic, 100.
while the anthems of wwi allies -- greece, france and yugoslavia
-- were played, officials of the serbian government, yugoslav army,
greek and french veterans' associations, corfu prefect andreas
pangratis and representatives of other organizations laid wreaths at
the graves of serbian soldiers.
a memorial tablet was unveiled on vidho and wreaths and flowers
were shed into sea between the two islands, where 10,000 serbian
soldiers found eternal peace.
serbia greatly suffered during world war one. about 400,000
serbian soldiers were killed and 640,000 civilians hanged, shot dead
or annihilated in camps. serbia lost 26 percent of its pre-war
population.
the commemorative ceremony will continue thursday evening by a
solemn function which will be addressed by marjanovic.
[04] KORNBLUM ON NEW MEETING OF DAYTON ACCORD SIGNATORIES
belgrade, may 23 (tanjug).- the assistant u.s. secretary of state
john kornblum said thursday in sarajevo that the new meeting of
dayton accord signatories in the beginning of june in geneva would be
very important for the continuation of the peace process in
bosnia-herzegovina.
kornblum made this statement at the end of his balkan tour during
which he visited belgrade, zagreb and sarajevo and met serbian and
croatian presidents slobodan milosevic and franjo tudjman and bosnian
muslim leader alija izetbegovic, news agencies report from sarajevo.
kornblum said he was returning to the u.s. to report to the
secretary of state warren christopher and to prepare for the geneva
meeting.
[05] CAIRO ASKS SARAJEVO TO EXTRADITE 75 EGYPTIAN ISLAMISTS
cairo, may 24 (tanjug) - egypt has asked the sarajevo muslim
government to extradite 75 defected egyptian radical islamists who
fought in bosnia on the side of forces loyal to bosnian muslim leader
alija izetbegovic, a cairo independent weekly said in its latest
edition.
the weekly al-dostoor said that during one of his frequent visits
to sarajevo in the past three months, jihad leader dr. ayman zawahri
had 'disappeared' and that there were indications it was a kidnapping
staged by egyptian secret service agents.
the weekly said zawahri had met in sarajevo with iranian experts
who train police forces of the bosnian muslim government.
the cairo weekly quoted an unnamed egyptian official as saying
egypt had already asked sarajevo to extradite the 75 defected
egyptian muslim extremists, sentenced for anti-government activities
and terrorism.
al-dostoor said it had learned from nato sources about cairo's
demand for the extradition of these 75 extremists, whose names,
however, were not revealed.
the weekly said an egyptian delegation would soon visit sarajevo
to present a list of names of members of radical groups, united in
the so-called arab mujaheddin brigades, who had fought on the side of
the bosnian muslims. the weekly predicted that the egyptian delegates
would be given a cool reception by the sarajevo authorities.
[06] MAJOR ARRIVES IN BOSNIA
belgrade, may 24 (tanjug) - british prime minister john major
flew on friday for bosnia to visit british troops serving as part of
the peace implementation force (ifor) in northwestern bosnia, said a
british government statement.
major will first visit banjaluka, the biggest city in republika
srpska, and meet with british commander gen. michael jackson, news
agencies have reported.
britain has 8,700 troops in charge of northwestern bosnia.
major will then move on for a one-day trip to sarajevo for talks
with muslim leader alija izetbegovic on elections in bosnia,
scheduled for september.
a statement released on thursday in ifor in sarajevo said that
major might attend a political meeting in banjaluka. no details of
the meeting were given, said the afp news agency.
[07] MOROCCAN SOLDIER DIES IN BOSNIA
belgrade, may 24 (tanjug) - moroccan soldier serving with the
peace implementation force (ifor) in bosnia has been killed in an
accident on mount igman outside sarajevo, ifor spokesman max marriner
said on friday.
marriner told reporters there was no indication of former warring
faction involvement, said reuters.
no further details on the accident or the identity of the soldier
were given.
the nato-led ifor has about 60,000 troops from 34 countries. most
of the casualties have been road traffic accidents and mines.
[08] ELECTIONS IN MOSTAR POSTPONED FOR LATTER HALF OF JUNE
belgrade, may 24 (tanjug) - european union administrator for
mostar ricardo peres cassado said on friday that local elections
scheduled for may 31 would be postponed to the latter part of june.
after many talks, we came to the basis of an agreement for
holding the elections, peres cassado told a press conference in
mostar, news agencies report.
according to the agreement, all mostar citizens registered in
1991 will be able to vote in the best possible political conditions,
said cassado.
he said the final meeting between muslims and croats was due on
saturday to agree on the modality of the elections.
muslim leaders last week withdraw from the electoral commission,
and not a single muslim party submitted its list of candidates by the
may-10th deadline.
muslims demanded that all refugees be enabled to vote in mostar
or by post or in muslim consulates and embassies.
according to muslim sources, about 30,000 muslims and serbs fled
mostar during the year-long fighting between muslims and croats.
[09] BEOGRADSKA BANKA RATED 13TH AMONG 100 TOP EAST EUROPEAN BANKS
belgrade, may 23 (tanjug) - the beogradska banka bank, with its
278 million dollars in active capital and 6.159 billion dollars in
assets, has been rated 13th among 100 top east european banks.
the rating list appeared in the april issue of the renowned
london magazine the banker and included three more yugoslav banks --
vojvodjanska banka of novi sad (rated 30th), jugobanka dd of belgrade
(32nd) and privredna banka of novi sad (100th).
the biggest bank in east europe is the czech komercni banka of
prague, with the active capital of 855 million dollars and 11.078
billion dollars in assets.
[10] REPUBLIKA SRPSKA, BRITISH AGENCY DISCUSS REVIVING ELECTRIC INDUSTRY
pale, may 23 (tanjug) - a bosnian serb minister and a british
oversees development agency team discussed in pale on thursday
revitalisation of the (bosnian serb state) republika srpska's
electric power industry.
republika srpska minister of industry and energy milorad skoko
told the agency's team for emergency technical help in
bosnia-herzegovina that talks on rebuilding the ugljevik thermal
power plant were nearing completion.
the two sides discussed also ways and means of solving the
problem of the gacko thermal power plant.
republika srpska electric power industry director general nikola
erceg met in pale on thursday with officials of the world bank and
the italian electric power industry to discuss financing the
reconstruction of the republika srpska's electric power system.
[11] MONTENEGRO PLANS TO BUILD FIVE NEW ROADS WITH FOREIGN CREDITS
podgorica, may 24 (tanjug) - the yugoslav republic of montenegro
will present general designs for the construction of five new modern
roads in that republic at the investments exchange in the italian
city of milan in early june.
according to information from the montenegrin ministry of traffic
and communication, this will be an occasion for foreign investors to
familiarize themselves with conditions for concessions in road
building announced these days by the republican government.
according to plans made so far, a 65 km highway should be built
from podgorica to the adriatic port of bar with a tunnel under mt.
sozina, a highway from podgorica to bjeluha, on the border with
serbia's kosovo and metohija province, with a tunnel under the cakor
pass, a main road from brezane to zabljak, and a 65 km main road from
cetinje to niksic over cev, and a bridge between kamenari and
lepetani in the bay of boka kotorska.
it is estimated that the total value of these investments will
reach about one billion dollars.
according to the designs, the 'verige' bridge between kamenari
and lepetani, where a ferry is now in operation, would be about 560 m
long.
with the construction of these new roads, montenegro would be
covered with a network of modern roads which would enable very fast
and safe links between its south and north.
[12] U.N. SECURITY COUNCIL ASKS CROATIA TO AMNESTY ALL SERBS
washington, may 22 (tanjug) - the u.n. security council asked
croatia on wednesday to declare general amnesty for serbs who fought
in armed outfits in any one of four one-time u.n. protected areas in
that former yugoslav republic.
the request was made in a presidential statement issued in
connection with the latest report by secretary general boutros
boutros-ghali about the situation in the eastern slavonia, barania
and west srem region.
the region is currently administered by the united nations'
transitional authority (untaes).
the security council asked zagreb to make this amnesty
comprehensive and implement it in full as soon as possible.
last friday, croatia enacted an amnesty law pardoning only serbs
in the region of eastern slavonia, barania and west srem, and leaving
out those from areas that the croatian army overran last summer,
displacing their majority serb populations.
the united nations views the partial legislation as flawed. an
unnamed u.n. official has told reuters that this is not an amnesty,
but a hunting licence that might prove disastrous in the end.
the official said that untaes was deeply disappointed and
dissatisfied with the amnesty legislation, which he said did not
consider the serbs who fled from the others parts of croatia.
croatia's aggression on the republic of serb krajina in the
summer of 1995 displaced about 300,000 serbs. the only part of serb
krajina spared a croatian invasion is the region of eastern slavonia,
barania and west srem.
boutros-ghali's report, debated by the security council on
wednesday, said that the new 5,000-strong u.n. force in the region
was ready to implement and supervise the demilitarisation process
that began on tuesday.
the council invited the signatories to the november 1995
serb-croatian accord on a peaceful settlement of the region's
problems to cooperate with untaes.
it urged them also to refrain from all actions that might
jeopardise peace, the demilitarisation process and the implementation
of the accord.
the council enjoined the zagreb regime and the region's serbs to
cooperate between themselves, create a climate of mutual trust and
show maximum respect for the human rights of the local population.
[13] SERB REGION SEEKS SPECIAL STATUS IN CROATIA
vukovar, may 23 (tanjug) - members of the vukovar assembly in the
serb region of eastern slavonia, baranja and western srem on thursday
launched an initiative to seek special status in croatia for that
mostly serb-populated region.
the concept of special status, defined at a special meeting of
the vukovar assembly, proposes that the region have its own assembly
and government, the right to regional citizenship and passports,
regional police, its own or some other currency, educational system,
courts, the right to use the serbian language, its own anthem,
coat-of-arms, flag and economic administration.
the region would be demilitarized for an indefinite period and
its population would not be under obligation to serve in the army.
the region is the only part of the former republic of serb
krajina that the croatian army has not occupied.
under the erdut agreement reached at the end of 1995, the region
was placed under one-year u.n. administration, but the transitional
period may be extended for another year.
the vukovar assembly proposed that the right of vote be given to
all people living in the region for more than six months and that the
same criterion be applied in granting regional citizenship.
under the proposed concept, it would be possible for the regional
assembly to adopt some legal provisions but the croatian president
would be entitled to veto them if they should overstep the authority.
the region would have a special representative in the croatian
parliament and the croatian government in the regional assembly.
a special expert team (regional delegation) would be set up, with
half of its members representing the croatian government and the
other half the regional government.
the assembly members said that the concept of special status
should be based on the principles applied in similar situations by
western democracies and that it would preserve the region's
multi-ethnic and multi-confessional character.
[14] UN OFFICIAL: TRIBUNAL MAY ISSUE ARREST WARRANTS AGAINST KARADZIC,
MLADIC
belgrade, may 23 (tanjug) - a u.n. spokesman said here thursday
that international arrest warrants would be issued against republika
srpska (rs) president radovan karadzic and rs army commander general
ratko mladic if evidence supports allegations in the indictments
issued against them by the u.n. tribunal for war crimes in the former
yugoslavia.
u.n. spokeswoman in belgrade susan manuel told reporters that
prosecution at the hague tribunal would start presenting evidence
against karadzic and mladic on may 27.
tribunal president antonio cassese has addressed a letter to the
u.n. security council which contains facts so as to exert pressure
and obtain karadzic's and mladic's apprehension, manuel said.
speaking about the u.n. transitional administration in eastern
slavonia (untaes), manuel said that the essential was to build
confidence among local people and that it was necessary to convince
local serbs to remain there.
manuel said demilitarization in the area was being carried out
successfully and that most heavy weapons had been withdrawn.
eastern slavonia, baranja and western srem is the only part of
the former republic of serb krajina (rsk) which has not been seized
by the croatian army.
under an agreement reached by local serbs and the croatian
government in 1995, the area will be under u.n. transitional
administration for one year with a possibility of extending the u.n.
mandate for another year.
manuel said that the u.n. security council had asked croatia to
encompass former u.n. protected areas in its amnesty law.
the republic of serb krajina was a u.n. protected area from which
about 250,000 serbs were expelled by the croatian army in 1995.
manuel said that eastern slavonia would be controlled by 1,800
policemen and that their ethnic structure would reflect the national
composition of local population.
about 440 serb and croat policemen will be trained in budapest
and later deployed, she said.
the spokeswoman said that untaes was now working on mine-removal
which was particularly important for the return of refugees.
[15] U.N. OFFICIAL CALLS FOR RECONCILIATION, RECONSTRUCTION IN BOSNIA
banjaluka, may 23 (tanjug)- u.n. secretary-general's special
envoy iqbal riza said here thursday it was time for reconcilation and
reconstruction in bosnia-herzegovina.
riza told reporters after meeting with mayor predrag radic of
banjaluka, the largest urban centre in the bosnian serb republika
srpska, that he hoped the situation would be stabilized in the
interest of peace.
radic said he had informed riza about the local and broader
reconstruction and revitalization priorities.
he said it was especially necessary to reconstruct the
infrastructure, above all the power industry, if the economy was to
pick up.
radic said the reconstruction of railways, roads and
telecommunications was also indispensable.
he said he had told riza that before muslim and croat refugees
returned to banjaluka, serbs must safely return to estern slavonija
and krajina, in croatia, and to the areas in bosnia-herzegovina which
have become part of the muslim-croat federation.
western slavonija, a part of the now defunct republic of serb
krajina, was occupied by croatia in may 1995, and krajina, comprising
the republic's northern and southern parts, in august that same year.
the republic of serb krajina was proclaimed by the local serb
population in response to croatia's war of secession from the former
yugoslav federation.
about 300,000 serbs were expelled from western slavonija and
krajina in may and august 1995 and thousands of them took refuge in
banjaluka and other parts of republika srpska.
[16] YUGOSLAV PARTY OFFICIALS URGE ABIDANCE BY DAYTON PEACE ACCORDS
belgrade, may 23 (tanjug) - party whip of the serbian
parliamentary party new democracy (nd) zarko jokanovic warned on
thursday that any attempts to provoke the international community
would be a threat to national and state interests and urged full
abidance by the dayton peace accords.
jokanovic, who was speaking at a news conference, called on all
protagonists having influence on the situation in the region to avoid
hasty moves.
he said that his party would uphold all legal solutions which
were in line with the implementation of the dayton agreement and
reintegration of serbia and the federal republic of yugoslavia into
the international community and its political, economic and other
activities.
new democracy is a coalition partner of the socialist party of
serbia in the serbian government.
president of the yugoslav committee of the league of communists -
movement for yugoslavia (sk-pj) ratko krsmanovic described the
situation in neighbouring bosnia-herzegovina as very tense.
the delegating of some powers of the republika srpska (rs)
president to rs vice-president biljana plavsic is a continuation of
karadzic's policy because plavsic represents the hardline nationalist
option, krsmanovic said.
the sk-pj, which is not represented in parliament, and 20-odd
political groups form the yugoslav united left (jul).
[17] BOSNIAN SERB VICE-PRESIDENT KOLJEVIC MEETS WITH OSCE ENVOY
pale, may 23 (tanjug) - vice-president of the (bosnian serb)
republika srpska nikola koljevic on thursday met with special envoy
of the organization for security and cooperation in europe (osce)
marten krasnay to discuss implementation of the military segment of
the dayton agreement.
koljevic told reporters after the meeting that the talks had
focused on military stability, namely article 2 of the military part
of the agreement, which provides for the establishing of contacts
between representatives of the army commands of the republika srpska
and the muslim-croat federation, the establishing of liaison and
presence in the commands of the other side.
koljevic expressed hope that disputed issue would be settled in
the next few days, adding that articles 4 and 6 on regional stability
were easier to implement and that they should be coordinated at a
meeting in oslo at the beginning of june.
'if the military part is brought to an end, the implementation of
the civilian part of the dayton agreement will be easier,' koljevic
said.
krasnay, who is envoy of osce president, swiss foreign minister
flavio cotti, said progress had been made at the meeting with
koljevic in implementing the military part of the peace agreement.
he said the two sides had identified problems hindering the
implementation of the agreement and agreed to continue cooperation in
surmounting difficulties in communication between the two sides.
[18] ICRC'S PRIORITY TASK TO FIND MISSING PERSONS IN BOSNIA
pale, may 23 (tanjug) - lucy sterntall, deputy chief of the
international committee of the red cross (icrc) mission in the
republika srpska, the serb entity in bosnia, said thursday that the
icrc's priority task at present was to find the missing persons in
bosnia.
sterntall told a press conference in pale, the seat of the
bosnian serb leadership, that missing persons were being sought at
the request of their families and not on the basis of lists received
from authorities.
she said it was therefore very important that such requests be
made by the families.
the icrc has so far received about 10,000 such requests but only
about 100 of them have been settled, sterntall said.
[19] RUEHE SAYS RECONSTRUCTION OF BOSNIA CAN BEGIN
bonn, may 23 (tanjug)- german defense minister volker ruehe said
thursday that the implementation force had created conditions for the
reconstruction of bosnia-herzegovina to begin.
ruehe told reporters that the troops of all sides in
bosnia-herzegovina would be 'neutralized by the elections scheduled
for mid-september' and their heavy weapons would be in storages by
mid-june.
the german minister said ifor's mission would end as scheduled,

that croatia's amnesty law for serbs was full of negative elements.
speaking to reporters after meeting with the serb region's
president goran hadzic, ambassador alexander axenyonock said that the
u.n. transitional authority in the region had the duty to intercede
with the croatian government to amend the law.
the croatian parliament has recently passed the law granting
amnesty only to serbs in the region of eastern slavonia, barania and
west srem, with the exception of war criminals.
serb deputies in the croatian parliament asked at the time that
the law be enlarged to apply to all areas whence serbs have fled.
in a reaction to the wording of the law, the u.n. security
council adopted a presidential statement on wednesday asking the
government in zagreb to declare general amnesty for all serbs in
former u.n. protected areas.
the russian ambassador said that the process of the region's
reintegration in croatia could not be achieved unless the world
community made parallel efforts to create condition for the safety of
the population and protection of their property.
asked about the level of autonomy possible for the region within
croatia, axenyonock said that the matter must be dealt with in direct

to surface despite efforts to put everything under the carpet and
prevent a scandal involving some argentinian government members.
argentina president carlos menem said that 'some government
members may be implicated in the arms smuggling scandal' and the
statement was seen as pointing a finger primarily at gen. oscar

the paper said its reporter xavier gautier, while reporting from

headquarters in geneva confirmed thursday that another meeting of
dayton accord signatories would be held in its premises on june 2,
but did not disclose its agenda.
united states, as host of the meeting to be chaired by secretary
of state warren christopher, has invited serbian and croatian
presidents slobodan milosevic and franjo tudjman and bosnian muslim
leader alija izetbegovic.
the meeting will also be attended by representatives of the five
member-states of the contact group - u.s., france, britain, germany
and russia.
other figures connected with the peace accords are also expected
to attend, above all the coordinator of the civilian section of the
accord, former swedish prime minister carl bildt.
at the last meeting of the chief protagonists of the dayton
process last march in geneva, christopher had announced a series of
meetings of representatives of federal republic of yugoslavia,
croatia, muslim-croat federation and republika srpska.
two documents were adopted at the march meeting - on the
consolidation of the muslim-croat federation and on the
implementation of the civilian component of the dayton accord.
little has however been fulfilled as regards the consolidation of
the federation, and the implementation of the civilian component
still lags behind the military one, it was noted in geneva.
these two issues are therefore expected to be the focus of
attention at the forthcoming meeting in geneva, along with the
elections in bosnia scheduled for september 14.
the u.s. considers elections as the most important segment of the
peace accord, but it is feared that they would not be held as
scheduled.
the fears are mainly due to the latest statements by muslim
leaders alija izetbegovic and ejup ganic, who are once again voicing
conditions, even ultimatums.
local elections in mostar, town in herzegovina divided between
muslims and croats, were to be a test for general elections, but they
will not be held on may 31 as scheduled but perhaps in june.
the test is therefore not very encouraging and it remains to be
seen whether some new agreement to be reached perhaps in geneva would
help resolve the problem.
[23] DAYTON ACCORDS AIMS WILL BE ATTAINED, SAYS INTERNATIONAL ENVOY

for the civilian implementation of the dayton peace accords for
bosnia said in banja luka on thursday that the aims of the accords
would be attained despite slow progress in their implementation.
deputy high representative michael steiner was speaking at a
press conference after meeting with banja luka mayor predrag radic
and roman catholic bishop in that biggest city in the (bosnian serb)
republika srpska franjo komarica.
they discussed the implementation of the accords, economic
matters, repatriation of refugees and upcoming elections.
steiner stressed he was sure that the serbs want peace and
openness to europe.
in connection with a possible referendum on confidence in
republika srpska president radovan karadzic and top state leaders,
steiner said that the republika srpska was free to organise such a
referendum before elections.
however, he added, that would strengthen the position of some
personages, which is not in keeping with the dayton accords.
steiner said that the situation in the media was unsatisfactory
both in the republika srpska and in the muslim-croat federation, and
announced a number of new projects that should result in the parties'
greater accessibility to the media before the elections.

kinkel and cassese discussed the pursuit of war crimes suspects

greek and serbian peoples has for decades been the foundation for
developing all-round relations and cooperation between the two

speaking about great battles and heroic deeds, he said that
218,000 serbian soldiers had perished during the retreat across
albania, to leave 155,000 to land on corfu and find refuge with their
greek brothers.
marjanovic said that the serbs cherished as priceless and holy
their memory of the corfu episode in their history.
this memory, he added, is inseparably linked to their gratitude
to the greeks who gave them shelter, helped heal their wounds,
recover and strengthen and then go on to the salonika front to win

parliamentary elections in bosnia-herzegovina is set to begin on june
8 and to be completed by july 19, the organisation for security and
cooperation in europe (osce) banja luka office said on thursday.

by june 7, both in the (bosnian serb state) republika srpska and in

serbs had not agreed to a proposal to implement a pilot programme for
the return of croatian and serb refugees.
the serb region's secretary for human rights and national
minorities branko jurisic said the serbs had not consented to croats'
return to the towns of bilje, tenjski antunovac and ernestinovo and
to serbs' return to the western slavonian village of kusonje.
this was the croatian side's offer that has been accepted by
representatives of the u.n. high commissioner for refugees (unhcr),

[31] CAIRO ASKS SARAJEVO TO EXTRADITE 75 EGYPTIAN ISLAMISTS
cairo, may 24 (tanjug) - egypt has asked the sarajevo muslim
government to extradite 75 defected egyptian radical islamists who
fought in bosnia on the side of forces loyal to bosnian muslim leader
alija izetbegovic, a cairo independent weekly said in its latest
edition.
the weekly al-dostoor said that during one of his frequent visits
to sarajevo in the past three months, jihad leader dr. ayman zawahri
had 'disappeared' and that there were indications it was a kidnapping
staged by egyptian secret service agents.
the weekly said zawahri had met in sarajevo with iranian experts
who train police forces of the bosnian muslim government.
the cairo weekly quoted an unnamed egyptian official as saying
egypt had already asked sarajevo to extradite the 75 defected
egyptian muslim extremists, sentenced for anti-government activities
and terrorism.
al-dostoor said it had learned from nato sources about cairo's
demand for the extradition of these 75 extremists, whose names,
however, were not revealed.
the weekly said an egyptian delegation would soon visit sarajevo
to present a list of names of members of radical groups, united in
the so-called arab mujaheddin brigades, who had fought on the side of
the bosnian muslims. the weekly predicted that the egyptian delegates
would be given a cool reception by the sarajevo authorities.
[32] BOSNIAN FEDERATION PRESIDENT ANNOUNCES AGREEMENT ON MOSTAR ELECTIONS
belgrade, may 24 (tanjug) - president of the muslim-croat
federation in bosnia-herzegovina kresimir zubak announced on friday
that an agreement between croats and muslims on mostar elections
could be signed on saturday since they had agreed about voting of
refugees from the town.
european mostar administrator ricardo perez casado will annnounce
a new election date since the muslim side rejected may 31, zubak
said.
zubak (a croat) said an agreement had been reached to enable all
mostar citizens who wish to vote and who are now living abroad to
come to the town on the day of the elections and to unhindredly
return to the country in which they have refugee status.
for those who do not wish to come to the town, or are unable to
do so, voting will be organised in special offices abroad which
should be set up by the european union.
assistant of international high representative for bosnia michael
steiner confirmed on thursday croats and muslims agreed to hold
elections in mostar but the voting would certainly be postponed.
the ruling muslim party of demcoratic action and several
oppositon parties said they would boycott elections if people who had
left mostar are not allowed to vote.
bosnian muslim leader alija izetbegovic said that some 30,000
people who had fled mostar during the war were now living abroad. he
asked for them to be allowed to vote by mail or in muslim embassies.
[33] RS TO ORGANIZE VISITS OF DISPLACED PERSONS TO PREVENT INCIDENTS

commissioner for refugees dragan kekic said friday that the serb
entity in bosnia and herzegovina had accepted to organize visits of
displaced persons between the two entities, on condition that no more
than 50 people take part in one visit, in order to avoid incidents.
a rs delegation at last week's meeting of a working group for
humanitarian issues accepted in geneva guidelines for group visits,
but has demanded that they be limited to one bus of people, kekic
told tanjug in belgrade.
'following incidents during recent attempts of a number of
muslims to enter rs territory, it was agreed in geneva that the
number of people in group visits must be limited, and the visits
organized in agreement with the authorities of the two entities and
in the presence of the u.n. high commissioner for refugees (unhcr),
kekic said.
stressing that individual visits and returns are not subject to
any bans or procedures, kekic said that every individul, regardless
of his nationality, is allowed to come from the muslim-croat
federation to the rs to visit his previous place of residence.
talking about accomodating displaced persons, kekic said that for
the rs commissioner for refugees the biggest problem is to find
accomodation for about 13,500 people who are in refugee centers, of
which 70 percent are serbs.
[34] BILDT CRITICIZES ALL SIDES IN BOSNIA

representative for bosnia carl bildt sharply criticized, in paris
friday, 'all sides without exception', affirming that nobody is
acting fully in accordance with the provisions of the peace
agreement.
the peace process is facing the danger of ethnic division in
bosnia and herzegovina, all the more so as the political systems in
the two constitutional communities, republika srpska (rs) and the
muslim-croat federation, are completely contradictory, bildt said at
a news conference.
bildt said it is indispensable to secure freedom of movement in
all of bosnia, hold free elections and successfully end the crisis in
mostar, a city divided into the croatian and muslim parts.
bildt sharply warned that the behaviour of bosnian serb leader
radovan karadzic was 'unacceptable' and announced 'measures of the
international community' to resolve the problem, but refused to
specify.
the international community is ready to tolerate certain things,
but the rule of karadzic cannot be tolerated, bildt said.
bildt is taking part in paris in the work of the committee for
following the implementation of the dayton agreement. the basic point
on the agenda is reaching an agreement on the implementation of the
civilian provisions of the peace agreement.
bildt warned it was indispensable that international financial
aid for the reconstruction of bosnia starts flowing in at last.
posponing the solution of these problems would only deteriorate
the situation because, without a solution of economic problems there
cannot be lasting peace, bildt said.
bildt will hold talks saturday with french president jacques
chirac, and is expected to meet with russian foreign minister
primakov.
the talks are intended to step up efforts of the contact group to
carry out the bosnia peace agreement.
[35] WAR-CRIME SUSPECTS CANNOT RUN IN ELECTIONS IN BOSNIA-HERZEGOVINA

are on the list of suspects of the hague war-crimes tribunal or have
been indicted by the tribunal from running in the upcoming elections
in bosnia-herzegovina, the csce mission in banjaluka said friday.
the csce mission said no such person would be able officially to
run in the elections scheduled for mid-september or to participate in
any other way in the csce-monitored electoral process.
the mission said the osce had recorded statements that some
indicted persons intended to run in the elections and would seek

elections in bosnia-herzegovina and to see for himself how the dayton
peace agreement was being put into practice.
major said he and the 'democratic local politicians' had
discussed some practical problems in the implementation of the dayton
agreement and some problems of the local population.
he said he had heard many things from the local officials which
he would convey and disuss later with high representative of the
international community for bosnia carl bildt.
major also stressed that this was the first talk, and a very
successful one, and that he planned some others as well.
[37] DREYER: REGULARITY OF ELECTIONS IN BOSNIA TO BE ENSURED
banja luka, may 24 (tanjug) - ronald dreyer, the newly-appointed
chief of the election department of the regional centre of the osce
(organization for security and cooperation in europe) in banja luka,
stated on friday that full regularity would be ensured for the
forthcoming general elections in bosnia and herzegovina (bih).
in the municipalities which have completed preparations, the
registering of voters will begin on june 3, and in others on june 8.
the registration of voters is scheduled to be ended by july 19,
dreyer told a news conference.
the voters who have not changed the localities of their permanent
residence since 1991, and those who have subsequently been
enfranchised, will vote in these localities, said dreyer.
the expelled people and refugees who want to vote, as dreyer
said, may either return to their previous places of residence or vote
in absence by mailing their ballots.
dreyer said that the refugees abroad, who want to vote in person
in places of their earlier residence, will not lose their refugee
status and the entire electoral procedure would be controlled by osce

[38] U.N. SPOKESMAN SAYS JORDANIAN TROOPS ANSWERED FIRE IN EAST SLAVONIJA

friday that there was shooting at privlaka and otok in east slavonija
on thursday night and that jordanian u.n. troops had fired back.
arnold told a news conference here that it was not known who had
opened the fire.
he said u.n. troops had the right to use weapons to protect
themselves and secure the freedom of movement.
the serb region of east slavonija, baranja and west srem is the
only part of the republic of serb krajina not occupied in croatia's
aggressions last year.
the region's representatives and croatia reached agreement in
november last year on a transitional u.n. administration for a period
of one year or two at the most.
arnold said the demilitarization had started well and could be
completed in 30 days as scheduled.
the u.n. spokesman said significant headway had been made in the
peace process in the past several weeks, when the zagreb-belgrade
motorway and an oil pipeline were reopened and telephone links
restored.
according to arnold, the zagreb-belgrade railway could reopen in
mid-june under a decision to be taken in talks between croatia and
yugoslavia.
[39] JOBERT: WEST BLUNDERED IN INTERPRETING EVENTS IN EX-YUGOSLAVIA

jobert, one of the leading political commentators on european
affairs, has said that the west had blundered in interpreting
developments in the former yugoslavia.
jobert wrote this in an article in the latest issue of the paris
weekly le point in his review of the book false brothers by the

the united states first armed the croatian army and later the
(muslim-croat) army in bosnia, which was a wrong move in searching a
way out of the balkan blind alley, jobert said.
he said that there was an atmosphere of incertitude around the
dayton peace and that it remained to be seen whether the
international peace force would stay in bosnia after the u.s.
presidential election.
the bloody fog which has been hovering over the balkans for over
three years has not dispersed yet, jobert said.
jobert also reacted to the secessionist dismemberment of the
former six-member yugoslav federation and pointed to the role played
by the then president of the collective presidential body, stipe
mesic, a croat.
jobert recalled that in 1992 mesic wrote a book entitled -- how

croatia of depriving the muslims of an equal status.

tankovic said that the position of around 150,000 muslims in

'what logic would let croats in bosnia be more equal than the
bosniacs are in croatia,' tankovic wondered.
alija izetbegovic, bosnian muslim leader, during his recent visit
to zagreb, urged croatian president franjo tudjman to make it
possible for the muslims to have their deputy in the parlilament.
[41] BOSNIAN SERB PREMIER CALLS FOR RESPECT OF DAYTON AGREEMENT BY ALL

gojko klickovic said here on friday he would inform international
high representative carl bildt that no further steps in the
implementation of the dayton agreement could be made unless the other
sides also fulfilled the obligation to release all prisoners of war.

that an economic revival and obligations towards the demobilized serb

in his introductory address, editor in chief of the montenegrin
daily pobjeda slobodan vukovic said that the yugoslav federation of
serbia and montenegro was doing its utmost to bring about peace and
religious and national tolerance in the balkans.
the meeting is also attended by yugoslav prime minister nikola
sainovic, yugoslav secretary of information dragutin brcin and other
serbian and montenegrin officials.
