JULY 31, 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The President of the Republika Srpska Government, Milorad Dodik, visited section of the Banjaluka - Gradiska highway where reconstruction of the road network is in progress. This reconstruction engaged more than 3, 000 workers. Reconstruction process should be finished by September, said Dodik for SRNA.

BRCKO - The RS Government and the OHR in Brcko and Sarajevo are discussing problem related to the process of marking the houses where Muslim should return in downtown, said to the gathered people a Mayor of Brcko, Borko Reljic. In the meantime, process of marking the houses has been stopped, and the Government speeded up its work to solve the problem of 27,000 Serb refugees in Brcko.

BANJALUKA - Spokesman for IPTF for the Banjaluka and Bihac region, Alun Robertsm, said that since November last year in the western part of Drvar 96 of Serb houses were being set on fire and all those violences and incidents were supported by the local Croatian police. Referring to the murder of a married couple Trninic in Drvar on April 24th, he stressed that no adequate inquiry was carried out and an aim of the Internal Affairs Ministry in the city was to revoke some regulations in the Dayton Peace Accord.

BRCKO - Representatives of the international organisations in Brcko forwarded a public criticism at a press-conference to the media from FB&H, because of their lately false reporting, on the events in this city. Assistant supervisor for the region of Brcko, Geandy Sabanjikov, said that reports issued by the FB&H media about security situation in Brcko were not in accordance with the truth.

PRISTINA - Residents from the village of Belica in the Istok Municipality and the local police warded off the Albanian terrorists who were attacking from Padalista and Citak - SRNA has learned from representatives of the local authorities. There were no casualties among the defenders. There are no information about casualties among the Albanian terrorists.

BANJALUKA - The President of Republika Srpska (RS), Biljana Plavsic and the RS Minister of Local Authorities, Ostoja Kremenovic said that Government's representatives were working in Milici on creating a political atmosphere for the implementation of the local elections. The RS President and Ostoja Kremenovic had talks in Banjaluka with the delegation of previous leadership of the Milici Municipality and representatives of some parties about the situation in this Municipality. It is necessary for election results to be implemented in this Municipality in order to strengthen the constitutionality and legality.

BANJALUKA - The RS vice-president, Dragoljub Mirjanic, held talks in Banjaluka with representatives of the insurance companies from FRY and Austria about current trends in field of life and property insurance. Representatives of the Mixed Yugoslav -Austrian insurance company Prima which seat for FRY is in Belgrade, and Austrian Insurance company Gratzer from Graz informed Mirjanic about organisational models of insurance and what are the state interests in that area. Tomislav Petrovic, the Prima director said that the RS "as young and a modern European state should have a reason to organise insurance politics in the same way as it is the case in other western countries."

BANJALUKA - The Steering Committees of the local media included in the recent measures of the RS Government are to be composed of five representatives from the Parliamentary parties and two from the parties out of the Parliament , stated the RS Ministry of Information. This has been agreed at the meeting between the RS Prime Minister, vice-president and Minister of Information - Milorad Dodik, Tihomir Gligoric and Rajko Vasic - with presidents of Municipalities and Executive Boards included in the measures of the RS Government.

SARAJEVO - The American Envoy for the Balkans, Robert Gelbard, denied speculations according to which the U.S. Government is considering the revision of the Dayton Peace Accord and division of the B&H. The U.S. will continue to put efforts in order to secure full implementation of the Dayton Peace Accord and added that the U.S. did not give up their aim - two entities in B&H.

BIJELJINA - The President of the Serbian Democratic Party (SDS) Presidency, Dragan Kalinic, reached an agreement in Bijeljina with presidents of the SDS Municipal electoral headquarters on the operative plan during the election campaign. "This election campaign is being difficult to carry out because of the undemocratic and repressive acts by part of the current authority, why fully engagement by all the SDS members is needed with fully respect for election rules and regulations", is said in a communique issued by the SDS Presidency.

BANJALUKA - The Serbian Coalition for RS (SKRS) judged in Banjaluka that a statement given by the RS Minister of Information, Rajko Vasic, conveyed by the Serbian Radio Television "is incorrect, ungrounded and a comic one". "Appointment of the commissioners in the local media at the beginning of the elections campaign is in order to take over the control over the media and not in order to, as Vasic put it, establish the pluralism in the media".

BANJALUKA - Women in RS are currently in the margins of the public and political life although they make 63% of the population and the Association - "associated women of Banjaluka" hopes that after the elections their participation in the local and Republic authority will be increased. Among the representatives at the RS National Assembly there are only two women, none of them are in the Government and their role in the local institutions is irrelevant, said Nada Golubovic, president of the Association at a press- conference in Banjaluka.

BANJALUKA - In an interview with the "Glas Srpski", the President of Republika Srpska (RS), Biljana Plavsic, assessed the work and the results of the RS Government as very successful. Positive changes took place in the work of the RS National Assembly, since no party has the majority as it was the case with the Serbian Democratic Party (SDS).

STRASBOURG - If the B&H is accepted to the Council of Europe it would be an obligation for that country to develop democracy, tolerance and responsibility - said in Strasbourg Assistant High Representative for B&H, Jacques Klein. "Every "young" multiethnic state needs stability by which it will build identity", said Klein and added that in that sense the B&H needs Europe.

SARAJEVO - The Srpsko Sarajevo City Assembly elected secretary general, Momcilo Ceklic, and the Executive Board President, Bosko Lemez (SDS). They also elected the Executive Board vicepresident Slobodan Bjelica, candidate of the Serbian Radical Party (SRS) and the executive Board members, Zarija Vukcevic and Ranko Jokic (SRS). Committee members of the City Assembly adopted unanimously conclusions from the meeting between Presidents of the Municipal Assemblies and the RS Prime Minister, Milorad Dodik and the RS Minister of Information, Rajko Vasic.

BANJALUKA - A group of women activists of the Party of Independent Socialdemocrats (SNSD) City Board has been formed, with Nada Grahovac as a president. The inaugural session was attended by the SNSD President and the RS Prime Minister, Milorad Dodik, who said that " for their own sake women must take part in politics and that nothing serious can be implemented in the society without active participation of the "fair sex".

BANJALUKA - The UN regional headquarters in Banjaluka confirmed that in Travnik a Muslim was arrested, suspected that he had something to do with the explosion in the city, in which a Croatian policeman was killed. "The local police arrested the suspected one at 10:30a.m. and the IPTF station was informed about that", is said in the communique. The arrested men is from Jajce, but there is no mention of his name. He was interrogated by the inquiry team of the local police.

MOSTAR - The New Croatian Initiative (NHI) stated regarding the murder of a Croatian policeman in Travnik that culprits of this crime would have to know that Croats from Travnik and from the B&H will continue and they will return to their property, and that is the main thing in the NHI programme. The NHI strongly condemns every violence and will endure in realising of the programme - Croatian Radio Herceg-Bosna reports.
