In the public announcement, issued after the session of the Administrative Committee of the Journalist Association in Banjaluka, is said that a legal validity of the made decision will be estimated by relevant judicial institutions in RS.SRPSKO SARAJEVO - In front of the Radio Srpsko Sarajevo in Srpsko Sarajevo, on July 27th, people gathered in a protest to express their discontent with the decision of the RS Government on dismissals of leading men of the Radio Srpsko Sarajevo. By means of the Radio Srpsko Sarajevo, the President of the Srpska Ilidza Municipal Assembly, Obren Zeljaja, addressed to the listeners and gathered people. MILICI - About 30 members of the RS police entered, on July 27th, premises of the Independent Studio, Radio Milici, situated in the house of the director and editor in chief, Radomir Dzinkic, and took away a transmitter and stopped the broadcasting of programmes. After the police entered the premises of the Radio a large group of citizens gathered in front of his house in sign of a protest - they stopped the traffic on the Zvornik - Milici - Srpsko Sarajevo road. With great efforts employees at the Independent Studio Radio Milici achieved to find a spare transmitter and at 12:30a.m. and continued to broadcast the programme. DOBOJ - The Serbian Radio Doboj started to broadcast the programme which was interrupted on July 27th at 8:25p.m. because of the decision made by the RS Government by which directors and editors in chief of the local radio stations were relieved from duty in 16 cities. The last broadcasting from the wave frequency 92,3 MHz was last night from the office of the director of the Serbian Radio Doboj, Milenko Gligoric, when the editor in chief, Ozren Jorganovic state for the press that journalists are not allowed to enter the studio. SREBRENICA - The President of the Serbian Democratic Party (SDS) Municipal Board from Srebrenica, Momcilo Cvjetinovic, thinks that lack of the authority in this Municipality caused by the fact that Muslim side has no respect for the RS Constitution and laws. According to him , the OSCE is putting pressures on Serbian side and introduces the receivership, instead of to punish the Muslim representatives at the Srebrenica Municipal Assembly because they have been obstructing the reached agreements on positions in the Srebrenica Municipality. JULY 28, 1998 DAYNEWS REVIEW, REPUBLIKA SRPSKABANJALUKA - The President of Republika Srpska (RS), Biljana Plavsic, assessed in Banjaluka that the forthcoming elections "are the most important for the Serbian people and all citizens in RS" and called on people to think carefully for whom they will vote. According to her in the forthcoming election campaign the RS citizens will be in a position to improve the situation by their votes, living conditions and standard in general.BIJELJINA - The RS Prime Minister, Milorad Dodik, said before the talks with the EU Commissioner for Foreign Affairs, Hans van den Brooke in Bijeljina that his expectations regarding this meting were making of new relations with the EU which had previously, as he said, a negative relation toward investments in the eastern part of RS", said Dodik adding that he will have talks with Van den Brooke about new projects and investments in RS. BIJELJINA - The RS Prime Minister, Milorad Dodik, announced after he had talks with representatives of the Bijeljina Municipality , arrival of some relevant Ministries in the city, which should discuss problems related to the scholl system in this part of RS. The current problem that the school system is dealing with is premises for pupils in Primary and Secondary schools. The problem should be solved with building of a new school building in Bijeljina - a city where currently live tens thousands of refugees. BRCKO - Three days ago, on July 25th, four Muslim attacked a Serb, Maksim Arsenic,55, with an ax in the village of Spijonica in the Brcko-Rahic Municipality who came to see his field. After they had cut him with an ax and all sorts of things, the attackers retreated because they thought that Arsenic was dead. SARAJEVO - The OHR spokesman, Simon Haselock, said in Sarajevo that the OHR was disappointed with the decision made by the RS Government to dismiss leader men from the local radio and television stations. "The action has been taken on the basis of two articles of the Law on Public Information, and the RS Government claims that a reason for that is a provoking rhetoric of these radio and television stations", said Haselock and added that just because of that the international community "is working on a mechanism for solving the problem. BANJALUKA - The spokesman for the OHR in Banjaluka, Duncan Boulivant, said that a decision made by the RS Government on dismissals of the 16 directors and editors in chief of the local radio and television stations was a cause for concern for Carlos Westendorp, which is the reason why he will come to Banjaluka soon. At a press-conference in Banjaluka, Boulivant said that Westendorp and his deputy, Miguel Arias, would have talks with the highest officials of the RS about these changes which are, as he put it, not in accordance with the democratic rules. BANJALUKA - Vice-president of the Serbian People's Union (SNS), Svetozar Mihajlovic, judged in Banjaluka that the RS Government made a decision to relieve from duty directors and editors in chief of the local radio television stations because the chaos, amateur and privatisation of information in media. At a press-conference , Mihajlovic said that if this decision would be proclaimed as an illegal one they would ask for responsibility from the Ministry of Information. BANJALUKA - Secretary General of the Party of Independent Socialdemocrats, Nenad Bastinac, said in Banjaluka that the SNSD supported the RS Government decision on changes in the leading structures of the local radio and television stations if it had for a goal to impose more order and legality. Bastinac said at a press-conference that the Government made a decision "because the local media ignored its warnings that they must regulate status and property problems". BRCKO - A chief of the Main Police Centre in Brcko, Savo Cvjetinovic, confirmed that on July 27th, in downtown, a body of Admir Karic Celo has been found, born in 1975, in Brcko, inhabitant of Srebrenik, near Tuzla. Karic's body was found after a passerby saw him and reported to the police at 9:00a.m. and according to the first reports it is most probably that Karic was murdered with a dull thing. JULY 28, 1998 EVENINGNEWS REVIEW, REPUBLIKA SRPSKABANJALUKA - The President of Republika Srpska (RS), Biljana Plavsic, held talks in Banjaluka with the President of the Austrian Parliament, Alfred Gerstl, about political situation in RS and B&H and the economic cooperation between the two countries. "I came to RS because I have deep connections with Serbian people who had, as myself, fought in the Second World War against Hitler", said Gerstl after he had talks with President Plavsic and added that some circles, even today , were unjust toward Serbs. He stressed that the international community would have to be more cooperative regarding economic difficulties in RS.BIJELJINA - The RS Prime Minister, Milorad Dodik and the EU Commissioner van den Brooke held talks in Bijeljina about previous cooperation between the RS and the EU and they establish the forms for future cooperation, financial help of additional 6 millions EKU for emergency measures in the RS agriculture. Dodik said that a joint stance has been confirmed at that meeting that the RS Government contributed a lot to the stabilisation in general in RS and B&H and expectations were expressed that this kind of cooperation would be continued. Dodik expressed pleasure that the EU programmes aimed toward reconstruction of the infrastructure and agriculture are being realised successfully in RS. BANJALUKA - The Informative Service for the Ministry of Refugees and Displaced Persons assessed as malicious and incorrect the information in some media that a relevant Minister, Miladin Dragicevic gave his consent for return of Muslim in the place of Klisa near Zvornik. "It is true that the Minister Dragicevic had a working visit to Tuzla-Podrinje canton, agreed at the meeting in Brcko on June 17th, 1998", is said in the announcement of the Informative Service and added: "At that meeting, presented by the OHR and UNHCR officials, Minister literally asked for all kinds of visits including to the place of Klisa to be stopped in a time of the election campaign, in order to be prevented possible incidents used for the election campaign." SARAJEVO - Dismissal of directors and editors in chief of the radio and television stations in RS and a decision to appoint the commissioners is just another usurpation move by which the RS Government is smothering the freedom of the press in RS - is said in the announcement from the Cabinet of the President in the B&H Presidency from RS, Momcilo Krajisnik. It has been judged that the Government with this move "continue with the policy of destruction of institutions in RS". BANJALUKA - The Independent Association of the RS journalists thinks that the decision made by the RS Government to relieve from duty directors and editors in chief in 16 local radio and television stations without establishing of individual responsibility, even if it is justified and needed, is not exemplary for societies of the Parliamentary democracy. These kind of changes i.e. "have a form of a state violence", is said in the announcement signed by the President of the Association, Branko Peric. NOVI GRAD - The Municipal Assembly of the Serbian Radical Party (SRS) in Novi Grad, thinks that the decision of the Government to relieve from duty a director and editor in chief of the Serbian Radio Novi Grad, and to appoint a commissioner is an illegal one and represents a violent and vulgar act by which darkness, already presented in the state media, now expands on the local media as well. BIJELJINA - The EU Commissioner for Foreign Affairs, Hans van den Brooke who is in a two-day visit to B&H on the invitation of the SFOR commander Eric Schinseky, will visit numerous joint reconstruction projects between the EU and SFOR, among which are several bridges, ruined during the war - the EU Commission announced. The EU will assign about 30 millions of DM for reconstruction of the Samac - Brcko and Raca bridges across the river Sava and the bridge of Karusa across the Usora and the bridge of Sava in Jasenovac and in Kostajnica. THE HAGUE - A Muslim, Esad Landzo, 25, confessed before the Hague War Crimes Tribunal that he committed crimes against Serbs in the Celebici concentration camp where he was a guard. He said that he was torturing the prisoners out of fear that his commander, Hazim Delic,34, would kill him unless he do what he says and confirmed that others of guards were committing crimes because of the same reason. "All guards were afraid of Delic and just me", said Landzo. JULY 28, 1998 EVENINGNEWS REVIEW, REPUBLIKA SRPSKABANJALUKA - The EU Commissioner for Foreign Affairs, Hans van den Brooke, stressed during talks with the President of Republika Srpska (RS), Biljana Plavsic, that in the eastern part of RS was opened an Office in which realisation of the EU programme for development of agriculture was due to begin, valued at 15 millions of ECU. Van den Brooke said that this amount represented only part of totally 130 millions of ECU intended for the RS development, not including humanitarian programmes. "Europe wants for this territory to be a part of Europe, and we must hurry to be in step with Europe, to accept its standards and to become a part of it" - said the RS President, Biljana Plavsic after today's meeting in Banjaluka. At the meting it was assessed that the elections in September would be a step forward in democracy development throughout the whole region of B&H including RS.DOBOJ - The Serbian Radio Doboj did not start to broadcast the programme after a decision made by the RS Government to relieve from duty the leadership of this Radio station, but according to the unofficial announcements, tomorrow the radio station will start to broadcast the programme. The situation should be solved with arrival of the RS Minister of Information, Rajko Vasic, who is due to have talks with the employees at the Radio station and leadership of the Doboj Municipality. VISEGRAD - Illegal occupation of the RTV Visegrad building by the police and calling the director and editor in chief to the Central Police station in order to be read to them a Decision of the Government for them to be relieved from duties and to appoint a commissioner is a classical example of political vandalism, is said in the announcement of the Serbian Democratic Party (SDS) club of committee members in the Visegrad Municipal Assembly. "The public, this procedure of the RS Government sees as a shame and will put an effort for the local media, which proprietors are Municipalities, to be returned to the owner's hands. SARAJEVO - At the joint informative press-centre in Sarajevo, on July 30, at 12:15p.m. a press-conference will be held at which should be announced forming of the Independent Media Commission (IMC) and a new codex for editorship matters regarding the radio and television programmes. As it was announced for SRNA from the IMC, members of the Commission are: the IMC general director, Christer Tellin, Deputy General Director, Robert Guillet, chief of the Monitoring Department, Kenneth Lindsey and chief of the Public Relations Department, Deter Lorraine. BRCKO - Committee members of the Brcko Municipal Assembly concluded at the session that an order gave by Robert Farrand, the supervisor, about multyethnicity at the local management institutions has been fulfilled completely, in proportion of, 52% of jobs for Serbs, 48% for Muslim and Croats. At the session, attended by a chairman of the International Arbitration Tribunal, Roberts Owen, a Mayor of the city of Brcko, Borko Reljic, informed in short the Assembly that 64 Muslim and Croats have been employed while 22 Serbs were left out of the job, by which Farrand's order was completely fulfilled. DOBOJ - The President of the Doboj Municipal Assembly, Mirko Stojcinovic, said in an interview with the Radio-station Radio 27, which broadcasts a programme for B&H from Prague and Sarajevo, and is financed by the international community, that proclaiming of the "open cities" was a manipulation by the international community.
