BANJA LUKA - The delegates of the National Assembly of Republika Srpska /RS/ at the yesterday's continuation of the sixth session did not accept the Draft Law on ceasing effectiveness of the Law on using the abandoned property, but they have decided to let the legislative commission give its opinion about it before the today's session of the parliament. In the very tempestuous and long lasting discussion the majority of Serbian delegates made a remark that by adopting such draft of law around 400,000 refugees who are now using abandoned property of Bosniaks and Croats would remain without adequate accommodation. Explaining the Draft Law on ceasing validity of the Law on abandoned property the assistant minister for Refugees and displaced persons Petko Obucina noted that it is comprised within the Constitution of RS and called upon the Annex 7 of the Dayton Agreement, by which is defined that RS, FB&H and B&H in cooperation with the international organisations will provide return of refugees and their property. The proposal of the delegate clubs of SDS and radicals to return the Law on ceasing validity of the Law on abandoned property to RS Government for amendments or to be adopted in the form of draft proposal and given at the 45 days public discussion was not adopted - about it will discuss the legislative legal commission of the RS Assembly.

ZAGREB - OSCE and UNHCR are not content by the new Croatian plan of return of Serbian refugees, assessing that its content could force refugees to give up from return to their homes - was announced yesterday from the seat of these organisations. In the joint announcement was noted that this document "comprises the regulations which could have negative impact on the decision of eventual returnees" and that it is based on the stances which are "contrary to the principles agreed with the international community".

BANJA LUKA - The elections represent new opportunity for the people of Republika Srpska /RS/ to change and improve in legal way the life in Republic, so should be understood the next September's parliamentary elections - assessed the president of Republic Biljana Plavsic at the press conference in Banja Luka. The president of RS thinks that for the economic recovery of RS is necessary a certain longer time period, because one year is too little to see concrete results of one political structure. That is another reason why she would give priority to more frequent elections as it gives an opportunity to the people to change and do something in its favour. Reviewing the statement of co-presiding in Council of Ministers Haris Silajdzic that B&H is ready to give its territory to NATO for base for its actions against Serbia in Kosmet, the president of RS stressed that he cannot speak in the name of both entities of Dayton B&H.

BANJA LUKA - The National Assembly of RS has adopted at the beginning of the continuation of the Sixth session with 48 votes "for" the report of the Legislative -legal commission, by which the Draft Law about ceasing the validity of the Law on using the abandoned property did not get the support of delegates so it is returned to the proposer, along with the recommendation to make another text of the draft. In the report of the Legislative-legal commission, submitted by the member of the commission Slobodan Cvijetic, it is recommended to the Government of RS to take into account yesterday's discussion proposals and suggestions. The delegates of the National Assembly of RS has decided, with 46 voter for, to return the Draft Law on amendments and supplements of the Law on housing relations to the proposer the RS Government because, as concluded, being closely connected to the Law on using the abandoned property, this draft law should also be revised. The Serbian radical Slobodan Cvijetic has proposed, because of the structural objections and connection with the Law on using the abandoned property this draft should be returned to the proposer, and that both laws in the form of draft the Government should prepare for the discussion in the package. At the requirement of Nenad BAstinac from the Party of Independent Social- democrats, who has expressed the doubt in the regularity of voting about the Proposal of the Law about amendments of the Law on regular courts, the people's delegates in the repeated individual voting have confirmed their disagreement with the proposal of this law. The delegates of the National Assembly of RS have adopted, with 45 votes for, the Draft law on accounting, while the Draft law on agricultural farms was returned to the proposer for revision along with the obligation of conducting public discussion in the 30 days term.

BANJA LUKA - On the occasion of Vidovdan /the St. Lazarus and all Serbian Martyrs/ - the St, Patron's Day of RS Army the president of Republic Biljana Plavsic has sent the congratulation to the chief of General Staff of VRS /Army of RS/ colonel-general Momir Talic, the minister of Defence colonel general Manojlo Miolovanovic, and officers, soldiers and civilian employees in VRS. "The Vidovdan is the day which marks the centuries of our struggle for freedom and national dignity. The history of our people is the history of permanent struggle for survival in these turbulent regions", is said in the congratulation.

SARAJEVO - The president in the Presidency of B&H from RS Momcilo Krajisnik congratulated to the General Staff of VRS as well as to all commands, units, institutions, officers and other members of Army the St. Patron's Day - Vidovdan. In the congratulation letter to the chief of General Staff general Momir Talic Krajisnik expressed the wish "that this holy day should be celebrated in the decent way for Serbian soldier and for the glory and welfare of our fatherland and Serbian people".

SARAJEVO - The co-presiding in the Council of Ministers of B&H Boro Bosic has assessed that the recent statement of another co-presiding in the Council of Ministers Haris Silajdzic, in which he offers the territory of B&H as the basis for intervention of NATO in Kosmet, comes out of his mandate and authorisation which Mr. Silajdzic wields. "Such statement is absolutely unacceptable and counter-productive for B&H and I am not convinced that it brings anything good for any people in B&H, because it unnecessarily radicalise the situation", thinks copresiding Bosic.

SARAJEVO - The High civilian Representative of the international community for B&H Carlos Westendorp and commander of SFOR general Eric Shinseki vigorously condemned the statement of copresiding in the Council of Ministers of B&H Haris Silajdzic who offered the territory of B&H for eventual action of NATO in Kosmet.This was confirmed at the press conference in federal part of Sarajevo the OHR spokesman Simon Haselock. "The High Representative thinks that such statements or actions are undermining the Dayton agreement and conclusions of the Council for implementation of Agreement" - stressed Haselock.

BANJA LUKA - The president of RS Government and president of the Party of Independent Social-democrats /SNSD/ Milorad Dodik was determined for the first person on the list of the party for National Assembly of RS at the next elections. This was confirmed at the press conference of SNSD in Banja Luka on the occasion of holding the Second general assembly of SNSD, which will, with the participation of 420 elected delegates from whole RS territory, be held tomorrow in the Central Club of RS Army.

BIJELJINA - The Executive Board of the Democratic Party of Republika Srpska /DSRS/ has decided that this party at the coming parliamentary elections will participate independently with its own lists of candidates for National Assembly of RS and House of Representatives in the Parliamentary Assembly of B&H. The first on the list of candidates for delegates in the National Assembly of RS is the president of DSRS Dragomir Dumic, and the first on the list for House of Representatives of Parliamentary assembly of B&H the vice-president of the party Milan Garic, is stated in the announcement of DSRS forwarded to SRNA.

BRCKO - From the Police Station Brcko was removed the board with the photographs of killed Serbian policemen, which provoked the embitterment of families of detained, killed and missing persons, who demanded the urgent meeting with supervisor Robert Farrand. At the meeting of the Presidency of municipal organisation of Associations of families of detained, killed and missing persons was announced that about that will be informed also the president of RS Biljana Plavsic and president of Government Milorad Dodik, who should attend the tomorrows meeting of the Presidency of Republican organisation in Prnjavor

DOBOJ - The officer of the HQ of Nordic- Polish brigade charged for contacts with media Norwegian major Sjak Hajam stated in Doboj that according to so far reports about amnesty of weapons in the region of Ozren not any progress was noticed. In the statement for SRNA he explained that in reality "it could be a reflection of not timely submitting reports, which way of work is not sufficiently elaborated, or there is no real success in collecting weapons".

BANJA LUKA - The spokesman of IPTF for the region of Banja Luka and Bihac Alun Roberts announced in Banja Luka that there are certain delays in talks on implementation of Livno Agreement on establishing joint multi-ethnic police in Canton 10 in Federation B&H. At the press conference he explained that the representatives of IPTF from Sarajevo have talked yesterday in Banja Luka with 13 former policemen from Drvar, but no concrete agreement was reached about their return into this city.

BANJA LUKA - In the continuation of the sixth session of the National Assembly of Republika Srpska /RS/ in Banja Luka the delegates have adopted the set of laws on privatisation. After debate the delegates by majority votes positively accepted particular laws from this set - on enterprises, privatisation of the state capital in enterprises, securities, starting balance state in the procedure of privatisation of the state capital in enterprises and about the central register of securities. In the framework of this package the delegates have adopted the laws on privatisation investment funds and associations in banks, about the starting balance in the procedure of privatisation of the state capital in banks and enlisting into the Court register.

BANJA LUKA - The president of RS Government Milorad Dodik met in Banja Luka with the Slovenian Ambassador to Sarajevo Drago Mirosic, who announced the assistance of its government to RS amounting three million dollars for realisation of the programme which RS Government determine. Dodik and Mirosic agreed that faster and comprehensive economic cooperation between two republics will be established only after RS citizens get new passports, with which they could go to Slovenia without visas.

BIJELJINA - The great number of projects was finished in RS before than we expected, which is encouraging to make new projects, said director of the World bank in Washington for B&H Christian Portman during the meeting with the premier of RS Milorad dodik in Banja Luka. Portman has specifically stated that the World Bank in the next period will realise the new programme under the name "Project of assistance for RS".

BANJA LUKA - Invited by the Japanese Foreign minister Keizo Obuchi the president of RS Government Milorad dodik will depart, on June 28, to the official visit to Japan, during which he will meet the representatives of Government and ministers in charge, and he will also visit several leading companies in this country. As was stressed in the announcement from the Dodik's Cabinet, the basic objectives of the visit of the president of RS Government are talks about the programmes of assistance of Japanese Government to Government of Srpska, expanding cooperation with the there companies and implementation of the Dayton agreement.

BANJA LUKA - The state commission for exchange of POWs and missing persons identified in Banja Luka another six members of VRS /Army of RS/, which bodies were exhumed from the mass grave in the village Aprazlijama near Livno. Identified are Aleksandar Savic (1975), the son of Milovan, from Trn near Laktasi, Mile Radic (1936), the son of Stanko from Provo near Livno, Ranko Brkic (1966) son of Stevo from Gradiska, Ljuban Parojcic (1943), son of Stevan from Crni Lug near Grahovo, Drago Lazic (1961), son of Ostoja from Gradiska and Milan Vidakovic [56] son of Dragan, from Gradiska.

SARAJEVO - The chief of the economic department of the Office of international representative (OHR) Didier Fao have stated at the briefing in federal part of Sarajevo that the process of placing into circulation of convertible mark (KM) in the region of RS and Federation B&H /FB&H/ is going on without problems. He stressed that in FB&H into circulation was put 30 millions of KM, while OHR has no exact data for RS. In the Central Bank branch in Mostar, according to this information was put into circulation 100,000 KM.

SARAJEVO - The chief of the mission of OSCE in B&H Robert Berry stated that, if it is true, the statement of co-presiding in the Council of Ministers of B&H Haris Silajdzic in which he offers the territory of B&H as the base for military intervention of NATO in Kosmet, do not represent the stance of the institutions of B&H. after the talks with another co-presiding Boro Bosic in Pale the Ambassador Berry has noted that he had an opportunity to read the report about the statement of Silajdzic and that international community is trying to "determine did he really said that".

PRISTINA - The group of Albanian terrorists in the village Batusa, North- West from Djakovica, kidnapped three Albanians from Kosovo - Zejnel Batusa, Rustem Bajrami and Jasar Zejneli - and lead them in unknown direction, learns SRNA from municipal authorities in Djakovica. The representatives of the municipal authorities in Djakovica claim that three Kosovo ALbanians were kidnapped because they were persuading their compatriots to return in Batusa where the members of Army of Yugoslavia will guarantee their security.

PRISTINA - We shall do all that is in our capacity in order to solve in peaceful way the very dangerous situation in Kosovo - stated in Pristina the U.S. Ambassador to UN Richard Holbrooke after the meeting with representatives of the Democratic Union of Kosovo and Parliamentary Party of Kosovo Ibrahim Rugova and Adem Demaci. At the press conference he announced that he will visit Athens and that the American Ambassador to FYRM Christoph Hill and the chief of the American mission to Belgrade Richard Miles will continue to establish the contacts between the representatives of Serbian Government and Albanians.

BANJA LUKA - By adopting the Law on excises and taxes on turnover The National Assembly of Republika Srpska /RS/ has finished the sixth session in Banja Luka. It was agreed that on the seventh Assembly session the delegates come out with their opinion about the remaining items of Agenda - about the reports about the work of the Supreme court of RS and Public Prosecutor's Offices in 1997 and the work of the Republican fund of joint reserves in last year.

BANJA LUKA - The president of RS Government has expressed in Banja Luka the great contentment because the National assembly has adopted the package of new laws about the process of privatisation and ownership transformation in RS. In the special statement for SRNA Dodik has stressed as the special curiosity the fact that the proposals were adopted almost unanimously, adding that it is the recognition for the proposer of laws on successfully performed job.
