NEWS REVIEW, REPUBLIKA SRPSKA

AMSTERDAM - Commenting documents of the State Department on aims of the U.S. regarding implementation of the Dayton Peace Accord, the International Crisis Group said that it was very important for Washington to press out national part from the Republika Srpska (RS) institutions and to bring new structures which would agree on a compromise with those who wanted the unitary B&H. Both of the State Department's documents show very clearly that the Dayton Peace Accord was not written to be a final solution but as a temporary framework which would give to the international community a cover and a mandate to start creating new multinational society which would lead to entirely new multinational state. In another words, when the international representatives change political and ethnical composition of municipalities and entities than the new structures will decide whether and how they will accept the Dayton Peace Accord and whether they will change the Constitution and reduce significance of entities.

AMSTERDAM - The International Crisis Group said that in the coming months creation of joint ethnical municipalities would be a major task, keeping in mind strategical goals of the NATO in the Balkans in long-term. The NATO, during its stay in B&H, learned a lot and that would help them to solve many future conflicts in the world. In spite all initial fears of the NATO military command, B&H shown to be surprisingly safe territory for all NATO actions.

PODGORICA - From the Podgorica airport Golubovci today at 10:30 a.m. a first aeroplane will take off for Banjaluka, Montenegro air company "Montenegro airlines". The "Montenegro airlines" got all official licenses for air transportation with RS and soon will be established traffic with FB&H. Tomorrow at 10:30a.m. from Podgorica an aeroplane will take off for Sarajevo.

KOZARSKA DUBICA - A Centre for physiatria, rehabilitation and health tourism Mljecanica near Kozarska Dubica is the first resort from RS which tourist offer will be available through Internet, stated for SRNA Dr. Mihajlo Stefanovski.

SARAJEVO - Leaders of the B&H Croatian Democratic Union (HDZ), appointed on May 16 in Mostar, think only how to create a third (Croatian) entity in a weak B&H union, instead of to work toward strengthening of FB&H - radio in Federation part reported. The same source said that "the Croatian side is making up, all the time, a fear of Muslim domination although no significant decision can be made without concord of both Federation partners".

NOVI GRAD - The delegate of the Serbian Radical Party in National Assembly of Republika Srpska /RS/ Mirjana Sajinovic stated in Novi Grad that the Serbian radicals and Serbian Democratic Party came out with principle while not voting for changing the Constitution of RS, by which would be enabled that the third vice-president is from Coalition for whole and democratic B&H. Commenting the session of the Republican parliament, Sajinovic stressed that radicals "do not want to reward those who started the war" and added that "it is clear to Serbian people what who is doing and what to what objective he goes".

BANJA LUKA - The Association of refugees "Ostanak" /remaining/ last night in Banja Luka held a meeting with the refugees and displaced persons from Federation B&H and Croatia, who are temporarily accommodated in Banja Luka, in settlement Borik. At the gathering, presided by the president of Association Bosko Bajic, the present people were almost unanimous in assessment that the return of refugees and displaced persons in the changed political ambient and new surroundings is impossible, especially for members of killed soldiers and in war disabled persons.

BERLIN - The chief of the UNHCR Office for liaison for the former Yugoslavia Rene van Royen assessed that to RS Government is necessary the financial support of international community which will assure return of refugees from abroad . Van Royen explained in an interview for SRNA that the participants of the Economic Forum for RS, held in Berlin, think that "RS Government is willing to implement the Dayton Agreement" and reminded that the necessity of the financial assistance is one of the conclusions of this conference. He assessed that the greatest obstacle for the return of refugees is the lack of jobs, which is, as he said, the condition for normal life of returnees.

ZAGREB - The Croatian general Janko Bobetko writes in his book "All my battles" that the operation "Oluja=Storm" he planned and was preparing two years, together with the chief of Command of Croatian Army /HV/, and is performed under the command of generals from the regions of Karlovac, Split, Zagreb and Gospic along with the assistance of police forces. On the occasion of these allegations last week the representatives of the Hague Tribunal called the main inspector of the Croatian Army colonel general Anto Gotovina, the then commander of the region Split, to appear as the witness. According to writing of the Belgrade's "Vecernje Novosti", the mentioned letter cause a great tempest in Croatia, and sharply reacted the Office of Croatian Government for cooperation with Tribunal.

ZADAR - In the Provincial Court in Zadar 1991-1995, 70 Serbs were sentenced on more years prison, while for 108 the trial is underway, because, allegedly, committed war crimes against the civilian population - writes the Belgrade's "Vecernje Novosti". In prison are, however, only Jovan Badzoka and Bogdan Banic were sentenced 10 years of prison each, while the rest on the list were tried in absentia. What is making a great confusion in the mentioned list of wanted Serbs are incomplete data /no father's name, place or year of birth/ so the number of Serbs who are afraid of returning into Croatia at least tripled,

PODGORICA - The president of the Government of Montenegro Filip Vujanovic warned in Podgorica, reacting on frequent speculations about the possibility of imposing the state of emergency in Montenegro, that nobody has a right to do that. "Even if somebody tries, such scenario would neither allow the international community nor would accept the people in Montenegro" - said the premier of Montenegro. He stressed that international community has a clear stance that towards Montenegro cannot be undertaken the steps which would lead to its destabilising.

LONDON - The peace agreement in Northern Ireland, which on referendum accepted 71,12% of voters, according to the so far analyses, accepted 55% of voters Protestants, 45% voted against, while between Catholics 96% for and 4% against. As British press is writing, the leader of the Democratic Unionists Jan Paisy, who lead the campaign against accepting the Peace agreement, accused the Government for corruption and dirty tactics, claiming that 56% of unionists voted against Agreement.

BRUSSELS - The European Commission welcomed the accepting of peace agreement in Northern Ireland - was announced in Brussels. DPA cites the conviction of the members of the Commission who believe that this agreement offers "the best basis for development of better life for future generations of Ireland".

NEW DELHI - India is able to produce the atomic bomb of 200 kilotons of TNT power, which would be fifteen times stronger than the one thrown on Hiroshima at the end of the Second World War - reports the German Press Agency DPA the statement of presiding of Indian Commission for atomic energy R. Chidambaram. "In the last week's underground test near the border with Pakistan was not tested the bomb of this strength, in order to avoid the possible earthquakes" - stated Chidambaram and stressed that "this does not mean that India has no capacity to produce the bomb of that power".

BANJALUKA - On the occasion of the Day of the Air Force and Antiaircraft Defence (ViPVO) of the RS Army, May 27, chief of staff of the RS Army (VRS) lieutenant general Momir Talic congratulated to all members of the ViPVO. Six years ago, 16 flights had conducted first successful action with military aviation on enemy positions. " Your courage, professionalism and readiness to sacrifice during a defensive war, reflects through successful accomplished missions. Defending Serb people and Serb sky the bravest sons from ViPVO lost their lives and we owe to them eternal gratitude. Our obligation is to follow action of our heroes.

BANJALUKA - A commander of the ViPVO brigadier, general Milan Torbica forwarded greetings to officers, soldiers and employees in military institutions on the occasion of the May 27, Day of the Air Force and Antiaircraft Defence (ViPVO). "Sixth anniversary we mark in peace and freedom. With huge sacrifice you have achieved results and have given priceless contribution to our Army" - said Torbica.

SARAJEVO - The OHR spokesman Rida Attarshany stated for SRNA that organisation of sport activities is under jurisdiction of entities but he urged on joint presentation of B&H in the international sport competitions. "That should be joint thing, what is the wish of the international sport associations", said Attarshany. Current B&H Radio-Television will be transformed into federation television, adding that the next step is establishing of mutual informative system in B&H. Asked why the B&H Army has not been transformed into federation yet, Attarashany answered that the High Representative had less part in it than SFOR and OSCE but he pointed out two main problems - terminology, regarding the B&H Army and situation of the Croatian part of the Federation Army.

BRCKO - A Mayor of Brcko Borko Reljic stated for SRNA that 35 Muslims and Croats will begin jobs in managements institutions on May 28. With this half of request from the order of Robert Farand , the supervisor, on establishing of multiethnic administration in the city will be fulfilled. On Wednesday, it has been announced identification of jobs and a roll of Serb employees who will stay out of work because of Muslims and Croats.

BRCKO - A syndicate of the Municipal management institutions in Brcko rejected the RS Government proposal for Serb employees to be paid out all incomes until suitable alternative solutions were found. Syndicate wants for them to be offered severance pay that will make possible for them to secure existence including law possibility of buying up of length of service and retirement.

SARAJEVO - German SFOR unit, stationed in Rajlovac for several months, in federation part of Sarajevo, will soon leave for Modrica where it should built new apartments for refugees but also infrastructure, destroyed in war - stated for SRNA a commander of this unit, lieutenant colonel Ahim Steno. "We have participated in several projects but always in FB&H but that will be changed because we now have permission to work in RS i.e. Modrica. We put it very clearly that we must treat equally both entities" - said Steno.

DOBOJ - A paper "Slobodna Bosna" in its last issues shows evidence according to which statements of Muslim leadership on alleged return of 20, 000 Serbs and 10,000 Croats "are just unfounded stories." The paper claims that applications for return submitted 5,246 families with 16,879 prewar inhabitants of Sarajevo and most of them were Muslims - 9,997, Croats 2,528, Serbs 4,018, and 356 of others. Cantonal Minister of Refugees Omer Vatric said that the main reason why the Sarajevo Declaration was not realized was that in Sarajevo canton was registered 82,000 refugees from which 74,000 from RS and between 15,000 and 18,000 of Sarajevo Muslims were living in so called abandoned apartments although they had their own houses.

BIJELJINA - Vice-president of the Serbian People's Union (SNS) Svetozar Mihajlovic said that the SNS at the next session of the RS National Assembly would ask for discussion on confidence to the Parliament leadership because agreement on imposing of another vice-president's place has not been fulfilled. "Based on implementation of election results and according to regulations of the provisional Election Commission that place is to belong to a member of the Coalition for Whole and Democratic B&h" - said Mihajlovic at the press-conference in Bijeljina.

BANJALUKA - President of the RS Alternative Government Dubravko Prstojevic asked for "immediate dismissal of the International Community High Representative Carlos Westendorp" for ,as he put it, his previous activities were counterproductive for RS and FB&H. "His decisions are unprincipled and without arguments what has been confirmed by joint license plates accepted by RS and not by FB&H, than coat of arms and passports and finally his statement that apartments can not be changed between entities" - said Prstojevic at the press-conference.

BANJALUKA - The FB&H representatives on the RS National Assembly are not the opposition to the RS authorities but to RS itself - said President of the Serb Party of Krajina and Posavina (SSKiP) Predrag Lazarevic at the press-conference in Banjaluka. That was obvious when the amendment on the RS Constitution was not elected, according to which imposing of another vicepresident was anticipated , after which Bosnian representatives had threatened with OSCE. "The FB&H parties are here to impose, with help of OSCE, its ideas and ideas of Alija Izetbegovic and not to contribute in building of RS" - said Lazarevic.

BELGRADE - Vehicles with new license plates will cross borders with FRY without problems and vehicles from RS will not pay entrance in FRY - it has been confirmed from a Service for Road Traffic of the FRY Traffic Ministry.

SARAJEVO - President in the B&H Presidency from Republika Srpska (RS) Momcilo Krajisnik warned that pressure of the international community for creation of the joint RS and FB&H national teams and sport associations "is violating of the Dayton Peace Accord and an attempt for unitarianism of B&H to be achieved". He confirmed that sport is under entities' jurisdiction only, so "this attempt of revision of the Dayton Accord after one revision already with licenses plates can destroy proportions and schedule of jurisdictions between RS and B&H".

BIJELJINA - President of the Municipal Assembly of the Serbian Democratic Party (SDS) Cvijetin Nikic is discontent with a treatment which are having the Bijeljina Municipality and Semberija in the first 100 days of the new RS Government as well as with dismissals of directors of state enterprises without previous consultations with Municipal authorities. These dismissals he assessed as "imposing of narrow-party interests" .

PRISTINA - A policeman Dragoljub Djukic had been heavily injured in an attack of Albanian terrorists near the village of Streoce, near Decani - SRNA has learned in Pristina. He was shot with a sniper bullet in chest and transferred to hospital in Pec. His life is in danger.

NOVI SAD - A province Board of the Democratic Party (PO DS) for Vojvodina issued at the press-conference in Novi Sad a proclamation in which people of Serbia is warned that "Milosevic, Seselj and Mirjana Markovic lead the country to disaster." Milosevic, Seselj and Markovic have defeated, humiliated Serbs in Krajina , Slavonia, B&H and Kosovo, have robbed savings, pensions and salaries and have isolated Serbia from the rest of the world".

MOSTAR - On May 27, on Wednesday, in the village of Grabovica near Mostar, will be started with exhumation of 33 Croatian civilians, killed in 1993 by members of the Muslim Army. Exhumation will be led by Croatian part of the Federation Commission on Missing Persons.

MOSTAR - In the Croatian part of Mostar, two Croats were brutally attacked by three Muslims. One of the Croats is now at the hospital - Croatian Radio Herceg-Bosna reported. The attackers Samir Kadragic, Almir Redzovic and Alen Behmen live in Muslim part of the city - it has been stated from the Hercegovina-Neretva canton Internal Affairs Ministry.

LJUBINJE - Starting with July 1, food provided by the World Food Programme in Ljubinje (WFP), from now on will be reduced, from current 980 to 490 persons - it has been confirmed to SRNA from the Social Work Centre. According to new rules of the WFP a right on help have women older than 60 years of age and men older than 65 years of age without family, whose total incomes are lower than 50 DM per month.

BANJALUKA - President of the Serb Association refugees from Krajina and Croatia, Pero Dzodan, warned in Banjaluka that in the year of return of refugees, Serbs from Croatia continue to move out. Speaking at the presentation of publications titled "Serbs from Krajina and Croatia - today and tomorrow", Dzodan said that "moving out of Serbs is continued with help of Croatian laws and authority which is carrying out ethnical cleansing, right in front of the international community, which proclaims respecting of basic human rights".

BRUSSELS - Ambassadors of 15 countries which soldiers are the SFOR members, approved in Brussels a new operative plan on forms according to which SFOR would stay in B&H after June 1998. A plan "Joint action" has been adopted at the NATO session, accepted by 16 NATO countries.

BRUSSELS - The EU has threatened to Croatia with trade sanctions unless it provides undisturbed return of refugees - the AFP reported. Related to situation, the EU Ministers should made decisions in Luxembourg, on June 29, regarding "further participation of Croatia in the system of autonomous trade measures".
