NEWS REVIEW, REPUBLIKA SRPSKA

AMSTERDAM - In the statement by the prosecutor regarding withdrawal of charges against 14 Serbs accused in the Omarska and Keraterm indictment issued in 1995, is claimed that the this decision was not based on any lack of evidence in respect of these accused but because of reorganisation of the Court and lack of space. However, in at least three from 14 cases the Tribunal, as it was noted, did not have enough evidence why the trial had to be postponed - SRNA correspondent reported from Amsterdam. The Tribunal did not exclude new arrests of these people leaving to the National Court in Sarajevo i.e. Federation or Cantonal Court in Federation part of Sarajevo to bring charges against them.

BANJALUKA - Chief of staff of the Republika Srpska (RS) Army (VRS) lieutenant general Momir Talic said that the Special American Envoy for the Balkans James Perdu statement, assessing VRS as threat to peace, was based on arbitrary assessment. "I hope that this stance is not a stance of the American Congress and the Administration. The accusation is unfounded when is very well known that the VRS fulfilled all Dayton Accord regulations and since then no conflict situation took place", said Talic for the SRT. Commenting on Perdu insisting on removal from VRS of all officers who had been to war, especially the RS Defence Minister Manojlo Milovanovic, Talic said that all military headquarters around the globe want officers with experience.

MRKONJIC GRAD - On the occasion of the VRS day in a church of Uspenija Presveta Bogorodica tomorrow at 10:45 will be held a requiem for killed soldiers. Delegations of 113th brigade, veterans Organisations and the Municipal Assembly will, at 11:00a.m., put flowers on a commemorative-grave. President of the Mrkonjic Grad Municipal Assembly Stevan Stojicic will have talks on May 11 with representatives of the killed soldiers families and members of the Veterans Association.

BANJALUKA - Serbian Party of Krajina and Posavina (SSKiP) sent a letter to President of the RS Parliament Dragan Kalinic with a suggestion that on the next session of this body for the initiative for change of the Article 9 of the RS Constitution i.e. to be discussed and clearly pointed out that Banjaluka is the capital of RS and Srpsko Sarajevo a Serb part of the B&H capital. "The RS Government is just provisory settled in Banjaluka and the international community, what is not in accordance with the Dayton Peace Accord, is trying to settle all common institutions in Federation part of Sarajevo". In the letter it was concluded that with that kind of solution many misunderstandings would be removed and not only a third of common institutions but also a third of Embassies in B&H would be settled in Srpsko Sarajevo.

BANJALUKA - President and a Supreme Commander of the RS armed forces Biljana Plavsic forwarded, on the occasion of May 12 - The RS Army day, greetings to all members of the Army. "On this solemn day we must remember all of those who died defending our freedom and fatherland. Six years ago Assembly of Serb people in B&H made a decision on forming of Serb Army, as the most significant guaranty of our survival and freedom. That was a decisive decision. Now, in the time of peace, Serb people expects from Army to be a guaranty of peace and to provide a peaceful life for all citizens in RS", is said in greetings.

BANJALUKA - On the occasion of May 12 - the RS Army Day - RS President Biljana Plavsic promoted RS Defence Minister Manojlo Milovanovic to the rank of lieutenant general, brigadier generals Grujo Boric and Radislav Krstic to the rank of major general. Colonels Radoslav Pandzic, Nikola Delic, Svetozar Andric, Milorad Kutlesic, Radomir Cavic and Jovo Blazanovic were promoted to the ranks of brigadier general. The RS vice-president Dragoljub Mirjanic received a high delegation of the RS Army headed by the RS Defence Minister Manojlo Milovanovic and chief of staff of the RS Army Momir Talic. On behalf of Defence Ministry lieutenant general Manojlo Milovanovic thanked to the President saying that a united VRS is a guaranty of the RS stability.

BANJALUKA - The International Community High Representative Carlos Westendorp is pleased with the outcome of the Donors Conference and thinks that donations amounting over 1,2 billions of dollars would enable a significant progress in the fields of economy and return of refugees. From the OHR is said that the Donors Conference emphasised obligation of donors to reward a political development in RS with conditional rewards. Carlos Westendorp demand from both entities to show that they deserve this kind of financial obligations.

SARAJEVO - Belgrade's attorney Igor Pantelic stated for SRNA that yesterday's decision of the Hague War Crimes Tribunal on withdrawal of 14 charges against Serbs, issued in 1995, shows that charges were not based on facts but were acting in political way, as a form of additional pressure on RS and its people. He confirmed that all charges were withdrawn because the prosecutor did not have evidence for pursuing these charges. "The Court's explanation that charges were withdrawn because of lack of means and space is a pure hypocrisy", said Pantelic adding thereis a trend for this cases to be left to national courts in order for its judiciaries to be confirmed.

ATHENS - Radovan Karadzic is not in Russia or in Sveta Gora in Greece or in any foreign country but he is in RS with his people where he feels safe - said in Salonika Luka Karadzic brother of the former RS President . "He does not have any intention to surrender to the Hague War Crimes Tribunal" - said Karadzic from Greece where he is in a private visit regarding forming of Greek department of the International Committee for Truth about Radovan Karadzic.

SARAJEVO - At the Constitutional session of the Srpsko Sarajevo Municipal Assembly Mirko Sarovic (SDS) was elected president, Aleksandar Divcic from SRS was elected vice-president. The session was attended by metropolitan dabro-bosanski Mr. Nikolaj, President in the B&H Presidency from RS Momcilo Krajisnik.

CELINAC - A seminar for syndical managers began in Celinac with main subject "Aims, tasks, and organisational structure of syndicates in a private sector based on a model of the German Syndicate". A seminar is organised by a German foundation "Fridrih-Erberg-Scthihtung" and came as a result of recent talks between presidents of the RS Union of Syndicates Cedo Volas and President of the German Syndicates Dieter Schultz.

LIVNO - Muslim side will not acknowledge a legitimacy of a joint cantonal police, which solemn inauguration was scheduled in Livno on base of an agreement signed by the international mediators and Croatian local authorities but without Muslim representatives - media in Federation part of Sarajevo reported. According to the agreement on uniforms of multiethnic police in canton of Livno traits of Croatian Republik Herceg-Bosna will be held , which is, allegedly, ceased to exist after signing of the Dayton Peace Accord.

SARAJEVO - In the place of Nova Bila near Travnik last night a police car were shot at ; there were no injured and killed, and the investigation is being carried out with help of SFOR and IPTF. The investigation, so far, showed that it was about murder of two Croatian policemen.

MOSTAR - At the round table "Return of Refugees and B&H social reintegration" organised in Mostar by the B&H Democratic Alternative, it has been warned that B&H might become an intellectual desert because frequent leaving of young people. The round table is attended by representatives of nongovernmental organisations from both entities - RS and FB&H.

SARAJEVO - Associations of Croatian Volunteers and Veterans from Vitez, Kiseljak, Busovaca, Zepca, Novi Travnik, Travnik and Zenica called on a peaceful protest in front of hotel Vitez. Aim of this gathering is a support to Croats accused of war crimes by the Hague War Crimes Tribunal.

BIJELJINA - Vice-president of the RS Red Cross Dobroslav Cuk stated at the press-conference in Bijeljina, organised on the occasion of the Week of Red Cross, that the Red Cross turned into an honourable and great association concerned for human happiness and dignity of all citizens of RS. The Red Cross Week will be marked under motto "Let us help them to feel warmth of a home again".

SARAJEVO - The RS Prime Minister Milorad Dodik said that the RS Government and RS have achieved success at the Donors Conference in Brussels and proof for that was a fact that major donors, U.S. and EU, assigned 50% of their donations to RS. In the statement for Serbian Radio Television (SRT) he said that, only according to these regulations, RS should get more than 200 millions of dollars . Dodik thinks that a report on the Government work for the last four months will be accepted completely on the next session of the RS Assembly and delegates will refuse assessment of the President in the B&H Presidency Momcilo Krajisnik that the Government has not done anything so far.

BANJALUKA - The RS Government at the session in Banjaluka expressed protest regarding undiplomatic relation of Austrian authorities toward RS President Biljana Plavsic and her holding up at the airport in Vienna. "The RS Government thinks that Austria did not have any reason for such improper acts and relation toward RS President", is said in the statement delivered to SRNA.

BANJALUKA - The RS Government at 15th session in Banjaluka discussed numerous questions related to preparations and holding of the 5th session of the RS National Assembly scheduled for May 12 and 13. After the session vice-president of the RS Government Ostoja Kremenovic said that all obligations have been fulfilled in a way that the National Assembly demanded from the Government. Referring to statements that "everything indicates that Governemt's work was very successful in the first 100 days of its mandate", Kremenovic said that, at the today's session, problems of faster renewal of the economy and functioning of state institutions, internal affairs ministry and other institutions were specially discussed.

BANJALUKA - The RS Prime Minister Milorad Dodik congratulated to the RS Defence Minister lieutenant general Manojlo Milovanovic and chief of staff of the RS Army (VRS) lieutenant general Momir Talic on a VRS Army Day, May 12. "In six years' of its existence the VRS passed many temptations, difficulties, conflicts and victories which final result is RS, internationally acknowledged in Dayton", is said in greetings of the RS Prime Minister Milorad Dodik.

SARAJEVO - At the constitutional session of the Srpsko Sarajevo City Assembly Mirko Sarovic was elected president(SDS) and Aleksandar Divcic (SRS) was elected vise-president. The session was attended by metropolitan of Dabro-Bosnia Mr. Nikolaj, President in the B&H Presidency from RS Momcilo Krajisnik, and Dragan Kalinic,president of the RS National Assembly sent a telegram of support.

KLINA - A lifeless body of a forester Abdulj Gasi,from a village of Svrhe , has been found in a village of Volujak near Klina. Two days ago he was kidnapped by the Albanian terrorists. Gasi was for a long time a target for the terrorists because he did not want to leave his job at the "Srbijasume", nor to allow stealing of forest in his region, why he had been threatened daily and on May 7 he had been kidnapped.

PRISTINA - Around 20,000 Albanians from Kosovo protested in the main street of Pristina shouting "We are the Kosovo Liberation Army". The protest lasted for 40 minutes, and Serbian police did not take any action.
