APRIL 27, 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

DOBOJ - In an attack of Moslem extremists from Gracanica last night in Svjetlica, three kilometres from Doboj, were wounded Zoran Vasiljevic /38/ from Doboj, Bosko Jeftic /50/ from Grapska and Serbian refugees settled in the Doboj's outskirt settlement Mladjen Stjepanovic/42/, Djoko Trgic /53/ and Petra Cupeljic /45/. Vasiljevic, one of the wounded, stated that Moslems attacked them from the infantry weapons and hand bombs from the ambush which they set in the vicinity of the village's reservoir. On the spot of event are the members of the Nordic-Polish brigade of SFOR, and the incident is investigated by the local police. This morning the situation is peaceful and under the control of MUP /ministry of internal affairs/ of Republika Srpska - was announced for SRNA in Doboj's Centre of the Public Security. In the DOboj's hospital "St. Apostle Luka" on the further treatment were held Zoran /Dragan/ Vasiljevic from Doboj and Bosko /Miroslav/ Jeftic from Grapska, while the rest of them were sent to the home treatment. The main road Doboj - Tuzla from last night was blocked on the inter-entity line of separation.

DOBOJ - The president of municipal assembly /SO/ of DOboj Mirko Stojcinovic stated for SRNA that the attack of Moslems in the settlement Svjetlica is "typical terroristic attack from the ambush" According to his opinion, this action has the aim to turn the attention of international community from the events in Drvar, where Serbs again must leave their hearths, adding that SFOR patrol did not let him go to Svjetlica, so he does not know for sure what is really happening there.

DOBOJ - The spokesman of the Head Quarters of the Nordic- Polish brigade of SFOR in Doboj Sjak Ohaem stated on the occasion of the attack on Serbs in Svjetlica that "it must be thought out twice before undertaking any step, and that for population is best to remain still, in order to avoid extending the incidents". He confirmed for SRNA that the members of the Nordic-Polish brigade are in Svjetlica and that they are monitoring "what has actually happened".

PRISTINA - The Albanian terrorists these days, while acting from hand grenade launchers, have destroyed the Church of the Holy Trinity in the village Donji Ratis, in the municipality Decani - announced for SRNA the representatives of the local authorities in Decani, to whom this information was given by Albanians from this, now, ethnically cleared village. This temple in the last five years was frequently the target of the Albanian extremists who in more occasions were breaking the roof, doors and windows.

NIS - Nis would be included into the action of development of apartments for the war veterans and families of the killed soldiers in the last war, first of all by given subsidies and finding appropriate locations. The mayor of Nis Zoran Zivkovic stated for SRNA that the development of apartments for this purpose is the obligation of Serbia. By the plan is anticipated that for these categories of citizens would be built 100 of apartments, out of which seven in Nis.

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic warned in Banja Luka that because of the events in Drvar, Derventa and Doboj are seriously jeopardised two segments of the Dayton Agreement - return of the refugees and freedom of movement. While talking about the current situation in RS, at the press conference, the president of Republika Srpska expressed her concern because of killing married couple Tirnanic in Drvar, which, according to her was the initiating event for what happened in Derventa and Doboj. "It would be good if, respecting these undesirable events, tomorrow's conference bout the return of refugees would have bring one more realistic strategy - to tackle with the problem of the compensation or exchange of the property", suggested Mrs. Plavsic. While talking about the 100 days of work of the Government the president of RS stressed that it is "impossible to give the real assessment because it is well known under which circumstances the Government has taken over the duties" and repeated that particular ministries had to start from the zero or even below it. While talking about the impending Donor's conference in Brussels, Mrs. Plavsic expressed the hope that RS will this time get substantially greater funds. On the occasion of the Day of the stateship of FR Yugoslavia, president Plavsic wished much happiness and stressed that nobody in RS is indifferent on events in Kosmet.

BANJA LUKA - The special envoy of the Secretary General of UN for B&H Elizabeth Rehn condemned the undesirable events in Drvar and Derventa, especially stressing that there is no any justification for violence which had happened in Drvar. In the public announcement Mrs. Rehn condemned the behaviour of some media in FB&H, Croatia and RS which, as stated, tried to justify the violence, which is unacceptable. "If the intention of the organiser of these events is to intimidate international community to stop commenced return of refugees I want to send them clear message that they will not be successful in that", warned Mrs. Rehn, stating that UN will continue the job on improvement of the work of police in favour of the citizens of B&H.

BANJA LUKA - The president and premier of RS Biljana Plavsic and Milorad Dodik received in Banja Luka in separate visits the Ambassador of China to B&H Ben Xhigui, who stressed that the rights of all peoples in B&H must be provided and that all the attempts of the international community must be useful in solving problems on B&H. "Except about economical, at the meeting was talked also about bilateral cooperation and was agreed that our friendly relations and furthermore would be continued and improved. The China wishes that the friendly cooperation with B&H would be developed on the basis of principles of the peaceful coexistence" - stressed the Chinese Ambassador. Ambassador of China in Banja Luka about the same problems have talked today with Svetislav Mudrenovic, the Ambassador of B&H to Peking.

BANJA LUKA - The president of Republika Srpska Biljana Plavsic received in Banja Luka in the farewell visit the chief of the mission of the Russian federation to B&H Jakov Gerasimov, who is going on the new Ambassador's duty to Belgrade. Mrs. Plavsic thanked to Mr. Gerasimov on active participation and great contribution of Russia in implementation of the Dayton agreement, expressing the hope that Russia would furthermore be one of the key factors in solving political situation in the regions of the former Yugoslavia.

SARAJEVO - The delegates of the House of Representatives of the Parliamentary Assembly of B&H accepted that the materials for assembly sessions would be written in both alphabets.The minutes from the Seventh session of this House are adopted and the Law about the conditions and way of procedure of the authoritive state organs related to the punishing of the war criminals. The Budget for 1998 was adopted amounting 183 millions of convertible marks along with the possibility of rebalance, and given the accordance on the Agreement on establishing the economic cooperation between B&H and Slovenia. The agreement was accepted, which was reached between the Council of Ministers of B&H and the Government of Slovenia, about the passenger's and commodity transport in the international road traffic. The delegates gave the accordance on the Agreement between the Council of Ministers and Government of Turkey about the international road traffic. The initiative for start-up of inter-parliamentary talks between B&H and Croatia was accepted, in the framework of the Dayton agreement and verified the commission for investigation the inter-entity black-market and crime.

SARAJEVO - The president of National Assembly of RS Dragan Kalinic congratulated to the president of FRY Slobodan Milosevic April 27, the Day of the stateship of FRY. "I sincerely hope that in spite of the numerous obstacles Yugoslavia will remain strong, stable and democratic state and continue to be a factor of peace and stability on Balkans" - is stressed in the congratulation of Mr. Kalinic.

DOBOJ - The Centre of the Public security /CJB/ of DOboj announced that the cause of the incident in Svjetlica was settling the Moslems without anticipated procedure, by which once upon the time agreed the IPTF. In CJB DOboj was announced for SRNA that in the zone of separation between Doboj and Gracanica, in the village Svjetlica, on April 22 in the evening hours, 49 persons of the Moslem nationality entered and without appropriate permission moved into the objects, without previous announcement to the competent organs. Between Moslems last night was seven to eight persons in the mask uniforms of the federal police, equipped with the machine guns and bombs, escorted by the trained dogs. Without any reason, they opened fire on the citizens of Svjetlica, who came to visit the water reservoir, and they also had thrown three bombs by which the five Serbs were wounded.

DOBOJ - Municipal assembly /OO/ of Doboj vigorously condemned the "Moslem terroristic attack on the Serbian civilian population in the Doboj's village Svjetlica". "The attack was not planned accidentally on Sunday when Serbian Orthodox Church and Serbian people are celebrating the Small Easter, which points out that in question is inhuman, anti-Serbian and anti-Dayton crime" - is stated in the announcement.

BANJA LUKA - In RS and FB&H started the replacing the registering plates and traffic licences; the price of the new plates of 15 DEM will be in effect until June 1, while the licenses for the region of RS will be pressed in Cyrillic alphabet - stated the spokesman of SFOR Alun Roberts at the press conference in Banja Luka. The replacing the plates and licenses must be finished until August 31, after which no car from Srpska or FB&H without registering plates and traffic licenses could not participate in the international traffic, he warned.

BANJA LUKA - The spokesman of IPTF for the region of Banja Luka and Bihac Alun Roberts announced at the extraordinary press conference in Banja Luka that tomorrow in Livno will be signed the agreement about the reconstruction of the police in Canton 10 FB&H. Roberts precisely stated that by that agreement 26 Serbian policemen will be deployed on the duty in this canton, out of which 15 will work in Drvar and 11 in Livno and that the Serbian policemen will start to work in the middle of May. He confirmed that after undesirable events in Drvar in two Serbian villages in the vicinity of the town again was performed the intimidation of Serbs in order to move them, but all 1,500 Serbs returnees have decided to stay on their hearths. Regarding the colon of citizens of Grahovo who already third day are waiting for return, Roberts announced that they will continue the travelling in the moment when the freedom of movement was established.

DERVENTA - The municipal board of the Serbian Radical Party /SRS/ of Derventa denied the "tactless and arbitrary statements of the individual representatives of the international community in B&H about the alleged involvement of this party into the organising last protest rallies of citizens in this municipality"."The behaviour of the representatives of international community is astounding, who are trying to take off themselves the part of their own responsibility, because they were timely warned that there do not exist the security and other conditions for holding the Catholic religious mass in Derventa", stress the radicals, and stating that this board was not the organiser of the spontaneous citizens assembling.

SARAJEVO - The brigade general of the federal army Arif Pasalic was killed in the traffic accident last night, which has happened on the road Mostar - Sarajevo, and about the causes of the accident there are not data yet, reports the radio in the federal part of Sarajevo.

SIPOVO - In Sipovo was performed the replacement of SFOR's units; the place of major Bolton was taken by the British major John Jard, and the 20th armoured workshop of the Third battalion of the Royal mechanic unit is arriving. The task of this unit is the technical maintenance of these troops of Multi-national division southwest and undertaking the projects for development and reconstruction. The major Jard stated for SRNA that "the most important aim is start-up of industry and establishing jobs".

BANJA LUKA - The Government of Republika Srpska /RS/ require from the National Assembly to consider the acting, results and responsibility of the member of Presidency of B&H from RS Momcilo Krajisnik, is stated in the announcement of the government which signed the minister for information Rajko Vasic. The RS Government thinks that for these requirement there exist more justified reasons and notes that "neither the assembly nor the Government, since they are elected, get any report about the activities of Mr. Krajisnik, contrary to Mr. Boro Bosic, the co-presiding in the Council of Ministers of B&H, who, according to the needs, is contacting with the state organs of RS and attends the sessions of the Government".

SAMAC - The Association of citizens of Drvar in Samac expresses the "astonishment and bitterness with the vandalism in behaviour of extremists in Drvar" and most vigorously condemns the attack on the legally elected representatives of the administration, returnees to Drvar and members of international organisations. In the public announcement of this Association is expressed the hope that the peace forces will finally make a proper moves, by which will be prevented the intentions of destructive powers to cancel so far reached results regarding return of refugees.

SAMAC - The delegate in the municipal assembly of Drvar Mirko Bosnic stated for SRNA in Samac that between 150 citizens of Drvar, who two days ago left this city, there is no any complete family, but, as he said, in question are people who "were in transit" visiting family and friends or came to "see the situation before return". Adding that he personally was in Drvar in the time of "orgy of the Croatian extremists", Bosnic claimed that the incident was provoked by those who came from aside, and not the citizens accommodated in Drvar.

DOBOJ - The executive board of the municipal assembly of Doboj demanded because of intrusion of Moslem group in the border settlement Svjetlica that SFOR and IPTF without delay establish the full control over this region and enable the competent authorities of RS to perform determined jobs on their territory. "We express the vigorous protest because of the failure of SFOR and IPTF, because of what this intrusion of Moslems from Federation B&H /FB&H/ on the territory of RS and this municipality occurred, when five Serbian civilians were heavily wounded", is stated in the protest of the executive board of the municipal assembly sent from the today's extraordinary session.

SARAJEVO - The delegates of the House of Representatives of the Parliamentary Assembly of B&H adopted at the session in the federal part of Sarajevo the Proposal of the Budget of B&H for 1998 amounting the 183 millions of convertible marks. "At the insisting of the Club of delegates of the Serbian Democratic Party in the agenda was put and later adopted the conclusion about respecting equality of languages of all three constitutive peoples" - stated after the meeting the presiding of the House of Representatives Slobodan Bijelic.

SARAJEVO - I believe that the freedom of movement will be improved significantly after the realisation of the project of joint registering plates for vehicles, what is very important for the implementation of the Dayton Agreement - stated in Sarajevo Elizabeth Rehn, the special UN Secretary General envoy for B&H. "Especially I am glad because this project obtained the popularity, although with a little delay, and today we are presenting the joint plates in Cantons 1 and 3 in Federation B&H. The plates will be promoted in Bijeljina and Banja Luka in the course of the day" - stated Mrs. Rehn for SRNA.

BANJA LUKA - The Banja Luka's Office of the American association of lawyers - The legal initiative for Middle and Eastern Europe started with work with judges and prosecutors from the region of RS in order to help them in forming new association. In the public announcement forwarded to SRNA is stated that the new association of judges and prosecutors of RS will be on the voluntary basis, out of parties and professional and that it will devote its work to the improvement of judiciary and juridical administration in RS.

BANJA LUKA - Organised by the Office of the High Representative for B&H and UNHCR tomorrow in Banja Luka will be held the regional International conference about the return of refugees and displaced persons into this city. The gathering will be held in the house of Banski Dvor, starting at 10,30 h AM, and will be attended by the representatives of RS and FB&H, resor ministries of FR Yugoslavia and Croatia, the religious communities, political parties and numerous associations of refugees and displaced persons.

BANJA LUKA - The president of the Serbian Party of Krajina and Posavina /SSK&P/ Predrag Lazarevic assessed that with departure of Carl Bildt in these regions were seriously endangered democratic processes, after what have arisen the serious difficulties in consistent implementation of the Dayton Agreement. Lazarevic warned, at the press conference in Banja Luka that it is unacceptable, as he said, "dictatorship's behaviour of Hans Schumacher, since the moment when in the serbian parliament he threatened with the replacement of the minister for information".

BANJA LUKA - The president of the Democratic Party for Banja Luka and Krajina /DSBL&K/ Nikola Spiric thinks that tomorrow's international conference in Banja Luka, at which will participate Ejup Ganic and Alija Izetbegovic, is "the conference for expelling Serbs from Banja Luka". He said that this conference "would again be an attempt to expel the Serbs from the former Republic Serbian Krajina, who now live in Banja Luka, with the aim to secure the return of Croats and Moslems into RS and finally finish the cantonisation of these regions.

BRCKO - The Social-Democratic Party of B&H /SDPB&H/ have an intention to organise First May's dawn ceremony in Brod, the settlement which belongs to the municipality Brcko in RS, and in which until now have returned the greatest number of Moslem and Croatian families. The organisers demanded from the Centre for Public Security in Brcko the official permission for holding this manifestation in favour of the International Work Holiday, with the guarantee that everything will pass in the best order.

SARAJEVO - The UN spokesman Alexander Ivanko confirmed at the press conference in federal part of Sarajevo that in the village Svjetlica near Doboj was wounded five Serbian civilians, one being in the critical state, because of injuring by the bomb into the neck. Eshly Barn, the spokesman of the Office of High representative/OHR/, stressed, while reviewing the accidents in Drvar, Derventa and Svjetlica, that OHR will not allow to nobody to stop the process of return of refugees, nor in any other way, as she said, influence on creating multi-ethnical administration and police forces in B&H.

PRISTINA - In the village Laus on the road between Klina and Srbica the Albanian terrorists opened the fire on the car in which was the Japanese Ambassador and wounded one of the members of escort.

PRISTINA - The border units of the Army of FR Yugoslavia /VJ/ confiscated yesterday and today from the Albanian terrorists more than 120 boxes of armament and equipment, a part of what was exhibited in the House of VJ in Pristina.

BANJA LUKA - The president of the government of Republika Srpska /RS/ Milorad Dodik assessed as the successful the work of Government so far, which, as he said, fulfilled the basic obligations and secured that in RS uniquely function all state institutions and organisations. While participating in the contact programming of the Serbian radio "Direct line" on the occasion of 100 days of work of Government, Dodik stressed that the government accepted to support he Dayton agreement because that is the interest of RS and its citizens.

BANJA LUKA - On the occasion of the more and more frequent public appearances of the member of the Presidency of B&H from RS Momcilo Krajisnik the Ministry of Information of RS points out on the justifiability of the demand that National Assembly discuss about his acting, results and responsibility of Momcilo Krajisnik. On that occasion the Ministry issued the announcement which SRNA has conveyed in entirety.

DOBOJ - The president of the municipal assembly /SO/ of Doboj Mirko Stojcinovic sent an appeal to the citizens of Svjetlica and surrounding Serbian settlements of the Doboj municipality to unblock the main road Doboj-Tuzla because of the normalisation of the traffic on this section of the road. Stojcinovic stated to the local radio in Doboj that with the Command of the Nordic-Polish brigade of SFOR and IPTF is reached an agreement that the members of the Ministry of Internal Affairs /MUP/ of RS secure the Serbian residents in Svjetlica.

BANJA LUKA - The offices of the High Representative for B&H and High Commissioner of UN for refugees and displaced persons will held tomorrow in Banja Luka the one day regional International conference about the return of refugees and displaced persons. As announced, the meeting will be held in the building of Banski dvor with the beginning at the 10,30 h AM, with the participation of state and entity representatives of RS and Federation B&H, resor ministries of FR Yugoslavia and Croatia, the religious communities, political parties and numerous associations of refugees and displaced persons.

NEW YORK - The UN High Commissioner for refugees and displaced persons Sadako Ogata condemned in New York the criminal violence of Croats in Drvar and expelling Serbian returnees, assessing that this incident represent "the attack on the heart of the Dayton agreement". the High Commissioner of UN for refugees and displaced persons warned that, despite the violence directed towards returnees and international agencies which are helping them in that, the UNHCR Office is decisive to continue with the return of refugees.

LUXEMBOURG - The Council of Ministers of EU assessed in Luxembourg that forming new RS Government is the significant step forward in the development of events in B&H. The ministers of the Foreign affairs of EU demanded from the Government of Federation B&H to respect the commitments from the Dayton agreement and to dismiss the institutions of the Croatian republic Herceg-BOsna.

LUXEMBOURG - The Ministerial Council of EU came out with imposing new sanction to FRY if the Government of Serbia "furthermore continue to reject to respond on the requirements of the international community". In the conclusions from the session of the ministers of fifteen is stressed that "on the president of FRY Slobodan Milosevic lies the special responsibility for finding the peaceful solution for Kosovo crisis".

PRISTINA - The Albanian terrorists shot around 14,00 h near the place Laus on the road Srbica-Klina on the vehicle of the Japanese Embassy in Belgrade - registering number 86-A-21 CD of the made Toyota Land Cruiser GX, which driver was Mrs. Tokako Ugaya, the attache of the Embassy.

PRISTINA - The Polish journalist Rikard Bilski and the journalist of the Bulgarian national TV Ljupco Neckov returned after 18,00 h into Pristina, after they were stopped at 15,00 h in the village Pozar in Decani municipality by the armed Albanian terrorists.

BELGRADE - The head of the General Staff of the Army of Yugoslavia /VJ/ colonel general Momcilo Perisic of the delegation of the National Defence of the Republic of Greece agreed in Belgrade that the political solution of the Kosovo crisis is the best way for preserving peace and security in the region.
