NEWS REVIEW, REPUBLIKA SRPSKA

BIJELJINA - The Republika Srpska (RS) Internal Affairs Ministry (MUP) said that the previous official identity cards were not to be in effect starting April 15, and from that date on only who has the new identity card would be considered as an authorised official person.

GLAMOC - The NATO Supreme Commander for Europe the American General Wesly Clark, stated yesterday after aiming with live ammunition of the NATO Strategic Reserve Force in Glamoc that " a clear massage has been sent with this exercise expressing the NATO decisiveness for peace and democratic process in B&H to be preserved". At a press-conference Clark said that the NATO Strategic Reserve Force represented powerful combat units, capable for the most complex tasks of giving support and help to the SFOR.

BELGRADE - The Serbia Socialist Party (SPS) spokesman, Ivica Dacic, expressed confidence regarding referendum proposed by the FRY President Slobodan Milosevic concerning Kosovo, "that overwhelming majority of Serbia citizens will refuse interfering of foreign factions in solving of internal matters of Serbia". At a press-conference in Belgrade, Dacic said that SPS "wants for people to confirm its firm stance that Kosovo, as an internal matter of Serbia, can be solved exclusively within Serbia without foreign interfering".

PODGORICA - The President of the Montenegrin Assembly Svetozar Marovic, remarking on a decision of the FRY president Slobodan Milosevic on referendum on foreign mediating in solving of Kosovo, said that "it is a unique case in the world that a president is asking people whether he is to cooperate with the world or not". "Milosevic did not ask people when we lost Srpska Krajina nor when he was signing the Dayton Peace Accord" - said Marovic in Zeta near Podgorica adding: "Milosevic already solved the problem of Kosovo, and with the referendum he only wants to gain time".

WASHINGTON - The State Department spokesman James Rubin said in Washington that with a decision on referendum concerning Kosovo and participation of the foreign mediators, the FRY President was staking a future of his country - DPA reported. Rubin explained the decision as a new maneuver of the official Belgrade, which should stop " a dangerous game".

BELGRADE - A delegation of the German Evangelist and Catholic Church headed by Bishops Rolf Hope and Josef Homajer, informed yesterday the vice- president of the Serbia Government, Tomislav Nikolic, about their intention to visit Kragujevac and Sumarice in order to express, in a symbolic way, their repentance because of crimes committed by their fellow Germans against Serbs in the Second World War. During talks in Belgrade with the Bishop of Sabac-Valjevo Mr. Lavrentije, the delegations pointed out the importance of integration processes in Europe and called on Serbian Orthodox Church to take part .

SOKOLAC - The Republika Srpska (RS) Biljana Plavsic said after she had visited Metropolitan Nikolaj of Dabro-Bosnia in Sokolac, that she was surprised how much has been done in a sphere of religion, especially in education. "We must work on that sphere , which is something that we owe to our past, a 50 years' period when we were unable to express what was fundamental and deep inside of Serbian people. I hope that the RS Government will support activities of the Serbian Orthodox Church" - said President Plavsic." Reality in RS is urging on us to find the best ways in benefit to Serbian people" - said metropoliten Nikolaj adding: "The cooperation between our Church and the RS authority is necessary because the Orthodox Church has been deep rooted in these regions".

AMSTERDAM - There are some suggestions for the OHR, headed by Carlos Westendorp, to be more involve in a work of local and central management in RS and B&H Federation in order to make foundation for united and centralised B&H. "Ultimatums and political force are only means that the OHR have, because SFOR does not want to have any conflict situation with the local people in B&H because every loss of its soldiers would be very sensitive and a hot subject for western public" - is said in the Holland "Parol".

BANJALUKA - The International Community High Representative for B&H Carlos Westendorp, insists that reconstruction of the B&H television must be conducted in a similar way as it was done with the Serbian Radio-television - is said in "Vecernje novine" from Sarajevo citing the OHR spokesman Simon Haselock. That will happen in the next ten months, and "a discussion on entity and B&H level is on-going". "What we want first is transformation of the BHT in a federation television", - said Haselock. In that case it is expected for Croation personnel to come but not according to some formulas but "forming of managing board which would be composed of professional persons".

MOSTAR - A session of the Hercegovina-Neretva canton Government in Mostar has begun, and on the agenda are the laws that Croation and Muslim side could not reach an agreement on , for months - Croation radio Herceg-Bosna reported. Those laws are: Law on Cantonal agency for privatisation, Law on Ministries and first phase of return of refugees in Mostar.

BRATUNAC - Most of Serbian families, refugees from Zenica to Bratunac, live in very bad conditions, even in garages without water and electricity. That was concluded last night in Bratunac at the meeting of refugees and representatives of the Municipality and political parties .

DOBOJ - A huge fire broke out in a wide region of Ozren, and it is spreading and raging for three days now. It destroys forests and houses - SRNA correspondent reported. The fire broke out on April 2 in the afternoon in a central part of Ozren in Stupari that belong to FB&H . After that a fire has been spreading to separation zone i.e. Petrovo Municipality in RS.

BANJALUKA - We are very pleased and we highly respect that such a distant country such as Japan ,thinks that it should help in stabilisation of this part of the Balkans and to make easier post-war troubles to people in Republika Srpska (RS), said Biljana Plavsic after a meeting with the Japanese Foreign Affairs Minister, Keiso Obouci. After talks, attended also by the RS Prime Minister Milorad Dodik, Biljana Plavsic said that "people here does not know just how much Japan is present here in RS and B&H with its help". The RS President asked the Minister to convey her regards to the Japanese Prime Minister emphasising that he is always welcomed in RS.

BANJALUKA - The RS Prime Minister Milorad Dodik had talks in Banjaluka with the EU Special envoy for human rights, Doris Pack about political situation in RS and about announced return of minority. After a meeting behind closed doors, Doris Pack said to the press that a meeting was a continuation of talks in Brussels. " I think it would be good if return of refugees in RS would be enabled" - said Pack adding that it would be a signal for Croats to make possible for Serbs to return".

BIJELJINA - The RS Internal Affairs Minister, Milovan Stankovic, assessed in Bijeljina that the Special Unit of the Internal Affairs Ministry (MUP) for anti-terroristic action played its significant role in defence and creating of RS. Referring to its 6th anniversary Minister Stankovic said that it represented a nucleus of the anti-terroristic units. In the framework of the RS police reconstruction, from this anti-terroristic unit will be formed special teams that will increase security of the RS citizens.

DOBOJ - An announced signing of an agreement on forming public corporation of railway at the B&H level, has been postponed, although representatives from the OHR announced their signatures on that agreement. The agreement was to be signed by the RS and FB&H Prime Ministers, Milorad Dodik and Edhem Bicakcic.

SARAJEVO - The NATO Strategic Reserve Force manoeuvres, which aim had been announced as confirmation of NATO resolve to increase military power of SFOR in RS and FB&H, finished yesterday with operation of aiming with live ammunition in Glamoc.

SARAJEVO - The chairman of the Serbian Democratic Party (SDS) Presidency, Aleksa Buha, said in Pale to members of Committee for Foreign affairs of the American Congress that the SDS would pledge for keeping of the RS independence guaranteed by the Dayton Peace Accord. "I informed them about stances of the SDS and repeated what the priorities of our party are. That is above all, a degree of independence determined by the Dayton Peace Accord" - said Buha.

ZVORNIK - A Parliament of the Party of Independent Socialdemocrats RS (SNSDRS) will be held tomorrow in Zvornik, and the RS Prime Minister will be there, along with 215 delegates from Municipal party organisations, representatives of 20 RS municipalities.

SARAJEVO - In a letter of the B&H League of Disabled Veteran forwarded to the Federation Prime Minister Edhem Bicakcic and the International Community High Representative Carlos Westendorp, former members of the Muslim Army threatened that they would defend apartments in which they live now with arms against old tenants and possible returnees.

MOSTAR - Representatives of Muslim and Croat authorities in Mostar at yesterday's meeting did not reach an agreement on a plan of two-way return of refugees in six city municipalities - media form both parts of the city reported.

BANJALUKA - Average net earnings of employees in RS in January 1998, were lower than in December, while the nominal increase was recorded 16.1% - is said in "Glas Srpski". As it was stated from the Republic Bureau of Statistics in Banjaluka, average net salary was 480 dinars, and in December last year was 573 dinars.

BANJALUKA - The RS vice-president Ostoja Kremenovic had talks in Banjaluka with the Mayor of Bologna and the president of the Europe City Association, Walter Vitaly, about cooperation between local communities of Italy and cities of Europe and RS and about creating of permanent bilateral relations between Bologna and Banjaluka. Bologna is one of the first for the international cooperation in Europe, Kremenovic said after the meeting adding that "experiences which Bologne has will be of use to Banjaluka and other cities in RS".

BANJALUKA - Participants of a round table "Serbs from Croatia and Krajina, today and tomorrow", held in Slatina near Banjaluka, called on the international community, along with Governments of RS, FRY and Croatia, Serbian Orthodox Church (SPC) to take an action in order to solve problem of Serb refugees from Krajina and Croatia. "Refugees from Croatia, i.e. Serbs from former Republika Srpska Krajina, are the only men without citizenship in Europe for eight years now", is said at the meeting.

ROGATICA - The vice-president of the Serbian People Union (SNS) Ostoja Knezevic said at the inaugural session of the SNS Municipal Board (OO) Rogatica, that SNS was supporting a realisation of national interests by political means in democratic way. Vlado Stanisic was elected president of the OO and Milenka Samardzic was elected delegate in the SNS Assembly.

STOLAC - At the session of the Government of Hercegovina- Neretva district office, it was confirmed that in a village of Bjelojevici near Stolac two houses has been mined - the Croatian Radio-Herceg Bosna reported. In the last ten days 17 houses was mined in which Muslim had lived before the war.

MOSTAR - The Government of the Hercegovina-Neretva district office postponed at a session in Mostar a deadline for acceptance of return of Muslim and Croats refugees plans, in six Mostar municipalities until April 16.
