NEWS REVIEW, REPUBLIKA SRPSKA

BELGRADE - The first deputy Russian Foreign Minister Igor Ivanov will visit Belgrade. He will meet Yugoslav officials and have talks about Russian stance regarding the Resolution of the UN Security Council on an arms embargo to FRY and problems in Kosovo, SRNA has learned in the Russian Embassy in Belgrade. He will arrive tomorrow at 4.30 pm, but it has not been confirmed with whom he is due to have talks.

VIENNA - Skeljzen Malici, a member of a negotiating team of Albanians from Kosovo said in an interview with Vienna daily "Kurier" that "Kosovo is lost for Serbs" adding that "increased autonomy would mean the end for Serbia in Kosovo". "There is not going to be a war in Kosovo, only minor armed clashes in some regions. Both sides in Kosovo have fears about possible war in the region", said Maljici.

BANJALUKA - The RS President Biljana Plavsic had talks in Banjaluka with acting supervisor for Brcko Ian Mcleod about implementation of additional arbitration decision for Brcko. After a meeting Mcleod stated that the RS President and Government "fully support this decision" adding that together they would work on its implementation.

BANJALUKA - RS fulfilled all its obligations needed for signing of an agreement with the IMF - said in Belgrade the RS Prime Minister Milorad Dodik after a meeting with the IMF representative for B&H Winholds Boofrts. Dodik said that they had talks about joint affairs regarding signing of an agreement with the IMF, which would "make possible for RS to solve problems in economy and for its adaption to the European and world standards".

BANJALUKA - The RS Prime Minister Milorad Dodik received in Banjaluka the Holland Ambassador to B&H Valery Slighter, who announced arrival of the Holland Foreign Affairs Minister Hans van Mirlo on March 10. She did not say why he is to come to RS but she expressed her impressions about changes in RS since her last visit.

BANJALUKA - The RS Prime Minister Milorad Dodik said after a meeting with Swedish Foreign Affairs Minister Yon Eliason in Banjaluka that cooperation between the two countries was at the high level. The RS Prime Minister announced important projects in RS and presence of well known Swedish firms Ericson and Volvo what would increase economic cooperation between the two countries.

SARAJEVO - The President in The B&H Presidency from RS, Momcilo Krajisnik, had talks in Pale with a member of the British Parliament Mike Howard and British Ambassador to B&H Charles Crawford. Krajisnik said that RS supports the Dayton Peace Accord. He expressed worry because of revision of the Agreement which they try to let in by the back door.

SARAJEVO -Mike Howard, the British Conservative Party delegate and British Ambassador to B&H Charles Crawford said to the President of the RS Parliament Dragan Kalinic, that support of the Conservative and Labour Party would depend on RS readiness to fulfill all promises related to the Dayton Peace Accord. Mr. Howard showed special interest in relations between Parliamentary parties in the RS National Assembly,position of the Government in new constellation of political forces as well as perspectives for implementation of the Dayton Accord regulations in RS and FB&H.

SARAJEVO - The B&H Council of Ministers' session has begun in Lukavica at which the B&H representatives in the international financial institutions should be appointed. The draft of the intention letter and memorandum on politics for the IMF stand-by arrangement will be discussed also. Property laws, privatisation, restitution, law on return of refugees and displaced persons will be on the agenda too.

BANJALUKA - Rector of the Banjaluka University Dragoljub Mirjanic and chief of the World University Service (WUS) Wolfgang Benedek signed an agreement in Banjaluka on future cooperation between the two institutions in science and technic. Mirjanic said that the Austrian Government has provided for the Banjaluka University a financial help for that semester amounting 150,000 DM.

PRIJEDOR - The RS Minister for Sport Milorad Karalic said in Prijedor that the RS Government is trying to get some money from the RS Budget for sport. Karalic said that in sport there were significant financial problems.

BIJELJINA - The Senior Deputy High Representative, Hans Schumacher will visit Bijeljina on Friday 3rd April. He will meet mayor Dragomir Savic at 12.30 and will then take part in a panel discussion at 14.00 at the National Library in Bijeljina organised by the Helsinki Committee for Human Rights in Republika Srpska. This panel discussion will be on the State of the Implementation of the Dayton Agreement and is open to the public.

PALE - SFOR increased its presence in Pale because today is conducting an inspection on the Special Buildings Unit (SUB) Headquarters in Pale in accordance with Annex 1A of the Dayton Peace Agreement, said the SFOR spokesman Louis Gaernau. This is to ensure the SBU, which is part of the Republika Srpska Specialist Police - under the Interior Ministry - is compliant with the Instructions to the Parties (ITP) issued by SFOR. The SFOR office in Pale denied that the action had anything to do with arresting of the former RS President Radovan Karadzic.

AMSTERDAM - Ungrounded arresting of a Serb Dragan Pejic only confirmed accuracy of numerous stances of observes, the International Crisis Group, and foreign associations and the UN organisations that the B&H authorities with skillfully fixed indictments were trying to paralyze process of reconciliation, freedom of movement and implementation of Annex 7 of the Dayton Peace Agreement, is said in review of the SRNA correspondent from Amsterdam, Branka Novakovic.

ATHENS - A decision made by the UN Security Council on an arms embargo to FRY, is explained in Greek media as a diplomatic massage to the Yugoslav president Slobodan Milosavic. A daily paper "Elefterotipia" said that Slobodan Milosevic is in bad situation regarding sanctions and Russian stance, which also voted for the arms embargo.

SKOPLJE - Albanian Prime Minister Fatos Nano said that the Albanian Government is urging on broad autonomy for Kosovo and it is for peaceful solution. Nano said that "the new policy of the Albanian Government represents a new possibility regarding international relations for solving of the problem and it is in accordance with the international standards the OSCE norms.

SOFIA - Only two days after a decision of the UN Security Council on an arms embargo, the NATO Secretary General Xavier Solana, is coming in official visit to Bulgaria, said Bulgarian state radio. Solana will have talks with the President of Bulgaria Petar Stojanov about crisis in the Former Yugoslavia, role of Bulgaria in the region and problems of the NATO extension.

ROME - In order to avoid a negative impact of devaluation of the Yugoslav dinar and possible inflation, the RS Prime Minister Milorad Dodik said that in the future a two-current system will be in force in RS, in which a DM will exist as official mean of payment, Italian agency ANSA reported. At the moment in B&H three currencies are in circulation - Yugoslav dinar in RS, B&H dinar in FB&H and kuna in Herceg-Bosna.

SARAJEVO - Organised by the OSCE regional centre Sokolac, six doctors, specialists for reconstructive and plastic surgery from the U.S. and Colombia will visit on April 4 Srbinje, where, together with members of local hospital, they will carry out operations and examinations. First patients will be received on April 5, and their work will be supervised by the director of Srbinje Hospital and dean of the Medical School dr.Borisa Starovic.

DOBOJ - A commander of the SFOR Nordic-Polish brigade, Finish general Kary Rimpy announced in Doboj that firms from Doboj will be offered to conduct construction and other works for SFOR. He explained that those jobs would be offered equally to private and state firms. The SFOR soldiers had done that until now.

BANJALUKA - A three days' seminar on aspects of the European Convention on human rights has begun in Banjaluka, organised by the Law School of the Banjaluka University, the Council of Europe Directorate for Human Rights and International University organisation from Graz. A seminar will be attended by 30 lawyers from judiciary, prosecutor's offices, Government institutions and the RS Internal Affairs Ministry. The main goal of the seminar is to inform the participants with the Convention and its control mechanisms.

BANJALUKA - The Law School in Banjaluka has intention, in cooperation with the University, to form a Centre for human Rights in RS - stated for SRNA a dean of the Law School of the Banjaluka University, Rajko Kuzmanovic. He said that a centre of that kind had existed in the former Yugoslavia, in Belgrade, and recently in FB&H Federation, adding that centres in RS and FB&H would be completely independent from one another, although their tasks are identical - protection of human rights.

SARAJEVO - A managing board of the Central Bank has violated the Dayton Peace Accord, the Law on Central Bank and the B&H Constitution by approving a loan to the B&H National Bank, by which a process of implementation of the convertible currency in RS and FB&H has been jeopardized, stated the co- chairman of the B&H Council of Ministers, Boro Bosic. Bosic said after the session, that according to the Law on the B&H Central Bank, the bank must not carry out these kind of transactions in the next six years. According to him, with this transaction, installing of the convertible currency is being jeopardised in RS and FB&H, because a new issue of bank notes appeared without backing of the currency.

SARAJEVO - At the National Museum in Sarajevo on April 3, an agreement will be sugned according to which the international community will provide for reconstruction of the B&H infrastructure, 45 and for commercial credits for renewal of B&H $30 U.S.millions of dollars. The agreement will be signed by the cochairman of the B&H Council of Ministers and Haris Silajdzic, the American Ambassador to Sarajevo, Richard Kauslarich and a director of the USAID mission in RS and FB&H, Greg Back.

BANJALUKA - The vice-president of the Serbian Democratic Party (SDS) Presidency and former RS Government, Velibor Ostojic, denied accusations of the new Government regarding mysterious removing of 17 millions of DM form RS, last year. He said that former RS Government, "in which current vice- presidents and ministers had their seats", made a decision for the Serbian state bank to deposit money in one Italian bank and open an account with aim that a favourable credit is to be found for reviving of the RS economy.

BANJALUKA - The SDS Banjaluka city board said that the International Community High Representative for B&H, Carlos Westendorp " in a very harsh way violated the RS Constitution and laws" when he banned, with the arbitration decision, hoisting of the RS flag and playing of the national anthem "Boze pravde" in Srebrenica. This banning, the SDS from Banjaluka assessed as "an inappropriate and it does offence national feelings and interests of the Serbian people".

BANJALUKA - The serbian Party of Krajina and Posavina condemned a decision made by the International Community High Representative for B&H, Carlos Westendorp, on banning of hoisting the RS flag and playing of the national anthem "Boze pravde" during inauguration of the Srebrenica Municipal Assembly. In a statement, delivered to SRNA, is said that Westendorp with that decision was stirring up the intolerance of entities.

SARAJEVO - The FB&H president, Ejup Ganic, stated that Croatia intends to establish with RS the same relations as well as with the Muslim-Croat Federation. He said that with that kind of arrangement all special relations between Croatia and Muslim- Croat Federation were eliminated and reduced to the state level.

BANJALUKA - The International administrator in SRT, Dragan Gasic, denied stances on alleged suspensions and dismissals in SRT. No one employed in SRT did not receive notice since the SRT director Andjelko Kozomara and Gasic took up their duties.
