NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The National Assembly of Republika Srpska (RS) adopted in Banjaluka the Draft of Law on Changes of Law on Regular Courts, and RS Government will prepare for the next session proposals of these laws. For the Draft of Law on Changes and Amendments of the Law on Constitutional Court 56 delegates voted, and 19 were against. For the Draft of Law on Changes of Law on Regular Courts voted 56 delegates, while 18 were against. After discussion about Draft of Law on Changes and Amendments of the Law on Pension and Disability Insurance, president of the RS Assembly Dragan Kalinic, on the request of delegates from Coalition for Whole Democratic and B&H, adjourned the session for ten minutes.

BANJALUKA - Thi morning at 10.00 am the fourth session of the RS National Assembly began, at which delegates should discuss 14 items of the Agenda. They started with a discussion about a Draft of Law on Changes and Amendments of the Law on Constitutional Court and the RS Minister for Justice Petko Cancar informed delegates about regulations of this law by which it was anticipated for the seat of the Constitutional Court to be in Banjaluka instead in Srpsko Sarajevo. The Delegates should discuss drafts of the Law on Changes of the law on Regular Courts, hanges and amendments of the Law on Financial Police and changes of the Law on Defence as well as the Draft of the Law on Changes and Amendments of the Law on Pension and Disability Insurance. The Draft of Law on Changes and Amendments of the Law on Control, establishing and repayment of public incomes, Draft of Law on Changes and Amendments of the Law on Tax of Income excise Tax and Draft of Law on Electrical Industry are to be discussed too.

BANJALUKA - The RS National Assembly appointed Rajko Kuzmanovic president of the RS Constitutional Court instead of previous Gaso Mijanovic. The president of the delegates' clubs of Serbian Radical Party (SRS), Nikola Poplasen, expressed gratitude to Mijanovic on his highly-expert and highly- moral work he done and made a proposition for the National Assembly to give a credit to Mijanovic. Marko Rajcevic was elected Judge of the RS Constitutional Court.

PODGORICA - The RS Prime Minister Milorad Dodik will visit Podgorica next week, where he will have talks with Filip Vujanovic, Montenegrins Prime Minister, SRNA unofficially learns in Montenegrin Government. The RS delegation will also include several ministers and they will discuss with members of the Montenegin Government improvement of economic cooperation.

BANJA LUKA - The National Assembly of Republika Srpska /RS/ adopted in Banja Luka at the second continuation of the Fourth session Draft Law on amendments and supplements of the Law about pensions and insurance for disabled persons with 59 voices FOR, five AGAINST, while 12 delegates were restrained. The Serbian Parliament unanimously adopted also the Draft Law on amendments and supplement of the Law about financial police, and as explained, the target of these amendments securing conditions for efficacious operating. The delegates unanimously adopted the Draft of Law about amendments on Defence Law, and amendments are also related on age limit related to avoiding military service in the period of five years for Moslems and Croats returnees into RS, i.e. that military service in this period depends on their own will.

BANJA LUKA - By the special collective agreement of the Branch Syndicate for information and graphical activities the employees in this filed are sorted into nine categories by the complexity of their jobs, depending on the level of skill, according to unique nomenclature of professions. The president of this syndicate Sekula Popovic assessed today that the agreement was founded on positive world syndicate experiences in this field. According to him, it is the matter of the legal act which clearly determines rights, obligations and responsibilities of employees in informational and graphic activities and their employers, which come out of the job.

NEW YORK - The special envoy of the UN Secretary General for B&H Elizabeth Rehn, after the meeting in Pentagon and Washington, demanded from UN Security Council to increase number of IPTF troops in B&H from current 2, 027 for another 30 persons and to extend individual mandate for international policemen, which now lasts six months. "The international policemen upon the arrival to B&H first spend time in learning and they have little time for active participation in training of local policemen in both entities:, explained Mrs. Rehn. She positively assessed the development in this regard in B&H and decisiveness of RS Government to cooperate actively with international institutions.

AMSTERDAM - The Dutch Government decided to proclaim B&H and Liberia as secure states and deny refugees visas for the persons coming from these countries who are in Holland because of political or security reasons. The official media report that this decision was brought on the basis of proposal and assessment of Foreign Ministry to start immediately the process of return of refugees into Liberia. According to this decision, the refugees from B&H in current moment would be sent into regions where they represent ethnical majority".

ZURICH - In the organisation of Serbian Club "Milos Obilic" from Zurich in front of German Consulate on March 28 will be held peaceful protest rally and read protest letter to the Government of this country because of its support to separatism and terrorism in Kosovo. On that occasion, in Baden was held the meeting of representatives of majority of Serbian associations, clubs and branches of political parties in Switzerland on which were given duties regarding organising protest rallies.

BANJA LUKA - The delegates of National Assembly of Republika Srpska /RS/ adopted at the second continuation of the Fourth session with 73 voices FOR and one AGAINST the conclusion to move relocate the seat of Power Utility of RS to Trebinje, after what president of assembly Dragan Kalinic gave a pause. In accordance with passed conclusion RS Government will prepare for one of next sessions of Assembly the proposal of law about amendments and supplements of the Law on Power Utility. The minister of energetics in RS Government Vladimir Dokic asked delegates to send their remarks to Government which will consider and reply on them.

BANJA LUKA - The members of RS Government talked in Banja Luka with all representatives of executive boards of municipalities and cities in RS about problems of local self-government, and cooperation of local and state organs on implementation of laws and other regulations on the level of RS. The vice-president of Government and minister for administering and local selfgoverning Ostoja Kremenovic stressed that all municipalities and cities in RS in next three days must forward to Government all their needs and initiatives for changing regulations and laws, in order to make local authorities in RS more effective.

BELGRADE - His Holy Highness Serbian patriarch Mr. Pavle received in Patriarchy in Belgrade representatives of "Serbian liaison" - Association for improvement of cooperation of Serbs worldwide. In the announcement forwarded to SRNA is stated that the reason for this meeting was impending first great international meeting dedicated to strengthening relations of Diaspora and fatherland, which will be held on April 15 and 16 in endowment Legacy of Ilija Kolarac in Belgrade.

ZVORNIK - The vice-president of Party of Independent Social- Democrats /SNSD/ of RS Branko Dokic assessed at the session of Regional Board of this party in Zvornik that RS became "respectable state". Talking about Arbitrage decision for the region of Brcko Dokic stressed that SNSD of RS is not satisfied, because, as he said, all conditions for making final decision existed and there was not need to postpone it.

BANJA LUKA - At the session of National Assembly of Republika Srpska /RS/ in Banja Luka the delegates did not accept the Draft Law on amendments on Law about Army, i.e. its Article by which was proposed to change name of General Staff of RS Army {(the sense is change in sound j (like English general) into g (Serbian pronunciation like in English word go)}. At the second continuation of the Forth session of National Assembly of RS against Bill was 31 delegate, restraining eight, and nobody against. Another part of delegates did not vote. The National Assembly of RS will propose to Constitutional Court of B&H to reject the demand of co-presiding of Council of Ministers Haris Silajdzic for assessment of constitutionality of the Law on privatisation of enterprises in RS because, as explained, he is not authorised for submitting such demand. In response, which Parliament will send to the Constitutional Court of B&H, is recalled that the right for submitting request for motion of procedure co-presiding persons jointly, and not individually.

SERBIAN GORAZDE - Brane Gigovic from Serbian Gorazde was arrested by federal police in Moslem part of Gorazde last night. According to unofficial data, Gigovic was sent into the Central prison in Sarajevo.
