NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - After ten hours of work in Banski Dvor in Banjaluka last night was concluded the Third Session of the National Assembly of Republika Srpska (NSRS). At the very beginning, after they had adopted an Agenda with 40 items, the Premier of RS Milorad Dodik and members of the Government took an solemn oath without representatives of Serbian Democratic Party (SDS). The Secretary General of the Assembly and his deputy, Dusan Vukovic from SDS and Krstan Simic from Indepented Socialdemocratic Party (SNSD) also took an oath, whose mandates were verified by NSRS in the framework of item 2 on the proposal of Mandatory-Immunity Commission. Delegates of the Republican Parliament have adopted a Proposal for change of the Constitution of RS and before their coming out the Vice-president of the RS Government Ostoja Kremenovic had presented the stance of the Government by which was supported change of the Constitution. During the Session representatives have passed the Law on change of the Law of the Government, by which was anticipated that the Government headquarters would be in Banjaluka. Representatives of Coalition for United and Democratic B&H and B&H Socialdemocratic Party have not participated in the discussion but they have voted for that law i. e. for Banjaluka as Government Headquarters. In the continuation of the session people's representatives with 43 votes for and 36 votes against have adopted the law on Revoking of 33 laws which had been passed by the Assembly in the previous convocation, and after the decision of the RS president on its dismissal. After report of the new RS Internal Affairs Minister Milovan Stankovic related to joint License plates and after many contradictions which occurred related to the plates, representatives agreed that the Government and RS Council Ministers should give a complete information on this.

BANJALUKA - The president of the RS Government Milorad Dodik stated last night that he was very pleased with work and the results of the Third Session of the RS NA, especially with a fact that the new ministers had took an solemn oath. " Beside many problems and tactical moves the Assembly very successfully did its job, it has been done what was our main task and that is fact that members took na solemn oath in secular and spiritual way", assessed Dodik in a statement for SRNA. He emphasised the fact, with special pleasure, that people's representatives have adopted the Proposal Law on change of the Law on Government of the RS, by which the future Government Headquarters would be in Banjaluka.

BANJALUKA - The president of the RS Government Milorad Dodik announced last night that he would visit Vienna on February 9 on the invitation of the Austrian Foreign Affairs Minister Wolfgang Schissel, and on February 18 the Premier of RS should sign credit arrangement with World's bank in Washington in amount of 100 millions of US dollars. " This arrangement should be enough for prosperity of RS and its citizens along with new incomes and agreed credits with the international community," said Dodik.

BANJALUKA - Co-presiding of the SDS Presidency Aleksa Buha assessed in Banjaluka last night that for the future decisions of Parliament would be decisive votes of the Serbian National Party, Socialist Party of RS (SPRS), SNSD and Coalition for United and Democratic B&H. " They decided to take action into their own hands so everything can be resumed to the logic of pure figures", stated Buha after the Third Session of the RS NA has concluded its work. Emphasising that arguments and agreements are not of much help not even with composing of the Agenda and Buha warned: "We are heading into mechanic and I am already afraid".

BANJALUKA - The president of the Serbian radical Party (SRS) Nikola Poplasen assessed that the Third Session of the RS NA passed in " classical multiparty discussion", with very weak majority of the representatives on every issue" and Assembly is entering the "phase of multiparty procedure animation". " In the situation like this there is a question who really has a point" - added Poplasen emphasising that the elected Government " is elected by law but against the will and political stance of SRS and SDS". According to him, " ahead of us is a period of attempts to overthrow the Government, at least dissection of its acts, i.e. success and failure of the Government, which gained legality and legitimacy".

BANJALUKA - The president of the Representatives Club of the Serbian National Union (SNS) Svetozar Mihajlovic expressed pleasure for respecting the Agenda and adopting of the Law file at the Third Session of the RS National Assembly, held in Banjaluka. He assessed that there was much obstruction which has made difficult the work of the Parliament and stated for SRNA that the session could have been finished in reasonable time.

BANJALUKA - The president of the Representatives Club for the Coalition for United and Democratic B&H in the RS NA Safet Bico stated for SRNA last night that the Third Session of the Serbian Parliament in Banjaluka has finished its work in accordance with expectations of representatives of this coalition. Bico said that there had been " unnecessary prolonging" of the session itself, but he was content after all with its course.

BANJALUKA - The Chief Deputy of the Representatives Club of SPRS in the NA Mile Markovic stated for SRNA last night that socialists were content with the work of the Republican Parliament.

BRCKO - Refugees from Srpsko Sarajevo, who are settled in the region of Brcko, have rejected any possibility of return and they made request to competent Ministry and to the president of the RS Government to intensify negotiations with officials from B&H Federation on replacement or equity compensation of deserted property. At the Assembly of the Homeland Club of Srpsko Sarajevo, which is gathering around 30.000 men from Sarajevo settled in this town, it has been emphasised that the huge majority of refugees want to settle permanently in RS, but the Club would not stop individuals in there possible intention to go back.

SARAJEVO - The SFOR press office stated that yesterday's low flying of aeroplanes and helicopters over Srpsko Sarajevo, " is part of regular operational tasks by which military training is performed and maintaining of necessary skill of pilots". In the announcement delivered to SRNA is said that the region around Pale was ideal place for training of low flights in every kind of field".

MOSCOW - Russian Defence Minister Marshal Igor Sergejev will visit on February 20 the Russian brigade from SFOR contingent in B&H - is stated in the Headquarters of Russian airborne troop, convey Itar-tass. Sergejev, during his visit to B&H , will meet Russian officers and visit zone of responsibility of this unit and he is expecting that he will attend to sanctification of the belfry of the Aleksandar Nevski Church in Ugljevik.

BERLIN - A few former officers and officials from the Croatian Army and Police have accused the High Government officials in Zagreb that they have been covering up numerous massacres of the Serbian civilians in Gospic, reported Berlin INFO Radio. Accusations against formal Zagreb have been brought up by former commander of intelligence reconnaissance unit from Gospic Milan Levar, former officer of secret intelligence service Zdenko Ropac and of that time chief of the local military police Zdenko Bando, who were in service during the war in Gospic.

TORINO - Italian independent newspaper "Manifesto" in the article titled "Zagreb has no respect for the law" is stating that in the Eastern Croatia the Croatian government is conducting toward Serbs selectively and with discrimination. The Italian newspaper conveys similar statements and constant pointing out to this problem and Serbian representatives of the Authorities in Vukovar and president of the Indepented Serbian Democratic Party Vojislav Stanimirovic. " Manifesto" citing evaluations of Stanimirovic that relation and treatment of Zagreb toward Serbs in this region is in complete difference from what the Croatian Government originally had promised.

ATHENS - The Greek representative in Council of Europe and a member of Joint European Left Wing Group Stratis Korakas assessed at the Session of the Council in Strazbur that the international community has responsibility for breakdown of former Yugoslavia and for war on its region. He pointed out the interfering of the International Community in events after the war had been concluded and has accused International Community that on the pretext of the protection of the human rights is trying directly to interfere in the internal affairs of Serbia and FRY Yugoslavia striving to secure its presence in Kosovo and Montenegro.

GENEVA - The High Commissioner for human rights in Geneva Mary Robinson requested from Belgrade that it must accept to open an office of the High Commiserate for human rights in Pristina with explanation that she was worried with current situation in Kosovo, convey Swiss agency ATS.
