NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The president in the Presidency of B-H from Republika Srpska (RS), Momcilo Krajisnik, talked in Pale with chief of Russian Embassy, Jakov Gerasimov, on the implementation of the Belgrade Agreement, activities of the Serb Radio-TV (SRT) and normalisation of the situation in the spirit of freedom of public information and freedom of expression and opinion. President Krajisnik warned of the importance of agreement implementation, and pointed out at a need of as urgent as possible addressing the dispute over the SRT as a vital precondition for the normalisation of the situation, reads announcement from president Krajisnik's cabinet.

BIJELJINA - By an effective and energetic action of the RS Ministry of Internal Affairs (MUP) legal forces in Bijeljina, a take over by Banjaluka MUP of police stations in Derventa, Teslic and Srpski Brod was prevented. As MUP base in Bijeljina announced, in Tromedja, in Derventa area, a convoy of six tucks with trailers loaded with arms was blocked last night at 1:20 am. Members of Banjaluka's MUP, who were in the trucks armed with long- barrel guns, led by a retired policeman Simo Miksic, were ready for armed actions.

DOBOJ - The Public Security Centre (CJB) in Doboj, assessed an attempt by police loyal to RS president Biljana Plavsic to enter the CJB Doboj offices as an "attack at constitutional institutions and flagrant violation of the Belgrade agreement". The CJB Doboj said it was satisfied with last night's defence of the police station and all MUP institutions in wider Doboj region, and assessed that carried out police actions corresponded responsibility it had in that moment.

BIJELJINA - The RS MUP in Bijeljina denied information on replacement of Trebinje police staff, and emphasised in its announcement that "all appointments to any office made by parapolice forces from Banjaluka and announced though media are illegal and they represent misinformation. The CJB in Trebinje is still functional with its full composition of officers appointed by the legal RS MUP", says the announcement.

BANJALUKA - The president of the RS National Assembly, Dragan Kalinic, stated that current Parliament will "disband itself" only provided that "all those concerned in the crisis check their credibility with the people". In his interview for the Banjaluka magazine "Reporter", Kalinic stated that he remembered president Plavsic "from her extremist period", and that now he "cannot recognise her in a costume of a liberal and democrat from the rallies organised for her by former communists and reformists". Kalinic condemned the RS president that in the case of SFOR's take over of the SRT transmitters "she pretended to be completely innocent", and said that the multinational forces were biased, for they openly took sides in the political crisis in RS.

BRCKO - OSCE's official announcement of the results of the local elections in Brcko, expected for today is very likely to be postponed again, learns SRNA in the Local Electoral Commission in Brcko. The Commission president Teodor Gavric stated that all votes were counted, so probable reason for one more postponement of the announcement could be a large number of appeals which arrived in the meaning time to the OSCE.

BRCKO - In an intention to clam down the present tensions in Brcko because of a ban on building of a Orthodox church in the city, supervisor Robert Farrand offered the draft joint statement on building of religious buildings, which both concerned parties refused. "With a view to establish endurable peace in Brcko, through a substantial cooperation of the Serbian Orthodox Church and the Islamic Community, we encourage the religious cooperation and a process of a peaceful and gradual return", says the draft, referring to the Annex 7 of the Dayton agreement. "We accept the right to respect religion as a international recognised human right, according to the European Convention on Human Rights, Article 9/1/", says the supervisor.

SARAJEVO - The Human Rights Chamber for B-H brought a decision in Sarajevo ordering Muslim judiciary not to carry out and without delay revoke death penalty to Sretko Damjanovic, against whom the Muslim District Military Court brought a verdict on March 12, 1993 for alleged criminal acts of genocide and crime against civilian population. "The B-H judiciary is ordered to by November 8 inform the Chamber of measures undertaken with the aim at implementing the order", says the Chamber.

ZVORNIK - Moves by some individuals leading to a break-up of unity in the Serbian Democratic Party (SDS) benefits the international community, which aim is the weakening of the Party and bringing it to margins of the RS political life, warned the president of the SDS Municipal Board for Zvornik, Stevo Radic. No rift existed within the SDS, but there were rather confrontations of differing positions and opinions, he explained at a meeting with the heads of the opposition parties which delegated their deputies to a new municipal assembly - Socialist Party for RS (SP for RS), Serbian Radical Party (SRS) and the National Radical Party (NRS).

HAMBURG - A former OSCE officer and monitor for the municipal elections in RS and the B-H Federation, David Chandler, concluded for the latest edition of the Frankfurt magazine "Neuovo" that the "process of 'democratisation' in the organisation and under merits of the OSCE is characterised in both entities by contempt of both elected politicians and voters. Since the signing of the Dayton agreement, OSCE set a task to direct people in this 'pacified' region into 'democracy', but one strangely defined from the very first beginning, because for OSCE 'democracy' is pushing up the unitary 'Bosnian' state".

AMSTERDAM - While commenting the recent presidential elections in Serbia, the Dutch daily "Volkskrant" ironically concludes that the ruling Socialist Party of Serbia (SPS) speculated with the electoral results and the voters turnout. The daily notes that "the heads of the electoral commissions claimed to the last moment that they were satisfied with the voters turnout and that there were municipalities with 100 per cent turnout".

BRUSSELS - The electoral results in Serbia show that the leader of the Serbian Radical Party (SRS), Vojislav Seselj, has completely untied his strings with the SPS and that we feels strong enough to appear independently at the political stage, conclude the Belgian papers "Soar" and "Libre Belgik. Seselj's success was viewed as kind of slap to Milosevic, because an increase of his influence in the other side of the Drina became evident, which, as some analysts say, can have an negative impact on the Dayton implementation.
