NEWS REVIEW, REPUBLIKA SRPSKA

BELGRADE - The elections for the National Assembly of Republika Srpska (RS) will be held on November 15, and elections for RS president and president in the Presidency of B-H from RS will be held on December 7 this year. This was agreed to by RS president Biljana Plavsic and the president in the B-H Presidency from RS Momcilo Krajisnik in Belgrade, in presence of Yugoslav presidnet Slobodan Milosevic. Both sides will, reads the Agreement, undertake all necessary steps so as to halt confrontations dividing RS, because "RS unity is of the vital interest of the Serbian people in RS and of all citizens, and to this interest - maintenance of the unity and strengthening of RS - and all other regional and parties' interests must be restrained. "The parliamentarian elections will be supervised by OSCE and be held pursuant to RS legislation, and a new Assembly will at its first session nominate a Commission to implement the elections for RS president and president in the B-H Presidency from RS. President Biljana Plavsic and president Momcilo Krajisnik agreed upon a unitary media system of RS and free access to media to all participants of the elections, as the essential prerequisite for democratic elections. They also agreed to broadcast Serb Radio-TV central news consecutively from studios in Pale and Banjaluka.

BEOGRAD - RS president Biljana Plavsic stated in Belgrade that she reached an agreement with Yugoslav president Slobodan Milosevic on ways to stabilise RS until the up-coming parliamentarian elections. "Without respect for state institutions, democratisation, opening to the world and the functioning of legal economy there will be no future for the Serbian people", stated Plavsic following her meeting with Belgrade mayor Zoran Djindjic. While expressing his satisfaction with the reached agreement, Krajisnik said it owns to commitment of Yugoslav president Slobodan Milosevic", with whom Ms Plavsic and he separately negotiated the agreement. "The agreement has its values because it includes the end to all confrontations, while the decision on future policy is left to the people", stated the president in the B-H Presidency from RS, and added: "The people was brought to a situation to believe that the break-up of RS, its demise or division is to come - any of which cases would be fatal for the Serbian people".

PRNJAVOR - The Serbian Democratic Party (SDS) for Prnjavor denied allegations from the announcement issued by the Prnjavor Public Security Centre (CJB) that at a meeting of protest "it gave support to the staff changes in the CJB". The SDS-organised rally was held as a protest, not support to forced and illegal changes in the CJB, says the SDS for Prnjavor, and adds that the changes met wide criticism by residents assembled at the rally. In its reaction to the misinformation that the replaced head of the Prnjavor CJB, Dragan Mektic, accepted his new post in the CJB, the SDS wonders whose interest is the newest blatant deception of already irritated and embittered residents of Prnjavor area.

PRNJAVOR - The political-security situation in the Prnjavor municipality grows complex following illegal replacement of the Prnjavor CJB officers on September 21/22, especially after shooting between the local people and parapolice loyal to RS president Biljana Plavsic, particularly in the areas of Ukrainski Lug and "Ribnjak" Hotel.

SARAJEVO - RS vice-premier, Velibor Ostojic, stated in Pale that "the Government paid off salaries to teachers conclusive with June 31 this year, in addition to all due salaries from 1996, and now it seeks a way to pay off August salaries". In his answer to the letter of the City Union for Education, Science and Culture, which asked an urgent meeting of the negotiating team of the Association of Union with the RS Government representatives in relation to finding solution for the sector of education, science and culture, Ostojic announced: "The RS Government expects from the City Union to understand the reality and accept Government measures as furthest possibilities of the Republic in financial terms and to change its stance and do all it can to hold regular lessons in the areas it started with the strike".

SARAJEVO - RS trade minister Mladjen Cicovic and deputy head of OSCE Mission in Sokolac Joanis Sakiridis, talked in Pale on possible trade agreement between RS and the B-H Federation. "We discussed the revitalisation of the touristic sector of economy, to which the international community could largely contribute, and we discussed the provision of equipment for control and curbing-up of grey economy between the entities", stated Cicovic.

BRCKO - Brcko officials from the SDS, Serbian Radical Party (SRS) and the Socialist Party for RS (SP for RS) named SDS' Borko Reljic for the new mandator of the municipal government. By the consensus of the three major parties representatives, the multi-party Executive Board was also appointed. In his comment on current developments, Brcko mayor Miodrag Pajic stated that everything indicates that the Serbs in the future Parliament should have a slight primacy over the Muslims and Croats, since the international community did not find its interest in a more convincing victory of the Serbian political parties.

BRCKO - Accusations by media and the VRS General Staff that the returnees from the B-H Federation settled the area illegally and in an uncontrolled manner and that they behaved provocatively towards Serb refugees, were assessed by supervisor for Brcko Robert Farrand as overstated. According to him, the Office of High Representative has no evidence on the presence of the Federal Army and Police members in the zone of separation thus far, but journalists can report their eventual presence to the Office of High Representative in order to enable it to undertake appropriate measures. Farrand added that he would not tolerate unfounded accusations, which caused tensions among the residents.
