This way an obstacle for passing of a Law on citizenship was overcome. According to the president from Republika Srpska (RS) in the Presidency of B&H, Momcilo Krajisnik, this decision and the Law on citizenship are to be considered at a session of the B&H Parliamentary Assembly. He mentioned that the Serbs from RS asked for the rights which are already possessed by Croats from the Federation of B&H, who have got Croatian passports a long time ago. A certain number of ambassadors, which were to be nominated by RS, were appointed at the session, stated Krajisnik.SARAJEVO - The RS minister of transportation, Nedeljko Laic, confirmed that the memoranda on telecommunications between RS and the Federation of B&H and on air-traffic control were signed in Sarajevo with representatives of the competent Ministry of the Federation of B&H. After the meeting held with the FB&H minister for transportation and communications, Laic stated for the Serbian Radio-TV that the integration of telecommunications was done for the first time in the post-war period in Bijeljina. BANJALUKA - The RS president Biljana Plavsic talked in Banjaluka with the chief of the State Security of Serbia, Jovica Stanisic. After a two hour long meeting, Stanisic stated that they also dealt with 'the issues jeopardising the national and general security of RS'. Being asked which one of the two Ministries of Internal Affairs in RS he supports, Stanisic answered that 'he supports such Republika Srpska as is defined in the Dayton Agreement'. SARAJEVO - The RS Government made a decision on September 20, to be proclaimed as the Day of Mourning in the Republic due to the tragic death of the deputy High Representative for civilian affairs, Gerd Wagner and his associates. This is being stated in a communique signed by the RS minister of information, Svetlana Siljegovic. BIJELJINA - The RS Ministry of Internal Affairs (MUP) will continue adhering consistently to the RS Constitution and Laws, this was concluded at a session of the Ministry of Internal Affairs board of officials. The current political-security situation in the Republic was dealt with at the session. 'The Ministry of Internal Affairs will use all of the legitimate means and measures for establishing of a united Ministry and its organisational units', says an announcement made available to the Serbian Press Agency - SRNA, adding that 'only this way the united RS - for which a great number of the MUP members lost their lives - will be preserved'. BRCKO - The chief of the Police Station in Brcko, Radomir Marjanovic, and representatives of the SFOR and UNHCR reached an agreement on the issuing of RS identification documents to returnees from the Federation of B&H to start on September 22. 'As the prime minister Gojko Klickovic and the supervisor Robert Farrand agreed to, the officials working at the Centre are to issue the identification documents - on the day and in the place of return - at three points', stated Marjanovic for SRNA, after the meeting. PRNJAVOR - The Prnjavor branch (Municipal Board) of the Serbian Democratic Party (SDS), sent a letter of protest to the TV Studio-Banjaluka because a news item on the SDS's victory at the local elections has not been yet broadcast. The letter requests the Studio-Banjaluka broadcasts the information on that the SDS won 42,69% of votes in Prnjavor and points at the fact that 'the results of some 20% of votes won by socialists and social-democrats in Banjaluka, Srbac and Laktasi were glorified as a victory on the central informative programme broadcast from the Studio. THESSALONIKI - The Greek media assess that the local elections held in RS and the FB&H consolidated the division of B&H and proved that the international community's efforts on establishing of a united multiethnic state are in vein. As the Greek press write, the elections were just a failed attempt of USA's at establishing of, with the help of NATO, a united B&H after the civilian war. TILBOURG - The Serbs are not wild animals as were proclaimed by USA press, stated the famous Yugoslav movie director, Emir Kusturica, in a statement for the Dutch 'Volkeskrant'. He mentioned that just in 1989 CIA anticipated a civilian war in Yugoslavia. 'Simply, the West wanted that war', assessed Kusturica. ZAGREB - The Croatian authorities refused to deliver the indicted war criminals to the Hague Tribunal in exchange for the economic aid. Such a request of the international community's is assessed as an unmoral, stated a Croatian Radio in Zagreb. 'Croatia will cooperate with the Hague Tribunal, but it does not want any kind of economic help as a concession for the cooperation with the Tribunal', stated the Croatian prime minister, Zlatko Matesa, at a press conference. VUKOVAR - The president of the Joint Council of Municipalities, Milos Vojnovic, talked in Vukovar with the chief of the UNTAES Office for Refugees, Joram Stigmar, about the arresting of a Serb returnee, Dusan Lukac, who was arrested in Vinkovci on September 9, and then transferred to a prison in Sisak. While pointing out that the arrested should have been previously informed about a legal proceeding against him, Stigmar underlined that 'it was written on Lukac's certificate on return to his native place on Banija that the insight into the Ministry of Judiciary and Ministry of Internal Affairs of Croatia had proved that there is no legal proceeding against him'. SARAJEVO - The Croatian member of the B&H Presidency, Kresimir Zubak, criticised a "conciliatory' attitude taken by the international community on the violence committed against Croats following an attack on the police station in Mostar, in which some 40 persons were injured. 'It has to be seen whether an unfavourable, conciliatory and frequently unconvincing reaction of the international community on previous violence as well as inefficiency of the existing police forces in finding of the perpetrators created a ground for such an event', points Zubak in a communique. SARAJEVO - The Office of High Representative (OHR), Carlos Westendorp, condemned the attack which occurred in the Western part of Mostar, calling it as 'an illogical act intended for destabilising of an already sensitive situation in Mostar'.
