SARAJEVO - The Council of Ministers of B-H did not pass proposals on law on citizenship and law on passports, offered by the Office of High Representative as a compromise solution. The co-chairman of the Council of Ministers, Boro Bosic, said the OHR did not make a true effort so as to remove huge principle differences which existed in regard to the law on citizenship. "These differences, first of all, pertain to relation between B-H judiciary and those of the entities", Bosic explained.

BANJALUKA - Deputy foreign minister in the B-H Council of Ministers, Dragan Bozanic, assessed statements by Croat leaders on "Banjaluka as Croatia's strategic interest" as an attempt at bringing new confusions and divisions into the Serbian people and revising the Dayton agreement. In an interview for "Glas Srpski", Bozanic reminded that these statements were given after Tudjman- Izetbegovic meeting, and were reflection of a bid to deepen the current internal problems in RS and use them for its division into the Western and Eastern parts.

BANJALUKA - The vice-president of the Banjaluka City Board of the Serbian Democratic Party (SDS), Vitomir Popovic, stated that the resignations in this Board were submitted by Djuradj Banjac, vice-premier of the RS Government, and Branislav Lolic, vice-president of the City Board, as well as Velo Djukic, director of the "Bosna" footwear factory, Momcilo Poparic, director of the Banjaluka's Bank, and Novak Kondic and Petar Crnadak.

CLEVELAND - By its rejection of the RS Constitutional Court rule that the decision of the RS president to disband the RS National Assembly and call for new elections is unconstitutional, and by its support to Biljana Plavsic, the international community, led by the USA, opened a new round of tough diplomacy, assesses the US press. Clinton's administration sharply criticised the RS Constitutional Court's decision saying it was brought under pressure and threats.

PARIS - First reactions in the French media to the rule of the RS Constitutional Court dismissing the decision of the RS president to dissolve the RS National Assmelby and schedule new parliamentarian elections as unconstitutional, were extremely negative. The French TV says that by this rule, the "hard-liners" made their way, not mentioning who are the "moderates", while Radio-France International says that "all was agreed to in advance".

DVOROVI - The seminar for the future RS diplomats to be engaged in diplomatic service in 33 countries, was completed today. Deputy RS foreign minister Dragoljub Lepoje said 80 candidates went trough 14 topics necessary for the diplomatic service.

BRCKO - The Provisional Electoral Commission (PEC) reaffirmed on August 15 its decision to reject appeals from 3,270 residents of Brcko and to refer them to polling stations in the B-H Federation, from which they had been expelled, stated the president of the Local Electoral Commission for Brcko, Teodor Gavric. While expressing his dismay with this decision, Gavric pointed out that judges of the Appellation Sub-Commission at their meeting in Sarajevo on August 15 expressed their understanding for specificity of Brcko, but said that their decisionmaking was limited by the PEC Rules and Regulations.

TREBINJE - Out of 227 residents from Trebinje Municipality who were not listed during the registration process, 104 were added to the lists, while the Appellation Sub-Commission rejected 123 appeals, by citizens who are thus disfranchised, according to the president of the Local Electoral Commission, Milan Bosic.
