NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The president in the Presidency of B-H from Republika Srpska (RS), Momcilo Krajisnik and UK ambassador to Sarajevo, Charles Crawford, discussed various up-to-date issues relevant for bilateral relations. The Donors Conference, SFOR operations, and visit of British foreign minister Robin Cook to RS and the Federation of B-H, and the content of discussions during his visit, were considered at the meeting. Ambassador Crawford reiterated Britan's position on balanced approach to all parties in B-H. "Great Britain hopes the Conference will represent a new step forward in that direction", stated Crawford. President Krajisnik highlighted the problems produced by SFOR operation, carried out with the participation of British troops, in which Simo Drljaca was killed and Mico Kovacevic kidnapped. According to him, ambassador Crawford offered assurances that the British policy has been unchanged that everything would be done to heal the present situation.

BRUSSELS - The RS prime minister, Gojko Klickovic, sharply protested "double standards" applied by the Donors Conference in relation to RS on one and Federation of B-H on the other side. Klickovic warned that "to give primacy to one side is the best course for a total crush of the peace accords". In a document, signed by the conference chair, Hans van den Bruck, it is set forth that the "aid for reconstruction in RS and Federation of B- h in 1997 will be allocated to all those participating in the peace process". The document, issued on the first day of the conference is full of unfounded accusations against RS, captioned with "concern over critical situation in RS, in which antidemocratic climate, terrorist actions and misuse of official positions threaten the fundamental human rights and obstruct the implementation of the Dayton agreement".

BRUSSELS - Representatives of more than 50 countries and organisations made a commitment in Brussels to provide USA $ 1,1 billion for the reconstruction purposes, says the document signed by the Conference chair, Hans van den Bruck. According to the same document, about USA $ 140,000,000 will be earmarked for peace maintenance activities. The aim of the session was to unblock 1,4 billion intended for the reconstruction of RS and B- H Federation.

SARAJEVO - The RS government believes that the ruling of the RS Supreme court undoubtedly establishes that the act by the RS President is not a governing act, but a general one, for which the Constitutional Court is solely competent. The Government is informed of the RS Supreme Court decision to dismiss the Government challenge against the decision of the RS president to disband the RS National Assembly and schedule early elections on September 1, says a press release, adding that "the Supreme Court only declared itself competent, but did not make any decision".

PRIJEDOR - The director of the Direction of the Serbian Democratic Party (SDS), Vlado Vrkes, denied allegations about disunity in the Party, and pointed out that the SDS is absolutely ready to face the current situation in RS. "The Party is absolutely unified and ready to face the newest developments which are harmful for the RS interests", stated Vrkes for SRNA. He said that to disband the strenuously won Parliament itself would represent a crime against the Serbian people. "We will, as a party and as people in whole, brave this all, because this is not the first nor the last strike by those desirous to see RS shattered", stated the director of the SDS Direction.

VISEGRAD - The Centre for Complaints and Voters Lists Control for Local Elections in Visegrad established that some voters were not listed at all, while 50 voters are registered on the lists in places they left, and despite their wish to vote in places they live now.

RUDO - After an inspection of voters lists for local elections in Rudo, it was found out that over 540 of total 6,000 registered voters, were set to vote in Federation of B-H, even though they have stamped sections on registration. As the president of the Local Electoral Commission, Zoran Topalovic said, these were very often complete families, mostly refugees from the party Sarajevo handed over to the Croat-Muslim Federation, under the Dayton agreement.

BEOGRAD - The new president of the Federal Republic of Yugoslavia, Slobodan Milosevic stated that "the era of responsibility is ahead for FR Yugoslavia, in which peace, freedom and independence should be preserved, in addition to enabling a fast economic and cultural development, organising a modern state, and establishing a humane society." After taking the oath at the solemn session of the Federal Assembly, president Milosevic assessed that "free and respected Yugoslavia is a precondition for the historic survival and existence of the Serbian and Montenegrin people".

BEOGRAD - The Democratic Party of Serbia (DSS) believes that the appointment of Slobodan Milosevic federal president is not a motive for celebration, for great instabilities await Yugoslav authorities, especially with the view of the elections, which the opposition has announced to boycotted. The DSS spokesman Milorad Jovanovic, assessed that Milosevic would not satisfy his ambitions by assuming this post, but would in addition seek a change to his position even through violation of the Constitution. The congratulations to Milosevic and cocktail attended by 800 guests and journalists, went simultaneously with protests of a large group of citizens gathered in the park across the Assembly building.

BEOGRAD - Who wanted to understand Milosevic's words, he could see the way we are to follow, stated the former Yugoslav president Zoran Lilic after the ceremony of Slobodan Milosevic's appointment for Yugoslav president. The president of Monte Negro, Momir Bulatovic, said Milosevic's solemn speech "has an inciting effect for all those who want development and a bright future for this country". The president of the Montenegrin Assembly, Svetozar Marovic, said Milosevic was elected president by the majority of votes.

BEOGRAD - The president of the Serbian National Assembly, Dragan Tomic, confirmed he replaced newly-elected Yugoslav president Milosevic in the post of Serbian president.

BEOGRAD - A poll the Institute of Economics in Belgrade conducted among 2, 000 refugees living in Yugoslavia indicates that 57.8 interviewed declared "they will, under no circumstances, return to their places of origin". The majority of registered refugees found shelter in central Serbia - mainly in Belgrade, so that every tenth resident of the Serbian capital is a refugee.

MOSTAR - The Federation of B-H is actually a community of the Croats who are equal with the Muslims in the whole territory of the of Federation, stated Ivan Bender, the member of the Croatian Democratic Union (HDZ) Presidency and the president of the Club of Croat Represetnatives in the Chamber of the Federal Assembly, in an interview for the Croatian Radio Herzeg-Bosnia. In referring to the crisis in the functioning of the Federation, he said the Muslim attempt to keep dominance in the territories they controlled militarily was not surprising, and added that the Croats should behave in the same way.

BANJALUKA - The member of the Executive Board of the Socialist Party for RS, Nebojsa Radmanovic, called the state leadership to stop deepening the crisis by daily coming out in the state media. Radmanovic said at a press conference in Banjaluka that the main partakers in the present crisis in RS should be called to account for its consequences.
