The Council president will be the Yugosalv president, and president in the B- H Presidency will be the Council vice- president. Council will have seven members, out of whom three will be named by president, and two by vice-president. The mutual cooperation will be realised in establishment of special parallel relations, especially in the field of culture, education, science, technology, information, sport and other fields. The Agreement provides for economic cooperation and progressive linking of production, trade, energy, infrastructure and finances, with the aim of creation of a single marked. The Agreement allows cooperation in economic revitalisation, reconstruction, and development, and all types of communications and utilisation and transmission of energy. The Council will also address welfare and health care issues, as well as the regional security, and will coordinate foreign affairs and contacts with third countries and international agencies. Yugoslavia and RS will jointly solve the issues of succession from the former Yugoslavia, the regime of border crossing, as well as citizenship, migration and asylum issues. The Agreement allows the mutual investments into economy, transfer of technology, linkage of infrastructure, and joint actions on third markets, and for this purpose, Yugoslavia and RS will create appropriate conditions by regulations, economic policy, and mutual contracting relations.SARAJEVO - At today's session, the RS Government adopted the Plan of 1997 spring sowing with a proposal of measures for its implementation, and adopted the Proposal on purchase of fuel for the spring sowing. BEOGRAD - The president of Monte Negro, Momir Bulatovic, stated in Belgrade that the Agreement on Special Parallel Relations between RS and Yugoslavia is in the spirit of the Dayton agreement, and pointed out that the public should be informed in detail about the Agreement first, and political evaluations might follow. BANJALUKA - The Croatian Army in Drvar conitunues destroying Serb real estate, while the local authorities did not allow Serb refugees to visit graves and light candles tomorrow on Memorial Saturday. That is why a group of 500 refugees protested in front of Presidency building and UNHCR office in Banjaluka. BANJALUKA - Representatives of eleven opposition parties - parliamentarian and non-parliamentarian - as well as RS coalition blocks, played down announcements on possible postponement of local elections, scheduled for July 12 and 13, 1997. SARAJEVO - The vice-president of the Federation of B-H, Ejup Ganic and German and French Ambassadors in Sarajevo, believe that the implementation of the award of the Arbitration Commission, Roberts Owen, "will decide the success of the peace process".
