SARAJEVO - The president of Republika Srpska (RS) Radovan Karadzic, stated this evening in an interview for the Serb TV that the main problem lays with the "interpretation of the Dayton agreement, but not with its implementation". "As Dayton maps were changed at our detriment, by taking some territories from us, some circles intend to change some solutions in the civilian part of the agreement also at our detriment", explained president Karadzic. While talking of the upcoming elections, Dr Karadzic assessed that the winner will be the political party which is elected by the people, and reminded at polls carried out by some foreign agencies showing that the Serbian Democratic Party and the current state leadership are enjoying a great trust of the people.

GENEVA - Every premature return of refugees could endanger shaky peace in the former B-H and encourage the ethnic division, stated the head of the UNHCR Sadako Ogata. She demanded that the countries hosting the refugees take the situation on the ground into consideration.

SARAJEVO - Spokesman of high representative for civil af fairs, Colom Murphy, stated that the implementation of one of the key elements of the Dayton agreement - freedom of movement throughout the former B-H - should be delayed. According to the Dayton agreement, freedom of movement is one of conditions for elections planned for September.

BRUSSELS - The foreign ministers of the Fifteen assessed that the city elections in Mostar could be held as planned on May 31. Reuters reports that the German foreign minister Klaus Kinkel stated that a boycott on the part of the Muslims provokes a great concern, and that the international community will do all to help the elections take place on May 31.

WASHINGTON - The Pentagon officials stated that viceadmiral of the US Navy Joseph Lopes should be appointed NATO commander in the former B-H, to replace admiral Leighton Smith. Lopes command ed the Six US Navy in Mediterranean in 1992 and 1993.

SRBAC - The Association of families of missing Serb soldiers and civilians, concluded, at their meeting in Srbac, that the fate of 1,305 RS soldiers and 807 Serb civilians is still un known. Members of the Association expressed their discontent by "inertness of the state structures, the programmes of which do not contain the issue of finding and release of prisoners".

STRASBOURG - The admission of Croatia into European Council could be postponed, reports AFP. It would be for the first time in the history of the Organisation that its Ministers Committee does not act according to a decision of the Assembly which gave its permission for Croatia's admission into the Council.
