BRUSSELS - BelgianFlemish Radio assessed as logical the decision of RS premier Rajko Kasagic that Srpska will not partic ipate at the Conference on reconstruction and development in Brussels if it does not receive the right to its own delegation. "The RS intends to stress its statehood and independence, which originate from international agreements, so that Kasagic's deci sion is logical, although it is a surprise", said the radio.

PARIS - Today's Liberation writes that "the aim of the refusal of Srpska to participate in the work of the Conference on reconstruction and development is for Srpska to be treated as a state at future meetings".

SARAJEVO - RS minister of health Dragan Kalinic met with representatives of the international humanitarian organisation "Medicines Sans Frontieres" and arrived at a programme for sup plying Serb Hercegovina with insulin. This organisation will deliver 50,000 DM worth of insulin per month, announced the RS Ministry of Health.

SARAJEVO - The RS minister of refugees and displaced per sons, Ljubisa Vladusic, talked in Pale with representatives of the International Organisation for Migration about the return of skilled personnel to Srpska and the B-H Federation.

BERLIN - Berlin's Die Welt poses the question of whether IFOR will stay in the former B-H after its mandate expires at the end of the year. CDU representative in the German Parliament, Christian Schwartz Schilling, is interceding for the extension of IFOR's mandate.

BANJALUKA - The Banjaluka municipality president, Predrag Radic, talked with one of Carl Bildt's team members, Louis Sell, about the organisation of a joint meeting of political parties from Srpska and the Croat/Muslim Federation.
