  • [01] TALKS BETWEEN THE PRIME MINISTER AND THE SLOVAK AMBASSADOR

    Prime Minister of the Republic of Serbia Mirko Marjanovic received yesterday the Ambassador of Slovakia in Yugoslavia, H.E. Miroslav Mojcita. During the talks on cooperation between Slovakia and Serbia, it was jointly stated that contracting of deals should start as soon as possible between the two economies. Prime Minister Marjanovic underlined that the initiative of the Chambers of Economy of Serbia and Slovakia is very useful for having as soon as possible the visit of the Slovak businessmen to Serbia, which is now being prepared, in order to conclude concrete deals and business arrangements. Special attention during the talks was devoted to the experiences from the process of privatization in Slovakia. Prime Minister Marjanovic and Ambassador Mojcita agreed that the cooperation between Slovakia and Serbia is also extremely good in the fields of culture, science and education and stated that the Slovak minority in Yugoslavia always represented a bridge of mutual understanding and cooperation.

    [02] MUSLIMS HAVE KILLED SLAVKO SUBOTIC

    The UN press officer in Tuzla Andre Annelli, announced yesterday in Doboj that a group of 30 Bosnian Muslims on March 1, 1997 "with sticks and other solid objects beat up a Serb Slavko Subotic, 80 years old from the village of Porjecani near Visoko, who died of the injuries so caused last Thursday in a Sarajevo hospital". The deceased Slavko with his wife Marica went from his village to the cemetery in the village of Crkrcice, and on the road was met by a group of Muslims. Annelli stated that among the attackers were also women and children. The group of Muslim extremists, states Annelli, last Friday in the Ozren village of Krtovo in the separation zone between the Republic of Srpska and the Muslim-Croat Federation set on fire three houses of Serbs who were intending to return to this village, which after the Dayton Accords, in one part remained in the Federation.

    [03] CROATS PUBLISH THE LIST OF MASS GRAVES OF SERBS

    The result of the meeting between the Yugoslav and Croat commission for missing persons, held in Zagreb on March 6 and 7, 1997 is the arrival of the lists of locations where Serbs are buried, who have perished in the military actions "The Storm" and "The Lightening". Lists of identified Serbian victims have been known to families even earlier, but this time documentation submitted designates where the identified and where the unidentified persons are buried. Serbian victims in "The Lightening" are buried in 18, and those killed in "The Storm" in 38 mass graves. According to this report, most of them are in Knin (208) and Gracac (144). Documentation and information center of Krajina "Veritas" in Belgrade obtained 38 new protocols on Serbs killed in the area of Western Slavonia in the aggression "The Lightening" (with photographs of bodies, dactyloscopy, description of clothes, footwear and personal items found with the deceased). Serbs are buried in several places. Most of them are buried in Okucani, and three new Serbian graves have appeared also at the largest Serbian execution ground of the World War Two in Jasenovac.

    [04] NOT ALL CONDITIONS ARE FULFILLED FOR THE ELECTIONS

    President of the joint committee for the elections in Eastern Slavonia, Onophri Dos Santos stated that for voting at the forthcoming elections on April 13, 1997 until now one third of persons applied with the voting right. He announced that over 60,000 Croats who had escaped from the region into other parts of Croatia, has already registered for voting and warned that by refusing to register in the voting lists Serbs in the region are missing the chance to make possible for some Serbian party to win in those municipalities where Serbs are majoritarian population. Vice President of the Executive Council of the Srem and Baranja region Milos Vojinovic stated that the regional assembly will give its opinion about participating at the elections when it is estimated that all the conditions have been fulfilled for these elections. Great dissatisfaction is being caused by the fact that the question of voting of Serbs from Croatia has not been resolved for those Serbs who have found refuge in the Federal Republic of Yugoslavia and the Republic of Srpska, then with the way in which electoral units were designated in the region and the Croat Government was accused of selectively issuing documents.

    The decision to participate at the election will depend on how much and what kind of guarantees are given to Serbs by the international community after the expiry of the UNTAES mandate, stated President of the Executive Council Vojislav Stanimirovic. He called upon Serbs from this region not to abandon their homes, because "all the struggles make sense only if Serbs are to stay".

    [05] TOURIST PERMIT FOR SERBIA

    At the just adjourned International Tourist Exchange in Berlin, the greatest world exhibition of tourism, at which over six and a half thousand exhibitors were present from 177 countries, there was a successful presentation of the tourist organizations from Yugoslavia and Serbia. "We can be satisfied with what we have shown and achieved at this fair", says Dr. Jovan Popesku, Director of the Tourist Organization of Serbia, which was the organizer of our stand in Berlin. German visitors were especially interested in the so-called tourist permit for Serbia, i.e. a special document which the foreign tourist can obtain at the Yugoslav border crossing. This permit is valid for 30 days and refers to the transit through Serbia, but also allows its holder a one-month stay in the country and its user does not need a visa for entry into the Federal Republic of Yugoslavia, says Popesku. Further to the Tourist Organization, also the other organizations from the country took part at this tourist fair(JAT, Putnik, Tourist Organization of Belgrade and others), which are satisfied with many contacts and their venture in Berlin and are awaiting good results.

    [06] YET ANOTHER ADMISSION OF THE EMBARGO VIOLATION

    The U.S. Administration has silently approved supply of Iranian armament for the Muslims in Bosnia in 1994, when the UN embargo on the arms sales in the territory of former Yugoslavia was in force, so that the "shaky" Muslim- Croat federation would be saved. The latest in the series of similar admissions arrives these days from the candidate for the director of the American Central Intelligence Agency (CIA) Antony Lake. It is to be expected that at least Lake's admission should have some broader repercussions.

    [07] PRIMARY INTEREST OF YUGOSLAVIA IS THE RETURN OF REFUGEES

    Primary interest of the Federal Republic of Yugoslavia is the return of refugees to Croatia and Bosnia-Herzegovina, and integration in this area can be done only to the extent to which the financial aid will be arriving from the world. This was stated by the spokesman of the Commissariat for Refugees of Serbia Aleksandar Radovanovic. According to him, such a stand will be taken by the Yugoslav delegation at the forthcoming regional meeting of the commissioners and ministers of refugees from Croatia, from both entities of Bosnia-Herzegovina and from the Federal Republic of Yugoslavia, which is to be held in Geneva on March 19, 1997. "Federal Republic of Yugoslavia has accepted the regional approach in finding of lasting solutions for refugees from the region of former Yugoslavia. Primary lasting solution is the return of refugees, then the departure into the third countries of those who are not having the place to return to and only at the end integration of the refugees and exiled persons in the local environment", said Radovanovic. He underlined that it is unacceptable for certain international humanitarian organizations (World Food Bureau or Humanitarian Bureau of the European Union) to announce termination of their programs in the Federal Republic of Yugoslavia, when the realization of the lasting solutions in the FR of Yugoslavia has not even started. Yugoslav side will especially insist for the UN High Commissariat for Refugees (UNHCR) which was after Dayton given the primary role in repatriation of refugees, to be much more agile in the return of Serbs to Croatia. Regarding the repatriation to Bosnia-Herzegovina, the Yugoslav side is of the view that financial investments in the reconstruction of the Republic of Srpska are the necessary prerequisites for the return of refugees.

    [08] PROGRAM OF ECONOMIC AND FINANCIAL CONSOLIDATION OF KOSMET ECONOMY

    Although the economy of Kosovo and Metohija lately is showing a certain progress in development, nevertheless it may be stated that the situation in this region is still burdened by problems which are very difficult to solve. This conclusion was made by the experts of the Republican Institute for Development who were entrusted by the Government of the Republic of Serbia with the task of drafting the program of economic and financial consolidation of the Kosmet economy. There was a detailed evaluation of the state of facts in 47 of the largest Kosmet companies, with the exception of the public enterprises which are not covered by this analysis. Kosmet is rich in many natural resources, it has a broad range of various industrial capacities which are capable, with certain support, of achieving a high level of production. Priority in receiving assistance should be given most of all to those export oriented enterprises which can easily place their products and in this way rather quickly make a return on the invested funds, says Nebojsa Backovic, member of the Presidency of the Chamber of Economy of Kosovo and Metohija. The importance of economic and financial consolidation of the economy of Kosmet is in the creation of the new structure of economy of this area, but also of the entire republic. This also means one step closer to the rounding up of the entire economic system of Serbia. In this direction in the Republican Institute programs are drafted for the faster development of the 15 least developed municipalities in the republic, eight of them located in Kosmet.

    [09] TALKS ON INVESTMENTS BY 'BALI' COMPANY IN OUR ECONOMY

    Minister of Health Care in the Government of the Republic of Serbia Leposava Milicevic received yesterday delegation of the British company "Bali", one of the major trading houses engaged in trade of steel, light metal, minerals, raw materials and chemicals. During the talks with the delegation headed by the President Vahid Alaghband, there was talk of the investments of this firm which is the business partner of the Smederevo "Sartid", into the health care of Serbia. Minister Milicevic informed the guests of the problems with which our country was faced during the time and after lifting of the UN sanctions and expressed her satisfaction for the engagement of this company in assisting our health care and our country.

    [10] REFORMS ARE GETTING SERBIA CLOSER TO THE EUROPEAN UNION

    The forthcoming economic reforms in Serbia, and especially the new law on ownership transformation of the social capital will get the economy of our Republic closer to the economic trends of European Union and will facilitate access to the financial institutions. This was stated during the talks between the republican Minister for Economic and Ownership Transformation Milan Beko and the British Ambassador in Belgrade Ivor Roberts. There was talk of the technical, financial and professional assistance of the British Government in the preparation for the economic reforms in Serbia, in view of the rich experience of the English consultative houses in the realization of similar jobs in several of the European countries in transition. Ambassador Roberts especially expressed interest in the basic principles of privatization which will be applied in the new law.

    [11] DIALOGUE FOR THE START

    The first draft of the Law on Public Information elaborated by the republican Ministry of Information, is a good basis for making a good and lasting law, by incorporating joint forces and through the debate that will involve the entire Serbia. This is the main comment of all the participants in the panel discussion (representatives of the Government of the Republic of Serbia, deputy clubs of the Socialist Party of Serbia, New Democracy, Democratic Community of Vojvodina Hungarians and "December 1st"), held last night in the National Assembly of Serbia. While elaborating on the draft version of the law, Minister of Information Prof.Dr. Radmila Milentijevic said that in the new law achievements of the same laws from the countries of Western Europe have been incorporated, and that this is yet another attempt at getting closer to the world. Three basic elements which served as the point of departure while drafting the law, according to Minister Milentijevic, are the Constitution of Serbia and its basic assumption on the freedom of speech and opinion, stands of the Ministerial Conference in Prague on the policy of media and, finally, assumptions on privatization, "where we have taken as the model France and Italy". This law is an important step towards de-regulation, providing freedom of press without censorship, abolishing monopoly, and giving the right to journalists to pass themselves their code of journalistic ethics. In the call upon all the citizens to take part in the dialogue about the new law, Minister Milentijevic said: "We want the final version of the law to be our collective thought - the mirror of Serbia". The next session devoted to the new law on information is scheduled for next Thursday.
