[01] YUGOSLAVIA - A MODERN AND DEMOCRATIC FEDERATION
Continuing his consultations with representatives of parliamentary parties -
Dr. Radoje Kontic - Mandatary for the new Federal Cabinet, met yesterday
with the vice-president of the Democratic Socialist Party of Montenegro -
Mr. Svetozar Marovic, and with the head of the deputies head at the Federal
Parliament - Mr. Zeljko Sturanovic. He also talked with the head of the
Federal Parliament deputies group of the Yugoslav Left - Mr. Zivko
Sokolovacki. The strategic objective of the new Federal Government - Dr.
Kontic stressed - will be to shape Yugoslavia into a modern democratic
federation based on Constitution principles, and having a modern
administration. One of the top priorities will be the reintegration our
country into international financial and trade organizations and other
institutions, the normalization of relations with former Yugoslav republics
and other neighboring countries. Economic reforms, promotion of a modern
market economy, rapid restructuring and dynamic development, are the basic
elements of the new government program. All this, Mr. Kontic said, should
help improve the standard of life and the social safety of the citizens.

[02] YUGOSLAV-GREEK COOPERATION IN TELECOMMUNICATIONS
Serbian Minister of Transport and Communications - Prof. Dr. Svetolik
Kostadinovic - received yesterday a delegation of the Greek Telecommunication
organization, headed by Mr. Papuolias Dimitrios. During the talks further
enhancement of bilateral economic cooperation was discussed, and the Greek
side displayed particular interest for the economic and ownership
transformation and the development of telecommunications in Serbia.
Minister Kostadinovic reminded that Serbia has opted for market economy and
that it is currently undergoing ownership and economic transformation. Mr.
Kostadinovic also remarked that this process, is being supported by legal
framework, allowing now prospective for concrete cooperation between Serbia
and Yugoslavia and Greek partners involved in this field. The delegation
from Greece also met yesterday with the General Manager of the Serbian PTT -
Mr. Aleksa Jokic. Technical and economic cooperation between the two
companies was discussed, as well as the realization of the joint project
for a marine cable linking Belgrade to the Montenegrin coastal town of Bar
and the island of Corfu.

[03] GERMAN INTELLIGENCE SMUGGLING ARMS FOR THE MOSLEMS
According to the reporters of the German political magazine "Monitor",
German Intelligence Service (BND) smuggled arms for Moslem forces and
infiltrated its agents in the allegedly neutral monitoring missions. The
trailer for the service that will be broadcast by German Television (ARD)
Channel 1, in at list three cases since 1993, German intelligence agents
were members of European Union Missions allowing them to carry out spying
missions in former Yugoslavia. The reporters affirm that they know the
names of these agents. Investigating the issue, "Monitor" reporters
discovered that BND agents were involved in a number of arms-smuggling
operations. At least five allegedly humanitarian convoys destined for Bihac
contained hidden ammunition that Germany sent to help the Moslem army -
state the same journalists.

[04] ASYLUM SEEKERS FROM KOSOVO ARE NOT TELLING THE TRUTH
In 95% of the cases, ethnic Albanians from Kosovo submitted forged
documents and gave false testimonies in applying for political asylum in
western countries, states the report prepared by the experts of the
Norwegian Ministry of Justice and the Directorate for Aliens - made public
by the Norwegian daily "Verdens Gang". The Norwegian asylum policy was
quite liberal regarding ethnic Albanians from Kosovo, states the report,
stressing that 95% of asylum seekers are not a dependable source concerning
their case and information on the situation in Kosovo. The report indicates
that their stories of violence, arrests and torture by Serbian authorities
are false in most of the 4.000 cases reviewed in six different countries
besides Norway. The report authors visited Kosovo on various occasions and
interviewed local Serbs and Albanians, representatives of the Serbian
authorities, as well as Human Rights Council and US Information Center
officials.

[05] CROATIAN POLICE OPENED FIRE ON MOSLEMS
The UN International Police report published yesterday in Sarajevo,
confirms that at least two Croatian policemen fired shots at a Moslem
procession on February 10th. The Moslems from the eastern part of Mostar
were going to the western (Croatian) part of the town to visit graveyards.
In the incident that followed one person was killed and two dozen were
wounded, but photographs of policemen shooting at the mass of people
retreating were taken. One of them is the Deputy Chief of Police in western
Mostar. Mr. Michael Schneider - Deputy High Representative of the
international community for Bosnia and Herzegovina, had an urgent meeting
with the highest Federation officials and demanded that the identified
policemen be arrested and prosecuted. He also stated that the UN
International Police report has been accepted by Presidency President Alija
Izetbegovic. However, Bosnian Federation President - Kresimir Zubak
requested an additional report on events that preceded the incident and
occurred afterwards, stressing that only then will he carry out the
conclusions put forth by the International Police report.

[06] MOSLEM LEADERSHIP IS PAYING MOSLEMS TO RETURN TO RS
Mr. Dragan Kijac - Minister of Interior of the Republic of Srpska, stated
that the Moslem authorities in Sarajevo are paying the Moslems that are
crossing the inter-entity border between the Republic of Srpska and the
Moslem-Croatian Federation and settling on Serbian entity territory. "Most
of these people did not live before the war in the areas they now plan to
settle in", said Mr. Kijac quoting the example of the villages of Jusici,
Mahala and Dugi Dio in the Zvornik zone. The Moslem settlers include
numerous ex-members of Moslem military of police units. "Many Moslems have
entered Serbian villages to realize the strategic objective proclaimed by
the Moslem leaders, namely taking over Republic of Srpska territories step
by step", added Mr. Kijac. He also observed that the Moslems are openly
supported by international Stabilization forces (SFOR), that are doing
nothing to prevent incidents.

[07] INTIMIDATION LIST
For almost two weeks the Serbs in Eastern Slavonija, Baranja and Western
Srem are waiting in anticipation for Transition Administrator Jacques Klein
to make public the list of local residents to whom the Croatian Amnesty Law
doesn't apply. According to unofficial information, the list contains the
names of about 150 Serbs, charged by Croatia of allegedly having committed
war crimes in 1991 operations. Consequently, all other residents of the
Region would be automatically absolved of any charges for having carried
weapons that year. As Mr. Klein stated last week, the international
community intends to make final this Croatian list, to prevent any Croatian
abuses, new lists, threats and pressures. The list that was first given to
Mr. Klein, and that he then showed unofficially to the local leaders in the
region, doesn't seem to be what either Klein or regional government
chairman Dr. Vojislav Stanimirovic expected. "The list does not provide any
description of the crimes these people are charged with. The paper is
rather a political pamphlet aimed at additionally pressuring people into
leaving." - Dr. Stanimirovic said. This is further confirmed by the
numerous "lists of non-amnestied" that are being circulated and sent to
reputable figures in the region. For example, the management of the
"Borovo" shoe factory recently received a "list" from Vienna! Another "list
of criminals" arrived from Vinkovci containing 1.100 names! Stressing that
the list of non-amnestied persons contains a small number of names, UNTAES
spokesman Philip Arnold said that author of the "Vinkovci list" must be
deranged.

[08] GALBRAITH'S WARNING TO CROATIA
Should it fail to respect the obligations stemming from its Council of
Europe membership Croatia will be excluded from the organization - stated
yesterday in Vukovar the US Ambassador to Croatia - Mr. Peter Galbraith. He
remarked that neither the US nor the other international community members
are satisfied with the situation in Croatia, so that the possibility of
expulsion "is part of real pressure used at this moment against this
country". Mr. Galbraith specified that "Serbs in Krayina are still the
object of robberies, attacks and intimidation", adding that Serbs that left
Croatia since 1991, "are not optants, and have the right to return home."
The US diplomat observed that the situation in Eastern Slavonija, Baranja
and Western Srem has significantly improved, but stressed that even after
the withdrawal of UNTAES "the international community will closely follow
the situation in the region, controlling whether Croatia is respecting the
high security standards it accepted."

[09] NEW COMMUNICATION WITH THE WORLD IN ECOLOGY
The Agreement on cooperation in joint programs, signed yesterday by Dr.
Jordan Aleksic - Serbian Minister for Environment Protection, and Mr. Jovan
Angelus - Director of the "Ekolibri-Internet" Agency, will allow a new form
of communication with the world about the preservation, protection and use
of the so-called biological diversity. As Mr. Aleksic remarked, this sets
at the same time the groundwork for new institutional forms in the
development of ecology and environment protection, and represents and
adaptation to the next century conditions. The first data bases on
protected and threatened flora and fauna species have already been created,
and it is expected that programs, laws and ministerial regulations (in
English) will soon be added to the data base.

[10] THE CONSTRUCTION OF HIGHWAYS IN SERBIA CONTINUES
The Coordinating committee monitoring the Program for the construction of
highways in Serbia, recently formed by the Serbian Government, analyzed and
accepted the global plan for the continuation of construction of highway
segments in the Serbian road network. It has been remarked by Committee
members that the construction of the Yugoslav segment of the north-south
highway should be given priority, bearing in mind its economic and
transport importance, and the fact that this will divert European traffic
to the South of the continent and the Middle East through our country. Thus,
the beginning of the building season will be marked by construction works
on the Feketic-Subotica-Horgos segment and on the Belgrade detour
(Dobanovci-Ostruznica). This practically initiate the final preparations
for the construction of the Yugoslav segments within the European road
network, representing an investment that will employ domestic construction
companies and the ancillary industry, creating jobs for tens of thousands
of workers and experts.
