[01] PERMANENT DEVELOPMENT OF OVERALL RELATIONS AND COOPERATION
Federal Minister of Foreign Affairs Milan Milutinovic had talks yesterday
with the first Deputy Minister of Foreign Affairs of the Russian Federation
Igor Ivanov, who is on a working visit to the Federal Republic of
Yugoslavia. During the talks, the joint determination of the two countries
was confirmed for a permanent development of the overall relations and
cooperation and the identity of views stated about the priority lines of
their further promotion. It was mutually stated that, together with the
promotion of the political dialogue, economic cooperation has the priority
importance for both countries. Ministers Milutinovic and Ivanov qualified
the question of the local elections in the Republic of Serbia as an
internal affair of the Federal Republic of Yugoslavia, and that the
recommendations of the Gonzales report are suggesting that all of these
issues should be resolved through a dialogue and within the institutions of
the system.

[02] ZUBAK: MUJJAHEDINS ARE STILL ACTIVE IN BOSNIA
President of the Muslim-Croat Federation Kresimir Zubak stated that in
Bosnia mujjahedins are still active. In his interview for the Sarajevo
independent magazine "Slobodna Bosna" ("Free Bosnia") Zubak specified that
he has the information about the existence of the camps in which the
mujjahedins are located, i.e. foreign citizens, which is pointing out, as
he says, to the fact that Muslims did not carry out their undertaken
obligations to dissolved such camps. Zubak denied the claims that in the
territory under the Croat control there are also clandestine camps.
President of the Federation reiterated his previous statements that the
Party of Democratic Action (SDA) wishes to form an Islamic state in Bosnia.

[03] "THE NEW YORK TIMES": CROATIA IS VIOLATING DAYTON ACCORDS
The renown newspaper "New York Times" on two occasions over the past few
days published articles in which Croatia is being accused of violating the
Dayton Peace Accords and of turning a deaf ear on the demands of the United
Nations for creating conditions for the normal life of Serbs in Croatia.
"Some 120,000 Serbs are now living in Eastern Slavonia, and from this
number one half has arrived from the other parts of Croatia, from where
they were expelled by the Croat authorities", recalls the newspaper and
adds that these Serbs, according to the provisions of the Dayton Accords,
were promised that the conditions will be created for them to remain and
live in that region. In the same article, the newspaper also recalls that
the Croat troops in the year 1995 during their offensive on Krajina which
was the zone under the UN protection, expelled 200,000 Serbs. According to
one anonymous official who is quoted by the newspaper, "Croat Government is
refusing to send an appeal to Serbs to remain in Croatia". At the same time,
the Croat authorities are creating various obstacles for issuing of
passports and of other documents to Serbs, reads the article and underlines
that the Croat media have intensified the anti-Serbian propaganda, in an
obvious attempt to escalate nationalistic passions.

[04] PROVOCATION OF SERBS
Opening of the UNTAES transit route Osijek-Vinkovci through the territory
of the Srem and Baranja Region, already during the first two days of its
operation, as was unfortunately expected, caused incidents and anxiety
among Serbian population. Although this road was opened exclusively for the
transit traffic, with a prohibition of stopping over, staying or turning
from the road (which is passing through nine Serbian villages), on Saturday
and Sunday some hundred Croats stopped at Ernestinovo. While visiting their
houses, they caused a number of unpleasant incidents to the Serbs living
there, with many insults and threats. All this was calmly observed by the
crew of the Croat Television and ignoring the regulations of the UNTAES on
prohibition of stopping over, was approving and celebrating, as they said,
the return of Croats to their homes. After almost every move of the UNTAES
and the Croat side in the direction of the peaceful reintegration of this
region, i.e. opening of the region towards Croatia and the entrance either
of the Croat authorities or of the Croat citizens into these parts of the
region"s territory, the same picture repeats itself. Pressed by threats and
exposed to harassment, Serbs are abandoning these areas. And thus, with
every next step, the border areas towards Croatia are remaining with ever
less and less Serbian population, while a part by part of the territory is
practically being carved off from the Srem and Baranja Region.

[05] TERRORISTS ARRESTED
Information service of the Ministry of Interior Affairs of the Republic of
Serbia announced that the authorities of the Ministry have arrested in
Prishtina Avni Klinaku from the village of Bivoljak, Municipality of
Vucitrn and another several of the members of the illegal terrorist
organization "National Movement for Liberation of Kosovo". Avni Klinaku
since the year 1991 was leading the highest body of this terrorist
organization, and since 1993 is in flight. There are grounded suspicions
that Klinaku and his associates were organizing terrorist groups for
purpose of attacking persons and vital structures in Kosovo and Metohija
and were preparing for an armed rebellion. In their possession during the
search, arms and ammunition were found of different calibers, schemes and
plans for attacks on buildings and other means for conducting of terrorist
actions.

[06] YUGOSLAVIA PROMPTLY NEEDS HUMANITARIAN AID
The UN High Commissariat for Refugees (UNHCR) is of the view that the
Federal Republic of Yugoslavia, which is accommodating some 600,000
refugees, must become "a special care" case of all the humanitarian
organizations within the UN system. Yugoslavia will need a prompt
humanitarian aid in the year 1997 also, because "sanctions and war in its
vicinity have left catastrophic consequences on its economy", says one of
the basic conclusions of the UNHCR monthly report published yesterday in
Geneva. This conclusion, however, is not in accordance with the announced
UN aid for the entire area of Yugoslavia. The total amount of aid is for 33
percent smaller than last year, so that Yugoslavia should now receive only
40 million US dollars of aid.

[07] VISIT OF THE DELEGATION OF THE RUSSIAN STATE DUMA
Delegation of the State Duma of the Russian Federation, headed by its Vice
President Sergey Baburin, had talks yesterday with the delegation of the
Federal Assembly, headed by the President of the Chamber of Citizens
Milomir Minic. Delegation of the State Duma was informed of the political
situation in our country, with the work of the Federal Parliament and the
priorities of the Federal Republic of Yugoslavia internally and at the
international level. Minic underlined that the basic targets of the Federal
Republic of Yugoslavia are strengthening of peace and stability in the
region, an accelerated economic and democratic development of the country
and its return to all the international economic, financial and political
organizations and communities. In this, Minic emphasized, the Federal
Republic of Yugoslavia is expecting a corresponding engagement of the
Russian Federation in the process of reintegration of the FR of Yugoslavia
in the international organizations. The chief of the Russian delegation
pointed out that the relations between Russia and the Federal Republic of
Yugoslavia are having a high priority in the foreign policy of his country
in Europe.

[08] SAINT SAVA DAY CELEBRATED
His Holiness Serbian Patriarch Pavle officiated yesterday, on the holiday
of Saint Sava the first Archepiscope (Archbishop) and educator of the
Serbian people, the holy archierarchal liturgy in the Saint Sava"s Temple
in Vracar. Patriarch Pavle and the clergy of the Belgrade and Karlovac
Archiepiscopy (Archbishoprics) arrived yesterday to the temple at the head
of the Saint Sava holy procession, which early in the morning started from
the Cathedral church to the center of the city. After the liturgy,
Patriarch Pavle held a sermon, sending holiday greetings to those gathered
on the occasion of celebrating the holiday of the greatest Serbian educator,
whose deeds "are a model for every priest, monk and the Orthodox Serbian
people". Day of Saint Sava, the saint protector of schools, was celebrated
yesterday in the primary and secondary schools throughout Serbia. At
celebrations, pupils" performances and other festivities were held and
there was talk of the life and work of the first Serbian teacher and
educator Rastko Nemanjic - Saint Sava (1171-1235), who has been, over the
long past and until this day, was celebrated as the protector of schools.
