[01] YUGOSLAVIA HAS FULLY COMPLIED WITH ITS DAYTON CONDITIONS
Yugoslav representatives at the 96th Conference of the
Interparliamentary Union which is being held in Beijing, called
upon the participants of this gathering to help in lifting of
sanctions against our country. The Federal Republic of Yugoslavia
has in full complied with all of its conditions from the Dayton
Agreement, is continuing to strive for its full implementation and
is rightfully expecting concrete support of the international
community for final lifting of sanctions against it, without any
delay and additional conditions, as well as its return to the
international organizations - said the President of the Chamber of
Republics of the Federal Parliament (Assembly), Dr. Milos Radulovic
at the plenary session. He and the other member of the Yugoslav
delegation Miodrag Vukovic, have also pointed out at the grave
effect of sanctions, especially in the field of human rights, to
which this gathering of deputies from 133 countries of the world
is devoted. Starting with the thesis that peace and development are
mutually conditioned, Yugoslav representatives called upon the
international community to give its contribution to the economic
recovery of the entire area of former Yugoslavia.

[02] ACCELERATED REVIVAL OF PRODUCTION AND EXPORTS
The central coordination team for economic recovery in the
Government of the Republic of Serbia, analyzed economic trends over
the past period and the anticipated trend until the end of this
year. It was concluded that during the first eight months of this
year positive economic trends were achieved, with the tendency of
an accelerated revival of production and exports during the last
months. Almost on half of the industrial branches has marked a
two-figure production growth rate in respect to the last year, with
extremely high growth rates in heavy metallurgy (326 percent),
production of basic chemical products (67 percent), caoutchouc
processing (43 percent), ship-building (42 percent) and production
of light metals (23 percent). The central team is estimating that
the strategic orientation on a radical increase of exports is the
crucial task of the economy over the forthcoming period. To this
end, all the available measures in enterprises must be undertaken
in order to utilize internal reserves, through a rational
organization and management, and in this way in all the fields and
production phases to achieve the world level of quality and price
of products.

[03] DEBT REPAYMENT - IN THE INTEREST OF BOTH YUGOSLAVIA AND ITS CREDITORS
Federal Republic of Yugoslavia and its creditors have the
interest for the external debt to amount to as much as can be
supported by the economic capacities of the territory of the
Federal Republic of Yugoslavia, stated the member of the Yugoslav
delegation at the negotiations with the Paris and the London Club,
Prof. Dr. Dragana Gnjatovic. In the talks about restructuring of
our foreign debt which is forthcoming through the regulation of the
membership of the FR of Yugoslavia in the International Monetary
Fund, the World Bank and in the negotiations with the Paris Club
and the London Club, it is clear that Yugoslavia, because of
enormous losses incurred by its economy during the sanctions, would
not be able to support the burden of debt servicing under the same
conditions under which debt was repaid before the eruption of
crisis. The rearrangement of the debt, for which our country is
striving, means also coordination of the burden of repayment with
the capabilities of the country at the same time to service its
imports, says this distinguished expert. According to the
internationally accepted standards, for the foreign debt repayment
not more than 18 to 20 percent of the foreign exchange inflow from
the planned exports should be allocated. Any greater burden of
repayment would bring us in debtors trap in which the SRF of
Yugoslavia was finding itself from 1983 until 1989. Representatives
of the commercial banks of the London Club in the negotiations so
far with the Yugoslav delegation have actually respected this rule
- that the economic capacity of the territory is the basis and
guarantee of repayment of the state debt, says Dr. Dragana
Gnjatovic.

[04] FULL REINTEGRATION INTO THE DEVELOPED WORLD
President of the Executive Council of Vojvodina Bosko Perocevic
inaugurated yesterday in Novi Sad the 33rd International Autumn Fair
within which are also held the four fair exhibition: fair of food
and mechanization, fair of mill and bakery industries and the fair
of water management and fair of enterpreneurship. At these
manifestations, over 500 exhibitors are talking part form the
country and 40 companies from Austria, USA, Canada, France,
Macedonia and 22 firms form Slovenia.
"It is our basic orientation to have a continuous opening towards
the world and integration in the international economic and
financial trends, and it is our wish and intention to absorb all
the positive achievements of the developed world in production,
science, technology and to use the experiences of the developed
countries", said Perocevic and added that full integration with the
developed world is the basic prerequisite for further development
of our country.

[05] SIX GOLD MEDALS FOR YUGOSLAVS
Yugoslav inventors have won six gold medals at the Salon of
Inventions East-West Intellect in Sofia. Further to the inventors
from Belgrade, Novi Sad and other cities, at the Salon also took
part firms "Knjaz Milos" from Arandjelovac, Belgrade "Srbolek" and
Kragujevac ZIM. Mineral water "Knjaz Milos" was awarded a gold
medal for quality and mark of origin. Gold medals were also awarded
to Prof. Dr. Berislav Dimitrijevic for his medicinal-ergonomic
pillow, engineer Ljubisa Mirkovic for the device against theft of
cars, Dr. Dragutin Radovanovic for the device for drying of fruit,
vegetable and medicinal plants and Predrag Pesovic for a perfected
nautilus shower.

[06] PRELIMINARY ELECTIONS RESULTS ANNOUNCED
Chief of the OSCE mission Robert Frowick announced yesterday in
Sarajevo the preliminary election results for the President of
Bosnia and Herzegovina. Alija Izetbegovic obtained slightly below
700.000 votes, Momcilo Krajisnik slightly above 500.000 votes and
Kresimir Zubak 245.000 votes, according to the ballot papers
counted so far. Frowick specified that until now some 80 percent
of votes in the Federation have been counted and 79 percent of
votes in the Republic of Srpska, from the total number of those who
appeared at the polling stations. The final results, said Frowick,
will be known today and less than three days from now a decision
may be expected from the preliminary electoral commission which
will proclaim elections in Bosnia and Herzegovina valid.

[07] POLISH PRESS ACCUSES THREATS BY ALIJA IZETBEGOVIC
Polish press is expressing surprise at the threats by the Muslim
Party of Democratic Action and its leader Alija Izetbegovic that,
because of irregulations and some other generally known political
reasons, they will not accept the electoral results in the Republic
of Srpska. These threats and complaints, it is commented, are
calculated at maintaining as long as possible the one-sided and
one-party rule in the entire area and over all of the three
peoples. The distinguished newspaper Gazette Viborcheg is stating
that it clear that under these and such conditions neither Serbs
nor Croats will live with the Muslim in Bosnia. The news paper is
warning that Serbs and Croats will completely separate from Bosnia
if the SDA and Izetbegovic are to have such an attitude towards the
electoral results. After that for the Muslims in Bosnia the only
thing left will be a spit of land, writes the newspaper.

[08] TOO MANY DANGEROUS EXCEPTIONS
Parliamentary deputy Milorad Pupovac at a press conference held
yesterday in Zagreb, supported the adoption of the Law on General
Amnesty in Croatia, but not the concrete text of the draft law
which will be the subject of voting today in the House of
Representatives. He recalled that the previous passing of this law
was on of the significant conditions for the realization of the
agreement on normalization of the relations between the FR of
Yugoslavia and Croatia, but that such a proposed law is fact is a
revision of the signed agreement. While the agreement specifically
states the obligation for proclaiming amnesty for all crimes
committed in respect to the armed conflicts, expect the war crimes,
in the proposed law such a large maunder of crimes is being
excepted from amnesty, that the very notion of the war crime is
becoming completely relative and its true sense is being lost.
Pupovac further states that also there is no foreseen revision of
the International Criminal Tribunal for the War Crimes. The law on
general amnesty as it is now proposed is narrowing down and
revising the agreement on normalization and will not contribute to
the mutual confidence building and elimination of effaces of the
war, said Pupovac.
