[01] ELECTIONS IN THE REPUBLIC OF SRPSKA AND IN THE MUSLIM-CROAT FEDERATION - THE FASTEST WAY TO GLOBAL NORMALIZATION

President of the Republic of Serbia Slobodan Milosevic received yesterday the chief of mission of the O.S.C.E. in Bosnia-Herzegovina, Ambassador Robert Frovick, with his associates.

During the talks in an atmosphere of openness, support was given to the efforts of the O.S.C.E. to render assistance to a successful implementation of the Peace Agreement on Bosnia, and especially to securing and protecting of human and civic rights. The greatest attention was focused on the actual civil matters of the Peace Plan, especially on the efforts to hold elections in the scheduled time for legal institutions in the Republic of Srpska and the Muslim-Croat Federation. In the opinion of President Milosevic, this is the fastest way to a global normalization, including the process of return of refugees to their homes. (Vecernje novosti, January 25, 1996)

[02] UDOVENKO IN BELGRADE

Federal Prime Minister Dr. Radoje Kontic received yesterday Ukraine Minister of Foreign Affairs Genady Udovenko, who is on an official visit to the Federal Republic of Yugoslavia.

In a friendly and cordial talk mutual interest was confirmed and readiness expressed of Yugoslavia and Ukraine to renew, promote and develop bilateral relations and intensify high-level intergovernmental contacts.

Foreign Ministers of Ukraine and the FR of Yugoslavia, Genady Udovenko and Milan Milutinovic have signed yesterday evening in Belgrade the Agreement on cooperation in the field of education, culture and sports and the Protocol on mutual diplomatic consultations between the two countries. [03] YUGOSLAV ASSETS RELEASED

German Government has released Yugoslav assets after having suspended limitation in payments and transfer of capital - and retroactively - as of November 22, 1995.

According to this decision of the German government, only some limitations have remained in force pertaining to "the assets of Serbs from Bosnia". More detailed explanations, however, could not be obtained yesterday from the competent German authorities regarding the assets in question and what will be the elements to determine what belongs to "Serbs from Bosnia". (Borba, January 25, 1996)

[04] COOPERATION WITH THE HAGUE TRIBUNAL

At the press conference in the Federation Palace in Belgrade, Deputy Prime Minister of the Federal Government Uros Klikovac, while answering the question whether the adoption of the law is foreseen which would make possible extradition of individuals, citizens of the FR of Yugoslavia suspected of war crimes to the International Tribunal in The Hague, said the following: "Yugoslavia already has its own laws making possible cooperation with the corresponding international organizations and institutions, and passing of some special laws is not foreseen. Federal Republic of Yugoslavia already has its Criminal Code and the Law on Criminal Procedure which allow certain forms of cooperation with the International Tribunal in The Hague. Our Constitution, however, does not allow extradition of citizens of the FR of Yugoslavia either to The Hague Tribunal or to individual countries. If it should be established or if there should be a justified suspicion that there are citizens of the Federal Republic of Yugoslavia who have violated the international humanitarian law, competent authorities have the duty to prosecute. In the Federal Republic of Yugoslavia there are already several of such proceedings as the ones conducted by the International Tribunal in The Hague'.

Federal Deputy Prime Minister also said that the Federal Republic of Yugoslavia has already communicated its stand and has foreseen corresponding cooperation with the International Tribunal in The Hague through an eventual bureau in Belgrade. Competencies of this bureau and manner of its operation would be additionally agreed upon. (Politika, January 25, 1996)

[05] WASHINGTON D.C. THREATENS MUSLIM GOVERNMENT IN SARAJEVO

State Department has taken a very strong stand towards the Muslim Government in Sarajevo: if they are not to release and without any delay all Serbian prisoners and expel Iranian mujjahedins, the United States will stop military and financial aid. Some American officials are openly accusing the Bosnian Muslim leaders of "playing a two-face game" - wishing to preserve moral, diplomatic, military and financial support of Washington D.C., while at the same time continuing to develop military cooperation with Iran.

According to Nicholas Berns, the State Department spokesman, Washington is expecting that two conditions made to the Government in Sarajevo be fulfilled prior to the arrival of the Secretary of State Warren Christopher, who is to visit this region by the end of next week.

One influential person in the State Department said that some of the Muslim leaders in Bosnia are "on the Iranian pay-roll" and believe that they can get arms both from Iran and from the United States. (Politika, January 25, 1996)

[06] ZAGREB MUST NOT ATTACK SREM AND BARANJA REGION

The greatest attention of the Croat public and political structures recently is devoted to the events and development connected with the Erdut agreement on reintegration of Baranja and Western Srem into the constitutional and legal system of the Republic of Croatia. A part of the interview by the U.S. Ambassador in Croatia Peter Galbright for the weekly "Globus" was devoted to this topic.

When asked if it is true that Croatia "will have if not a green light, at least understanding for military action in Eastern Slavonia" if the agreed de- militarization is to fail, Galbright answered: "No. Military action could cause tragic consequences for the entire world and we would not have understanding for it, and neither would it be acceptable".

The U.S. Ambassador also says that "it is in the interest of both sides to implement the agreement", and that he "is not doubting the final result of this process", i.e. as he says "these areas will be an integral part of Croatia. Serbs have no choice and will have to accept that". (Politika ekspres, January 25, 1996)

[07] RE-OPENING OF THE BELGRADE-ZAGREB HIGHWAY

Representatives of the United Nations have announced for today re-opening of the Belgrade-Zagreb highway, but only for the UN and NATO transport vehicles. Chief of the UN information service in Zagreb Philip Arnold stated that the UN have obtained permission for opening of the highway both from the Yugoslav and from the Croat authorities.

Traffic along the "Brotherhood-Unity" highway between Belgrade and Zagreb was suspended in summer of 1991 when war had erupted in Croatia and when the joint federation had disintegrated. This highway was the most frequented traffic route and the backbone of the road transport of former Yugoslavia. (Politika, January 25, 1996)
