[01] Official visit to Romania of Lord Chancellor of the United Kingdom of Great Britain and Northern IrelandLord Chancellor Irvine of Lairg was received by the Prime Minister of Romania, Mugur Isarescu, who after the talks with the guest said that the only foreign assistance which Romania really needs is TRUST. The host informed the British guest about the draft of the Cabinet regarding the creation of a fiscal regime favorable to all in this country as well as about tax exemption, exemption of custom taxes, of VAT for imports of machinery and equipment. In the opinion of the Prime Minister of Romania these measures are aimed at simplifying the administrative procedures and establishment of clear and equal rules for all businessmen. According to the fax received from the Cabinet by RADIO ROMANIA ACTUALITATI Lord chancellor Irvine of Lairg asked for and received information about the working out of the strategy of medium term economic development of Romania and the present stage of negociations with the International Monetary Fund. Also on Monday the British guest had talks with the Chairman of the Senate Mircea Ionescu-Quintus and with the Romanian minister of justice Valeriu Stoica, the talks having been focused on the reform of the judiciary system in Romania. RADOR[02] Romanian visit of the French minister of European affairsNow on an official visit to Romania the French minister for European affairs Pierre Moscovici had talks with the Romanian foreign minister Petre Roman during which the guest reaffirmed the firm and consistent support of France for Romania's accession to the European Union voicing in this sense the readiness of the Paris Cabinet to intensify relations among institutions for the efficient negociation of the chapters provided for in the process of negociations. In as far as visas are concerned for the Romanian citizens to the Community area Mr. Moscovici said that by the end of the mandate of France at the chairmanship of the Council of the European Union which starts on 1 July, this isssue is settled. Foreign minister Petre Roman pledged to actively cooperate with the member countries of the European Union to give necesssary guarantees for the free circulation of the Romanian citizens. As informed by RADIO ROMANIA ACTUALITATI, Cabinet Minister Pierre Moscovici announced the intention of the French Government to offer relief aid to the victims of the floods of Transylvania in the form of construction materials. RADOR[03] Jamie Shea says "Romania is a country where the political and popular consensus is very large and I do not expect any changes of this trend"Asked if the coming back to power of PDSR - Social Democracy Party of Romania -would be a barrier in the way of building NATO - Romania relationships or if this could slow down the process of integration of our country in the NATO structures, NATO spokesman Jamie Shea said among others in an interview to Vasile Neacsa, associate professor at the Free University of Brussels, an interview taken over by RADOR that, we quote: "In the first place we want that all countries that are admitted within NATO be democratic countries and democracy implies change of governments from time to time. Governments change according to the will of the population of the respective country, by free and correct elections. In the second place NATO and the European Union are fundamental choices on which the respective society must decide. For us it is important that the choice of the direction enjoys the consensus of the society in question. Not only one single party should support this orientation but the main center moderate parties. In other words it is important that the sum total of political forces in a country which wants to become a member be in favor of NATO integration. In the case of Romania where there is a large consensus as the main political parties are supporting this. A change of government would mean a change of domestic policy. The main trends of foreign policy such as accession to NATO or the European Union do not change in a sound and stable society. In Romania the political and popular consensus is one of the highest, higher than that of Poland even. I think this situation would remain the same all the more as Romania is one of the main candidates to accession in the next move of enlargement of NATO".In the same interview Jamie Shea also answered another question refering to the fact that if the coming back to power of the PDSR leader, Ion Iliescu, would be an obstacle in the way of developing relations between Romania and NATO. Regarding this possibility, Jamie Shea said: "I visited Bucharest together with Mr. Solana four-five years ago and we had a talk with Mr. Iliescu who was then the President of the country. He did underline in very precise terms that his political orientation is in favor of NATO integration. For us it was clear then. I repeat, Romania is a country where the political and popular consensus is very large and I do not expect this to change." [04] Prime Minister Mugur Isarescu met with the Cabinet ministers entrusted with economic issuesPM Isarescu estimates that the most important concern of the Cabinet now must be ensurance of balance in as far as money from the budget is concerned and also the money coming from the European Union as well as from any other financial organizations. The Prime Minister will get involved in this action as he intends to distribute the sums to the towns and villages where population has been mostly affected by the closing down of companies or following natural disasters. According to RADIO ROMANIA ACTUALITATI the National Agency of Regional Development has 400 projects that have European Union financing. The projects are aimed at the improvement of infrastructure, river bed laying out, protection of the environment, support for agriculture and development of the countryside. RADOR[05] The Government spends 45 billion lei for the local elections of BucharestThe Prefect of Bucharest, Ion Iordan, said at a press conference on Monday that the Cabinet will spend 45 billion lei for the local elections of the city of Bucharest for both ballots. Last day for the runners to announce their candidacy is 5 May, informs RADIO ROMANIA ACTUALITATI. RADOR[06] Leadership of Electoral Bureau was nominatedAccording to legal provisions the President of the Bucharest Court nominated Cristina Negru to the office of President of the Electoral Bureau while her deputy is Nicolae Dan Chiujdea, informs RADIO ROMANIA ACTUALITATI. RADOR[07] PDSR - Social Democracy Party of Romania - will not vote for the state budget and that of insurance in the present versionNicolae Vacaroiu - vicepresident of the party - declared that PDSR will not vote for the state and insurance budget in the present version. The statement was made at the end of the operative session of PDSR yesterday and was quoted by RADIO ROMANIA ACTUALITATI. Mr. Vacaroiu also added that his party would further stand for the adoption of the amendment regarding salaries of officials. RADOR[08] Agricultural Bank of Greece creates Insurance Company in RomaniaAgricultural Bank of Greece announced its intention to set up Insurance Company in Romania under the name of Insurance Company Agricultural Bank of Greece (ABG Insurance Co.). Agricultural Life has 50 per cent of the stock of the new company while Agricultural Insurance has 40 per cent of the stock. The Agricultural Holding has 5 per cent and ATE Finance the rest of 5 per cent. ANA Agency which transmits the story also adds that the capital of the company will reach 500 Drachmas in the next three years. The products of the company will be promoted by network of sales and later on by one or several banks under Bancassurance. RADOR[09] Relief aid given by the Presidency of Romania to the victims of the floods in this countryIn the interval 17 - 22 April a campaign of granting relief aid to the victims of the floods in Romania was organized by the Presidency of Romania through the intermediary of the State Lottery under the name of SOLIDARITY LOTTERY which is a non-profit organization. Funds worth three billion lei were distributed to counties Alba, Timis and Caras - Severin RADIO ROMANIA ACTUALITATI reports adding that money is being used for repairing roads and bridges, churches and houses. RADOR[10] Emergency assistance given by the Cabinet to families of the Jiu ValleyMore than 1600 families of the Jiu Valley (a region where coal mines were closed) have received emergency aid from the Cabinet of Bucharest worth 2.7 billion lei; end-users are persons that have no revenue whatsoever regardless of the fact that they have been miners or not. The correspondent of RADIO ROMANIA ACTUALITATI reports that starting April another 1200 families of the area will receive solidarity assistance.Local authorities are of the opinion that if this money had been used for creating job opportunities in the region the situation would have been better. RADOR [11] Rally against family violencePiata Revolutiei of Bucharest saw the unfolding of a peaceful rally against family violence. According to RADIO ROMANIA ACTUALITATI the action was aimed at warning against family violence and against the proportions which this kind of violence tends to acquire in our country. The Romanian branch of CIVIC EDUCATION PROJECT and the organization EQUAL CHANCES FOR WOMEN of the town of Iasi alongside other 4o foundations and associations all over the country are asking the Chamber of Deputies to vote urgently the draft bill against family violence and criminal sexual violence. Also on Monday signed was the protocol of the interministerial committees of Romania and the Republic of Moldova by the guest and by the Romanian foreign minister Petre Roman.Also signed were protocols of collaboration among the ministries of justice, industry, culture and the customs authorities of the two countries, transmits RADIO ROMANIA ACTUALITATI. The foreign minister of Romania estimated that the document expresses the political will of the two countries to give new substance to the special relations between the two states. The pledge of Romania to support the Republic of Moldova in her efforts of European integration has already been demonstrated and Romania further pledges to grant support to the Republic of Moldova from the political, economic and diplomatic points of view in her efforts said foreign minister Petre Roman. In his turn vicepremier Cucu said the documents signed would contribute to the boosting of relations between Romania and the Republic of Moldova and will lead to developed economic cooperation between the two states.
