[01] Meeting of Prime Minister Isarescu with the Leaders of the Ruling
coalition
The leaders of the Ruling coalition met on Sunday with Prime Minister Mugur
Isarescu for talks on the budget for the year 2000, the problem of
education and the date of local elections, infoms RADIO ROMANIA ACTUALITATI
adding that in the press statement released Prime Minister Mugur Isarescu
stressed that the ruling coalition supported a budget built in close
correlation with the two national priorities: cutting down inflation and
economic increase. In this sense any request of increasing budget
expenditure cannot be solved by reducing investments or by the increase of
the budget dificit. Referring to the issue of education another 3700
thousand million lei are alotted corresponding to the level negociated with
the managerial board of the Ministry of Education. The money results from
slimming expenditures and cutting down bureaucratic activities in all
budget sectors. Representatives of the ruling coalition suggested local
elections to unfold on 4 and 18 June and pledged to speed up the passing by
Parliament of the draft bill for altering the Electoral Bill.
[02] President Emil Constantinescu received the Turkish Prime Minister
Bulent Ecevit
The President of Romania, Emil Constantinescu, received the Prime Minister
of Turkey, Bulent Ecevit, both parties having stressed during their meeting
the very good relations between the two countries which can be considered
as a model of cooperation for the countries of the region. According to a
communique of the Presidency of Romania President Constantinescu informed
the Turkish Prime Minister Ecevit of the interest manifested by the
Romanian specialized companies to participate in the development of the
power sector of Turkey, in the development of atom power, of modernizing
crude oil processing sectors, of building pipes and ducts for the transport
of crude and natural gas of Turkey. Romania is very much interested in the
export of electric power to Turkey. Also presented were the intentions of
Romanian companies to participate in the building of atom power stations in
Turkey and provide technical assistance for the building of coal mines. The
Constantinescu - Ecevit talks also stressed aspects of regional cooperation
with a focus on the activity of the Romania - Bulgaria - Turkey trilateral.
The President of Romania asked the Turkish guest for support for the
ratification by the Turkish side of the accord of cooperation and for the
prevention as well as the combatting of crimes in the frontier areas and of
the Charter signed on 26 May last year, RADIO ROMANIA ACTUALITATI informs.
[03] Final session of the Conference of the Heads of State and Government
of South Eastern European countries
According to RADIO ROMANIA ACTUALITATI the Final Session of the Conference
of Heads of State and Government of South Eastern European countries
concluded one hour earlier than scheduled on Saturday 12 February, at 17:00
at the Palace of the Romanian Parliament by the Final Declaration of the
Bucharest Conference which lays particular stress on the process of
cooperation in South Eastern Europe. The participants have expressed their
appreciation for the involvement of the European Commission in the speeding
up of navigation on the river Danube. The final session also witnessed the
signing of the Charter of relations of good neighbourliness, stability and
cooperation in South Eastern Europe. After the conclusion of the Final
Session of the Conference of Heads of State and Government of South Eastern
European countries, the President of Romania opened a press conference
during which the leaders of the delegations present at the Final Session
made statements to the media at the Palace of the Romanian Parliament.
[04] The President of Romania made the opening address after which he

The first two guests to address the media were, in this order, the Prime
Minister of Greece and the Prime Minister of Turkey. We bring you their

[05] Statement of the Prime Minister of the Government of Greece, Costas
Simitis
Costas Simitis: This is our third meeting, after we had our first meeting
in Crete and a second meeting at Antalya, after the Kosovo war. The problem
which keeps coming to my mind is whether the process will be continued.
Today's meeting has confirmed the fact that it is necessary that we deal
with all these issues together, all problems that must be solved. The
future of the Balkans can be positive only if it is based on collaboration,
on an exchange of views and joint effort, so that we should work together
for the solving of the smaller or major problems. We must fight together
against crime, but we must also develop infrastructure and promote
stability in the region. I believe today's meeting has been extremely
useful, as, besides general declarations we also proved that we are willing
to adopt measures to reach concrete results. We also talked of the Pact of
Stability, we underlined the fact that we must set our priorities, we must
have a machinery by which these priorities be promoted and turned into
projects and then action. Now when we leave Bucharest we are convinced that
our action has been positive and our efforts will continue. We thank you.

[06] We now bring you the statement of the Prime Minister of Turkey, Bulent
Ecevit
Our Romanian colleagues deserve all praise and our congratulations for the
excellent organization of the meeting and for their contribution to the
process of collaboration and cooperation among the countries of South
Eastern Europe. Naturally, the most important achievement of this meeting
is the signing of the Charter regarding the relations of good
neighbourliness, stability and cooperation in South Eastern Europe. I have
been encouraged very much in the last few months by the determination of
the peoples living in the Balkans, in South Eastern Europe, for the solving
of all their problems by cooperation and collaboration. I was also
impressed and encouraged by Mr. Hombach and his statement this afternoon
pleading for the solving of the problems of the region. There further are
some critical aspects in our region, especially the accord for Bosnia and
Hertzegovina of Dayton, which until now has brought no happiness and no
reconstruction to our region. Reconstruction in Kosovo is a first hand
urgency. I have the impression that the Balkan countries, the South Eastern
European countries are determined to deal with their own problems. In the
mean time I have had the pleasure to meet again with Mr. Simitis on this
occasion and with Mr. Papandreu: we have been encouraged a great deal and I
know that the peoples of the region have been encouraged so that the allied
countries in the area, Greece and Turkey, have started a promising dialogue
to solve their own problems. This is a clear demonstration of the fact that
if there is enough determination, all problems, all questions of the region
can be tackled and can be solved by the peoples, by the politicians and the
governments of the region.

[07] Prime Minister Mugur Isarescu met with the special coordinator of the
Pact of Stability in Europe, Bodo Hombach
Several projects of the Pact of Stability of South Eastern Europe starting
with the Romanian - Hungarian frontier to the proximity of the bridge
across the river Danube will be applied concurrently in the Spring of the
year 2000 said Prime Minister Mugur Isarescu at the end of his talks with
Bodo Hombach, special coordinator of the Pact of Stability. The Romanian
Prime Minister said these projects are practically finalized but however
further wait for proper financing. In this sense Mr. Mugur Isarescu said,
we quote: " Both I and Mr. Hombach do believe that financing will be
forthcoming. International investors in the first place need confidence and
the Pact of Stability can build this kind of confidence. Foreign investors
may rely on the Romanians, for sure ". In his turn Bodo Hombach said the
following: " Romania is a country with great resources, a country with well
trained people who have a strong motivation. I can compare it to an engine
which is ready to start and all it needs is fuel. Fuel we can provide and
from this moment on we are indeed a team ", said coordinator Hombach
