[01] President Emil Constantinescu promulgated the law of restitution of
tillable land and forests.
The President of Romania promulgated the bill of restitution of tillable
land and of forests at the Cotroceni Palace as part of a festivity at which
participating were the presidents of the two chambers of parliament, a
number of Cabinet officials and a group of farmers representing the almost
one million families that benefit of the newly signed bill. President
Constantinescu said it was for the first time that he signed a bill as part
of a public ceremony with the participation of officials representing the
authority that has had an important role to play in its working out and has
an important role in its implementation.
The President added that 10 January 2000 is a historic day as it marked the
reparation of one of the most serious injustices of the former communist
regime. Emil Constantinescu recalled the hard and sinuous road of the bill
that was initiated by a group of MPies belonging to the Romanian Democratic
Convention in 1997 and he mentioned that besides hundreds of amendments to
the bill there were also barriers of a political nature which hindered the
voting and passing of the bill. The President specifically mentioned PDSR -
Party of Social Democracy of Romania - specifying the ways and means by
which that party tried to hinder the passage of the bill. President
Constantinescu thanked the initiator of the bill senator Vasile Lupu, he
also thanked the PNTCD and PNL parliamentary groups, all MPies belonging to
the coalition and also the independents as well as those in the opposition
that voted for the bill. The President also thanked the peasants that
during the communist regime did not loose faith in winning back their right
over the land. The President told the peasants and farmers that kept with
patience the sacred documents attesting their deeds of owners of the land
that they should not fear threats of politicians who dare tell the peasants
that they would not get their land back ever. As long as he would be
President of the country he would watch over the integral implementation of
the bill. The Head of the Romanian State also said that local
administration officials and prefects should be in the forefront of the
action of the rapid and correct implementation of the bill, informs RADIO
ROMANIA ACTUALITATI.
[02] Premier Isarescu met with members of his Cabinet to work out the
strategy of negociations with the IMF delegation.
The Prime Minister of Romania met with members of the Cabinet and
established that as part of the negociations with the IMF delegation the
Romanian side should stick to the levers already designed for the economic
activity of the year 2000 in the government programme and namely: a deficit
of 3 per cent of the GDP and inflation between 25 - 30 per cent. The same

the Prime Minister met with Finance Minister Remes, with minister of
industry and trade Berceanu, with minister of transportation Basescu,
minister of agriculture Muresan,minister of labor and social protection
Smaranda Dobrescu, president of the State Ownership Fund, Radu Sarbu and
vicegovernor of the National Bank of Romania, Mihai Bogza. <P>
[03] Press conference of the Christian Democratic National Peasants Party -
PNTCD.
President of the Party Ion Diaconescu said at the press conference on
Monday that any violation of the party discipline will be sanctioned
according to rules and regulations. He added that until now the members of
the group of Brasov have not suffered any penalty for their activity but
that in future the statute of the party will be strictly observed.
Answering the questions of the media regarding the fact that the group of
Brasov might continue to meet together president Diaconescu said, according
to RADIO ROMANIA ACTUALITATI, that if the group continues activity all
measures of the statute will be taken. Mr.Diaconescu also asked for any
party member found guilty of infringing upon the laws of the country to be
punished accordingly. During the same meeting with the media president
Diaconescu said that the permanent delegation of the party should rally by
the end of the month to decide on filling vacancies of the leadership
structure while the entire leadership of PNTCD will be renewed by the
congress of the party after general elections in Romania. During the same
meeting with the press, spokesman Remus Opris said that it is not
impossible for representatives in the leading body of the party to be
replaced by the permanent delegation of PNTCD.
[04] Prime Minister Mugur Isarescu received a delegation of the
Administration Council of Romanian businessmen
The delegation handed a note to the Prime Minister containing a number of
problems that need to be settled as fast of possible to normalize economic,
financial environment and for the speeding up of the reform process. The
Premier also received another material with various situations facing the
Association members, reads a letter faxed to RADIO ROMANIA ACTUALITATI.
[05] IMF negociators team starts talks with Romanian officials
The budget for the year 2000 is in the focus of attention during the talks
between the visiting IMF team and Romanian officials. Also under discussion
are issues linked to salaries, privatization and restructuring of public
companies in the first place. According to counsellor for communication
Adrian Vasilescu the first meetings have taken place at the Ministry of
Finance and the National Bank of Romania. Prime Minister Mugur Isarescu
informed both the Executive Bureau and the Cabinet that the Romanian team
is made up of top professionals and that the aim of our team is
reestablishing credibility. Counsellor Vasilescu is quoted by RADIO
ROMANIA ACTUALITATI with the assumption that Romania has immense
possibilities and also excessive spending. That is why the Cabinet led by
Prime Minister Isarescu will cut off useless spending. The budget for 2000
will be a rational budget and not an austerity budget as it has used to be
of late.
[06] Letter sent to Foreign Minister Petre Roman by Robin Cook
British Secretary of FCO Mr. Robin Cook sent a letter to Foreign Minister
of Romania Petre Roman which estimates that the new foreign minister of
this country was designated at a historic moment for Romania after the
decision adopted in Helsinki to invite our country to start negociations of
accession to the European Union. Mr. Cook writes in the letter that both he
and Prime Minister Tony Blair have welcomed the decision of the Helsinki
forum assuring the Bucharest authorities that the United Kingdom will
support Romania where it is possible to do so. Estimating that bilateral
relations are excellent the British Foreign Secretary voices his hope that
these relations will be consolidated. RADIO ROMANIA ACTUALITATI mentions
that the message also specifies that Romania will be visited by the British
secretary for Europe keith Vaz and that Petre Roman was invited to visit
London as foreign minister of Romania.
[07] Vicepresident of the Romanian Parliament Chamber of Deputies Adrian
Nastase attended the meeting of the Commission for legal matters and human
rights of the Parliamentary Assembly of the Council of Europe
On Monday Adrian Nastase attended the already mentioned meeting which
unfolded in Paris. Under debate were also the requests of joining the
European Council of Armenia, Azerbadjan and Bosnia-Hertzegovina. According
to a communique of the Chamber of Deputies and received by RADIO ROMANIA
ACTUALITATI Mr. Nastase meets today Gil Robles, commissioner for human
rights of the Council of Europe.
[08] Festive concert under the patronage of the Romanian Embassy in
Brussels
A festive concert of CAMERATA LINKEBAEK orchestra of Brussels was organized
by the Romanian Embassy to Belgium in cooperation with the Romanian -
Belgian House of Culture conducted by the Romanian born musician Emil
Baclea who turned 80 on Monday. Mr. Baclea founded the first music high
school of Bucharest in 1949 and played the bassoon in the symphony
orchestra of the Romanian Radio Broadcasting Corporation. The concert
included compositions of George Enescu, Alfred Alessandrescu and Filip
Lazar in an attempt to make the Belgian public appreciate Romanian music,
said maestro Baclea to the correspondent of RADIO ROMANIA ACTUALITATI.
Money obtained following the concert will be donated for the restauration
of abbey Bistrita of county Neamt, Romania.
