[01] The Parliament of Romania approved the Budget for the year 2000
The two chambers of the Romanian Parliament approved the state budget for
the year 2000 with 236 votes for, 56 against and 10 abstentions. The
document adopted is quite different from the draft submitted by the
Cabinet to Parliament for approval so that the Ministry of Finance issued
a communique reading that sustained monitoring is necessary for the
observance of the three basic component parts: an inflation reading 27 per
cent, a budget deficit of 3 per cent and an economic increase of 1.3 per
cent. Although they did not vote for the budget the PDSR - Social
Democracy Party of Romania - MPies, representating the main opposition
party, said the budget adopted may contribute to the extention of the IMF
accord and of the agreement with the World Bank. RADOR
[02] The President of Romania attends the seventh meeting of the heads of
state of the Central European countries unfolding in Hungary
President Emil Constantinescu will participate on Friday at Szekesfehervar
in Hungary in the proceedings of the seventh meeting of the heads of state
of Central Europe alongside the Presidents or Prime Ministers of Austria,
Bulgaria, Croatia, The Czech Republic, Germany , Hungary, Italy, Poland,
Slovakia, Slovenia and the Ukraine, informs RADIO ROMANIA ACTUALITATI. The
initiative of organizing this form of cooperation among heads of state of
Central - European countries was launched in 1993 by the President of
Austria, Thomas Kleistil. Romania was a first time guest in 1998 and
Croatia is attending for the first time this year. The president of
Hungary, Arpad Gonz, suggested that the meeting could adopt a political
declaration this year under the name BASES OF COEXISTENCE IN THE THIRD
MILLENNIUM. Besides issues which are specific to the region also tackled
are, during bilateral talks and meetings, NATO and European Union

[03] Romanian MPies decided that increase of their salaries be operated
right after the release of the Law of the Romanian State Budget in

Romanian parliamentarians have decided that increase of their salaries
become operational right after the release of the Law of the State Budget
in MONITORUL OFICIAL in this way having rejected the amendments of PDSR
and PNL - National Liberal Party - by which these increases could have
become operational on 1 November this year, reports RADIO ROMANIA

[04] Meeting of Prime Minister Mugur Isarescu with Cabinet ministers
entrusted with economic issues
Prime Minister Mugur Isarescu met on Tuesday with Cabinet ministers
entrusted with economic issues, namely Mircea Ciumara who is the Chairman
of the Economic and Financial Council, Decebal Traian Remes who is Finance
Minister and Radu Berceanu, the minister of industry and commerce.
Discussed were public utilities which are seen from three different points
of view and namely: restructure of energy, transports, gas, water,
sewerage and other services in the towns and cities of Romania, funds and
capitals of these companies as well as salaries of managers and employees.
According to RADIO ROMANIA ACTUALITATI this is one of the meetings in a
series of meetings of the Prime Minister with Cabinet ministers entrusted
with economic matters and responsibilities. RADOR
[05] Chief negociator of the International Monetary Fund Emanuel
Zervoudakis arrived in Bucharest on Tuesday
Chief negociator of the International Monetary Fund Emanuel Zervoudakis
arrived in Bucharest on Tuesday heading a delegation of experts that will
talk with Romanian officials a number of issues which pertain to the
budget of this country. The two sides are reviewing the accord concluded
last year and which comes to term on 31 May; it is on the basis of this
accord that Romania receives 576 million USD of which only 73 million were
released to our country until now as we did not comply with a number of
requests of the IMF related to economic indicators. The aim of the
negociations is the wording of a letter of intention with a view to be
debated later on by the Board of Directors during the month of May. If
successful the accord with the International Monetary Fund could be
extended by February 2001, which would allow Romania cover deficit of
loans worth more than one billion USD, a loan acquired from the private
capital market. RADOR
[06] Ministry of National Defense of Romania worded the text of information
doctrine of the Army
Departments of the Ministry of National Defense worded the text of the
doctrine of information of the Army reads a communique of the Ministry
which is quoted by RADIO ROMANIA ACTUALITATI. The new document is fully
compatible with the military doctrines of the NATO members. RADOR
[07] Federation of Jewish Communities of Romania is demanding that measures
be adopted by the authorities against the reorganization of the legionaire
movement
The Federation of Jewish Communities of Romania is demanding that measures
be adopted by the authorities of Romania against the recrudescence of the
legionaire movement in this country which is deeply and vastly anti-
Semitic and xenophobic. In a declaration sent to the Presidency, to the
Government, to the Senate and to the Chamber of Deputies the federation
estimates that the legionaire circles pretend to be cultural organizations
and do not obey the laws of Romania. In essence the declaration demands
that, as many young students and higher education students of this country
are already attracted by these circles, measures be adopted by the
observance of the Penal Code which will ultimately forbid nationalistic
and chauvinistic activities, hatred of ethnic groups and xenophobia.

[08] Foreign Minister Petre Roman forwarded to the Parliamentary Parties of
this country the draft of the political treaty with the Republic of
Moldova
On Tuesday foreign minister Petre Roman met with representatives of the
parliamentary parties and told them that the formula of the treaty with
the Republic of Moldova which is called priviledged partnership treaty is
meeting the interests of Romania and of the Republic of Moldova in as far
as integration in the European Union is concerned as well as the long term
interest to bring the Republic of Moldova as close as possible to Romania.
Noting that different points of view were noted by various political
parties in connexion with the treaty Mr. Roman said the moment of signing
the treaty is to be agreed upon together with the Republic of Moldova.

[09] The bill authorizing the Ministry of Finance to guarantee a foreign
loan to EXIMBANK
The bill was promulgated that authorizes Ministry of Finance of Romania to
guarantee obtaining of a loan for EXIMBANK worth 50 million DM reads a
communique of the Presidency of Romania quoted by RADIO ROMANIA
ACTUALITATI. The loan comes from CREDIT ANSTALT FUR WIEDER AUFBAU and it
is destined to the achievement of the programme of developing small and
middle sized companies of Romania having Romanian majority capital. RADOR
[10] Press conference at the Romanian National Bank
On Tuesday the National Bank of Romania hosted a press conference of
vicegovernor Mihai Bogza referring to the situation of the banking sector
for 1999 and the measures adopted by the Central Bank in the present
context of the economy and financial situation of Romania. Following
measures adopted by the National Bank of Romania there is no systemic
danger threatening the banks of the country although banks may go bankrupt
in the future too in this country. If there is no profit, there always is
the danger of bankruptcy, added the vicegovernor. RADOR

Parliament of Romania continues debating budget of state social insurance.
Romanian foreign minister Petre Roman goes to Chisinau, the Republic of
Moldova, to attend the meeting of the foreign ministers of the countries
member of economic cooperation agreement of the Black Sea. Romania will
take over the presidency of the body for the next six months. <P

Monetary Fund with a view to extending the stand-by accord: the delegation
of the International Monetary Fund is led by Emanuel Zervoudakis.
