  • [01] Supreme Council for the Defense of the Country meets in emergency session

    The Supreme Council for the Defense of the Country met in emergency session under the chairmanship and at the call of the President of the country Emil Constantinescu taking into account the seriousness of the aftermath of the recent floods in Romania. After the session the President of Romania told media the Council adopted measures for food, financial and material assistance to the victims of the floods, for the sheltering of the families that have no homes in the affected localities, for the urgent repair of the infrastructure and supply of all localities affected with gas and power. In 30 days the Cabinet will have to start all these actions and by the end of May the Council is to be submitted the strategy on a medium and long term for the prevention of negative phenomena among which also floods and pollution with industrial by-products. The Cabinet of Romania is to ask, on the bases of projects, for the support of the European Union and other international bodies, in order to increase protection of the environment and will take action for transfrontier cooperation on issues of environmental protection and flood prevention. Identified were financial means for reaching the already mentioned objectives. Financial means were identified among which the SOLIDARITATEA money fund which is to become operational in a week as well as a Fund worth 22 thousand million lei as the disposal of the Ministry of Finance in PHARE programmes. Another point on the agenda of the Supreme Council for the Defense of the Country dealt with ecology problems which have become issues of national security. The President of Romania estimates that ecology risks have become a danger for the interests of Romania which wishes to be integrated into the European Union. The Supreme Council for the Defense of the Country adopted emergency measures in this domain as well. RADOR

    [02] Preparations for the local elections

    Cabinet Minister Vlad Rosca asked prefects on Wednesday to speed up the process of assessment and centralization of requests in the wake of the floods that hit Romania last week. Also discussed were technical aspects linked to the unfolding of local elections. It was decided that the voting papers be printed by each and every county of Romania and the action should come to an end on 24 May. Requests for printing paper are handled by the National Administration of State Reserves. According to the communique received from RADIO ROMANIA ACTUALITATI experts of the Ministry of the Public Offices and of National Statistics Committee will have meetings in all counties in order to solve all technical issues linked to local elections in this country.     [03] Assistance from the Presidency and from the Cabinet of Romania to victims of the floods

    Arriving at Caras Severin were transports of food, clothes and blankets as a first emergency from the Presidency of Romania and from the SOLIDARITATEA Fund as well as from the National Administration of State Reserves. RADIO ROMANIA ACTUALITATI mentions that six of the villages which were among the most affected received aid worth 600 million lei. A detachment of the SARMISEGETUSA 54 Army Corps Engineers arrived in the area to help build dams, fix the bridges and repair the damages access roads. RADOR

    [04] Aid from the Red Cross National Society of Romania

    RED CROSS National Society granted humanitarian aid to the population of eight counties among which Hunedoara, Alba, Arad, Mures, Caras Severin, Timis, Satu Mare and Bihor. In the communique received by RADIO ROMANIA ACTUALITATI it is specified that aid is worth 400 million lei and consists in blankets, bed clothes, clothes, food and mineral water. Today water purification equipment of large capacity is being installed in county Arad while county Timis receives aid worth 260 million lei. RADOR

    [05] Danube waters could overflood

    Slight decrease of the level of the Danube led to figures reading 682 cms. at Calafat and Vidin. The flooded area of the Danube which is made up of low plain is already under water. In between Calafat and Ciuperceni in Romania traffic is controlled as water has almost covered the highway reports RADIO ROMANIA ACTUALITATI. RADOR

    [06] Debates on the draft budget for the year 2000

    Joint session of both Chambers of the Parliament of Romania continued yesterday when six articles of the draft budget for 2000 were dopted. Prime Minister Mugur Isarescu delivered an address in the Parliament of Romania yesterday in which he referred to the two major economic objectives of the Cabinet and namely relaunching of economic activity and drastic cut down by half of inflation. The draft budget was vehemently criticized by the opposition and by the Democratic Party. However it is only two parties of the opposition that declared they would vote against the budget, namely PDSR and UFD, Social Democracy Party of Romania and the Union of Right Wing Forces of this country, the other opposition parties having declared that they will vote in favor of the budget if their amendments are passed.     [07] AVAB - Agency of Capitalizing on Banking Assets - recovered about 900 thousand million lei

    In the first three months of this year AVAB recovered 610 thousand million lei which makes the sum total recovered by the Agency reach 900 thousand million lei since it was set up last year in the month of March. AVAB was set up with the aim of recovering money from credits granted by BANCOREX and Banca Agricola which is the Agricultural Bank. RADIO ROMANIA ACTUALITATI mentions that the money which AVAB channeled toward the budget helped unblocking economic and financial situations. This year AVAB has to recover 2000 thousand million lei. RADOR

    [08] Accord in the field of town planning between Romania and the Republic of Moldova

    Laying out of the territory ministers of the two countries, Nicolae Noica and Arcadie Capcelea signed in Iasi on Wednesday the accord of collaboration of the two ministries. The accord covers a time span up to the year 2002 and provides for the cooperation in the field of working out plans of general urbanization, collaboration for the harmonization of dwelling building in Romania and in the Republic of Moldova. Mr. Capcelea said that this year a reservation in the Danube Delta will be created under the supervision of Romania, Moldova and the Ukraine. Mr. Noica stressed the fact that this type of transfrontier collaboration between the two countries is aimed at building roads and bridges and modernizing customs facilities. RADOR

    [09] Three companies of the town of Reghin are attending the biggest European Fair this year

    Biggest European fair of makers of musical instruments was opened in Germany in Frankfurt on the Main. The three private companies of Reghin are exhibiting 200 instruments of high performance the correspondent of RADIO ROMANIA ACTUALITATI being of the opinion that it is for the first time that Romanian companies present exhibits of very high performance.     [10] Session of the special Commission for the development of the economic corridor Europe - Caucasus - Asia

    On Wednesday discussed was the memorandum for the approval of the national plan with a view to building an economic corridor between the countries of Central Asia and Europe by crossing Romania as well as the measures for the promotion of the oil duct Constanta Trieste. According to RADIO ROMANIA ACTUALITATI the commission is chaired by State Minister Mircea Ciumara and Presidential Counsellor Dan Capatana. RADOR

    [11] Foreign Minister Petre Roman ended visit to Saudi Arabia

    Foreign minister Petre Roman ended official visit to Saudi Arabia by reception at King Fahd to whom he handed over personal messages from the President of Romania Emil Constantinescu and from Prime Minister Mugur Isarescu. All the official talks in the host country referred to the development of the relations of collaboration between the two countries and the oppoprtunities offered by Romania to businessmen of the two countries to develop cooperation.     [12] Petre Roman was elected coordinator of the group of work for the Balkans as part of the Committee of the Socialist International for Central and Eastern Europe

    According to RADIO ROMANIA ACTUALITATI Brussels hosted the debates of the Socialist International which decided that Petre Roman, president of the Democratic Party be the coordinator of the group of work for the Balkans as part of the Committee of the Socialist International for Central and Eastern Europe.The group of work will assess the regional policy and support the affirmation of the social democratic parties of the region, reports the same radio channel. RADOR

    [13] Tactical exercise of the mixed Romanian - Hungarian battalion

    OPEN WINDOWS ROMANIA 2000 was the exercise which concluded yesterday with the participation of the mixed Romanian - Hungarian battalion. Commander of the Romanian side in the exercise colonel Simina said the exercise was a rehearsal for the COOPERATIVE DRAGON 2000 PARTNERSHIP FOR PEACE APPLICATION to unfold in Albania in June. RADOR
