[01] Negative reference
The Standing Bureau of the Chamber of Deputies took notice of the negative
reference of the Legislative Council on the proposal of altering Art. 41,
Paragraph 2 of the Constitution of Romania. The proposal was initiated by
the National Liberal Party and backed by signatures of more than 250,000
citizens of Romania. The alteration of the respective Article of the
Constitution is aimed at the guaranteeing in an equal manner of private
property while the present text stipulates for the protection by law of
private property. The negative reference is motivated by the lack of
personal numerical code of the persons that signed the petition and by the
fact that mayors of various towns and villages where the citizens reside
did not attest the authenticity of signatures. To all this the Legislative
Council adds the fact that the Committee that has initiated the action
also includes persons that are politically involved, RADIO ROMANIA

[02] President Petru Lucinschi asks the population of the Republic of
Moldova to abide by the Constitution of that country which does not allow
dual citizenship
Romania was asked to adopt a more strict attitude in as far as concerns the
granting of Romanian citizenship to nationals of the Republic of Moldova
living in that country. This is what the President of the Republic of
Moldova Petru Lucinschi said in an interview to the Moldovan national
Televison. He mentioned the fact that he discussed the issue with the
foreign minister of that country, Nicolae Tabacaru and with the Ambassador
of Romania to Chisinau, Victor Barsan. President Lucinschi asked the
population to abide by the Constitution of his country which does not
allow dual citizenship and assured his fellow countrymen that solutions
will be sought for guaranteeing trips to Romania. Unofficial statistics
show that about 300,000 citizens of the Republic of Moldova also have
Romanian citizenship, informs the correspondent of RADIO ROMANIA

[03] Cianide pollution of rivers Somes and Tisa
According to the correspondent of RADIO ROMANIA ACTUALITATI, the
Secretariate of the Committee for the combatting of disasters that met at
Drobeta-Turnu Severin announced that until now there was no sign of
cianide pollution of the river Danube. Specialists are of the opinion that
the big and rapid flow of the river water is an important element of
dilutting poluted water from the river Tisa adding that they conducted
tests more often that usual.
Cianide pollution of the rivers Somes and Tisa is a serious problem but at
the same time it is much exagerated said secretary of state Anton Vlad for
RADIO ROMANIA ACTUALITATI.Damage assesment is not ready yet and experts
must do their duty without pressure. Pollution of the river Tisa is much
less than that of the river Somes while the very big flow of the river
Danube also diminishes the phenomenon. In Belgrade, the Serbian minister
of agriculture and water resources, Jovan Babovic, quoted by the Italian
television, said that measurement of the Danube shows polluting indices
under the alarm level as the flow of the river dillutes concentration of
cianide, the afore mentioned source adds.
The AUSTRALIAN Company Esmeralda which was accused of major pollution of
the river Tisa and of the Danube rejected any accusation on Monday and
even doubted the fact that cianides would be the cause of pollution. A
spokesman of the Company told REUTERS' in Perth, Australia that a team of
their specialists arrive at Baia Mare on Tuesday to examine the situation,

[04] Session of the Senate
In its session on Monday the Senate adopted a number of ordinances of the
Cabinet regarding international agreements. The representative of PDSR -
Social Democracy Party of Romania - Liviu Maior said that starting Monday
and ending with the day the representatives of the Cabinet come to the
Senate and speak of the solution to the strike of the teachers, the
Parliamentary group of PDSR - Social Democracy Party of Romania - will
boycott the debates of the Senate by all specific ways and means.
According to RADIO ROMANIA ACTUALITATI the Legal matters Committee did not
succeed in having quorum to start debating the Electoral Bill as asked by
the Standing Committee. RADOR
[05] Prime Minister Mugur Isarescu talked with Cabinet ministers about cuts
of budgets of economy ministries
Prime Minister Mugur Isarescu has met with economy ministries chiefs to
discuss budgets and cuts of personnel. Minister of Finance Decebal Traian
Remes speaks of slimming down his team by 5000 people. At the same time
minister of food and agriculture Ioan Muresan intends to dismiss 2300
people. Government sources specify that the meeting yesterday was the
first of a series of three targetted at implementing the decisions made by
the Sunday session of the Ruling Coalition Parties, informs RADIO ROMANIA

[06] Press Conference of PNTCD - Christian Democratic National Peasants
Party
Leaders of the party announced at the Press Conference on Monday that the
necessary funds were identified to allot the Ministry of Education 4.1 per
cent of the Gross Domestic Product. PNTCD first vice chairman Ioan Muresan
was quoted by RADIO ROMANIA ACTUALITATI with the following: 3.7 per cent
comes from the state budget, special funds for education and foreign
financing, the rest of 0.6 per cent comes from local financing. In his
turn Mircea Ciumara who is the coordinator of the economy ministries said
that the 13-th salary will be given to teachers and personnel working in
the education sectors alongside salaries increases to be negociated with
the Trade Unions the moment the strike comes to an end. In their turn the
Trade Unions say they will continue strike as the data supplied by Prime
Minister Mugur Isarescu are not conclusive and thus the problem of the
reference salary is not yet solved. RADOR
[07] Strike of teachers all over Romania continues
Leaders of Trade Unions of school teachers of Romania announced on Monday
evening that their strike continues. The strike will end only when the
Cabinet will enact the papers stipulating for the increase of the teachers'
salaries. According to RADIO ROMANIA ACTUALITATI negociations started on
Monday evening for the solving of the salary demands of the teachers.

[08] Gas prices went down in Romania
Starting Monday night Petrom SA lowered prices at gas and Diesel oil. In
Romania gas and Diesel are sold by the litre so the following prices refer
to one litre of the product. Super Plus = 9700 lei, Super Plus Leadless -
9200 lei, Premium and Premium leadless - 9100, Regular - 9200, Normal -
8600 lei and Diesel 7250 lei informs RADIO ROMANIA ACTUALITATI. RADOR
