[01] Decisions Taken by PNTCD Standing Delegation
PNTCD Standing Delegation adopted on Sunday the final document of the
meeting, reiterating the support of this party for Emil Constantinescu's
candidacy for another mandate as head of state. The Standing Delegation
also approved the political decisions taken by the Leading, Coordination
and Control Bureau during the crisis the party had been confronted with and
during the government crisis. Similarly, the Standing Delegation approved
the economic and administrative initiatives taken by the PNTCD ministers,
and strongly supported the continuation of the reform process all along
2000. RADIO ROMANIA ACTUALITATI informs that the PNTCD Standing Delegation
expressed the party solidarity with the other coalition members, and asked
the party leadership to insist on common lists in the elections, under the
sign of the Democratic Convention. RADOR
[02] Vasile Lupu Asked Support for the Adoption and Implementation of the
Laws Regarding the Restitution of Properties
PNTCD vice-president Vasile Lupu asked his party fellows to support the
adoption and implementation of the laws regarding the restitution of
properties. Vasile Lupu added, quoted by RADIO ROMANIA ACTUALITATI, he
would give up heading the Romanian delegation to the Council of Europe to
take part in the parliamentary debates on these bills. RADOR
[03] The Government Ratified the Loan Agreement EURIBOR
During an extraordinary Government meeting the Cabinet adopted an ordinance
ratifying the 200 million euro loan agreement and the Memorandum of
Understing signed in January 2000 between Romania and the European
community. According to RADIO ROMANIA ACTUALITATI, the loan will be
released in two packages, and the interest would be of 0.2% for every six
months. The loan will be repayed in two packages as well, the first after
seven years, and the second before ten years. RADOR
[04] Government Ordinance Regarding the Accise Duties
The Government adopted an ordinance regarding the accise duties. Finance
minister decebal Traian Remes, quoted by RADIO ROMANIA ACTUALITATI, said
this document was very clear and needed no further instructions in view of
its implementation. The ordinance provides for a reduction of the accise
duties, simultaneously with a widening of the range of products to be
taxed. The ordinance, coming into force on February 15, reduces the accise
duties for petrol with lead by 11.8%, for lead-free petrol by 25% and for
gas by 20%. RADOR

temperatures might lead to significant increases in the river flows, as
well as to ice blocks on certain rivers. RADOR
