[01] Weekly Government meeting
Talks on the emergency bill over fuel excise raise were delayed. The
Government adopted a bill on altering the bill no 3/1992 over the VAT.
According to this the VAT for advertising in newspapers is reduced from 22%
to 11%. In case of culture newspapers and magazines this VAT is 0. The
Government has also adopted a bill stating that the deadline for applying
for spirits production and sale licence moves from January 31 to March 31.
The deadline for applying for tobacco and coffeee sale licence also moved
from January 31 to March 31. Following the request by the Finance Minister
they adopted a draft bill stating that re-evaluation of buildings and lots

[02] Pardon request filed by Miron Cozma's lawyer to follow usual procedure
The Romanian President Emil Constantinescu said that the pardon request
filed by Miron Cozma's lawyer would follow the usual procedure. The
statement was given Wednesday night during the meeting between the
President and the representatives of the "Meridian" and mining union
federations - the Presidency's Press Office announced. RADOR, February 19
[03] Arrest warrant for Romeo Beja
Prosecutors issued a 30 day arrest warrant for mining union leader Romeo
Beja who is accused of favoring crime, accessory to crime, abetment to
destruction and immoral assault. Prosecutors are investigating Miron Cozma
in view of gathering material for a new case. Investigators say Miron Cozma
is guilty of avoinding arrest, accessory to crimes abetment to distruction
and immoral assault. Prosecutors have also issued arrest warrants for other
two mining union leaders Ion Casapu and Dorin Lois. RADOR, February 19
[04] Court in Craiova decides 11 miners to be fined
A court in Craiova decided 11 miners should be fined for violating social
living and public order regulations. The President of the court in Craiova
said that the court decided to impose a 1 million lei fine for each of
these 11 miners. RADOR, February 19
[05] Miners resumed working
The spokesman for the National Pitcoal Company said miners resumed working.
He said that the Mining Union League did not announce the Company over its
decision regarding the continuation of the negotiations between the two
joint employers - unions commissions over the clauses of the new collective
labor contract. Spokesman Valeriu Butulescu said that union representatives
had to complete their teams for continuing negotiations. RADOR, February

[06] President of the Democratic Party proposed amnesty of miners
The President of the Democratic Party proposed amnesty of some miners
taking part in the miners' march on January 18-22. The proposal was filed
to the Senate on Thursday. Democratic Party Deputy George Stancov told a
press conference that they had to find who was behind the miners' marches
in 1990 and 1991. He said that the positive notice given by the Liberal
Party was an a sign that this proposal should be approved. RADOR, February

[07] Senator Viorel Catarama resigned from the Liberal Party
Senator Viorel Catarama resigned from the Liberal Party on Thursday. In a
letter to the President of the party Mircea Ionescu Quintus, Mr Catarama
said that he had taken this decision because of the fact that the
facilities to investors and exporters were suspended by the budget law.
Senator Catarama has told a press conference that he will remain along with
Liberal Party members and that he had never any kind of differences with
the party Vice-President Valeriu Stoica. In his letter Mr Catarama also
said that sid resignation was good for the party as it allows it to act
united and in a coherent manner. RADOR, February 19
[08] Verdict in the "Tigareta II" case
Bucharest Military Tribunal gave its verdicts in the "Tigareta II" case.
All 19 accused were condemned to prison: Commander Ioan Suciu - 14 years
for accessory to crime, smuggling and abetment to perjury, forgery of
documents and non compliance to orders; Gheorghe Trutulescu - 7 years for
accessory to crime and smuggling; Gabriel Negoescu - 12 years for smuggling,
accessory to crime, forgery of documents and use of forged documents;
Dumitru Radu Popescu - 12 years for accessory to crime, and accessory to
smuggling; Valentin Vasilescu - 8 years under the same accusations; Marian
Cheata - 8 years under the same accusations; Captain Catalin Tanase and
Gheorghe Stelian - 6 1/2 years for accessory to smuggling. Constantin Minea,
Liviu Lazar Constantin and Silviu Ieftimie - 5 years for accessory to
smuggling; Xenobie Aldulescu - 7 years for accessory to smuggling; Corin
Aldulescu - 6 years for accessory to smuggling; Shahim Nizar - 10 years for
accesssory and destruction of documents; Daniela Negoescu - 6 years for
accessory to smuggling. Sorin Cristian Rosca - 9 years for accessory to
smuggling, accessory to crime, forgery of documents, use of forged
documents and destriction of evidence; Stefan Andreias - 8 years for
accessory, forgery of documentrs and use of forged documents. Two Arab
citizens were also condemned to prison: Jamal al Atm - 10 years for
accessory to smugglingh and crimes and Hitam Silim - 9 years under the same

[09] Ukrainian Foreign Minister's visit to Romania
The Ukrainian Foreign Minister Boris Tarasiuk came to Romanian on Thursday
in a three day visit. He said at the airport that there were no serious
differences between the two countries and that he would talk with the
Romanian foreign MInister Andrei Plesu on matters concerning bilateral
cooperation. He said they would also talk on the matter of teriitorial
waters in the area of the Serpilor island. Mr Tarasiuk has also ment Prime-
Minister Radu Vasile at the Government's headquarters. The Ukrainian
Foreign Minister is also due to go to the city of Baia Mare where there is
