[01] Decisions passed by the Permanent Offices of the two Chambers of the
Parliament
The Permanent Offices of the Senate and of the Chamber of Deputies have
decided to discuss in joint session on December 16 the letter by Prime-
Minister Radu Vasile on restructuring the Executive. The Permanent Offices
have also approved a supplemental seat for the opposition in the Mediation
Commission in chargbe with discussing the Bill on completion of the
Education Law. This was possible because the National Liberal Party has
given up its seat it was entitled to as member of the Chanmber of Deputies.
The Mediation Commission will have four deputies representing the governing
coalition and one from the Social Democracy Party and from the Great
Romania Party. RADOR, December 15
[02] Senate's works
The Senate has ratified the Cooperation Accord between the Romanian and
Hungarian governments on military transports. they also passed the draft
law on ratifying the European Social Chart adopted in Strasbourg on May 3,

[03] Works of the Chamber of deputies
The Deputies have passed the report by the Mediation Commission in charge
with the draft law on altering and completion of the broadcasting law.
According to this law, television stations are due to broadcast
progressively a majority of European productions until January 1, 2003. At
least 40% of these would be Romanian productions. The Chamber of Deputies
had also passed the bill on re-organizing the Department for Children's
protection, the one on unifying component funds of the state social
insurance fund and the bills on paying pensions to those insured at this
fund from the enterprises working in the national defence, public order and
national security fields. They also passed the bill on completing the
Article 1 of the law on paying indemnities to the members of the Romanian

[04] The head of state signed the decree on passing the Bill No 23/19980
On Monday the Romanian President signed the decree on passing the Bill No
23/1998 on financing state reserves administration from other sources than
the budget. RADOR, December 15
[05] Measures for swinging up the Romanian agriculture
The leader of the National Peasants' Party Ion Diaconescu attended the
meeting National Assembly of the Romanian Peasants' National Union PROPACT.
The Chairman of the Association Ion Draghici has presented their proposals
for swinging up the Romanian agriculture. All those present - PM's,
ministers, peasants, owners of houses or shops confiscated - have called
for respecting the property right as a guarantee of the democratic state.

[06] December's files
Following the request by the Justice Minister Valeriu Stoica, the
prosecutor's office within the Supreme Court of Justice has submitted a
report on the files referring to the events in December 1989. The report
presented at a press conference shows that between 1990 and 1998 the
military prosecutor's offices have notified the justice authorities on 103
cases of dead and wounded. 229 people are involved in these cases - 67
militaries from the Defence Ministry, 103 militaries from the Internal
Affairs Ministry and 59 civillians of which 39 were part of the former
communist party. Along with the cases sent to justice the military
prosecutor's offices have also conducted inquiries in other 5,395 cases of
which 4,881 were solved by not presenting them into court. The reports says
that prosecutor's offices are presently working to some 514 more cases and
that in many of these ones it is hard to decide who had fired. Until the
end of December they are due to finalize investigationbs in 8 cases with 14
militaries and civils accused. RADOR, December 15
[07] The White Chart of the Justice Ministry
The Justice Minister Valeriu Stoica presented on Monday the White Chart of
the Ministry, which reflects the Ministry's activity in the last two years.
The most important legislative initiatives in the lasty two years are the
ones on altering the judges organization law and the one on altering the
Civil Procedure Code. Following the reform in the justice field, the
ministry has financed itself the whole year - Mr Stoica said. The Justice
Minister has announced that the Executive would announce this week whether
it would make appeal to the decision by the Bucharest Appeal Court on the
matter of the multi-cultural University Petofi-Schiller. RADOR, December

[08] Appeal against decisions by communist authorities
Romanian General Attorney Mircea Cristea has declared appeal against the
decisions by the former communist authorities against Gabriel Tepelea,
Mihai Sorin Popa, Maria Gorescu and Magdalena Cancioc. In 1950 the MIlitary
Tribunal sentenced these four and other four to sentences of forced labor
from 20 to 25 years or correctional prison from 2 to 7 years, correctional
interdiction from 3 to 5 years and confiscation of all their assets. Th
ecommunist regime waws accusing them of high treason, plot against the
socialist order, preparatory actions in view of crossing the border
illegally and omission of denunciation. The case was submitted to the
Supreme Court calling for their acquital and cancellation of the
confiscation of their assets. RADOR, December 15
[09] Protest meeting of employees from golden mines Barza-Brad
At the end of protest meeting of employees from golden mines Barza-brad,
trade-unionist leader Sorin Cazacu has called miners to a hunger strike. At
that moment on lists were registered 40 persons. According to the same
leader's opinion hunger strike will stop only on condition that at Brad
will arrive a governmental commission with power of decision for analysing
possibilities of going on extraction and avoiding to close the mine. Near
hunger strike Trade-union of miners from Zarand organizes during the next
days other protest actions miners being since friday in a spontaneous

[10] A delegation of trade-unionists from "Republic" Plant presents its
claims
A delegation of trade-unionists from "Republic" Plant from capital had a
meeting with Mircea Straiber chief of State Sub-secretariate for relations
with trade-unions and association of employers. Trade-union representatives
have handed over lists of claims in which the main problem is stopping
delivering of electric energy caused by non-payment of invoices. Mircea
Straiber has specified Executive body would take the necessary steps to
CONEL and to Ministry of Industry for a new analyse of situation which
drove to stopping delivering electric energy. RADOR, December 15
[11] International seminar: "Management of defence resources"
At Military Circle from Brasov started on Monday International Seminar
"Management of defence resources" organized by Ministry of National
Defence. Into seminar take part officials of NATO staff, of Institute of
Management of Defence Resources from California, representatives of foreign
and defence ministries from Romania and from other four countries. RADOR,

[12] Greece affirms again her support for Romania integration in NATO and
EU
Secretary of state in Greek Foreign Ministry Yannos Kranidiotis affirmed
again on Monday Greece support for Romania efforts aiming to adhere to EU
and NATO, on the occasion of two day visit paid by his Romanian counterpart
Razvan Mihai Ungureanu to Athens. The two high officials have examined
situation from the Balkans, trilateral co-operation with Bulgaria and
economic co-operation in zone of Black Sea according to a statement of
greek Foreign Ministry quoted by France Presse. They have also discussed
aspects connected with preparing of a visit to Bucharest of head of greek
diplomacy Theodoros Pangalos on January 19 and 20. Statement adds Ungureanu
and Kranidiotis have referred among others to prospects of developing
bilateral trade and economic relations. It is to mention Greece with more
than 1,600 firms and a capital of investments of 85 million dollars is - as
importance - the 12th foreign investor in Romania. On Tuesday at Foreign
Ministry from Athens Romanian state secretary will pronounce a speech
connected by policy of Bucharest towards neighbouring countries. RADOR,
