[01] CSAT decision passed in parliament
With 244 votes for and 160 against, the Romanian Parliament has answered
President Emil Constantinescu's request and passed the decision of
Romania's Supreme Council for Defence (CSAT) allowing NATO planes to enter
the Romanian airspace in case of emergency during virtual attacks against
the Federal Republic of Yugoslavia. The CSAT decision is also allowing
Romania to send a team of 250 people in aid operations for an undetermined
period of time. At its session on Wednesday, the parliament has also issued
an appeal to its counterparts in NATO member states calling for diplomatic
solution to the crisis in Kosovo. The opposition expressed its protest
against the president's demand as it claimed that the decision broke the
bilateral agreement with Yugoslavia and it was actually against Romania's
national interest. The majority in parliament insisted that the decision
complied with Romania's commitments to the Partnership for Peace and the UN
1199 Resolution. RADOR
[02] Cristian Hadjiculea appointed as new president of TVR Administration
Council
At its session on Wednesday, the parliament has appointed stage director
Cristian Hadjiculea as the new president of the Romanian Television's
Administration Council. Following a secret round of voting, 247 MPs have
favoured Mr Hadjiculea while 122 were against. The plenum has rejected the
proposal of the Party of Social Democracy in Romania (PDSR) calling for a
review of the voting last week when Lucia Hossu-Longin did not meet the
number of votes requested. The majority in parliament claimed that the PDSR
proposal broke the parliament regulations. RADOR
[03] End of a meeting in Budapest
The Romanian-Hungarian Intergovernment Commission has ended its meeting in
Budapest of Wednesday. The chief commissioners have announced that the
meeting of Romanian Foreign Minister Andrei Plesu with his Hungarian
counterpart Janos Martonyi was posponed because of other appointments as
the parliaments and the governments in the two countries were most
concerned about the situation in Kosovo. RADOR
[04] Chief of Staff of Romanian Army on his talks with Polish counterpart
While in Bucharest on Wednesday following an invitation by his Romanian
counterpart Division General Constantin Degeratu, the Chief of Staff of the
Polish Army, Army General Henrik Szumski, had talks with Romanian Defence
Minister Victor Babiuc. In a statement to the press, general Degeratu said
Romania was the missing ring in NATO's chain linking its northern Polish
front and its southern Turkish front. Mr Degeratu said that, at the talks
with the Polish official, minister Babiuc welcomed the efforts of both the
international community and Yugoslavia to solve the crisis in Kosovo and
expressed the hope that the crisis would really end in the very next

[05] President Constantinescu promulgated the Law on local public finance
Romanian President Emil Constantinescu has promulgated the Law on local
public finance on Wednesday. According to a communique issued by the Press
Office of Romania's Presidency, the law includes regulations concerning the
setting up, administration, coordination and control of financial resources
for territorial administration units, institutions and public services of
local interest. RADOR
[06] IMAS opinion poll
The last opinion poll carried out by IMAS on Wednesday revealed a drop in
the number of voters supporting the Democratic Convention in Romania (CDR)
following the attempt of the ruling Christian Democrat National Peasant
Party (PNTCD) to answer the demands of the Democratic Union of Ethnic
Hungarians in Romania (UDMR) concerning the setting up of a Hungarian
language teaching state university. The CDR however tops first in the
electorate's sympathy with 32.5% followed by the PDSR with 20%. The
sympathy for the Greater Romania Party (PRM) raised at 14-15%. RADOR
[07] Researchers protest
After picketing the buildings of the Government, Finance Ministry, Research
and Technology Ministry and State Ownership Fund (FPS) on September 2 1998,
the Trade Union Federation of Romania's researchers and designers has
resumed its protests on Wednesday (8-12 AM) by picketing the Romanian
Presidency. The trade unionists claim that the widespread destruction of
the scientific research was completely achieved by the Emergency Ordinance
14/1998 and the delay in adopting the Government Ruling on the national
plan for research and development. RADOR
[08] NAVROM sailors facing serious problems
The Romanian authorities have been trying hard during the summer to solve
the situation of the sailors on the Romanian ships arrested in several
ports around the world. Many of them were sent back home and replaced by
other crews. Now it seems that the new crews are also facing problems. Some
sources say that two Romanian ships near the Suez Channel in Egypt are
facing growing difficulties: the "Caciulata" cargo ship having 14 sailors
on board was arrested for unpaid debts while the "Dumbraveni" was badly
damaged and needed repairs. The crew on "Dumraveni" includes 13 sailors.
