[01] New Permanent Bureau of Romanian Senate
During the first day of their autumn session on Wednesday, the Romanian
senators have appointed the new Permanent Bureau of the Chamber. Senator
Doru Ioan Taracila representing the Party of Social Democracy in Romania
(PDSR), Senator Ulm Spineanu of the ruling Christian Democrat National
Peasant Party (PNTCD), the Democratic Party (PD) Senator Cristian
Dumitrescu and Senator Mircea Ionescu Quintus of the National Liberal Party
(PNL) were elected as vicepresidents of the Permanent Bureau while PDSR
Senator Ion Predescu, PNTCD Senator Mircea Popa, Senator Puskas Zoltan of
the Democratic Union of Ethnic Hungarians in Romania (UDMR) and Dumitru
Badea representing the Greater Romania Party (PRM) were appointed as
Permanent Bureau secretaries. PDSR Senator Sava Constanmtin and PNL Senator
Alexandru Mortun were appointed as the Bureau's quaestors. RADOR
[02] House of Deputies plenum
At their plenum on Wednesday, the Romanian deputies have announced some
changes in the leadership of the MP group representing the Romanians'
National Unity Party (PUNR). The new group leader is Ioan Gavra, Lazar
Ladariu and Mihai Grecin were appointed as the two vicepresidents of the
group while Vasile Miclaus is the group's new secretary. At the session the
same day, PUNR Deputy Petre Turlea has warned that it was impossible for
UDMR Deputy Barany Francisc to run as deputy and health minister's adviser
at the same time. The House of Deputies' Legal Commission is to examine the

[03] Draft ruling to adjust House of Deputies' budget
The Romanian deputies have passed on Wednesday a draft ruling aimed at
adjusting the Chambre's budget. As the law establishing the pay system for
state employees and people running leading positions came into force, the
Chambre's personnel spendings raised by 61 billion lei. The state Budget is
expected to cover 21 billion lei while the remaining 40 billion lei may
come from cuts in other spendings stipulated in the Chambre's initial
budget. RADOR
[04] New president of Senate's Education Commission
George Pruteanu was removed from his job as the Senate's chief commissioner
for education. The move was decided at the request of the PNTCD MP group.
According to the parliamentary algorithm, the position of chief
commissioner for education should belong to the ruling PNTCD. Mr Pruteanu
is an independent senator since March when he was excluded from the PNTCD
following his position (opposite to the PNTCD's) on amendments to the
Education Law. The senator was also contested by the UDMR. With 12 votes
for and 1 against, Senator Pruteanu was removed from office. PNTCD Senator
Florin Bogdan is the new chief commissioner for education in the Romanian
Senate. RADOR
[05] A proposal by House of Deputies' Education Commission
The Education Commission in the House of Deputies has examined on Wednesday
the article on mother tongue-teaching university as stipulated in the
ordinance amending and completing the Education Law. Following longlasting
debates, the commissioners have proposed the setting up of groups and
mother tongue-teaching departments within multicultural institutions such
as the Babes-Bolyai University in Cluj. The setting up of mother tongue-
teaching colleges or faculties is allowed only as part of private
universities. RADOR
[06] Meeting of the Interministerial Group for Public Administration Reform
The members in the Interministerial Group for Public Administration met at
the Victoria Palace on Wednesday for debates over their common text of the
law on government and ministries' structure. The participants indicated
that some issues concerning the decision-making bodies and the links
between the political and the administrative levels were still not clear,
and a new meeting was planned on September 8 to examine all versions and
proposals. The final version is to be submitted to the Cabinet and then to
the Parliament for approval. RADOR
[07] IMF chief negotiator for Romania on a new visit to Bucharest
While in Bucharest on Wednesday, the IMF chief negotiator Poul Thomsen met
Prime Minister Radu Vasile and other Romanian Cabinet members, the RRA
reported. The IMF representative has come to Romania for technical talks
concerning the adjustments to the Budget and the budget deficit. He is also
expected to examine the recent developments in the Romanian economy
following the financial crisis in Russia. RADOR
[08] Public debate hosted by the "Manfred Woerner" Euro-Atlantic
Association
The "Manfred Woerner" Euro-Atlantic Association in Bucharest is to host on
Wednesday a public debate over Romania's security strategy since the
Supreme Council for Defence (CSAT) approved a document on the matter.

[09] Ukrainian Romanians on a visit to Romania's House of Deputies
As the RRA reports, the Deputy Speaker of Romania's House of Deputies met a
delegation of ethnic Romanians living in southern Ukraine on Wednesday. The
guests have provided information about recent developments following the
Ukrainian authorities' decision to ban the Romanian language studies. Mr
Vasile Lupu promised that, after consultations with Romania's Presidency
and Foreign Ministry, the issue would be subitted to the Council of Europe
for debates between Romanian and Ukrainian delegates to the CE
Parliamentary Assembly. RADOR
