[01] Senate proceedings
The Romanian Senate has adopted the draft law allowing the setting up of
the National Housing Agency. The document says the financial system
supporting the Romanian housing should be subject to restructuring by
creating a new institutional framework and attracting the financial
resources available on domestic and foreign markets. The Senate has also
adopted the disputed draft law on approving Emergency Ordinance 86/1997
stipulating a 150,000 lei export bonus/tonne for 800,000 tonnes of standard
corn. RADOR
[02] House of Deputies prodeedings
The Romanian deputies have adopted on Moday the report drawn up by the
mediation commission concerning the draft law on approving Emergency
Ordinance on export bonuses for the 1 million tonne corn crops last year.
The deputies have also adopted the article 22 in the International
Convention against any rasial discrimination and the draft law amending and
completing the law 70/1991 on local elections. RADOR
[03] The setting up of a Hungarian language teaching state university in
Romania - an issue under debate
Both the ruling Christian Democrat National Peasant Party (PNTCD) as well
as Romania's national education minister express their support for the idea
of a multicultural university in any Romanian town, the town of Cluj-Napoca
excepted. In a statement issued to the press, PNTCD leader Ion Diaconescu
has informed that, following talks with the leadesrship of the ruling
Democratic Union of Ethnic Hungarians in Romania (UDMR), a commission was
appointed to examine ways ofJsetting up a Hungarian language university. Mr
Diaconescu admits that Romaniians in Transylvania expressed some fears
about it, but the UDMR's position on the issue remained unchained. On the
other hand, UDMR leader Marko Bela said his party would like the governing
coalition to start new talks over the issue. A final decision is absolutely
necessary as UDMR's presence as part of the governing coalition is not an
obligation to anyone, Mr Bela said. He fears that Education Minister Andrei
Marga is trying to prevent the coalition address the matter according to
the governing programme. RADOR
[04] Senator Ticu Dumitrescu's appeal
Senator Constantin Ticu Dumitrescu has urged political leaders, MPs,
civilians and the press especially to support the emergency adoption of the
law disclosuring the former Securitate services as political police. The
senator believes that any delay in discussing the matter will actually lead
to its burial as it happened to the communism's trial. "As long as Jecision-
making bodies and party leaderships include people who have previously
proved they can be easily blackmailed or manipulated, our political class
will be sick, and economic and political decision will address the same old
interests", Mr Ticu Dumitrescu said. RADOR
[05] Final report of damages caused by recent floods
The Environment Ministry says that, following recent floods caused by heavy
rains and bad weather around the country between June 8-22, 23 Romanian
counties were badly affected: 1,848 homes and 10,777 apartments were
destroyed, 85,922 hectares of land were under water. The floods led to
suspended traffic on 551.73 km of regional roads, 4 km of national roads
and over 1 km of railway. 50 economic and social institutions, 273 bridges
along with 27 water plants, dams and other facilities were also destroyed
or badly damaged. The report also includes the collapse of phone
connections, energy and gas supplies in some areas. RADOR
[06] Cristian Dumitrescu - new vicepresidJnt of Council of Europe's
Parliamentary Assembly
The Council of Europe's Parliamentary Assembly has elected Romanian Senator
Cristian Dumitrescu as its new vicepresident. The Romanian MP said it was
the first time when Romania attended the meeting since the country's
monitoring was suspended last year. "We can now voice our disaproval
concerning the remarks the head of the Russian delegation made recently
when he was speaking about the report of Russia's monitoring. He said that
Russia's 14-th Army in the so-called Dnestriand Republic was an element of
stability in Moldova. We can now openly express our position and more, we
can ask other countries to provide their Romanian minorities with rights
similar to those we are providing to minorities in our country". RADOR
[07] Romanian Prime Minister Radu Vasile on a visit to Poland
A Romanian Government delegation led by Prime Minister Radu Vasile has
arrived in Poland on Monday for a three-day visit. Talks between officials
in the tJo countries were followed by a joint press conference where Prime
Minister Vasile said both Romania and Poland could provide the necessary
elements of stability in the region by creating the Poland-Romania-Hungary
triangle. He pointed out that current bilateral trade was below the
existing opportunities in the two countries. The Polish counterpart Jerzy
Buzek has mentioned the Romanian-Polish cooperation in improving their
health and legal system as one of the existing differences remained the
land property rights around the Romanian embassy building in Warsaw. The
Romanian delegation also includes Reform Minister Ioan Muresan, state
secretaries, advisers and a group of Romanian businessmen. RADOR
