[01] President Constantinescu demands MAE report
Romanian President Emil Constantinescu believes that the Romanian Foreign
Ministry (MAE) should carefully analyse its activity in the last seven
years. The Press Office of the Romanian Presidency explains that, following
consultations with the foreign minister concerning recent results of the
inquiry into irregularities at the Romanian embassy in Bonn involving
several diplomats, the president believes that such a report is necessary.
According to the same source, the president has asked the prime minister to
order his Control Service a careful investigation in connection with the
consular activity. The president believes that, irrespective of
administrative penalties, the Attorney's Office should be asked to
establish penal responsibilities and bring those responsible to justice.

[02] Presidential communique
The Press Office of the Romanian Presidency has announced that 33 veterans
were promoted to general by presidential decree on the occasion of the
Independence Day. As a recognition of their merits, another 27,000 war
veterans were awarded the Cross comemorating WW II (1941-1945). RADOR

During a ceremony at the Cotroceni Palace on Saturday, football coach
Emerich Jenei and PD Senator Alexandru Ghoerghe Nicola were promoted to
brigade general. Participants in the ceremony included Constantin Dudu
Ionescu, secretary of state with the Romanian National Defence Ministry
(MApN) and presidential adviser Dorin Marian. The president has praised the
two generals for their military and civil activity and their attachment to
the basic values of the army - honour, dignity and love for the country.

[04] PL extraordinary congress
On Saturday in Brasov, participants in the extraodinary Congress of the
Liberal Party (PL) have expressed their support for the unification of all
Liberal forces. In a political declaration adopted at the end of the
meeting, the PL said it was carefully watching the restructuring of the
Liberal forces in Romania. The PL members consider that both the setting up
of the Liberal Federation and the merger between the Civic Allince Party
(PAC) and the ruling National Liberal Party (PNL) were a promising
beginning for the unification of the Liberal movement. RADOR
[05] Public services as part of European integration
A conference on "Public Services as Part of European Integration" has ended
on Sunday in Curtea de Arges. Organised by the ruling Christian Democrat
National Peasant Party (PNTCD) and the Hanns Seidel Foundation, the
conference was attended by experts in European integration, administration
and communication, politicians and journalists. In his message to
participants, PNTCD leader Ion Diaconescu said that, as it coincided with
the Europe Day, the conference might prove the commitment the public
administration made to approximate the European standards. The Local Public
Administration Department (DAPL) is to promote a law on regional
development aimed at creating the legal framework for the setting up of the
National Agency for Development (AND). As DAPL chief Vlad Rosca has put it,
the AND was badly needed in the view of Romania's European integration as
the new body could ensure the economic balance between different areas in

[06] PDSR leader Ion Iliescu at Bracea Skaric University in Belgrade
The leader of the opposition Party of National Democracy in Romania (PDSR),
former Romanian President Ion Iliescu has flown to Belgrade on Sunday to
attend celebrations at the Bracea Skaric University in the Yugoslav capital
of Belgrade. According to sources in Belgrade, the invitation was a
recognition of the efforts the former president made during his two
mandates in his attempt to solve the Yugoslav conflict. After celebrations
on Monday, the leader of the main Romanian opposition party is expected to
meet President Slobodan Milosevic and other Yugoslav officials. RADOR
[07] The Day of the Monarchy
The Day of the Monarchy was celebrated in the Romanian western town of
Timisoara on Sunday under the auspices of the American Council in support
of Romanian monarchy and other Romanian and international institutions.
Sunday morning, Romanian and Romanian-born personalities have attended the
conference on the "Historic Significance of May 10". Other manifestations
comemorating the event included a mass at the Timisoara Cathedral and the
heraldry contest "King and Country" awards ceremony. The president of the
American Council in support of Romanian monarchy Paul Todoran has announced
that similar events were expected next year. RADOR
[08] Recent developmets in "Operation Cigarette 2"
On Sunday, military prosecutors issued another three arrest warrants in
conection with the "Operation Cigarette 2". Those involved include SPP
officer Catalin Tanase, SPP NCO Constantin Minea, the driver of Colonel
Trutulescu during the night of April 16, and Rozalia Ionescu, the owner of
the company who ordered the cigarette transport on March 23. The five-day
arrest warrants were issued under the accusation of complicity in
smuggling. RADOR
[09] Romanian participation in NATO"s "Cooperative Diving '98" training
exercise
The "Grigore Antipa" ship belonging to the Romanian Diving Centre in
Constantza has left for Cartagena, Spain, on Sunday to participate in
NATO's "Cooperative Diving '98" - a military training exercise organised as
part of the Partnership for Peace programme between May 21-29. The exercise
is aimed at developing cooperation in diving rescue operations and
information exchange concerning diving technics and medicale care in case
of diving accidents. Participants include divers from Italy, France,
Portugal, Romania and Spain. RADOR
[10] International conference on "Sibiu - European Confluences"
"As many international institutions and high ranking sponsors participate
in the project, the conference in Sibiu on May 12-14 is really a major
event for Romania, and we are convinced that the meeting may be similar to
the Book Fair in Leipzig where the exetremely friendly climate of
understanding has prevailed", State Secretary with the Romanian Culture
Ministry Maria Berza said. According to the same source, the international
conference on "Sibiu -European Confluences" is organised under the auspices
of the Romanian Presidency, the Ministry of Culture, Her Royal Highness
Marie- Therese of Luxembourg, UNESCO Director General Federico Mayor and
Daniel Tarschys, Secretary General of the Council of Europe. RADOR
