  • [01] Negotiations concerning programme of government

    Appointed premier Radu Vasile declared on Wednesday programme of government is about finished. He has specified there are no controversies inside Soalition but has recognized some points are to be solved by a compromise. Radu Vasile has also affirmed there are two opinions concerning the way in which conditions for retrocession of properties are expressed. These opinions will be included in programme of government or will be parliamentary initiative object. Radu Vasile chooses variant of registering them in programme of government. On Wednesday Sorin Dimitriu leader of PNTCD negotiators' team affirmed there is a perfect co-operation among all coalition groups. On his turn PNL representative Valeriu Stoica has stressed programme is to be re-examined by ministers from economic fields and then during Monday would be submmitted to parliament. Valeriu Stoica said priorities are diminishing of inflation, interest rate and launching processes of re-structuring state utilities. He affirmed once more he would take into consideration simultaneous promotion of draft bill concerning retrocession imobiliar properties and lodgers' protectioS. In that way conceptual differences between PNTCD and PD could be surpassed. RADOR, April 9

    [02] Opinions about programme of government

    Referring to programme of government Gyorgy Tokay minister mandatary besides prime-minister for national minorities has declared there is a perfect agreement concerning discussions about privatization problem. On his turn Laszlo Borbely other UDMR leader has mentioned there are not divergent opinions. Concerning diminishing of fiscality it will be discussed with minister for finance and inflation limit of 45% settled for this year has to be respected. RADOR, April 9

    [03] Government priority: fight against inflation

    Daniel Daianu appointed minister for Finance Ministry has declared this cabinet priority remains fight against inflation. Referring to diminishing fiscality Daniel Daianu has said it would be better fiscality to be diminished as much as it would not modify budgetary deficit. RADOR, April 9

    [04] Statement of minister who was named for NStional Defence Ministry

    Victor Babiuc recently named for position of minister of national defence has declared - for RADIO ROMANIA ACTUALITATI exclusively - problem of amnestying facts from December 1989 was broached hurriedly and contradictorily. In his opinion we could speak about an amnesty when investigations were carried into effect and it would be a case of penal responsability. Victor Babiuc has also declared that matter was not solved till now so that Romanian soldiers just like any other Romanian citizen benefit to innocent presumption which makes amnesty problem useless. PD deputy chairman Victor Babiuc considers it has to be avoided extension of a possible culpability from one-two persons to the whole army as it was done until now. RADOR, April 9

    [05] PUNR will not vote new government

    PUNR (Romanian National Unit Party) will vote against validation of new governmental team by parliament deputy Ioan Gavra declared during Wednesday press conference of his party. PUNR deSuty has also said there was not a real change of government but only a making up of the old one. He has added PUNR does not trust this government capacity for carrying out reform in Romania. According to PUNR opinion the only solution for surpassing this crisis means early elections. RADOR, April 9

    [06] ApR on its way to merge with PSDR?

    Alliance for Romania (ApR) is in advanced negotiations with Romanian Social Democrat Party (PSDR) for establishing an alliance in view of merge. During Wednesday press conference ApR leader Teodor Melescanu said just now his party negotiates with PSDR a common politic programme for establishing a politic proposal which could be accepted by voters. For negotiations ApR is represented by first deputy chairman Mircea Cosea and deputy chairman Marian Enache. Teodor Melescanu has also said his party is about to put an end to a parliamentary agreement with PUNR (Romanian National Unit Party) and it also has a politic dialogue with PD. This dialogue does Sot alter negotiations' process with PSDR Teodor Melescanu added. ApR leader has also affirmed perspective for enlarging USD (Social Democrat Union) was not yet discussed but the matter would be taken into consideration. "No co- operation form which we negotiate now will alter ApR identity" Teodor Melescanu specified. RADOR, April 9

    [07] Victor Ciorbea was asked to get back on position for which he was elected: mayor of Bucharest city

    Chief of Bucharest city administration Ion Iordan and mayors of 2.3.4 and 5 districts have tried to convince Victor Ciobea to get back on his decision of resigning from Capital general mayor's position. On Tuesday PNTCD organization from Bucharest launched an insistent appeal to Victor Ciorbea in the same direction. Appeal was also signed by Viorel Lis temporary general mayor of capital and it has asked Victor Ciorbea to get back on position for which he was elected by overwhelming majority of Bucharest citizens. In a statement PD pays attention if ViStor Ciorbea got back on position of capital mayor it would be possible to benefit not to politic support of PD cousellors in General Council. In statement signed by PD deputy chairman Traian Basescu it is expressed a hope Victor Ciorbea could fulfil Bucharest citizens'hopes to have a city better administrated, cleaner and richer.     [08] Brasov's mayor Ioan Ghise - ex-security informer

    On Wednesday local press from Brasov published a document from back in 1983 by which present mayor Ioan Ghise - at that time educator at Industrial Secondary School "Tractor" - engaged himself to support security bodies secretly and organized in order to prevent, discover and end with any action against security of state. On Wednesday also in local press mayor of Brasov recognized document's authenticity but he specified he was forced to sign that engagement because some children from Lybia were pupils in that school. "I wrote no information about any Romanian acquaintance, relative orSfriend. From this point of view I have a clear conscience" mayor Ghise declared. RADOR, April 9

    [09] A new increasing of salaries

    Senate has debated and adopted draft law for approving Governmental Ordinance (OG) nr.34/1998 concerning increasing of salaries for staff from sanitary units. Draft law makes provision for a 25% increasing of main salary for staff from sanitary units and social assistance and a 30% increasing for resident doctors and chemists also those being on probation. At the end of the meeting senators went on debating legislative initiative concerning access to own file and revealing Security as a politic police. RADOR, April 9

    [10] Prices increasing

    Consumer price index in March 1998 in comparison with February 1998 was 103.8% and with December 1997 was 116.6%. The most important increase was registered in services field price index in March being of 123.15% in comparison with December last year. The biggest increase of prices in services field was registereS at post, telephone, telegraph index for March being of 167% compared with December.     [11] Receivings at President Constantinescu

    President Emil Constantinescu met on Wednesday afternoon Mrs.Susanne Kastmer vice-president of parliamentary group of Germany-Romania friendship. On meeting agenda there were present politic situation from our country and reason for building up a new government. German high official has positively appreciated policy adopted by Bucharest stressing economic circles from Germany wish to continue and improve bilateral relations. Also on Wednesday President Emil Constantinescu received leader of French- Romanian universitary solidarity group Mr.Bernard Debre. RADOR, April 9

    [12] Romania ratified European Agreement concerning persons who take part into procedures of European Court for Human Rights

    Romania has ratified the European Agreement concerning persons who take part into pSocedures of European Commission and European Court for Human Rights A statement of Council of Europe with residence at Strasbourg says. Ratification documents were handed over to the General Secretary of this body Daniel Tarschys by ambassador Sabin Pop who is Romania permanent ambassador at Council of Europe. Up-mentioned agreement asks states members to assure themselves persons who take part into established procedures according to European Convention of Human Rights have immunity in front of Court and Commission as well as liberty of exchanging letters with members of these bodies.     [13] Foreign Affairs Ministry has sent a special emissary in the Balkans

    On Wednesday Romanian Foreign Affairs Ministry sent a special emissary in the Balkans zone for determining ways and resources for an ample and lasting solving of situation from Serbian province Kosovo RADIO ROMANIA ACTUALITATI announced. General manager Ioan Donca will pay visits to Tirana, Skopje, Pristina, PodgorSca and Belgrade for meetings with officials of local administrative and politic structures. Romanian diplomacy has not in view a direct involving or a specific part but as a stability element of zone wishes to have a real view of situation in Kosovo - Foreign Affairs Ministry communique said. RADOR, April 9

    [14] Diplomatic scandal from Bonn

    In connection with scandal in which were involved officials of Romanian Embassy at Bonn namely vice-consul Alexandru Stanescu and driver Cristian Catrinescu Foreign Affairs Ministry (MAE) spokesman Mihnea Motoc declared on Wednesday their activity would be analysed in detail during next few days by MAE specific instances. Ministry Council of Honour will determine if besides vice-consul's negligence there is another guilt and how serious and of what kind is it. MAE spokesman has specified for the moment driver Cristian Catrinescu is in hospital but he will also be investigated like vice-consul. The Romanian diplomacy head Andrei Plesu ordered anyScase of violation of financial or banking discipline to entail respective person's coming back into the country for investigations. Mihnea Motoc has specified MAE is to control all diplomatic services where disorders were pointed to. RADOR, April 9
