[01] Prime minister designate completed the list of his Cabinet
Romanian Prime Minister Designate Radu Vasile has announced he would
present the complete list of his Cabinet on Tuesday. After his meeting with
representatives of the Democratic Union of Ethnic Hungarians in Romania
(UDMR) on Monday, Mr Vasile pointed out that the list of his Cabinet was to
be announced on Tuesday around 7 PM. Another meeting of the Commission for
the governing programme took place yesterday. At the end of the meeting,
the Vicepresident of the ruling Christian Democrat National Peasant Party
(PNTCD), Vasile Lupu, informed that, according to Radu Vasile, the Budget
should stay in Parliament for debates, and necessary amendments could be
made by the special commissions in Parliament. In his turn, the
Vicepresident of the ruling National Liberal Party (PNL), Viorel Catarama,
said that, as there were no more differeces between party leaders
concerning the Cabinet, the governing programme might soon be completed. As
the prime minister said he intended to relax fiscality, Mr Catarama said
his party was expected to support the plan as part of the governing

[02] Talks between prime minister designate and party leaders of the
governing coalition
At the headquarters of the ruling Democratic Party (PD) on Monday, Prime
Minister Designate Radu Vasile had talks concerning the new governiment.
After talks with PD leader Petre Roman, they both have announced that all
the remaining differences were solved but stopped short of unvailing the
names of the new ministers. A future protocol between coalition partners
will include the working principles the government should observe. PD says
it will support the new Cabinet as long as its programme of reform will
include concrete measures, deadlines and responsibilities. Radu Vasile had
another round of talks with leaders of the ruling Romanian Social Democrat
Party (PSDR). At the end of the meeting, he said the talks focused mainly
on social issues, and all problems were solved. RADOR, APRIL 7
[03] Law promulgated
Romanian President Emil Constantinescu has promulgated the law on tax
statement procedures. According to the law, the delays in submitting tax
statements are to be severely penalised. The Press Bureau of the Romanian
Presidency has announced that all types of statement forms were to be
established by order of the finance minister. RADOR, APRIL 7
[04] Senate proceedings
The Romanian Senate discussed and then passed reports by mediation
commissions aimed at solving differences around the law protecting
invention rights, the law concerning the affiliation rights of the Romanian
Academy with international bodies and Ordinance 897 stimulating research.
The Senate proceedings will be resumed on Tuesday when debates will
continue about the draft law allowing the access to the former Securitate

[05] House of Deputies proceedings
Romanian deputies have adopted on Monday three reports by mediation
commissions including the draft law on approving Ordinance 897 stimulating
research and development. Deputies have also adopted the draft ordinance
establishing an inquiry commission to investigate recent developments in
Romanian forestry. The commission is to examine ways of evaluating wood
imports and exports and providing it for economic agents. The commission is
also expected to examine current relations between the National Forest
Company and its beneficiaries. The commission cannot include deputies who
held positions in local or central administration since 1989 or worked in

[06] Cabinet meeting
At a meeting on Monday, the caretaker government of acting Prime Minister
Gavril Dejeu has adopted an ordinance on certifying professional baby-
sitters. The Cabinet has also established the number of school children to
attend courses during the next school year of 1998-1999. Another government
ordinance referres to flax import taxes which is expected to be cut by 3%
until the next December 31. The Government decided to grant a 140 million
lei emmergency aid for 12 families in Dolj county who lost members
following the plane crash on Craiova airport in July 1997. At the end of
its meeting, the Cabinet has designated Dorin Nicolae Parvu as the new
prefect of Sibiu county. RADOR, APRIL 7
[07] PNTCD to support new governing team
At a press conference on Monday, PNTCD leader Ion Diaconescu has announced
that his party would support the new governing team. Negotiations about the
governing programme and members of the new Cabinet are going on rapidly as
the old structure is rather in place. On the other hand, Mr Diaconescu
ruled out any attempt to put the Romanian army under general amnesty for
its involvement in the events of December 1989. The PNTCD leader says some
army departments could be pardoned, but only after the trial against
communism would take place. At the press conference, PNTCD First
Vicepresident Gabriel Tepelea said he was asking former Prime Minister
Victor Ciorbea to keep his job as mayor general of Bucharest. PNTCD
Coordination and Control Bureau (BCCC) is to put the proposal under debate.
Mr Tepelea has pointed out that the resignation of Victor Ciorbea from the
Bucharest City Hall would mean local early elections at a cost of some 8

[08] PNL Central Permanent Bureau proceedings
According to a statement made by PNL leader Mircea Ionescu Quintus, the
party's Central Permanent Bureau met on Monday to discuss recent
developments in the negociations around the structure of the new
government. As Mr Ionescu Quintus informed, the party leaders of the
governing coalition were not expected to make any statement to the press as
they agreed that all talks should first be completed. RADOR, APRIL 7
[09] PL-Rusu - PL-Cerveni conflict
Horia Rusu said "the Executive Committe of the Liberal Party (PL) decided
unanimously the affiliation of the party with the ruling PNL, but the
president of the party ignored the decision and refused to sign it". Mr
Horia Rusu was designated as president of the PL as the PL National Council
decided to remove former President Nicolae Cerveni from office. Considering
he was still the president of the PL, Mr Cerveni has decided to exclude
some of the party members, including three members of the Permanent Bureau -
Dinu Patriciu, Horia Rusu and Dinu Zamfirescu. "His decision was suspended
by the PL National Court of Honour", Mr Rusu insisted. According to a press
communique issued by the PL-Cerveni, "the move of the Zamfirescu-Rusu-
Patriciu group is a diversion aimed at seriously demaging the party" and
"Horia Rusu proclaimed himself" the leader of the party. RADOR, APRIL 7
[10] PAR will demand a new protocol concerning working principles of the
governing coalition
"At its meeting with Prime Minister Designate Radu Vasile, the ruling
Romania's Alternative Party (PAR) will present the complete list of people
able to join the new government", PAR First Vicepresident Adrian Iorgulescu
said at a press conference on Monday. Mr Iorgulescu said his party wished
to present its best men for jobs in the new Cabinet, and expressed the hope
that the new government was to act in full understanting. PAR was also
expected to demand a new protocol including the working principles of the
coalition and concrete ways of cooperation between member parties. PAR says
the public opinion should be informed about the protocol. As far as future
trade union rallies are concerned, PAR urges the trade union leaders to
stop making additional problems to the new government just about to be

[11] Civic Alliance put itself out of Democratic Convention
According to the mandate of its Congress on last November 29-20, the
National Coordination Committee of the Civic Alliance (AC) has decided to
withdraw the AC from the Democratic Convention (CD), the AC Press Bureau
announced. The AC leaders stopped short of making any other comments. They
have only informed that further details would be provided during the AC

[12] First term of trial for generals Mihai Chitac and Victor Athanasie
Stanculescu
The trial against generals Mihai Chitac and Victor Athanasie Stanculescu
for their alleged attempt to suppress the Timisoara popular revolt in
December 1989 had its first term at the Military Department of the Supreme
Court of Justice on Monday. At the hearings in Timisoara, 20 former
revolutionaries have claimed up to 100 million lei damages. The witnesses,
former victims of the repression in Timisoara, said it was the National
Defence Ministry (MApN) military who ordered fire against the protesters.
They have also provided full evidence concerning the place and the date of
the incidents. Generals Chitac and Staculescu are accused of murder and

[13] General Nicolae Nitu removed
Starting from Monday, by order of the interior minister, Division General
Nicolae Nitu is removed from his job as ministerial adviser until his
situation is clarified. General Nitu was dismissed for his involvement in
political activities - an attitude which contravene the Law 80/1995 on
military statute. The communique was issued by the Press Bureau of the

[14] Transylvanian town of Fagaras has a new mayor
Following a second round of voting on Sunday, CD candidate Ovidiu Simen was
elected as mayor of Fagaras, a Trasylvanian in Brasov county. He won 56.4%
of the votes against his challenger, PD candidate Puiu Tipi. The same
source recalls that the former mayor of Fagaras has resigned for medical

[15] Two diplomats with Romanian embassy in Bonn ordered back to Romania
Romanian Foreign Ministry (MAE) has ordered diplomat Gheorghe Stanescu and
the former driver at the Romanian embassy in Bonn Cristian Catrinescu back
to the country for alleged irregularities in completing consulate
procedures and unjustified involvement in activities at the Romanian
consulate. According to a MAE press communique, special insitutions are
expected to continue their inquiry into the alleged relations between
Romanian diplomats with the embassy in Bonn and Romanian burglar gangs
operating in Germany. The inquiry is based on documents provided by the
Attorney's Office in the German city of Cologne. Expressing its regret, MAE
says it is committed to take all necessary measures to prevent such
incidents, and reiterates its interest in strengthening and improving
