    Approved Documents

    The Romanian Senate have debated and approved on Tuesday the Emergency ordinance for improving the social protection of people having lost totally or partially their working capacity and also of people having been killed during the December 1989 anti-comunist revolution. Still on Tuesday, the commission for budget, finance and banks of the Chamber of Deputies have approved sanctioning people that have not yet payed the road taxes settled by the Emergency Ordinance no 20/1997 by 10 times the anual amount of the tax. Traian Basescu said the reason of the sanction is to discourage the attempts to skip paying debts to state. RADOR, September 11

    Hearings

    The Defence Commissission of the Senate has Responded to General Pavel Abraham's request to be heard by the Commission. Mr. Abraham said that his dismissal "was the result of obscure actions carried out by some senior Police members who were still using the old methods of the 50's and who disinformed the minister of Internal Affairs". RADOR, September 11

    Debates on the the SRR and TVR organizing Law

    The Deputies examined and approved the first 19 articles of the law proposal on the altering and completion of the Romanian Radio and TV Broadcasting Corporations organizing Law. Both institutions are to book important broadcasting time for European programmes, 50% of those being planned to be Romanian - including the minorities' ones. At least 10% of the total broadcasting time is to be booked for independent producers. Categories of qualified personnel has also been defined. Part of this category is any individual making, producing and coordinating radio and TV features and programmes or taking a direct and creative part in making them. Each corporation's statute is to define the jobs that will be part of this category. RADOR, September 11

    [02] PSDR press conference

    While attending the press conference of the Romanian Social-Democrat Party (PSDR), the Minister of Labour and Social Security Alexandru Athanasiu admitted that the living standard of the Romanians has unfortunately dropped because of the "fool or fooled" way of managing the Roamnian economy. "It's hard to reach a good social security level with no resources", said Mr. Athansiu. He added that starting with October 1 the the medium wage will reach 828,500 lei/month. RADOR, September 11

    [03] Romanian president visiting China

    Romanian President Emil Constantinescu arrived on Wednesday in Shanghai, where Romania is willing to open a consulate. The Romanian president has been hosted by the mayor of Shanghay and held talks with Chinese senior officials: President Jian Zemin, Prime-Minister Li Peng and the Speaker of the Parliament Qiao Chi. Romania announced its intention to settle Romanian diplomatic representatives teams in Shanghai and Hong Kong. "We know that the Asia-Pacific area is a more and more dynamic one and that most of the experts predict it will be one of the economic and cultural power poles of the future, besides the US and the united Europe. Seeing that Shanghai and Hong Kong are to have important economic roles we decided to open consulates in Shanghai and Hong Kong." the Romanian Minister of Foreign Affairs Adrian Severin said.     [04] European Commission's communique

    Between 1990 and 1996 Romania received by the UE 726 MECU, meaning 16% of the PHARE fund - a communique of the European Commission quoted by ROMPRES said. Romania will receive 550 MECU; 184 MECU have been given in 1995 and 1996 for assistance programmes and now the programme for 1997 is almost finalized. RADOR, September 11

    [05] Prime Minister Ciorbea met French high ranking official

    The Romanian Prime Minister Victor Ciorbea has received Marceau Longue, Honorific President of the French State Council. The ceremony was attended by the Minister of Reform Ulm Spineanu and the Coordinator General Secretary of the government Remus Opris. Mr. Longue noticed the restructuring process in Romania and gave some general recommendations over the necessity to explain and to watch over the appliance of the laws. Prime- Minister Victor Ciorbea has presented to Mr. Longue the real situation of the reform process in Romania. RADOR, September 11

    Weather in Romania will be colder but sunny in most of the country. Some showers are forecast in northern regions. Temperatures will range from 6 centigrades in the morning to 26 centigrades at noon. RADOR, September 11
