    [01] POSSIBLE PROTEST NOTE OF MACEDONIAN FOREIGN MINISTRY

    Referring to the seized and repainted airplane of 'Palair Macedonian' the day before yesterday on the island of Coruf in Greece, Macedonian Foreign Ministry announced that the Macedonian-Greek Interim Accord and other documents signed did not limit the usage of the names of legal subjects.

    Macedonian Foreign Ministry was, therefore, surprised by this incident. The Ministry and 'Palair Macedonian' air company yesterday required, through Macedonian Liaison Office in Athens, to be informed in details about the case.

    In case the information are true, the Ministry will send a protest note to the Greek authorities.

    Greek press read yesterday that the decision for the airplane to be repainted was made by Greek Civil Air Transport Administration and Ministry of Transport.

    [02] MACEDONIAN POLICY OF PRINCIPLE IN PROBLEMS OF REFUGEES

    At yesterday's meeting of Macedonian Prime Minister Branko Crvenkovski and Soren Jansen Petersen, a Special Envoy of UN High Commissioner for Refugees from former Yugoslavia, many aspects of the realization of Dayton Accord and preparations of the High Commissariat to solve the refugees' problems were discussed. According to local media, it was said that the High Commissariat highly appreciated Macedonian policy of principle and its approach to the solutions of refugees' problems.

    [03] 'ELEFTEROTIPIA': BAD RELATIONS OF SKOPJE WITH TIRANA AND SOFIA

    'Macedonian-Albanian relations have entered a new phase of tensions, and the constant misunderstandings of Skopje and Sofia have been developing new dimensions recently,' read yesterday's issue of Greek left-wing paper 'Elefterotipia'.

    According to the paper, the reason for worsening of relations between Skopje and Tirana are the demonstrations of Albanians in Macedonia, who are demanding 'Tetovo university' to be legalized and verdicts for the university rector and several professors to be suspended.

    'A new cooling point is the refusal of Albania to participate in the maneuvers in Macedonia in October.' The reason for the refusal is, according to 'Elefterotipia', that Macedonian authorities had, allegedly, confiscated 225 books about human rights that Tirana was supposed to allot in educational and cultural institutions of the Albanian minority in Macedonia.

    As 'Dnevnik' daily cites the article of 'Elefterotipia', titled 'Diversion on USA Army in Skopje', it further said that the constant tension of the relations between Macedonia and Bulgaria had reached new dimensions recently. The reason for this is, as the paper reads, the statement of the retired Macedonian General Todor Atanasovski about the existence of Russian military bases in Bulgaria.

    'Elefterotipia' underlines that the Russian Embassy in Skopje immediately denied that, and that Bulgaria reacted severely.

    [04] 49 SUSPECTS FOR THE ASSASSINATION ATTEMPT ON GLIGOROV

    The investigation of assassination attempt on Macedonian president Kiro Gligorov that took place last October, brought to 49 suspects without an alibi. Their eventual involvement in the act is being further investigated.

    Information of the Government about the results says that it is possible for 182 people to be involved in the assassination attempt, 33 of them being foreign citizens, 38 Macedonian citizens who do not live in Macedonia (i.e. 11 in Australia, 10 - FR Germany, 8 - Bulgaria, 7- FR Yugoslavia, 1 - France and 1 - USA). 62 of them have an alibi, and additional researches are being made about the rest 49.

    During the investigation, 188,250 people were identified, 115,000 cars were controlled, and 18,929 people and 30, 850 cars were searched. 92 participants in the war on the territory of former Yugoslavia, who pleaded for para- military units to be formed in Macedonia, had an alibi.

    Also, it was proved that 9 of the 18 people involved in criminal actions had nothing to do with the assassination attempt.

    It was discovered that 192 kilos of ammonium nitrate explosive were lacking in the mine 'Rzhanovo', which was later compensated by a foreign company. There were, however, no proofs that this explosive was used in the act.

    146 enterprises that are using or selling mangane steel were checked. In one of them, a damaged piece of it was found, which was identical to those found where the assassination attempt took place.

    At the international cooperation, including the one with Interpol, 18 countries replied that they had found nothing useful about the case. The investigation continues, concludes the information of the Macedonian Government.

    [05] INTERPELLATION FOR CHOKREVSKI WITHDRAWN

    The first item on the agenda of yesterday's 50th Parliament session was the interpellation for the work of Macedonian Internal Affairs Minister Tomislav Chokrevski. After two hours of accusations, presented by the Liberals, and defending, presented by Social Democrats, including the speech of the Minister himself, the Liberal Party withdrew the interpellation. The explanation was that the Minister had given up his statement with which he had attacked the journalists.

    During his speech, Chokrevski stressed that it was a democratic right of Liberals to submit the interpellation.

    He said there would not be files about journalists in the Internal Affairs Ministry in future as it was not in accordance with the concept of its work. He stated that he was prepared to talk about all significant matters with journalists, underlying that his statement given on the day of police holiday had been misinterpreted. 'Do not be afraid of the Minister of Police when he is talking publicly, be afraid if he is not talking,' said Chokrevski.

    [06] PDPA-NDP MPs LEFT THE PARLIAMENT

    Albanian MPs of PDPA-NDP Coalition yesterday left the Parliament, expressing their protest against the 'rejection of the Government to respect the will of Albanians in Macedonia to legalize the 'Tetovo university'. As Macedonian media reported, this was announced yesterday in the Parliament by the Coalition coordinator Rami Tuda. According to him, the MP Hisni Shakiri asked from the Parliament the 'Tetovo university' legalization and the verdict for 'university rector' Fadil Suleimani to be put on the Agenda.

    As this was refused, the Coalition members decided to leave the Parliament. Their eventual coming back would depend on the will of the Government and other institutions to solve these issues and other problems of Albanians in Macedonia.

    A-1 Television reported yesterday that PDPA leader Arben Dzaferi had left for USA, where he would try to meet American congressmen with the help of the Albanian lobby there. According to the information, Dzaferi will try to convince them to make a pressure on Macedonian government to legalize the 'university' and to suspend the verdict for imprisonment of the 'rector' Suleimani and the others convicted. A-1 Television was informed by PDPA, as alleged, that American Congressman Andrew Angel would visit Skopje, besides Belgrade and Pristine, and would talk to Macedonian officials about the disputable issues.

    [07] 'DNEVNIK': ANOTHER REQUEST TO RESCUE SULEIMANI

    Organs of judiciary in the Republic of Macedonia have received a request for the imprisonment of Fadil Suleimani, 'Tetovo university rector', to be postponed. According to the verdict of Skopje District Court, Suleimani should start serving the sentence on Monday.

    'As all regular legal acts brought to no success, other attempts are being made: request for protection of legality, request for repeating the procedure and request for additional examination of the verdict,' stated Deputy Minister of Justice Mersim Polozani for 'Dnevnik'. He said the latest changes in the legislation and the new draft Criminal Law had been imposing a new situation, and expressed his belief that Macedonian judiciary would be understanding. 'Dnevnik' reads that, according to unofficial information, the sentence would be carried out and the request for postponing would be rejected.

    [08] POSTPONING OF DENATIONALIZATION REQUIRED

    'Macedonia has asked from the World Bank to be allowed to use the second installment of the FESAK credit after it fulfills all other conditions except for passing the Law on Denationalization,' stated Macedonian Vice Prime Minister Ljube Trpevski after the talks he had with Bank representatives in New York. According to him, the fast passing of this Law would very badly influence the financial and economic situation in the country. The Government, however, guarantees both to the domestic public and to the World Bank that it would design the Law within a short term and to start to apply it.

    Trpevski said he believed that the World Bank would answer positively to the request, adding that fulfilling of conditions for passing the Law would greatly depend on the Programme for Transformation of 26 enterprises with greatest losses. 'The Government does not want to pass a Law that might not be carried out. The intention is to return to the people as much property as possible, or in case there is not such, to compensate it with a state capital,' explained Vice Prime Minister Ljube Trpevski.

    [09] INDUSTRIAL PRODUCTION INCREASED DURING THE FIRST SIX MONTHS

    Macedonian Statistics Institute announced that the industrial production in the Republic from January to June this year had increased for 3.9% in comparison with the same period last year. This was mostly due to the 8% increased production of reproduction materials, which are 62% of the structure of industrial production. The production had increased also in 13 of 32 industrial fields, especially in non-ferrous metallurgy, in production and processing of ferrous metals, as well as in production of machinery, transport means and electricity.

    Industrial production in June had increased for 7.4% in comparison with June last year. Compared with average monthly production in 1995, it had increased for 2% in June 1996.

    [10] 3% ECONOMIC GROWTH IN MACEDONIA THIS YEAR

    The latest report of the Institute of Comparative Economic Studies, seated in Vienna, about the economic results in Central and Eastern Europe, reads that Slovakia is going to have the greatest growth this year, with a 6% increased GNP, and the same will happen in Poland the next year. Macedonia and Yugoslavia will have a 3% economic growth, and Croatia 3.5%. Macedonian GNP next year will be 4% higher, Croatian - 5%, and Yugoslav 1%.

    [11] FOOT-AND-MOUTH DISEASE IN VINICA MUNICIPALITY

    Macedonian Radio reported about serious indications of an outburst of foot-and-mouth disease in Vinica municipality.

    The local headquarters for monitoring and destroying the disease reported that preventive measures had been taken on the whole territory of the municipality, and especially in the villages of Stibanje and Kalimanci. The results of the analyses are still waited for, but preventive measures have been taken because the suspected cattle had been found on a location close to the regional road Kochani-Delchevo, which increases the possibility for spreading of the disease.

    Meanwhile, the two-days meeting of Balkan countries with EU experts in Brussels about the foot-and-mouth disease began yesterday. EU Veterinary Committee will most probably decide during the following week how and where would European Commission intervene to help in destroying the disease and preventing its spreading, as it has been coming closer to the Union borders.

    Macedonian Radio reported yesterday that the ban on export of meat from Greece had come into effect yesterday, with which this country has joined Macedonia, Albania, Turkey and FR Yugoslavia.

    [12] SPIELBERG'S STUDIO WILL SHOOT A FILM IN MACEDONIA

    Film studio 'Dream Works' from Hollywood will shoot a part of the movie 'Peacemaker' on the location of Globochica near Ohrid from 6 - 28 August. One of the owners of the studio is the famous director Stephen Spielberg. Macedonian media reported that the house 'Vardar Film' will be the Macedonian co-producer of this project of $60 million. The director of the movie will be Mimi Leder, and leading roles will be played by George Cluni and Nicole Kidman.

    [13] SEMI-SUCCESS OF MACEDONIAN FOOTBALL PLAYERS

    Macedonian teams yesterday played the games of the first preliminary round of the European Football Union Cup.

    Macedonian champion 'Sileks' lost the game against 'Ankarane' with 2:0, while 'Vardar' won the game against Slovenian champion 'Hit Gorica' with 1:0.

    [14] 'Why Do We Disagree With Extension of NATO?' by Yuri Trushin, Charge d' Affaires at Russian Federation to the Republic of Macedonia

    ... Relations with NATO are an essential issue of the Russian foreign policy. They determine the character of our relations with the West. In case extension of NATO is carried out without taking into account the interests of Russia, alienation between NATO and Russia will be inevitable. It is unacceptable for Russia to be put in a situation in which one Organisation aspires to become a security instrument for all Europeans, and Moscow is not a member of that Organisation.

    It is obvious that the West does not want to calculate the interests and aspirations of Russia, which is an encouragement of the efforts Moscow's pro-Western policy to be destroyed. Isolating the Russian Federation, which is continuing, will become a great obstacle in the attempts of Russia to succeed in the development of the market economy and political democracy in the country. Authoritative and nationalistic circles in Russia will try not only to return the Soviet empire, but will also oppose to the interests of the West and to the international co-relations. Although the re-orientation of Moscow towards China, the Moslem countries or other Western partners is not very possible for the time being, it can not be excluded in future.

    Therefore, those of the West who are still thinking that Russia can re-start its anti-Western policy and are carefully proposing its further isolation are, in fact, encouraging a renewal of the hostility between the two sides. This approach is, without any doubts, against the long-term important interests both of Russia and of the West.

    It is, however, not too late to examine the bases for a political-military partnership between NATO and Russia, which would harmonize mutual obligations and design mechanisms for mutual actions.

    Russia and NATO could unite because of more important strategic interests and to develop a common position in order to maintain the stability and security in the World.
