This was said in the press releise of the Macedonian Foreign Ministry, which also confirmed the contacts between the two ministries will continue.Macedonian Radio, according to sources close to Yugoslav Foreign Ministry, informed yesterday, that the delegations have been working on the draft Agreement for mutual recognition, adding that there were discussions on establishing directly diplomatic relations between Macedonia and FRY. Using unofficial source A-1 Television reported from Belgrade that there is a possibility for Slobodan Miloshevic to pay a visit to Skopje, soon. According to today's 'Nova Makedonija', it is realistic to expect the mutual recognition to take place till the end of this or at the beginning of the next month. It is pointed out that the greatest dispute is the issue of the continuity of the former federation, for which both sides are trying to find an acceptable solution. In that context, Macedonia will not have to revoke the legal continuity of SFRY, which was till not so long ago insisted by official Belgrade. [02] FORMER YUGOSLAV REPUBLICS WILL NOT PAY ADDITIONAL CUSTOMS EXPENSESFR Yugoslav Government has brought a Resolution on exempting Macedonia and the other former republics of SFRY from paying the additional custom expenses for export to FRY. According to 'Makpress' agency, the only exemption will be the cigarettes, for which both expenses of 18 percent will have to be paid.Meanwhile, Macedonia reestablished the customs regulations for Bosnia and Herzegovina, due to many forged certificates on the origin of the goods. Bosnia and Herzegovina was the last of the former republics of SFRY which was privileged in Macedonian customs regulations paing only one percent customs evidence expences. 'Makpress' informed that this was misused by producers from FR Yugoslavia, who exported goods to Macedonia with false certificates saying it were produced in Bosnia and Herzegovina. [03] PERMANENT ORIENTATION FOR BALKAN CLOSER TO EUROPEMacedonian President Kiro Gligorov received yesterday the Co-President of the Geneva Conference on Former Yugoslavia, Torwald Stoltenberg. Stoltenberg informed on the closing of the Conference and expressed his conviction that the peace accords for Bosnia open a new period of peace and cooperation in the Balkans. President Gligorov informed his guest on the current situation in the country, the relations with the neighbours and on the process of negotiations on cooperation and association with EU. Gligorov stressed the permanent orientation of Macedonia to contribute in bringing Balkan closer to Europe, as the best alternative for peace, cooperation and economical progress of the states in the region.[04] GERMANY DEFROSTED THE PROPERTY OF FRYAgency 'Makfax' informed that German government abolished the embargo on payments with FR Yugoslavia, which was introduced in accordance with the international embargo imposed to this country. This abolition frees the property of former SFRY which was blocked in Germany. The abolition is retroactive, starting from November 22, 1995.[05] REPRESENTATIVE OF THE HOLY SEE IN MACEDONIA APPOINTEDMonsignor Edmund Farhad, archbishop of Biblos, handed the copies of the acreditives, with which Pope John Paul II appoints him the first apostle nuncio in Macedonia, to the Foreign Minister Stevo Crvenkovski. Monsignor Farhad was accompanied by Bishop of Skopje and Prizren, d-r Joakim Herbut.It is expected that this high representative of the Holy See will today hand the original acreditives to Macedonian President Kiro Gligorov. Meanwhile, President Gligorov appointed d-r Gjorgji Spasov for Macedonian Ambassador to Republic of Moldova. [06] CONFRONTING WITH EXPERIENCES AND ALTERNATIVES OF THE WORLD'Through confronting with the experiences and alternatives of the world, we will try to contribute to the creation of our development strategy' - said Macedonian Finance Minister, Jane Miljoski, on yesterday's press conference.The conference was held on the occasion of the Forum on the Strategy of Development of Macedonia, which will start today in Ohrid. Miljoski emphasized that the aim of this Forum, organized by the Government with cooperation of the World Bank, is to give opportunity to the experts and entrepreneurs invited to present their views about many open issues and dilemmas in the international and regional development strategies. The Forum will also try to examine the ideas about the technological changes in Macedonia, as well as to decide on the direction of development. Inportant issue will also be to determine if there is enough trained working power in Macedonia, to decide on the necessary regional cooperation and to set the modalities of joining the EU. [07] LOTS OF QUESTIONS FROM THE DEPUTIESMacedonian Parliament yesterday aproved the draft Law on Custom Taxes and the draft Law on Energy .The Convention for Cooperation in Science and Culture of the Blacksee countries was also ratified.One of many questions on the agenda of the 36th session, was the question of the PM Ramiz Tuda who asked why Government did not react to the request for institutionalizing a secondary school in Albanian language in Struga. Macedonian Minister of Education, Emilia Simovska, said this was an illegal school, but all of the pupils who attended it, will be given the opportunity to take exams on a reduced program at the regular secondary school 'Niko Nestor'. PM Jovan Lazarov asked whether something will be done to improve the infrastructure in the Chair commune of Skopje, as for this reason Macedonians move out of there and other ethnic groups move in. [08] INITIATIVE OF IMRO-DPMNU REJECTEDConstitutional Court of Macedonia decided to reject the Initiative for reexamining the constitutionality and legality of the Interim Accord between Macedonia and Greece, submitted by IMRO-DPMNU (VMRO-DPMNE). The Initiative contested the power of the Macdonian Government to sign international agreements without signiture of the President of the Republic.The Court, on its yesterday's session, decided to reexemine articles of the Law on Enterprises, according to which the enterprises are obliged to legalize the positions of general managers and employees. Unless they register them by the end of this month, their firms will be erased from the court register. The Court also decided to examine the constitutionality of the Law on Primary Education, according to which the school records for the pupils who attend the teaching in the minorities' languages, will be kept only in these languages, and not also in Macedonian, as the Constitution obliges. [09] CONFERENCE OF EUROPEAN ECOLOGISTS IN OHRIDEuropean Ecologists Conference on NGO level will take place from tomorrow till January 28, in Ohrid. The host will be the Macedonian Movement of Ecologists. Discussions on conclusions brought at the European Ecologists Conference in Sofia and the cooperation between the non-governmental ecological organizations on the Balkan are expected to dominate the Conference. The realization of the two strategic programs ('Restrained Europe' and 'National Ecological Action Programs') will also be discussed, with participation of about 100 delegates. The second part of the Conference will, in fact, be a conference of the largest ecological organization in the world, 'Friends of the Earth (FOE) - European Branch'. Almost all 27 national ecological organizations in Europe is expected to participate in this second part.Meanwhile, Macedonian Movement of Ecologists has joined the International Union for Conserving the Nature and Natural Resources (IUCN), which is a fund that connects national ecological organizations with governmental institutions. [10] OBJECTIONS FROM DRVOSHANOVThe candidate of the Alliance for PM on the additional elections in the unit 114, Vasil Drvoshanov, announced yesterday that he had submitted an objection to the State Electoral Commission, requiring the voting at the polling place 24 to be annulled. The reason was, according to him, violated election procedure and illegal activities during the electoral silence on the day of elections, which significantly influenced the results.[11] CHARGED FOR AN IMPROPER POLICE PROCEDUREPresident of IMRO-Democratic Party, Vladimir Golubovski, who was also a candidate on the elections in the unit 114, held a press conference yesterday, criticizing the police action when he and his son were brought to a police station for traffic violation. His son, Roman Golubovski, raised charges against the policeman for physical mistreatement.Macedonian Helsinki Committee required yesterday from the Ministry of Internal Affairs to deny or confirm these charges immediately. Ministry already reacted and raised legal charges against Roman Golubovski for attacking an officer on duty, for which a sentence of imprisonment to 3 years is anticipated. Menwhile, Macedonian Helsinki Committee in its report for the year 1995, concluded that human rights in Macedonia are violated mostly by the police officers. The latest case from January 19, 1996, confirms this conclusion at the very beginning of this year, says the announcement of the Helsinki Committee. [12] HANDBALL TEAM 'PELISTER EUROCAR' AT THE SEMIFINALHandball team 'Pelister Eurocar' from Bitola entered the semifinal of the Winners Cup, although it lost the game they played against Polish team 'Iskra' with 30:22, in Kielce, Poland, last night. Thanks to the goal difference scored in the previous match in Bitola, which was 29:19 for 'Pelister', this team will continue the competition in the famous European Cup.(end)mils news 25 January 1996 |
