[01] Kosovar Negotiating Team Meets with Contact Group Ambassadors in
Prishtina
It is vital that any interim arrangement should leave the door open for the
fulfillment of the aspirations of the Albanian people for Kosova's
independence, Dr. Fehmi Agani pointed out
PRISHTINA, Dec 19 (KIC) - The four-member Kosova negotiating team, headed
by Dr. Fehmi Agani, met today (Saturday) in Prishtina with a delegation of
the six-nation Contact Group, headed by French Ambassador Huntzinger and
Austrian Ambassador Petritsch.
Participating in the meeting were also other ambassadors of the Contact
Group.
Ambassador Huntzinger briefed the Kosovar negotiators on the efforts of the
Contact Group to speed up the negotiating process in pursuit of a political
solution to the Kosova issue.
The Contact Group respects the aspirations of the Albanians of Kosova, Mr.
Huntzinger said, adding that Albanians are not being asked to give up their
aspirations. He added, though, that the international community is not
willing to recognize Kosova's independence - therefore a compromise is
necessary.
Ambassador Petritsch, on his part, spoke of the need for the Kosovar
Albanians to speak with one voice.
Dr. Fehmi Agani, head of the Kosova negotiating team, expressed
appreciation for the Contact Group's efforts. He conveyed the Kosovar
team's condolences to the French Ambassador on the tragic death of three
French Embassy officials, including Mr. Gerard Feaveau, who died in a car
accident in Kosova earlier this week.
Dr. Agani said the Kosovar side stands for the continuation of the
negotiating process, pressing the Contact Group to support negotiations on
an equal par between the two sides (Prishtina and Belgrade), without
preconditions and prejudgment. The Contact Group should get better
acquainted with the complexity of the Kosova issue and adopt a more
principled stance in search of an interim solution for Kosova, the chief
Kosova negotiator stressed.
Agani expressed a positive stance towards the November draft presented by
U.S. envoy Chris Hill, adding that the December draft was "utterly
unacceptable" to the Kosova side.
It is vital that any interim arrangement should leave the door open for the
fulfillment of the aspirations of the Albanian people for Kosova's
independence, Dr. Fehmi Agani pointed out.
The Kosova negotiators and the Contact Group representatives concluded that
there is not much time, that the negotiating process, with an active
participation of the international community, should be expedited.
[02] Serbian Military Troops Station in Dumosh Sports Airstrip
PRISHTINA, Dec 19 (KIC) - Serbian military troops were stationed today
(Saturday) morning in the village of Dumosh, municipality of Podujeva,
namely in the sports airstrip in Dumosh, the LDK chapter in Podujeva said.
The Serb military convoy, consisting of around 50 military vehicles,
including 20 tanks, went there from the direction of Prishtina.
While the convoy travelled the Prishtina-Podujeva highway, the Serbian
police placed the roadway under a strict grip, whereas police stopped and
harassed citizens in the town of Podujeva in the morning.
A shooting incident was reported in the Prishtina-Podujeva roadway, at
Penuh village, on Friday. No other details have been made available about
the incident.
Members of the Kosova Verification Mission were present in Podujeva today,
local LDK sources said.
[03] Two Unidentified Albanians Buried under Police Guard in Gjakova

Six male members of an Albanian family arrested by Serbian forces in their
native village of Gllogjan on 14 December
PRISHTINA, Dec 19 (KIC) - The bodies of two unidentified Albanians, brought
to the town morgue in Gjakova on Thursday, were buried under Serb police
guard in the Gjakova cemetery on Friday, the local LDK chapter said.
It is presumed that the two Albanians had been killed during a Serbian
forces' assault on one of the De^an villages on 14 December, the Gjakova
LDK chapter said.
Meanwhile, six members of the Sefijaj family, arrested on 14 December in
their native village of Gllogjan, were transferred today from the Serbian
police station in Gjakova to the Peja jail.
Jah& Elezi (67) and his five sons were arrested by the attacking Serbian
forces that day. Serbian forces arrested on 14 December also Bajram, Zenun
and Gani Sefijaj, as well as Smajl and Valon Mushkolaj, residents of
Grama^el village of De^an, LDK sources said.
Meanwhile, the house of Bajram Zeqa in the "Asim Vokshi" street in Gjakova
was raided by Serbian forces today morning.
During the raid, the police arrested Arif Meta (42), resident of Here^, who
has been staying for six moths with his family in Zeqa's house after the
Serb crackdown on his village over the summer, the LDK said.
[04] Heavy Serb Forces Seal Off "Asllan Qeshme" in Peja Saturday
PRISHTINA, Dec 19 (KIC) - At 7:00 o'clock in the morning today (Saturday),
heavy Serbian forces sealed off the Asllan Qeshme neighborhood in Peja
('Pec'), the LDK chapter in Peja said.
The Serb police raided the house of Mr. Ali Kuka, a local LDK activist in
the community, who was arrested together with his two sons, Driton and
Kastriot Kuka.
It was not known whether other people in the community were arrested in the
police raid by midday today.
Meanwhile, LDK sources said heavy police forces raided the houses of Gani,
Shefqet, Hilmi, Adem and Ismet Zeka, as well as the home of Rrustem Pavataj
in Peja. Gani, Adem and Hilmi Zeka were arrested, and are reported still in
custody.
The LDK chapter in Peja offered a list of the names of Albanians arrested
by Serb forces on Thursday in Kapeshnica neighborhood.
The following Albanians were arrested that day: Mehdin (Mehmet) Zeqa (25),
Mexhit Mehmet Zeqa (25), Selman Mustaf& Metaj (23), Ram& Meh& Hoti (36),
Sadik Qaush Mulaj (17), Afrim Bajram Muriqi (17), Ismet Morina (40 from
Qeskov& village of Klina, Shpend Berisha (32) from Kamenic& village, Cen&
Shala (62) from Loxh&, Nazmi Shala (62) from Loxh&, Hysen Elez Kukalaj (57),
Bekim Hysen Kukalaj (20), Besnik Cenaj (20) from Lloqan village of De^an,
Ilir Cenaj (17) from Lloqan, Lulzim Rashit Pupofci, Valdet Haxhi Rexhaj
from Grama^el village of De^an, Maxhun Fazli Rexhaj from Grama^el, Fazli
Zek& Rexhaj from Grama^el, Behar Adem Bajri, a mentally-hanidcapped person,
student with the Special School, Hivzi Rrustem Kelmendi (28). Agim Adem
Brala (25), Kadrush Dak& Kelmendi (46), Sami Xhem& Ibishi (40), Afrim
Muharrem Syla (30), Blerim Dem& Idrizi (27), Burim Dem& Idrizi (20), G&zim
Taf& Kelmendi (24), Tahir Taf& Kelmendi (18), Sejdi Xhaf& Berisha (65) from
Gjurgjevik of Klina, G&zim Sejdi Berisha (26) from Gjurgjevik, Sheremet
Muhamet Borinca (42), Fadil Muhamet Borinca (31), Agron Muharrem Kelmendi
(34), Feim Islam Kastrati (39), Arben Isa Gruda (30) and Xhem& Sadri Ukaj
(23) from Lumbardh village of De^an.
Most of the arrested were released eventually, with the exception of Hivzi
Muharrem Kelmendi, Behar Azem Bajri, and Agron Ibrahim Koll^aku.
The LDK chapter said Adem Cuf& Nikqi (32) from Kapeshnica was brutalized by
the police and is in a critical condition. Serbian civilians abused
physically Muhamet Mavraj (15) on Friday afternoon.
[05] Haxhi Rexh&mehmetaj Is Not Among the Killed in the Border Area, His
Father Says
PRISHTINA, Dec 19 (KIC) - Local LDK and CDHRF (Council for the Defense of
Human Rights and Freedoms) in Prizren said Friday 20 out of 36 Albanians
killed by Serbian forces in the border area on Monday included Haxhi Xhavit
Rexh&mehmetaj, resident of Isniq village of De^an.
Haxhi's father, Xhavit, told the KIC by phone from Germany that his 24-year-
old son was sound and safe. While in Tirana, Albania, he had lost his ID,
he said.
