[01] Will the Serb Regime Start Honoring 19-month Old Education Accord?PRISHTINA, March 30 (KIC) - Tomorrow (Tuesday, 31 March) will test the Serbian regime's readiness to comply with the terms of the of the long overdue Education Accord, which was signed by President Ibrahim Rugova of Kosova and the then Serbian President Slobodan Milosevic on 1 September 1996.The Accord, hailed then as the first step towards a more comprehensive approach towards resolution of the Kosova crisis, provided for an unconditional return of Albanians students to their school buildings and university premises. In 1990/91 Albanians were kicked out by Serb occupation regime, and have had ever since to operate their schools in make- shift premises and under continued Serb persecution. The Institute of Albanology in Prishtina should be reopened to its previous occupants on 31 March 1998, the first point of Agreed Measures for the implementation of the Education Accord, adopted earlier this month, says. The Agreed Measures specify a timetable for the re-entry of Albanian students to the University of Prishtina premises, which should be completed by 30 June 1998. The Albanian students should be allowed back to the facilities of the first three faculties of the University by the end of April. Milosevic's regime has been notorious for its readiness to sign papers which are not meant to be put to life. The text of the protocol - entitled Agreed Measures for the implementation of the Education Accord - were signed last week in the run-up to the Contact Group meeting in Bonn. The Kosova Albanian side has been harshly criticized for signing such a paper at this point in time, which has arguably served the Serb regime head off imposition of international sanctions called for by the London 9 March Contact Group meeting. The March 25 meeting in Bonn proved such critics right: the Serb regime has been given a one month reprieve for the alleged progress Belgrade had made towards meeting international demands. [02] Increased Movements of Serb Forces in Several Kosova MunicipalitiesPRISHTINA, March 30 (KIC) - Increased movements of Serb police and army forces have been reported since Sunday afternoon in several parts of Kosova, including areas in Drenica which have been under Serb siege for a month now.The LDK Information Commission in Mitrovica said a convoy of half a dozen jeeps was seen moving from Skenderaj ('Srbica') towards Mitrovica this morning, at around 11:00 hrs. Serb policemen were reported on board them. Sources in Mitrovica said heavy Serb police forces were deployed at the Tavnik neighborhood in the town at around 13:15hrs. About half a dozen households of Albanians in the area have been entirely sealed off by police. An armored vehicle, 3 APC's and two police cars have been seen in the courtyard of an Albanian, Vesel Bislimi, at Tavnik. LDK sources in Vushtrri said a convoy of Serb forces - three lorries with Serb police on board, and three armored vehicles - were seen at around 12:45 heading for Dubova village. The convoy was coming from Mitrovica. The same source said that at around 13:00, two convoys of Serb police vehicles were seen moving along the Prishtina-Vushtrri road. The LDK Information Commission in Suhareka said on yesterday (Sunday) that a convoy od Serb army paraded at Gjinovc village yesterday afternoon from 13 through 15:30. The convoy was seen later moving towards Novak village of Prizren. [03] 12-Year-Old Albanian Boy Wounded in ObiliqPRISHTINA, March 30 (KIC) - A 12-year-old boy, Bajram G&rguri from Kryshevc village of Obiliq, near Prishtina, has received serious body injuries from an unidentified explosive device which exploded in his hands Monday morning.Bajram G&rguri is being treated in the maxillofacial surgery department of the Prishtina Hospital. Reportedly, the boy spotted an unidentified explosive device on the street in his village, which blasted once he picked it up. Sources in the Prishtina hospital said Bajram G&rguri has received injuries about his face, stomach, legs and arms. [04] Him& Haradinaj Buried Last Evening, Five Days After Being Killed by Serb ForcesPRISHTINA, March 30 (KIC) - The 17-year-old Him& Haradinaj, who had died of wounds received last Tuesday during an assault of Serbian forces on the Gllogjan village of De^an, in western Kosova, was buried Sunday evening in his native village, local sources said.Him& Haradinaj and two other young Albanians, cousins Agron Mehmetaj and Gamend Mehmetaj, 19 and 20 years-old respectively, were killed by Serb forces on 24 March. Fellow villagers found the body of youngster Him& Haradinaj early afternoon on Sunday in the woods between Shaptej village and the Radoniq lake in the Gjakova municipality, two to three kilometers away from Gllogjan. The corpse of Him& had been spotted several days earlier, but could not be collected because of the extremely dangerous situation amidst Serb force's presence. Earlier this month more than 80 Albanian civilians were slain in their homes or summarily executed by heavily-armed Serb police/(para)military forces in the Drenica region. Serb forces have been digging in and holding a strong grip on entire Albanian villages in the region, despite calls by the Contact Group for Serb special unit forces to withdraw. [05] Mother with Two Daughters from Jashari Family Missing Since 5 MarchPRISHTINA, March 30 (KIC) - Mihrije Jashari, middle-aged woman from Prekaz i Ul&t (in Serbian 'Dojni Prekaz') and two of her daughters, one 19 and the other 20-years-old have been missing since the Serb forces' attack on the Drenica region for weeks ago.Sources in Mitrovica said the Serb forces during the attack on Jashari family compound in Prekaz i Ul&t had also slain two of Mrs. Jashari's sons Hajzer and Murtez Jashari.
