    OESC Chief of mission in BH, Robert Frowick, warned yesterday a further violation of human rights would not be tolerated any longer, registered mostly in the Republic Srpska area but also in the BH Federation. It is said in FrowickFs statement, made public in OESC seat in Sarajevo, local authorities in Capljina, Bugojno, Drvar, Sanski Most and Stolac (BH Federation) as well as in Doboj, Prijedor, Teslic and Zvornik (Serb entity) do not allow realizing of the necessary conditions for the free-elections. For all these reasons, OSCE keeps a right of annulling the elections, including the appointment of some candidates while penalty measures could be undertaken even before September 14, the statement says. According to information of the election office of the Party for BH, whose President is former BH prime Minister, Haris Silajdzic, a signing of a protesting letter to Ambassador Frowick was signed during a pre-election gathering of this party in some Scandinavian countries, requesting him to annul a registration of voters, according to model P2. This model enables persons who had not been living in Serb-controlled areas before the war, to register for voting, thus legalizing the ethnical cleansing. If annulling of a registration, according to this model, does not take place, Party for BH, as well as many other parties, will not participate in the elections. Party for democratic action (SDA) is preparing to present a plea to OESC, due to this problem, and to engage some other institutions to solve this problem, our correspondent from Sarajevo reports. Owing to all difficulties, BH Prime Minister Hasan Muratovic also announced a possible boycotting of the elections, saying that tthere are some serious reasons for boycotting of the elections and if transferring of authorities from "Herzeg-Bosnia", as well as from republic bodies and institutions that are not in accordance with the Dayton accord, into Federal bodies does not take place, political parties from the BH Federation area could boycott the elections.

    Zvornik - Besides the agreement, according to which Radovan Karadzic must withdraw from public and political life and pointing out of his figure on public places is forbidden, the SDS (Serbian democratic party) distributed around Zvornik election posters with KaradzicFs figure. In connection with this incident, spokesman of Carl BildtFs office, Michael McLay stated in Sarajevo yesterday Serbian authorities must remove these posters until the end of the day. otherwise they would be prevented to participate in the local elections. Office for the return of refugees of the Zvornik municipality has also sent a letter to Carl Bildt and OSCE Office, saying Bildt is familiar with the fact that some 11.000 voters, living in Serbia and who had never been living in Zvornik before, registered for the elections in this town, according to P2 model. "By this fact, a result of the September elections for this town has already been foreseen, besides the fact that, according to 1991 census, Zvornik had a Bosniak majority (...) Obviously, it is not difficult to remove the posters, if this is a condition for holding of the election. Such an attitude of Mr. Bildt is closing of eyes before the basic problems and an intentional limitation of the Zvornik issue on some technically resolvable details. Thus, main problems are neglected which, if not solved, legalize the existing situation and the results of ethnical cleansing", the protesting letter says. (end) M.S.

    Mostar Major Ivan Prskalo and his Deputy Safet Orucevic met today, first time after the elections, with EU Special Envoy to Mostar, Sir Martin Garrod. According to Prskalo, it was an informative talk on which they discussed a further cooperation and establishing of the Mostar civic administration. It was agreed upon regular holding of such meetings as well as holding of joint press-conferences. (end) M.S.
