  • [01] WILL HERZEG-BOSNIA DISSOLVE ON ACCOUNT OF DAYTON AGREEMENT?

    After session of Federation Forum continued yesterday the representatives of Bosniak and Croatian side commented on it: "The transfer of power from "Herzeg-Bosnia" to Federation administration is not disputed, the only important thing is weather these institutions are capable of taking over the duties", stated BH Federation Minister Jadranko Prlic. President of BH Republic Government Hasan Muratovic commented on Bosniak's insisting on the precise deadlines which were denoted as the main reason for the failure of the yesterday's talks. Muratovic stated that this was not about discord but that Zubak (President of BH Federation) "does not allow to be written that the "Herzeg-Bosnia" will cease to function on the certain date, instead he demands the formula which was proposed, the steps will be taken and so on... Those are confused formulations coming before elections. We must have Federation which be able to function, because Republic of Srpska will function too, in contrary Dayton has failed and that must be announced, and searched for the different solution", stated Muratovic.     [02] SOLANA IN SARAJEVO

    The meeting between the NATO General Secretary Javier Solana and the US General George Joulvan has been announced for today. They will meet with the BH officials and leaders of political parties, the PIC High Representative Deputy Michael Steiner and chief of OSCE mission in BH Robert Frowick and the IFOR Commander in BH Admiral Lopez. On the agenda are IFOR's preparations for BH elections. (end) D.O.

    [03] KOMSIC: "B-H MUST BE PRESERVED"

    Ivo Komsic, member of BH Presidency, President of Croatian Peasants Party and director of the election headquarters of the "Joint list" of the nine BH parties in an interview for BH magazine "Svijet" among others said: "The political situation in Mostar is not just connected with the elections in Mostar and it is not just the result of election results. Regarding the elections, one thing was clear: HDZ lost elections in Mostar regardless of denoted irregularities", said Komsic. Commenting the recent Tudjman's visit to America and the indisputable Clinton's pressure on Croatian President the result of which was the final "melting of Croats in Mostar, Komsic said: "We have very clear American positions, and on the other hand we have information which are coming from the other side, Croatian media, which do not agree with those previous. When we look at one and the other information we do not know who went to see whom, who made the conditions to whom and so on. We only had quite clearly expressed position uttered by Croatian media through Nenad Ivankovic's mouth, (the spokesman of HDZ Croatia and President Tudjman personally) on the Croatian television News in which the whole world has been accused for Croatian position. And when you watch that you can recognize the Serbian way of treating the whole world. Now one can hear from Zagreb approximately the same things which Milosevic uttered when he was defending before his own public, constructing conspiracies done by the whole world against poor, threatened people...", stated Komsic. Komsic also commented the present developments about dissolving so called "Herzeg-Bosnia" and Croats' conduct in Herzegovina, stating that world sees the problem of implementation of the Federation in solving Mostar's problem and dissolving the para-state creation "Herzeg-Bosnia". "It is very interesting that Croats in Herzegovina are slowly starting to realize that they are actually the most cheated part of Croatian people in BH. We only have to remember the starting political thesis which were presented to them. First they were told they will be the part of Croatian state, that Bosnia and Herzegovina will not exist at all. After that they were convinced that was not possible, but that on the other hand is possible to create Croatian state in BH. Now when it is obvious that this also is not possible, this part of our national corpus is being prepared for "Herzeg-Bosnia" as cultural society", said Komsic and added: "This period represents the new beginning for BH, it shows that the idea of BH is still alive and that it has to be developed in the interest of BH, which is our homeland.     [04] OSCE CHANGE ETHNIC PICTURE OF HERZEGOVINA?!

    The Governor of the Neretva-Herzegovinian canton, Fatima Leho has some information that according to the current regulations of OSCE, around 6.000 Bosnian Croats who temporarily live in Stolac, Capljina, Prozor and Pocitelj, would be able to vote in the listed cities during the September elections. That says our correspondent from Mostar. "We will demand in the canton the refugees who have not lived before the war in this area because this would drastically change the population picture of Herzegovina with possible dramatically consequences", said Miss Leho for the local Mostar TV. She warned that even mentioning this possibility has caused a storm of protests among the Stolac and Capljina refugees who demand the stoppage of the legalization of ethnic cleansing in these territories. The Governor has been of an opinion that the Neretva- Herzegovinian canton has the least possible conditions for the September elections because their Constitution has not been yet accepted. Miss Leho has made some effort to convene a session of the Parliament of the Canton as soon as possible. (end) M.S.

    [05] CHRISTOPHER-JOULWAN-FROWICK

    Before going to Geneva to check what has been done so far during the IFOR mission, the US Secretary of State Warren Christopher has met today with the NATO Commander in Europe, George Joulwan and the spokesman of the OESS, Organization for the European Security and Cooperation, Robert Frowick. Diplomatic circles think that the US Secretary of State will demand at their meeting in Geneva from President of the BH Presidency, Alija Izetbegovic, Croatian President Franjo Tudjman and Serbian President Slobodan Milosevic to ensure the conditions for the as free as possible elections, allow freedom of movement and accessibility to the media for all the participants in the elections.     [06] RUGOVA IS TARGET OF THE SERBIAN ACCUSATIONS

    "Separatists, nationalistic and terroristic organizations of the Kosovo Albanians have slightly tried to take over", said Radmilo Bogdanovic, President of the Council of republics and Committee for defence and security in the SFR Parliament. Bogdanovic has said that Ibrahim Rugova is the key figure behind the latest explosions in Kosovo. He has repeated the previous opinion that the Kosovo Terrorism is being backed up and supported by the hesitation of the international factors. Regarding the notified dialogue between Serbs and Albanians, Bogdanovic has said that it is going to be held without mediators because "Kosovo Albanians must recognize that they are citizens of serbia and SFR".     [07] PULJIC LETTER TO ROBERT FROWICK

    President of the City Committee of HDZ from Mostar, Mile Puljic, has sent a letter yesterday to the spokesman of the OESS, Robert Frowick wherein he protests the decision of the Temporary Election Commission that the local elections process and that they will not be repeated in September. Referring to the temporary statute of Mostar, Puljic points out in the letter that this decision is "opposite to the Dayton Agreement" and hopes that the Temporary Election Commission will reconsider the decision and allow the holding of the upcoming elections in the City on Neretva.     [08] SOLANA: "BEGIN TO LOOK TO THE FUTURE"

    Yesterday, secretary general, Javier Solana said, after the talks with the B-H Presidency, that the IFOR forces will take the all the necessary security measures to ensure the September elections in B-H and continue monitoring the realization of the Dayton peace agreement even after its completion. Solana has also invited all the citizens of B-H to use "great opportunity that they have, on the forthcoming elections" and "instead of looking in the past, begin to look in the future." Solana has pointed out the readiness on the Bosnian side to allow the whole return of Croats and Serbs on the B-H Army controlled territories and has also invited the other sides to set the Bosnian example. Ejup Ganic, the vice-president of the B-H Federation, said that the return will be allowed when IFOR or some other organization make special plans. NATO secretary general, Javier Solana and the commander of the allied forces in Europe, general George Joulwan had also met in Sarajevo with the B- H Federation President, Kresimir Zubak, and they discussed about the issues of functioning and developing the Federation. President Zubak informed Javier Solana and George Joulwan that the difficulties in developing the Federation are not caused by "Herzeg-Bosnia", but by the partner side. (end) M.S.

    [09] SERBS MADE A "CESSION" TO IFOR

    Since the Bosnian Serbs did not allow the check-up of a military building near Han Pijesak, yesterday NATO ordered isolated troops in the Serbian controlled territories, to withdraw to easily defensible posts. The monitors said that the NATO order, which includes a call to the international civil staff to pull out from the Serbian territory, will make easy for the Alliance to take steps against Serbs. General Michael Walker, the commander of the IFOR land forces, after this latest incident, decided to pull out from Pale the NATO liaison officers and thus stop the communication with the Bosnian Serbs military and political leaders. He also vetoed all the flights for the needs of the Bosnian Serbs Army and canceled the meeting with general Ninkovic, the commander of the Serbian military aircraft.

    Biljana Plavsic, the president of the Bosnian Serbs entity,yesterday, after the meeting with the secretary general Javier Solana, said that she would allow the IFOR members to check out today the military building near Han Pijesak. This sudden "cession" on the Serbian part had happened after a number of interventions and predictions that the war crime criminal Ratko Mladic might be arrested who right there lives most of the times.     [10] B-H HINDER TO SOLVE THE CRISIS IN THE B-H FEDERATION

    In the US Embassy headquarters in Sarajevo, there was a discussion about the burning problems within the B-H Federation, and the main issue has been again the annulment of the so-called Herzeg-Bosnia and its integration in the B-H Federation. Ejup Ganic, the vice-president of the B-H Federation has pointed out at his press-conference, that an annex was added which will define the so-called Herzeg- Bosnia status within Federation. Ganic said "I think that B-H Croats in collaboration with Zagreb evade this issue and hinder the stabilization of the situation in the Federation. A session of the Mostar City Council is scheduled for tomorrow which the Croats intend to boycott which again is an obstruction of the realization of the Federation which has been conditioned by annulment of the so-called Herzeg-Bosnia.
