[01] Albania relations with Montenegro are significant - MetaSHKODER, Dec 28 (ATA)- By M. Malja, Albanian Premier Ilir Meta considered significant Albania's relations with Montenegro, during his visit to the districts of Shkoder and Malesi e Madhe, and asked their intensification within the Stability Pact.Meta declared that "Albania's relations with Montenegro are significant because through the territory of this country Albania has access to the Central Europe, not only through motorays but also through the railway. Meta said that with the Montengrin government he had discussed several joint projects of special significance such as in telecommunication, energy and other domains. He said that other projects include cleaning and protection of the Shkoder Lake, which is a great asset for both countries. Meta asked from the local authorities to prepare joint projects for regional crossborder development in Montenegro, so that, after being presented to the two governments, Albania and Montengro, they be presented to the international organisations of the European Union to enable their financing. The Stability Pact, said Meta, gives priority to projects of regional character, in the interest of the three neighbouring countries, which strengthen cooperation and encourage these countries to respect one another and cooperate for the good of one another and of the whole Balkan region. Meta asked from the local leaders of Malesi e Madhe not to allow unauthorised constructions on the Shkoder-Hani i Hotit road, as the main road to link Shkoder with Podgorice is envisaged to go through. For this purpose he asked that the urban office close to the city's municipality begins work to build the urban plan of the city. On his way to Tirane Meta stopped over at Vrake village, six km far from Shkoder, where he met with Montenegrin minorities living in this village. The proceedings are foresees to finish within 15 months. The crossing point of Hani i Hotit and the custom of this point are partially closed by the Yugoslavian part since March of 1997 despite the continuous interventions made by the Albania government. Haxhiu, The Democratic Party moderates on Monday unfolded their political platform for the internal democratisation of the DP and stressed that the DP political fight against communism was nothing but a demagogy.Deputies Ferdinant Xhaferri, Leonard Demi, Tritan Shehu stressed in their speech that the DP policy not only did not fight communism in Albania but, on the contrary, served it. "Since its creation the DP involved in several fatal errors in its policy. As regards property the DP upheld communist laws. The DP not only failed to recognise and respect efforts of the formerly politically persecuted against communist regime but also used violence against them," said Xhaferri in his speech. He said the DP allowed the creation of pyramid schemes, which led to people's revolts in the country which also marked the ousting of the DP from power. "The DP and especially chairman Berisha did not take into account our remarks for the long-term boycott of parliament by the DP, which also brought about the cooling of relations with the European sister parties." "With the policy the current chairman is following by not allowing the expression of thought and new ideas in the party, the DP only helps the Socialist Party and its allies stay in power. Metaj, A $850 000 worth of aid was signed in Tirane on Tuesday in aid of Albanian railways between the U.S. Trade and Development Agency (USTDA) and the Albanian Transport Ministry.Based on the agreement, with funds from the Southern Balkan Development Initiative (SBDI), worth $ 850, the USTDA donates to the Albanian Ministry of Transport with a modern machinery for maintaining the railways. On behalf of the USTDA the agreement was signed by the U.S. ambassador, Joseph Limprecht, and for the Albanian side by the Ministry of Transport Ingrid Shuli. According to Limprecht the agreement is "part of the SBDI of President Clinton and its aim is to improve infrastructure of transport throughout the region". During these days representatives of this association took part as well in a bicycle race 45 km long, which was organized at the suburbs of the city. "Arberia" association founded three years ago in Perdone, attracts in its fold Albanian immigrants living in this city since the beginning of '90. There are more than 50 000 Albanian immigrants settled all over Italy, most of them after the '90ies. Albanian immigrants refer to their association not only to get different information for solving economic and social problems, but through this association they aim at creating a real image for Albania and themselves. Sometimes ago Xhani was elected by a majority of votes by the club's assembly as president, but he failed to carry out his duty. Now that the court deprived Italian Gianni de Simone of the rights on the club, restoring them to Xhani, the problems in the well-known club of the Albanian football continue to remain unsettled. A group of Partizani players have reported they will quit, to test themselves in some other club. But this initiative has not been welcome by the state party in the club, specialist Neptun Bajko. He has stated that anyone who will sign the withdrawal of the Partizani players should be penally prosecuted so as to avoid the dissolution of one of the most well-known football clubs in Albania. Sources from the Partizani club report that former President De Simone has agreed to transfer property to the Partizani company but on condition that he receives the invested money, which reaches a figure of around US$ 150,000. But with the poor condition of the Partizani budget this compensation is difficult. The liquidator of the state party has said that under the current situation the club cannot undertake to pay the wages of the football players such as those of the leading staff. The Partizani team is one of the oldest and the most well known clubs in Albania. It is many times champion of the country and winner of several other trophies. /lm/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[09] Land slide in road axis close to DragostunjTIRANE, Dec 28, (ATA) - By Th.Thanasi: A land slide is reported to have occurred again in the road linking Librazhd with Perrenjas, in vicinity of the village of Dragostunj (southeastern Albania). It has rendered difficult the vehicles' circulation, sources from road police in the Ministry of Public Order reported on Tuesday.According to these sources, as a result of heavy rains and erosions caused by the Shkumbin river in the axis of the National Road, close to Dragostunj, there has been a land slide. As a consequence in this road axis actually can travel only vehicles that carry up to four tons. Work is being carried out in the meantime to enable the circulation of vehicles with more than four tons tonnage within the coming 4-5 hours. As one of the key moments in the work of this ministry Mr.Milo mentioned the solution of Kosova question. "During Kosova crisis Albanian Ministry of Foreign Affairs showed not only a maximal engagement, but this question will remain the priority of Albanian policy even in the future", stated Minister Milo. "There is a lot to do in Kosova. The cooperation with all international factors will make Kosova be formed as national ethnics with full rights and final solution", added Mr.Milo. As another important moment in the activity of Albanian Ministry of Foreign Affairs Minister Milo mentioned the work performed on Stability Pact. "The senior officials of Pact of Stability estimated positively our will shown in implementation of this Pact", said he. While the European integration of Albania is mentioned by Minister Milo as the third important moment in the activity of this ministry. The beginning of the talks on technical issues of the feasibility agreement is foreseen to take place next year. Many international organizations such as Canadian humanitarian organization "CARE-International", the American one "Action against hunger" and Danish association "EAST" financed some 250 thousand dollars. This fund is used for the construction of new school in Dersnik, rehabilitation of three boarding-schools and the school "Naim Frasheri" in the town and eight others in villages of the district, stated Mitre. Fejzullai, The Greek non-governmental association IIFA financed the implementation of the project for the rehabilitation of three health centers in Kolonja district, Southeastern Albania, the head of the district public health, Vangjel Thomallari, said on Tuesday.According to him, the health centers of Gostivisht, Psar and Taç were included in the project, and a fund worth $ 120 thousand was used to rehabilitate them. In this district operate ten health centers, the rehabilitation of six of which was financed by the German project ITEK. By talking about the projects undertaken in the context of Pact of Stability on Albanian infrastructure and economy and the attempts of Albanian Government on signing the feasibility and association agreement with EU, Albanian Minister Milo said that "This stage shows that Albania has started a nonreturnable direction. The integration processes will be institutionalized and the rhythms of this process will be accelerated. We will try to fulfill those parameters necessary to be associated and later on to become a EU member". /dast/linda/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[14] Economic-financial program marks positive results, says AngjeliTirana, December 28 (ata) - By Dorian Koca - The engagements on implementating the economic-financial program for 1999 marked positive results, reported on Tuesday in a press conference Albanian Minister of Finances Anastas Angjeli by analyzing the work of the ministry for this year.According to Minister Angjeli "at the moment the macroeconomic situation is totally stabilized and the main respective objectives are achieved. The economic increase is reckoned to be 8%. While, the inflation in the end of the year is thought to be no more than 1%". According to the Minister "the evolution of the payment balance is a satisfactory one, although the commercial balance marks a high deficit due to the high volume of the imports versus the low exports level". The deficit of current account in the end of the year is expected to reach to 8.5% of GDP, which means a value lower than the initiative program, while the level of currencies reserves is regarded as sufficient to cover more than 4,5 months of imports and the national currency seems stronger against the one predicted in the program of this year. /dast/linda/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[15] Albania always to keep correct relations with neighbors - MiloTIRANE, Dec 28 (ATA)- By R.Xhuvani, Albania's diplomatic relations with neighboring countries and Kosovar and Çam question were the object of the questions the journalists made during a news conference held by the Albanian Foreign Minister, Paskal Milo, in Tirana on Tuesday."Our country will maintain good and correct relations with the neighboring countries within all principles and criteria" Milo said responding to the questions. The Foreign minister considered the declaration of Serbian military circuits, on a violent return of Serbs in Kosova, as a mere propaganda and a result of the sick chauvinist minds. Regarding the Çam question, Milo assured that it will remain in the Albanian diplomacy agenda. For this issue will be required a solution that would not hinder the normal development of the relations with Greece. /dast/so/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[16] About 9 billion lek more investments for 2000 - MinisterTIRANE, Dec. 28 (ata) - By Dorian Koca: Albanian Minister of Finances, Anastas Angjeli, said on Tuesday in a news conference in Tirane that the Ministry of Finances aims to elevate the level of expenses management to enable the use of all the planned funds for 2000.The aim for the coming year is the realisation of the important objectives of the financial program such as the further lowering of the deficit, financed by the banking sector and the increase of the taxes incomes mostly by the improvement of their administration, said Angjeli. According to him, the financial program of 2000 and the law on budget have in their foundation the financial macro-economic objectives and the fiscal ones, determined for this year in the context of the mid-term program 1998-2000 and based on the agreement ESAF with IMF (April 1998- March 2001.) They aim at consolidating the macroeconomic stability reached during 1999 and creating of the conditions for a stable economic growth. According to the chief of finances, with the expenses planned for 2000, a total of 171 billion lek, the investments will be 35 per cent higher, of 9 billion lek. A short communique issued after the closed-door session of KPA, states that the Council "discussed the status of the draft of the regulation which created the joint Provisional Administrative Structure and the commitments to organise the technical secretariat to support the work of KPA." The President of the association, Ruth Vidmer "has manifested a special care to assist the children of Tirana in these difficult moments when it is common knowledge that the situation in the day care centers is bad," writes the report of the Municipal Council. Vidmer has been also declared Citizen of Honour by the Municipal Council of Lac, in which she has made a great contribution to the reconstruction of the school, the kindergarten, the day care center and the aqueduct of the town. /dast/xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[19] Heavy rain fall in TepeleneTEPELENE, Dec. 28 (ata) - By E Serjani: Heavy rain falls accompanied by a strong wind have prevailed in all southern districts of Albania during the last 24 hours.The rains have been abundant in Tepelene with streams coming out of their beds, while the river Vjosa has surpassed its normal levels. Rain falls in Tepelene have been accompanied with a strong wind and in a distance of 80 km of the national road from Gjirokaster to Ballsh some poplars along the road have fallen causing three times traffic jams for more than half a hour. The traffic has been very heavy due to the movement of vehicles on both directions from Kakavija.
