  • [01] Police of Vlore turn back 60 Albanians and foreigners attempting to reach to Italy

    VLORE, Nov. 1 (ata) - By H Koci: The police of Vlore, through its check up point in Ura e Mifolit, on the road segment Fier-Vlore, returned on Sunday about 60 people, of whom 20 were Kurds, tempting to reach to Italian coast on dinghies.

    This was reported by the chief of police department of Vlore, who added that over the last week, police have strengthened measures to prevent men-smuggling. This measure has been also accompanied with the work to uncover the bases sheltering contingents of illegal Albanian and foreign people.

    Only during last Saturday, police uncovered a shelter for 29 Chinese nationals who expected to leave for Italy on board of speedboats. Two days ago, police of Vlore found and detained a Moldavian citizen, who was isolated in a house in the city, waiting to be transported to Italy for prostitution. /led/xh/

    [02] Cooperation among Greek and Albanian schools

    GJIROKASTER, Nov 1 (ATA)- By Sh. Hajno, Sister relations, set among several schools of Gjirokastra (South of Albania) and schools in Greece and Cyprus, aim at establishing cooperation ties to improve teaching, lab's equipment and expand educative activities.

    Schools in Greece and Cyprus are establishing relations with several secondary schools of Greek minorities as well as with the high schools in Gjirokastra, sources from this district told ATA on Monday.

    The institutionalization of the relations with Greek and Cypriote schools will have a positive influence on enriching the didactic-material equipment of these schools, exchanging experience between the two professor bords as well as introducing students of both neighboring countries. /led/so/

    [03] Rraklli scores third goal in Bundesleague- Soccer

    TIRANE, Nov 1 (ATA)- By Besnik Meta, Soccer player of the Albanian national team, Altin Raklli, who is currently playing in German Bundesleague with Unterhaching team, has been once more the protagonist of this team.

    In the match against Freiburg team on Sunday, Rraklli has scored the only goal of the match, converting a penalty, in the 78th minute.

    Rraklli scored against his former team, in which he has played for three seasons. /led/so/

    [04] Two-week calendar of Albanian Parliament discussed

    TIRANE, Nov.1 (ata) - By R Xhuvani: The meeting of the Parliamentary Bureau on Monday discussed the two-week calendar of the proceedings of the People's Assembly of Albania, which will be presented for approval to the plenary session on Monday afternoon.

    Two important draft laws "On the status of civil employee" and "The status of civil employee" asre envisaged to be discussed.

    The plenary calendar of these two weeks envisages the discussion also of "The charter of autonomy of the local government," "Agreement on status of NATO troops," etc.

    The parliamentary bureau convenes once in two weeks to discuss the two-week calendar of the work of the Parliament. Taking part in it are the Presidency of the Assembly, the chairmen of parliamentary groups and the chairmen of the permanent commissions of the People's Assembly of Albania. /led/xh/

    [05] Albanian new government to be presented to Parliament for vote of confidence

    TIRANE, Nov. 1 (ata) - By R Xhuvani: The Albanian Government led by PM Ilir Meta is expected to be presented to the Parliament on Thursday for its vote of confidence.

    Sources from the Parliament told ATA that the Parliamentary Bureau, which gathered on Monday to discuss the two-week work of the Parliament, will propose in the Monday afternoon plenary session that the Government program of the new cabinet Meta be discussed and approved on Thursday.

    Last Wednesday, the Socialist Party General Leading Committee designated Ilir Meta in the post of the Prime Minister after the withdrawal of Pandeli Majko from that post the previous day. After the structure of the new government cabinet made by Meta, the President of Albania, Rexhep Meidani, decreed the new government on Friday. /led/xh/

    [06] International Master Ilir Seitaj proclaimed champion of Albania in chess

    TIRANE, Nov 1 (ATA)- By A.Keko,

    International Master of Partizani team, Ilir Seitaj, was proclaimed champion of Albania in chess for 1999, in the conclusion of the ninth tour of the 54th individual national championship of chess.

    This year's championship, concluded in Tirane on Sunday, was conducted after the Swiss system.

    Erald Dervishi and Altin Cela, permanent shoos-in of the championships, who play abroad, didn't participate in this important activity. In the championship took part 44 of the best chess players of Albania's sports clubs. /led/so/

    [07] Three projects to supply Kavaja with drinking water

    KAVAJE, Nov. 1 (ata) - By S Gjordeni: The Swiss and Japanese governments and the German Bank KFW are financing three projects that the Council of Kavaja district has adopted to realise the complete supply of that district with drinking water.

    Sources from this council told ATA on Monday that the first project, for which Switzerland has delivered 1 million francs, aims at supplying the city of Kavaja with drinking water.

    While, Rrogozhina will be supplied with drinking water with the fund delivered by the Japanese Government, which after monitoring the zone is now studying the possibilities for the exploitation of the possible ways to implement the project.

    The German bank KFW is working with the third project, which aims to supply with drinking water the zone of Harizaj. /led/xh/

    TIRANE, Nov 1 (ATA)- By E.Metaj, Dollar - lek exchange rates in Tirane currency market this week, were almost on te same levels as the end of the previous week. US$ 1 was bought 134,5 lek and sold 135 lek in the free market, while it was bought 132,2 lek and sold 134,4 lek in the Savings Bank.

    [09] Peace Bell arrives in Durres from Italy

    DURRES, Nov.1 (ata) - By S Gjordeni: The Peace Bell, made of the shells collected by children of Zadrina, district of Lezha and nearby zones, arrived in Durres from Italy on Saturday.

    Present in the ceremony held when the Peace Bell, cast in Italy and taken to 19 Italian cities, reached Albania, was the President Rexhep Meidani, the Bishop of Durres and Tirana, Rrok Mirdita and hundreds of children and inhabitants of Durres gathered in the square in front of the palace of culture.

    One side of the bell writes "Peace in the name of children, let us serve it just like we serve the children," signed by President Meidani, and on the other side one can read the words: "I was born from shells and will toll for the peace of the Albanians in the third millennium."

    President Meidani said in the ceremony that "the peace bell blessed by the Holy Father reached the Albanian territory, embodying the peace and the prosperity laying in store for all of us."

    While the Bishop Rrok Mirdita wished that the bell of the Albanian youth convey peace throughout Albania.

    The work for the bell started in 1999 when weapons and bullets spoiled the life of the children in Albania, after army depots were stormed in this country.

    The bell, a product of the movement "Albanian Youths, Ambassadors of Peace" made its way to Tirane, and will start tolling on January 1, 1998. /led/xh/

    [10] Albania's trade deficit amounts to USD281 million

    TIRANE, Nov. 1 (ata) - By E Metaj: Albania continues to have a high trade deficit as a result of an export at low levels and import at high levels.

    According to the official data, only in the first six months of 1999, Albania's trade deficit was 281 million dollars. Over January-June, 1999, Albanian products were exported to other states, at a value of 151,3 million dollars, and products worth 432,3 million dollars have been imported. The highest trade deficit of Albania was registered in 1996 with 678,3 million dollars. During 1997, both exports and imports had a considerable fall, fixing the trade deficit at the level of 534,9 million dollars, while in 1998, exports increased to 208 million USD and imports at 811,7 million dollars, while the trade deficit was estimated at 603,6 million USD.

    The main trade partners of Albania are the European Union countries, with Italy in the first place and Greece the second.

    Albania has with the ten main trade partners of it averagely about 85 per cent of the total trade import and about 90 per cent of the total of Albanian exports. The other partners are also Bulgaria, Macedonia, Germany, U.S., Turkey and Belgium. /led/xh/

    [11] UNHCR finances rehabilitation of Elbasan prefecture premises

    ELBASAN, Nov 1 (ATA)-By M. Lulja, UNHCR is finances rehabilitation of Elbasan prefecture premises, the spokesman of the prefecture, Hajdar Sejdini, told ATA on Monday.

    The two main halls of the prefecture in which meetings were held between representatives of local government and non-governmental organisations acting in this district, are being rehabilitated with $10 000.

    The works are being carried out by local firm "ALB-Construction". After completion of these works this week, UNHCR will also invest for the equipment of these halls, Sejdini added.

    Meanwhile, working rates have been accelerated for the rehabilitation of the former officers' house in Elbasan and former warehouses of state reserves in the villages of Shushice and Mengel, in which Kosovars were housed in the first six months of this year. The amount provided by UNHCR for these works is estimated at $110 000. /lh/lm/

    [12] Study on elimination of industrial toxic wastes in Durres

    DURRES, Nov. 1 (ATA) - By Gezim Kabashi: The Regional Agency of Environment (ARM) in Durres Prefecture is comprised in the implementation of a study on gathering and elimination of industrial toxic wastes all over this prefecture, the ARM chief, Ilir Qosja reported on Monday.

    He revealed that two dwelling zones bearing high pollution percentage exist in vicinity of Durres city. Some 15 000 tons of uncontrolled products of bichromate sodium are actually situated in a surface of 300 ha in Porte- Romano, and a similar situation is present in Shkozet close to the ex- chimical enterprise.

    According to a preliminary study in Durres prefecture there are actually 2.500 tons of pesticides and other toxic materials.

    The study will be held in various phases on the bases of the results on the pollution percentage of Porto-Romano grounds, the pollution of underground and superficial waters in this area, while the influence of wastes and development of flora and fauna are issues to be observed afterwards.

    The project aims at analyzing the rehabilitation possibilities of polluted regions as well as the neutralization of all the toxic wastes. /lh/A.A/

    [13] Preci asks fast, intensive, transparent, privatisation

    TIRANE, Nov 1 (ATA)-By M. Pupa,

    Zef Preci, new Albanian Minister for Public Economy and Privatisation, on Monday expressed himself in favour of a fast, intensive and transparent privatisation.

    Preci on Monday took over the new office as Minister for Public Economy and Privatisation, which has been considered as one of the most delicate among the ministries covering the country's economic development.

    On the same day Preci met for the first time with the heads of departments and familiarised himself with the main problems of the ministry, especially with projects on privatisation. /lh/lm/

    [14] Iglesias, Dada, Zucchero, Carreras to sing on Christmas in Tirane

    TIRANE, Nov. 1 (ATA) - By K.Shehu: Four distinguished singers in the musical world are expected to stage a big charity concert in Tirane on Christmas day, sources from the Cultural Ministry reported on Monday.

    Iglesias, Dada, Zucchero, and Carreras are the names of the singers to sing for the Albanian audience in the Palace of Congresses in Tirane, and they will sing live for thousands of fans who will attend the concert in the outdoor grounds of this Palace.

    Initiator of this activity is the Italian Pharmaceutic Association "Assis Al", which has an affiliation in Albania. This association will cover the majority part of the expenses of this concert. The initiative is supported even by the Albanian Cultural Ministry.

    According to sources on the cultural ministry the funds collected during the concert will serve for construction of a modern ward for leukemia and dystrophy in Tirane, project of the "Assis Al" pharmaceutical association. /lh/A.A/

    [15] Iconography pavilion "waits" to be inaugurated on the Liberation Day

    TIRANE, Nov. 1 (ATA) - By K.Shehu: The pavilion of iconography, which is being set up in the grounds of the national Historical Museum will be inaugurated on the occasion of the National Liberation Day, sources from the Cultural Ministry reported on Monday.

    The Directory of Cultural Inheritance, National Museum as well as the Institution of Cultural Monuments which will "donate" the icons to be comprised in this pavilion, are working on realization of this project.

    It is said that the pavilion will remain stable and will resist time. The creativity of distinguished iconographs such as Onufri i Madh, Onufer Qiprioti, Shpataraku and others are to be exhibited in this pavilion.

    The number of icons exhibited in the Albanian capital numbers in 60. Six out of them are in the Historical Museum while the rest are in the gallery of figurative arts. The iconographic art is exhibited in the city of Korçe, in the museum of Medieval Art as well as in "Onufri" museum, Berat. /lh/A.A/

    [16] SP parliament group to discuss Meta government programme

    TIRANE, Nov 1 (ATA)-By E. Nepravishta, The Meta government programme will be discussed Tuesday by the Socialist Party (SP) parliamentary group.

    Before presenting its programme and composition in Parliament on Thursday, the government is expected to receive "grade" within the SP parliamentary group.

    With a socialist majority (11 members of the new cabinet are socialists), headed by two socialists (Meta and Ceco), the government should necessarily receive the vote of confidence withing the group of socialist deputies, which also have the majority in the People's Assembly.

    The parliamentary opposition has already expressed the stand it will maintain towards the new government on Thursday. The Democratic Party has warned that it will gather its militants on the "Scanderbeg" square, while the Meta government demands vote of confidence in Parliament. Also the Republican Party has expressed itself against the Meta government.

    Considering this, the Meta government will almost need every vote of the socialist deputies. But, will this happen? Now it is clear that among the socialist deputies there many who are not satisfied with the separation of posts in the SP leading forums and, above all, in the government.

    Precisely, tomorrow's meeting of SP parliamentary group will feel the pulse of the socialist deputies and in some way will also determine the destiny of what will happen at Albania's Parliament on Thursday, with the Meta Government demanding its vote of confidence. /lh/lm/

    [17] Albania, Bulgaria, Macedonia demand creation of a reconstruction regional fund

    TIRANE, Nov. 1 (ATA) - By Elton Metaj: Albania, Bulgaria and Macedonia agreed during a meeting held at weekend in Sofia "to propose to the international community the creation of a regional fund on reconstruction and investment in the framework of the Pact of Stability for Southeastern Europe to support the economic, social renaissance and the development of countries affected by the crisis in Kosove".

    According to the spokesperson of Finance Ministry, Ilir Hebovija "the three states are resolute to take part in postwar reconstruction and development process to achieve the scopes of Stability Pact for Southeastern Europe".

    The tree-lateral meeting held on continuation of Ohrid and Washington meetings issued a joint declaration signed by the Bulgarian Finance Minister Muravey Radev, the Macedonian Finance Minister Boris Stojmenov and by the Albanian Alternate Minister of Finance Adrian Berberi.

    A special place in the meeting was occupied by the necessity of decisive actions for strengthening of stability in the region and to secure a stable economic development.

    In the declaration amid other things is said that the predictions of Albania, Bulgaria and Macedonia are connected with the implementation of projects " on regional development infrastructure with a pan-European importance by implementing projects on facilitation of transport, construction of transport corridors, connection of road network with transport ones, modernization of energetic network and its connection with the European energetic system having into consideration environmental impact in the region".

    The tree countries aim creation of an administrative center with its headquarters in Macedonia which will serve for coordinating the activities of workgroups in experts' level in the field of fiscal and macro-economical policies, in management of public expenses, in affection of private business, in infrastructure (transport, energy, telecommunication), in finances, bank system and environment.

    The Finance Ministers of Albania, Bulgaria and Macedonia will meet again in Tirane in January of 2000. /lh/A.A/

    [18] Berat hospital under full reconstruction

    BERAT, Nov 1 (ATA)-By I. Manka,

    The hospital of Berat has been under full reconstruction since several weeks ago, the director of this hospital, Vladimir Kuramaku, reported on Monday.

    He said the reconstruction of the hospital has been financed by the Italian government with a fund of US$ 1 million.

    The works for the reconstruction of this hospital are carried out by the local firm "Zera".

    Over the last years this hospital has been provided with aid from Switzerland, Greece, Italy, Austria and other states in medicaments, appliances and apparatuses worth over US$40 000. /lh/lm/

    [19] Visa issue opens assembly proceedings this week

    TIRANE, Nov 1(ATA)-By E. Koraqi,

    The treatment of Albanian citizens in receiving visas at the diplomatic consulates in Tirane was the topic opening the Parliament's plenary session on Monday.

    This issue was raised by deputy Arta Dade, secretary for International Relations in the Socialist Party.

    Foreign Minister Paskal Milo said that several problems such as documentation requested by foreign embassies, visa delays and other problems are encountered in the practice of visa issuing at the foreign consulates.

    "In cases when the Foreign Ministry has noticed that responsibility rests on foreign consulates, direct meetings have been conducted with representatives of foreign consulates at the Foreign Ministry and notes of protest have also been sent to these consulates," said Milo.

    Meanwhile, the two states that constitute a problem in issuing visas to Albanian citizens are Italy and Greece because these two countries have also applied issue of Schengen visas, a process which requires completion of numerous procedures, which delay the visa issuing.

    Dade asked return to the previous visa procedures in favour of Albanian citizens. /lh/lm/

    [20] Several deputies ask preliminary acquaintance with govt programme

    TIRANE, Nov 1 (ATA)-By A. Haxhiu, Several deputies of parliamentary right wing parties asked at the parliament's plenary session on Monday that they be familiarised with the new Albanian government programme, which will be voted by the Assembly on Thursday, two to three days earlier.

    After the demand by the Parliamentary Bureau for the government's vote of confidence on Thursday was approved, DP deputy Aleksander Meksi and member of the Legality Party Spartak Ngjela asked that they wanted to be familiarised with the government programme before the voting session.

    They said that in this way the deputies would have enough time to get to know the government programme, to be realistic in their vote. This demand was accepted by the Assembly.

    Considering the changes in the government structure, in which two ministries have been eliminated and another has been divided, socialist deputy Halil Lalaj said that "these changes need the approval in parliament of the draft-law on changes in governing structures". /lh/lm/

    [21] Assembly postpones draft-law on value added tax

    TIRANE, Nov 1 (ATA)-By A. Haxhiu, The Albanian Assembly at the plenary sitting on Monday did not approve the draft-law on value added tax (v.a.t), which was put off for the coming sessions.

    The draft-law was opposed by the centre-right parliamentary group as well as by socialist Deputy Arben Malaj. They stressed that the approval of this law would weigh on the Albanian citizens as it would bring about the increase of apartment prices.

    During Monday's session, Parliament approved the working programme and the calendar of the Assembly proceedings as well as the draft-law "On the budget of 1998".

    The next session will be due on Thursday, with the Assembly voting the Albanian government headed by Ilir Meta and the programme of this government. /lh/lm/
