    TIRANE, Oct. 28 (ata) - By G Dilaveri: The city hall of the capital, Tirane, accorded recently about 405 000 lek for the partial reconstruction of the building of Mitrush Kuteli puppet theater in Tirane.

    This theater, the only of this kind in Albania, is the biggest artistic institution for children. Besides puppet shows staged in it, also scores of other artistic performances have also been shown there. /xh/

    [02] Greek soldiers killed in Italian-Greek war commemorated

    GJIROKASTER, Oct. 29 (ata) - By Sh Hajno: Greek soldiers who fell in Italian-Greek war in 1940 were commemorated on Thursday in village Bularat (Dropulli i Siperm.) The Greek Embassy in Tirane and the Greek General Consulate in Gjirokaster held the ceremony on the occasion in the cemetery of the 56 Greek soldiers of this war.

    This cemetery in Bularat is the second in Southern Albania besidesthat in Gryka e Kelcyres with about 100 graves of Greek soldiers. /led/xh/

Two girls, 13 and 15 have given an end to their life two days ago. In the meanwhile, no explanation has been given yet on this fatal end.

The newly appointed Premier formed his cabinet after a long day of talks with the partners of "Alliance for State" coalition and leaders of his Party. -"DP: We will vote against 'Meta". DP deputies to vote against "Meta" Government in the legislative hall at the moment it will receive the vote of confidence. -"Pyramid investments schemes threaten prosecutor". Prosecutor Ajaz Gjeta has admitted that the same anonymous person continues to threaten him just like several days ago when he received a threatening letter.

    [04] Drawings of Kosova Albanian children displayed in Albanian Embassy in Paris

    TIRANE, Oct. 28 (ata) - By K Shehu: The drawings of some Kosova Albanian children made during their stay for several months in Albania, have been displayed recently in the Albanian Embassy in Paris.

    "The exhibition, which will continue until Nov. 9, 1999, was organized in cooperation with the French Alliance in Paris and Tirana, and with the support of the Albanian Ministry of Culture," sources from the Albanian Embassy in Paris said.

    The exhibition was added with some drawings offered by the French humanitarian association "Colis de la Vie" with drawings by Kosova children in Tirane and a cycle of drawings offered by the French humanitarian association "Horizons-Albanie" with drawings by French children on Kosova.

    Present in the inauguration ceremony were representatives of French ministries, the Secretary General of Frankophonia, painters and artists among whom the Albanian renowned writer, Ismail Kadare. /lh/xh/

    [05] "Task Force Albania" foundation donates 50 000 books for children

    TIRANE, Oct 29 (ATA)- By P.Shuteriqi, A contemporary library with a fund of 50 000 books, in English and Albanian language, has been placed already at children's service, in the International Center of Culture in Tirana.

    "Such libraries will be opened soon in other 24 cities of Albania and Kosova as well", promised the executive director of the British foundation "Task Force Albania", John Van Weenen, at a meeting with representatives of the Ministry of Science and Education on Friday.

    The director of the foreing relations in the Ministry of Education, Artan Canaj told ATA that "on November 29, Charles Spencer, the brother of princess Diana will come to Albania to take part to the inaugurating ceremony of this library, which will also serve as a center to learn the English Language".

    "Task force Albania" is very active in Kosova as well. /so/

    [06] Drought may limit amount of electricity during winter in Albania

    TIRANE, Oct. 29 (ata) - By G Dilaveri: The prolonged drought during this fall may cause limitation of electricity during winter in the country, said on Friday specialists of the distribution branch of the Albanian Electricity Distribution Corporation.

    As a result of the unusual drought continuing especially at the end of this autumn, the level of the main lakes of hydro-power stations has fallen considerably, they said.

    So far, the situation has been not so bad, because as a result of the relatively high temperatures, the consumption of electricity has been low as long as the electric energy is not yet being used for heating.

    In these conditions, it will be necessary to import energy from other countries under unfavorable conditions for the country, said specialists.

    As is known, 95 per cent of the production of the electric energy in the country is ensured by the hydro-power stations, with the greatest weight held by those on the cascade of River Drin Northeast of Albania. /xh/

    [07] French "Solidarites" to assist schools in Berat

    BERAT, Oct. 29 (ata) - By Ilir Manka: The French nongovernmental association Solidarites will provide its assistance for the rehabilitation of some eight-form schools in the district of Berat, said the education director for the district of Berat, Ymer Kordha.

    According to him, with the fund accumulated by this association, the schools of villages Ciflik, Uznove and Vodice will be reconstructed.

    In a meeting held recently between NGOs operating in this district and the OSCE regional office, said sources from the association Solidarites, it was announced that in the future Solidarites will accord other aid for the education sector of Berat district. Bernard Lamtus, representative of this association said that in order to carry out in the best possible way the mission in that district, the centre of the association will be transferred to from Fier to Berat.

    Other nongovernmental associations from Italy, Switzerland, Greece etc., have also brought aid and didactic means for the schools in Berat. According to Kordha, the value of these aid amounts to over 1 million lek. /xh/

    [08] Exchange rates in Tirana

    TIRANE, Oct 29 (ATA)- By Dorian Koca, Dollar continued to consolidate its position in its exchange rates with the Lek on Tirane currency market on Friday. The U.S dollar, on Friday, was bought 135 lek as against Thursday when it was bought 134,5 lek, and sold 135,2 lek.

    In the meanwhile, the dollar value was increased also in the Savings Bank. On Friday, US$ 1 was bought 132,2 lek by this bank and sold 134,8 lek.

    [09] Rome university "La Sapienza" helps two universities of Tirana

    TIRANE, Oct 29 (ATA)- By P.Shuteriqi, University "La Sapienza", one of the biggest universities of the Italian capital, has offered assistance to two universities of Tirana, sources from the Ministry of Education told ATA on Friday.

    The main directions of this scientific cooperation consist in improving the quality of the pedagogical programmes of Tirana universities.

    "La Sapienza" university has promised assistance to restructure labs in the Faculty of Sciences of Nature in Tirana's University, as well as in the Faculty of Geology in the Polytechnic University.

    The cooperation protocol between the region of Puglia and the Albanian Ministry of Education, based on the bilateral agreement signed in Bari, defines the use of ECU 12,5 million for the development of the Albanian high education during a three-year period. /led/so/

    [10] Care International provides US$ 110 000 for Erseka

    ERSEKE, Oct 29 (ATA)- By B.Fejzullai The Canadian humanitarian association Care International has provided US$ 110 000 to rehabilitate two educational institutions in Erseka (Southeastern part of Albania), sources from the district's municipality told ATA on Friday.

    A kindergarten frequented by 160 children and the dormitory of a high school frequented by the pupils of the remote district villages, are the institutions to profit from the association Care International.

    In Erseka, the Non Governmental Organizations and the foreing foundations have provided financial aid to rehabilitate several institutions of the education and health system. /led/so/

    [11] Thaci and Rugova consider very important Solana's visit to Kosova

    PRISHTINE, oct. 29 (ata) - By B Jashari: The chairman of the interim government of Kosova, Hashim Thaci and the LDK chairman, Ibrahim Rugova met on Thursday in Kosova with the EU special envoy for foreign policy, Javier Solana.

    Solana's visit "shows of the interest of the European Union on Kosova and the preservation of the values for which we fought together with the international community," stated Thaci. He voiced the belief that this visit will mark a turn in the improvement of the political situation and for investments by the international community in Kosova.

    The meeting with Solana was "very friendly" said Rugova, adding that they talked "on the present situation, the economic, political and social development, the reconstruction of Kosova and its institutions." Rugova highlighted the presence and efforts of the European Union for the development and reconstruction of Kosova.

    On Thursday, the first day of his visit to Kosova, Solana met with international authorities, while on Friday he will meet with the chief of the Kosova Defence Corps, general Agim Çeku and will visit the divided Mitrovica. /led/xh/

    [12] U.S. private sector towards investments in Southeast Europe

    TIRANE, Oct. 29 (ata) - By E Metaj: The countries of Southeast Europe will discuss from November 1-2, 1999 in Sofia (Bulgaria) the trade and investments in the private sector.

    To this end, a conference of business on the topic "Southeast Europe, trade chances and partnership," will be organized. The conference, initiated by the U.S Department of Trade, will discuss mostly the participation of the U.S. private sector in the economic development of the region.

    The Albanian delegation will be led by Ermelinda Meksi, Minister of Economic Cooperation, who will be accompanied by a group of Albanian businessmen. Present in the conference will also be senior representatives of the U.S. Department of Trade, the U.S. Import-Export Bank, CEO (Private Investment Corporation,) the U.S. Trade and Development Agency, and 100 representatives of U.S. companies.

    In addition, present in the conference will be government delegations and businessmen from Albania, Bosnia-Herzegovina, Croatia, Macedonia and Romania, which will discuss trade and the possibilities of investments in Southeast Europe.

    The promotion of a close trade cooperation between private sectors is one of the important objectives of the conference. During the proceedings of the conference, a round table discussion will be held on the climate of investments in the region. /led/xh/

    [13] Dividend default reaches to 223 million leks

    October 29 (ata) - By E.Metaj - The dividend incomes fro year 1998 marked the value of some 85 million leks from 308 million leks foreseen in the plan of state budget.

    Referring to the sources from the High State Control the dividend default marked the value of 223 million leks and 63% less incomes are realized in year 1998 if compared with the value marked in 1997.

    In the Ministry of Public Affairs and Transport, Albanian side cashed 100% of the capital, while the other partner only 11 million dollars or 44% for 22 enterprises with promised fundamental capital and worth 42 million dollars (divided 37% for state part and 63% non-governmental partners).

    Seven of these companies cashed the minimal value of the promised and signed capital. "As a result the ministry should ask for breaking of the contracts and returning of the enterprises in the previous situation or to make the partners to fulfill the contracts requests", reported High State Control.

    The joint ventures in the Ministry of Food and Agriculture faced the same problems and as a result they went bankrupt. /led/linda/

    [14] Meidani hails Albanian Rotarians for publishing 45 000 primers for Kosova

    TIRANE, Oct 29 (ATA)-President of the Republic Rexhep Meidani congratulated a group from the Albanian Rotary Club, headed by its President Sokol Gjoka, for the publication of 45 000 primers for Kosova children, at a meeting on Friday.

    President Meidani told the participants the he hoped they would find ways to better exploit the international support and the existing positive examples to contribute to education, health, social society and other domains.

    The representatives of the Albanian rotary club informed Meidani that the primers printed at "Tuena" printing press have been sent to Kosova children recently.

    This is not the sole initiative undertaken in Kosova by the Rotary of Tirane, but there are other initiatives in culture, education and other fields, beginning with the crisis and continuing with the return of Kosovars to their lands.

    "Our contribution will continue further with the opening of the Albanian book fair in Prishtine in the next days," the Albanian Rotarians said. /lh/lm/

    [15] Austrian government accords 2.5 billion Leks on restoration of Rubik church

    TIRANE, Oct. 29 (ATA) - By K.Shehu: Austrian government has accorded 2.5 billion Leks through its embassy accredited to Albania on the restoration of Rubik church (northern Albania), which belongs to the XII century.

    Artan Shkreli, director of Monuments' Institution reported on Friday that "this fund together with a fund accorded by Albanian state budget will enable the restoration of Rubic church, which risks to be ruined".

    The monuments' specialists reported that the most damaged part is the Monastery from which are preserved the ruins and and orthodox fresco with catholic influences. It was damaged due to chemical pollution of the chrome enrichment factory situated close to the church, and it found the institution restorators unprepared because they are only specialists of damages caused of flora and humidity.

    In front of this fact the Directory of Monuments' Institution has demanded consultative assistance from the Central Institution of Restoration in Italy.

    Before Albania was liberated the restoration of the church was made from and Austrian-Hungarian group, but afterwards the main facade of the church was built from Gjergj Fishta with a neoclassical style. Rubic church is considered as one of the most precious monuments in the inventary of Albanian cultural inheritage due even to the fact that it is one of the first cult objects in Albania. /lh/A.A/

    [16] Some $ 7 million allocated on rehabilitation of Ventrok irrigation project

    KORCE, Oct. 29 (ATA) - By B.Fejzullai: The irrigation project of Ventrok, Korçe district, will be fully rehabilitated with a fund of $ 7 million, Gjergj Janollari director of water directorate in Korce, reported on Friday.

    Janollari said that some $ 5.8 million out of them are financed by the Islamic Bank while the rest is accorded by the Albanian government.

    The project foresees the cleaning of Prespa i Vogel lake from the wastes.

    The lake of Prespa i Vogel is situated in the southeastern Albanian and a considerable part of it belongs to Greece. /A.A/

    [19] Albania, Turkey partners in context of Stability Pact

    TIRANE, Oct. 29 (ATA) - Albania's President Rexhep Meidani addressed a message to his Turkish counterpart Sulejman Demirel where he paid a special attention to the consolidation of cooperation between the two countries.

    "Albania and Turkey as two partner countries in the region have all the possibilities to strengthen their cooperation contributing in the stability, integration and prosperity of the region in the Euro-Atlantic structures in the context of the Stability Pact.

    President Meidani handed this massage over to the Turkish ambassador in Tirane Ahmet Rifat Okcun during a meeting he held with him on Friday. On his behalf the Turkish ambassador gave to Meidani two letters written by Demirel.

    After expressing his congratulations on the occasion of the National Feast of the Turkish Republic, Meidani thanked Demirel for his visit to Kosove and expressed his conviction that Albania and Turkey will serve to the aim of international union on normalization and democratization of life in Kosove.

    Turkish president Selejman Demirel expressed through the messages addressed to his Albania counterpart the readiness of Turkey to contribute with Albania to built stable foundations for peace, stability and prosperity in all the Southeastern Europe. /lh/A.A/

    [21] Meidani expresses confidence in Meta government

    TIRANE, Oct 29 (ATA)-Albanian President Rexhep Meidani on Friday evening, right after decreeing the new government cabinet presented by Premier Ilir Meta, said that his is confident that the new government will seriously engage in achieving its objectives.

    Prime Minister Ilir Meta assured President of the Republic Meidani and the Albanian citizens that his Government will engage in Albania's stability and integration into the Euro-Atlantic organisations.

    "This is not a government emerging from crisis," said Meta, confirming that it will be a government of the Majko governing continuation. /lh/lm/

    [22] Developments in SP have not brought destabilisation - Limprecht

    TIRANE, Oct 29 (ATA)-U.S. ambassador in Tirane Joseph Limprecht met with SP chairman Fatos Nano and stressed that the latest political development inside the SP are not bringing about any manifestation of destabilisation in state institutions or dissatisfaction among citizens.

    U.S. ambassador highlighted the serious cooperation between the SP structures and other parties of Alliance for State government coalition which made possible the quick formation of the new Cabinet.

    Nano briefed U.S. ambassador on the fruitful cooperation with Premier Meta and the SP political and parliamentary forums. He assured him of the continuation of the responsibilities and results in the governing process of the country in coalition with the parties of Alliance for State coalition. /lh/lm/

    [23] Limprecht assures Premier Meta of U.S. support

    TIRANE, Oct 29 (ATA)-By E. Nepravishta, Joseph Limprecht, U.S. Ambassador in Tirane, met with Albanian Prime Minister Ilir Meta on Friday afternoon and assured him of the consistent support the U.S. government will provide to the Albanian government for the country's progress in all fields.

    [24] Few changes between Majko and Meta governments

    TIRANE, Oct 29 (ATA)-By E. Nepravishta, Only four new names, two ministries eliminated, one ministry divided in two and transformation of the post from Secretary of State to Minister of State, are the changes in the government decreed by the President of the Republic, Rexhep Meidani.

    Just as Meta had promised since he was declared Prime Minister that an good part of the existing ministers would not be replaced, the previous posts in government are kept by Spartak Poci, Luan Hajdaraga, Paskal Milo, Anastas Angjeli, Ilir Panda, Ermelinda Meksi, Lufter Xhuveli, Et'hem Ruka, Leonard Solis and Edi Rama.

    Ingrid Shuli has kept only the post of Minister of Transport, while Arben Demeti was appointed as minister of Public Affairs, while in the Majko government he was minister of Local Government. /lh/lm/
